    Dear Colleague:r regret to mfonn you that you have been placed in excess from our school for next year. Thisdecision to place you in excess has been implemented in accordancewith theNew York CityDepartment ofEducation' s (NYC DOE) agreement with the United Federation ofTeachers.This letter outlines guidance for finding a new position, as well as your next steps when the 2010-11school year begins in September. .Before you read further, I want to sincerely thank you for your service to our students. Your supportoftheir education and growth is greatly appreciated. 'In order to assist you in fmding a new assignment, the Department ofEducatiotl. is providing you. with extensive tools and resources while you are in excess. I encourage you to immediately begin toresearch, apply for, and work toward securing a new, regular teaching assignment.At present, there are hiring restrictions in place that will enhance your abilJty to find a newassignment. With limited exceptions, schools must fill vacancies from the pool ofstaffwho arealready working for the DOE including excessed staffmembers; no external hiring may be doneuntil further notice.This letter also includes infonnation on how you will receive an assignment in the Absent TeacherReserve (ATR) should you not locate a position for September 2010.I. Findiug a New Regular Assignment prior to Septllwber 7:Beginning now, please make every effort to use the available tools and resources to apply fur andattempt to secure a new, regular assignment as soon as possible. You are encouraged to fully utilizethe Open Market (OM) Hiring System until August 9, 2010, the Excessed StaffSelection System(ESSS) after August 9, and the many other resources avllilableto assist you in locating a new,regular assignment. Teachers who begin the job search process in June will have more access toopportunities compared to those who start in August.

    Accessing the OMIESSS, a key tool in your search:The OM allows you to search for schools and vacancies, and allows schools to consider you forpossible selection. The OM may be used as follows:Step 1: Access the OM system Web site to search for schools and vacancies of interest to you, enteryour cover letter and resume, and submit applications to vacancies at schools viah t t p ~ : L ! w w w . n y c e n e t . e d u ! Q f f i . c e s / d h r / t r a n s f e m l a n e / .

    Step 2: Continue to use the OM or ESSS frequently until you have been offered and have accepted aposition in another school. Each year, thousands ofvacancies are announced prior to the opening ofschool.Vacancies continue to occur throughout the summer and even after the opening of school.Following the close of the OM on. August 9, if you have not already been selected for a new, regularassignment, you may continue to search for vacancies through the ESSS.Also, remember that Human Resource Certification Assistants are available at your CFN to counselyou on New York State certification requirements in shortage area licenses, where vacancies aremost prevalent.Using the Teacher Hiring Support Center services:The NYC DOE has also made important resources available to assist you in your search for a newassignment through the Teacher Hiring Support Center, managed by the Office ofTeacherRecruitment and Quality. These include:

    Teacher Hiring Support Portal: An updated Web site featuring information and resources forcurrent teachers conducting ajob search. The Web site maybe accessed at http://thscnyc.org. Professional Development: Live, onlineworkshops and chats on resume writing, interviewskills, and conducting a job search. Teacher Ambassador Phon.e Bank: Support and advice from peer teachers who successfullynavigated the transfer/excess process in previous years. . Hiring Fairs: Multiple events where teachers can network with principals and interview forpotential vacancies. The following events will take place in Jun.e. Once the school yearbegins, ifyou are still in excess, you are still expected to be proactive in seeking a new, regularassignment outside of your temporary ATR pla.cement.
