Exec Summary : Zone 7’s $55M Ozone plant is ill-advised,

overengineered and solving the wrong problemIssue : Zone 7 is building an Ozone plant to treat an intermittent controllable taste and

odor issue

1. This over-engineered unnecessary ozone plant will cost ratepayers $55M and $5.5M+ in annual

costs with Zone7 issuing debt, to finance this ill-advised venture

2. With Zone7 water sales at ~$40M/ year, it will translate into additional $$ hundreds of dollars $$ /

year in increased water bills for us ratepayers

3. Almost all water agencies use “settled water” ozonation and treat only for disinfection and not for

taste and odor (due to the associated complications and high levels of Ozone required)

4. Zone7 is alone in using “raw water” ozonation (and needing to run it all year round) for once a year

“taste and odor” issues, which have no known adverse health effects and are easily treated with

packed carbon.

5. Don’t believe the whisper campaign on "emerging" and "potential" water quality issues

(shhh…cyanotoxins) necessitating ozone.

▪ Monitoring for cyanotoxins has been performed since 2013 by California DWR & Zone7. None have ever been detected,

since 2013, when monitoring first began. There is no problem here for ozone to solve (we do not buy into the scare

tactics)

6. The Ozone plant is a $55M spending in search of a problem to solve. Zone7 Board spare us the 20

years of debt and further increase in rates. Use our money more wisely.

Summary : Zone 7’s $55M Ozone plant is ill-advised,

overengineered and solving the wrong problem

1. Goal set for $55M Ozone Plant : Removal of Taste and Odor was unrealistic

▪ Zone7’s goal was not disinfection of water (like everyone else)

▪ Designed for approximately once a year “Taste and Odor” (T & O) issues; easily treated

with well proven Packed Carbon solution

2. “Taste and Odor” creating byproducts have no known adverse health effects

• Elimination of a non-existent “problem” with unnecessary overkill

• “Complete T & O elimination” criteria set a sky high standard necessitating a

(unnecessary and very) expensive Cadillac style Ozone plant

3. Everyone else uses “settled water” ozone and uses it for disinfection. Above

is not feasible with Zone7’s overachieving T & O goals

• Ozone concentrations needed are so destructive (to filtration membranes), that *only

raw water* ozonation can be done

• A ill-advised special plant has to be created for Zone7 that is different and more

complicated than everyone else

• Instead of abandoning as infeasible, process was twisted around to generate a solution to

“fit” a non-existent problem

Summary (cont): Zone 7’s $55M Ozone plant is ill-advised,

overengineered and solving the wrong problem

4. Cyanotoxins bugbear introduced last year as a scare tactic, to push through Ozone

▪ Whisper campaign on "emerging" and "potential" water quality issues (shhh…cyanotoxins)

▪ Truth:

— There are *No regulatory thresholds / limits for algae or algal byproducts*– shhh…cyanotoxins * .

Standards are yet to be defined (No defined target to hit / defined safety level?)

— Monitoring for cyanotoxins has been performed since 2013 by DWR & Zone7. None have ever been

detected since 2013, when monitoring began.

▪ There are no problem here for ozone to solve (do not buy into the scare tactics)

5. Project cost is $55M and annual Operating cost was estimated at $5.3M (in

2009 dollars) and also requires hiring of additional headcount

▪ Zone 7 Raising $30M in bond money and water sales at ~$40M/ year, this will translate

into additional $$ hundreds of dollars $$/ year in further increased water bills for us

to pay for an unnecessary technology

Lam Research Corp. 5CONFIDENTIAL - Limited Access and Use

• Zone7’s goal was not

disinfection of water (like

everyone else), but once a

year “Taste and Odor” (T &

O) issues

• These are easily dealt

with using Packed

Carbon

• No need for a shiny

new expensive Ozone

plant

• Is the “T & O destruction”

goal wrong and completely

unnecessary ?

• “Disinfection, not T & O

destruction has been the

primary goal of most other

agencies”

Lam Research Corp. 7CONFIDENTIAL - Limited Access and Use

• Zone7’s unrealistic “T & O

destruction” goal is so high that

“ It is not apparent what

(ozone) dose, if any, would be

able to meet these goals”

• Everyone else uses “Settled

water” ozone. This is not

achievable with Zone7’s

unnecessary T & O goals

• Ozone concentrations needed

are so destructive to filtration

membranes, that *only raw

water* ozonation can be done

• A special plant has to be

created for Zone7, different

and more complicated than

All other agencies : Settled water Ozone

for disinfection (helpful and needed)

Zone 7: Raw Water Ozone for Taste and Odor

at 2-4X the dose (unnecessary and superfluous)

Free chlorine continue to be used for disinfection!

► Does anyone benefits from the Ozone plant?

▪ Majority of algae reduction benefits (if there are any) would go to untreated irrigation

water users (marijuana growers/ vineyards etc.) whose water emitters get clogged !

► New bugaboo being introduced; to supplement indefensible “Taste & Odor”

▪ Whisper campaign on "emerging" and "potential" water quality issues (shhh…cyanotoxins

etc.)

▪ Truth:

1. There are *No regulatory thresholds / limits for algae or algal byproducts*– shhh…cyanotoxins * .

Standards are yet to be defined(what is to be fixed / target?)

2. Monitoring for cyanotoxins has been performed since 2013 by DWR & Zone7. None have been

detected since 2013, when monitoring began.

But what about …

• Trying to mitigate Taste & Odor with No known adverse health effects was a fools

game

• Instead of abandoning as infeasible, process was twisted around to “fit” a non-

existent problem

• Annual Operating cost was estimated at $5.3M in 2009 dollars and hiring of

additional headcount

• How much is it in 2018 dollars?

• Zone 7 raising $30M in bond money & further rate hikes to pay for an

unnecessary technology?

Citizens for Sensible Water Rateswww.sensibleH2o.weebly.com Oct_14_2017 Zone7

Whoa ! This unneeded plant will cost $55M to build in 2018 !!

Summary: Zone 7’s $55M Ozone plant is ill-advised,

overengineered and solving the wrong problem

1. Goal set of elimination of Taste and Odor for $55M Ozone Plant was

unrealistic

2. Taste and Odor problem issue has no known adverse health effects and is

very intermittent (solvable with Carbon packs)

3. Everyone else uses “Settled water” ozone and for disinfection. This is not

doable with Zone7’s unnecessary T & O goals

4. Do not buy into the Cyanotoxins bugbear introduced last year as a scare

tactic

▪ Truth: No cyanotoxins have ever been detected since 2013, when monitoring began

— There is no problem here for ozone to solve (do not buy into the scare tactics)

5. Unnecessary project cost of $55M and annual Operating costs estimated at

>$5M+ will put us in debt and further raise rates

“Settled water ozonation for

disinfection is the clear choice from a

cost point of view “

But since “Taste & Odor” is Zone7’s

goal here we will try to extend it’s

reach…

You are on your own if you choose

to go that way…
