It was noted that this was a call-in meeting. TOPIC COMMITTEE REPORTS – FINANCE & PERSONNEL – (Afram-Gyening/Bowers)

Financial Report Jennifer discussed the May financial report. She also went over the profit and loss as well as the balance sheet. Randy mentioned that we are adding financial staff due to the incoming work we are having with OACHC.

DISCUSSION N/A ACTION Cliff Edwards moved to accept the financial report. The motion was seconded by Joe Liszak. It was voted on and passed unanimously. RESPONSIBLE PARTY

TOPIC COMMITTEE REPORTS –Quality Committee-(Polster/Ballard/Wymyslo) Data Exchange Ashley mentioned that 5 sites have been visited that are part of NexGen users and will start some user acceptance. PCMH There are 34 organizations, 126 sites that are PCMH. Peer Network The CMO calls are every other month with newsletters on the off months and Ashley is encouraging all clinical leaders to be on the calls. Clinical calls are the 1st Friday of every month. UDS/Clinical Measures The Centering pregnancy groups have been reporting as of July which includes a handful of health centers across the state.

Ashley also talked about Flufit project with the American Cancer Society. Back in May, there was a webinar with ODH and a training in June. Oral Health

410 blood pressure cuffs with information have been sent to 32 dental centers in Ohio. This was also featured in a blog via NACHC recently. Ohio received 16 HRSA oral Health expansion grants. Infant Vitality Julie mentioned that this falls under HB 294 and the plan was submitted back in May. The plan includes safe water temperatures, safe sleep and smoking cessation. It will be launching September 1st. DISCUSSION ACTION RESPONSIBLE PARTY

TOPIC COMMITTEE REPORTS – Membership, Workforce, and Community Development (Liszak/Porter) OPCWI Heather reported they are now looking at evaluations so that you can submit your report to ODH on Monday. Evaluations can be done online by students. For year 2, there will be a webinar series that will end in April. Stipends will be offered to students who do student teaching. They are now working on years 3 and 4 discussions and talking with an advisory group. Membership Dues – FY 16/17 7 health centers have outstanding dues. We now have a new look-a-like, which is Highland Health Partners and 2 new individual members. DISCUSSION ACTION

RESPONSIBLE PARTY TOPIC COMMITTEE REPORTS – Education and Training-(Bourque-Stith) Randy presented for Megan during this meeting. Conference and Trainings

The Fall Conference is September 26th to 28th and there will be a board meeting during it as well. This is our last conference at the Sheraton in downtown Columbus.

The CHC Manager training will be on October 26th here at OACHC and we are still finalizing details but an agenda is available. DISCUSSION ACTION RESPONSIBLE PARTY

TOPIC COMMITTEE REPORTS – POLICY – (Wiersma/DiRossi-King) State and Federal Government Affairs

• 1115 Medicaid Healthy Ohio Waiver o This have been submitted to CMS and the waiver would

cover people up to 18 to 133% of poverty level.

• HB 216 o This has been passed in the house back in May and is

now pending in the Senate. It will increase the number of APRNs that can collaborate in a practice.

• SB 330

o This bill has been referred to the committee. Julie, Susan and Dr. Wymyslo have had some discussions and meetings about dental therapists as well lately.

Federal Legislative Update • Appropriations

o The senate has approved the request for funds however there are very few updates due to the time of year.

Advocacy

• Health Center Challenge o NACHC would like 100k advocates signed up in 100

days. So far 250 advocates have been signed up in Ohio.

• Outreach and Enrollment Update

o National Health Center Week is August 7th to 13th. So far, Julie has heard from 18 health centers for NHCW events.

o OACHC has its own National Health Center week challenge. The focus is more on specific health centers and therefore there are different “weight classes” for different sizes of health centers for the competition. Please see our website for more details.

o Julie recapped the O&E face to face event that was held yesterday at Quest business centers for the assisters.

OLD BUSINESS Discussion on Strategic Pre-Planning Sessions Randy went over the notes from the board meeting of the breakout sessions from the Strategic Planning sessions.

Overview of the Updated FQHC PPS Rule Package Webinar November 3rd from 11:00 am – 12:00 pm OACHC staff have been working with the Ohio Department of Medicaid on updating the FQHC PPS Rule Package. In August, the Rule Package cleared the Joint Committee on Agency Rule Review (JCARR), taking effect October 1, 2016. This was the first policy update in this Rule Package since 2006. Join Randy Runyon as he walks through what’s new – including how it will impact your Medicaid bottom line as well as enhance your ability to further provide comprehensive care.

2016 UDS Training November 30th from 8:00 am – 4:30 pm Presenter: Art Stickgold The Uniform Data System (UDS) in-person training is a full day program covering the preparation of the 2016 UDS Report. The training addresses each of the report’s tables, including a discussion of the changes that have been made and the definitions necessary to complete the Report. The UDS training is aimed at those who are responsible for gathering and reporting the data elements included in the UDS Report, as well as management and clinical staff who need to understand the definitions and concepts used, and those who use the data in their program management and quality improvement activities.

Memorandum To: Ohio Medicaid Enrolled Pharmacy Providers From: Change Healthcare (formerly Goold Health Systems) Date: 10/11/2016 Subject: New Medicaid Concurrent Claims Review Implementation

Attention Ohio Medicaid Pharmacy Providers:

Change Healthcare (CHC), formerly Goold Health Systems (GHS), is the pharmacy benefit administrator for the Ohio Department of Medicaid (ODM) Fee-for-Service program. Under ODM’s direction, Change Healthcare is starting a Concurrent Claims Review process to assist pharmacies with identifying claims that may have been billed incorrectly, to allow the pharmacy to correct the claim and prevent future claims review findings and recoveries.

How it works:

Change Healthcare will review recent claims to identify those that may have billing errors, including:

Duplicate claims

Early refill Inconsistent dose per day

High quantities

High cost Package size errors Claims with Drug Utilization Review errors, such as age and gender discrepancies

If a potentially incorrect claim is identified, CHC will notify the pharmacy by FAX or email. Please review the claim and re-submit if appropriate.

If the claim is not re-submitted, additional communications will follow and additional information may be requested. The FAX/email notice will have instructions on how to respond.

We appreciate your attention to these communications, to ensure that Ohio’s funds are spent wisely and waste

is minimized.

Implementation:

The first FAX/email will be sent to pharmacy providers on Monday, October 24th. For additional claims review details, please refer to the Ohio Medicaid Pharmacy Program website http://pharmacy.medicaid.ohio.gov/ for the Pharmacy Claims Review Provider Manual or call the help desk at (877) 518-1545, option 3.
