TOWN AND COUNTRY WOMAN WHO WITNESSES SAY WAS DRIVING

RECKLESSLY, ALMOST HITS PEDESTRIAN, THEN HITS PHONE POLE AND FIRE

HYDRANT CONVICTED OF ILLEGAL PARKING! The City Prosecutor Ed Sluys and

Judge Dean Waldemer have sent a clear message to city residents that they are not

looking out for them. Sheila Anthon of 6 Fordyce Manor off of Bopp Road on Saturday

January 23, 2016 at 2:18 in the afternoon was weaving all over the road on Clayton

Road according to a witness. She then ran off the road narrowly missing a walker on the

sidewalk before hitting a phone pole and fire hydrant. This was across the street from

the Mason Woods Village Shopping Center and just east of the fire station.

Anthon was issued citations for Improper Lane Use and Careless and Impudent

Driving.

OUTCOME: Here is where Sluys and Waldemer showed their concern for residents of

Town and Country. On November 14, 2016 the Improper Lane Use charge was

dismissed. Despite two witnesses and evidence of two off road crashes, the Careless

and Impudent Driving charge was reduced to ILLEGAL PARKING and Anthon was fined

$225.

Clearly Sluys and Waldemer did not give a rat's ass about the safety of the public or

people walking on sidewalks. But they did care greatly that resident Sheilah Anthon

would not receive any points on her driver's license after she hired a fellow lawyer.

This is nothing new to Anthon. In 2006 she had a speeding ticket in Town and Country

reduced to Illegal Parking. Ald. Gussie Crawford put court reform on the agenda of the

last police commission and then missed the meeting. None of the other alderpersons

seem to care, despite a couple of them making this a campaign issue at one time.

99 MPH IN A 60 MPH ZONE ON WB I-64 AT I-270 REDUCED TO NO-FINE AND NO-

POINTS: On Thursday night into Friday morning October 30, 2015 at 1:16 AM it was

clear and the temperature had fallen to 39 degrees.

Town and Country Police Officer Yaakub clocked John Wesley Bradshaw driving his

2007 GMC Yukon (a rather large vehicle) at 99 MPH immediately after he passed over

I-270 on WB I-64.

OUTCOME OF TOWN AND COUNTRY 99 MPH CITATION: Bradford hired an

attorney and the case was moved to the St. Louis County Associate Circuit Court, but

was still prosecuted by T&C City Prosecutor Ed Sluys. Bradford who has spent over 80

days in jail for traffic offenses and who has been fined over $1,000 for traffic violations

dating back 25 years was given a NO-FINE NO-POINTS 2-year probation term.

As a Town and Country resident I really don't feel safer with someone doing 39 MPH

over the speed limit that has nothing happen to them.

ST. LOUIS MAN DOING 35 MPH OVER THE LIMIT IN A CONSTRUCTION ZONE IS

CONVICTED OF A CRIME HE DIDN'T DO; NO-POINTS ILLEGAL PARKING! Ali

Noor, 26, of 3621 Meramec in South St. Louis was driving his silver 2000 Toyota

Corolla westbound on I-64 and had just passed I-270 when he was clocked by Officer

Hamel of the Town and Country Police.

It was overcast and 31 degrees on Wednesday night February 3, 2016 at 8:08 PM when

Noor's 15-year-old Toyota was found to be speeding 85 MPH in a construction zone

with narrow lanes. He was stopped by Officer Hamel and issued a citation.

OUTCOME: Noor hired a St. Louis County lawyer and the case was transferred to St.

Louis County Associate Circuit Court. Town and Country prosecutor Ed Sluys handled

the prosecution. Sluy amended the 35 MPH over the limit citation to "Illegal Parking."

Judge Richard Stewart went along with this farce. Noor was fined $200 for Illegal

Parking at 85 MPH.

CORRECTION: Concerning the recusal of Linda Rallo from the Town Square

discussion, Linda told me it wasn't because her husband had done work for Brinkmann

Development, but because someone who works with her husband has. She said she

would inquire of City Attorney Steve Garrett to see if she can attend meetings now that

the developer has been selected.

THE TOWN AND COUNTRY RACES

WARD 1

Lynn Wright 2478 White Stable Road Lynn is the incumbent. She has been on the

Board of Aldermen for 12 years. More often than not she has the "deer in the

headlights" look on issues and when she does speak up she cannot sell her position.

But she gets clearly pissed if someone disagrees with her. I have never seen her vote

contrary on a position where Mayor/Cigarette Lobbyist Jon Dalton has taken a stance.

Money is no object to Lynn if it involves Parks. Anyone who questions her desire for

excessive spending on Parks or Arts immediately gets the stink eye.

Michael Cozad 12071 Carberry Place Cozad is the VP of the family owned commercial

real estate company. I would hope if elected Cozad would ignore the NIMBYs and vote

for the Tim Horton's to go in at the corner of Clayton Road and Ballas instead of a

vacant lot. I noticed the other day that the Horton's in Maplewood that was 24-hours

now closes at 10 pm. That corner is still a great location not to draw more people to the

area, but serve the ones who already drive through the intersection getting to hospitals,

schools, medical and office buildings.

Ward Two:

Tiffany Frautschi On Day-One of filing no one filed against Tiffany, who would be

hard to beat. Frautschi currently has the voters with kids in school vote, plus older

residents like her a lot.

WARD THREE:

Fred Meyland-Smith: Fred is always good at meetings in the winter time, because it is

always nice to have an extra source of hot air on a cold winter night. In the past Fred

has shown that he is against the first amendment as he hates it when churches put up

signs and flagpoles that he does not like. Then he attacks newspaper reporters, even

the Religion Editor of the Post Dispatch when Fred tried to block a 40-foot high flag pole

at a church and Bill McClellan when he wrote a column about Town and Country firing

three employees at Christmas in 2009 instead of trying to trim the budget to save their

jobs.

When I was on the Board of Aldermen Fred tried to introduce an ordinance making it

illegal to write or say anything untoward or unkind about a fellow alderperson. This was

in response to this newsletter, which used to be titled "Alderman Newsletter." Fred is an

angry man, who wants to serve his own agenda before the residents of Town and

Country. He is much more a supporter of George III than the US Bill of Rights. This guy

should not hold office. He will win reelection easily.

Fred about to start another lecture series and extend the length of an Aldermanic meeting by 10

minutes and to the right his apparent here, King George III, since he has no use for the Bill of Rights.

Linda Robson 2 Williamsburg Estates Linda is close to being a real liberal. She had

served on the Green Team and now the Conservation Commission. She has been a

member of the Mason Ridge Garden Club for over a decade. She is more liberal than

Fred. I wish her a lot of luck, but she has little chance in winning, despite the fact a

change would be nice.

Ward 4

Jon Benigas 14288 Cedar Springs Drive Benigas, who for a year did not say one

word to me in an off the dais conversation when I was on the Board of Alderman, had

stepped down and then was recruited by Mayor Dalton to file and force former Mayor

David Karney off of the ballot. Karney as an alderman sent an anonymous email under

the name of J. Storhouse to Meyland Smith saying he should be shot like the deer he

voted to kill.

It worked. When Benigas filed, Karney withdrew and Benigas has been back in office

for four years. Benigas specializes in marriage counseling for men only. He is also a

vegetarian with a gut, who comes to meetings late, has a tendency to fall asleep and

leaves early from special meetings.

He is the most liberal member of the board of aldermen. He is the former chair of the

defunct Green Team commission. He threatened to resign that position if the

alderpersons did not pass a bill for a Green study of the community that required

membership to a United Nations organization. Tiffany Frautschi and Lindsey Butler got

that blocked before they were elected as alderwomen. Benigas did not deliver on his

promise and did not resign his position. He is currently unopposed.

Benigas

Mayor:

Jon Dalton 12801 Tundra Court Let's list all the accomplishments of Dalton.

1) For over 10 years he was lobbyist in Jefferson City for 28 different brands of

cigarettes. With one hand he swears to look after the health, safety and welfare of the

citizens of Town and Country and with the other he was trying to kill people by lobbying

to keep Missouri cigarette taxes the lowest in the country and most of the free world. He

also kept Town and Country from having strong anti-smoking ordinances.

2) He was sued three times by local businesses and a medical provider for failing to

pay his bills. He in turned counter sued each one claiming they were negligent in some

way.

3) He created three different LLCs with local West County investors and then used

eminent domain with his law firm representing the City of St. Louis to obtain land for an

underfunded nightclub district (The Icehouse District) south of the new Busch Stadium,

unaware that the Cardinals planned to build Ballpark Village. He cheated a 78-year-old

widow who had operated a salvage business on S. Broadway since 1948, now with her

adult sons. She sued and won an $800,000 judgment. He and his group failed to pay

the judgment until she sued them in Federal Court. He also sued the Society of the

Sacred Heart as he wanted a building owned by the church group. Since the deed was

still in the name of the original purchaser Dalton also sued Sr. Rose Philippine

Duchesne, who became the first female Saint from the United States.

Yes, Dalton sued a Saint of the Church who had been dead 155 years. What a guy!

4) On May 1, 2016 he filed a paper with the State of Missouri Division of Health and

Aging that he was the representative for the Stonecrest of Town and Country Assisted

Living Center that was planned to be built behind the Town and Country Schnuck's

Supermarket. Apparently Dalton had suffered a serve head trauma and forgot that he

had been mayor of Town and Country for 11 years and had a conflict of interest.

He recused himself from the pending legislation before the Board of Aldermen after an

article appeared in the St. Louis Business Journal. However he is the registered

lobbyist for the owners of Stonecrest, which means he still has a clear conflict of

interest.

Dalton has used his position for profit and has a reputation of cheating people ranging

from local companies, health care providers to widows and even going so low as to sue

a Saint. Clearly this guy deserves another 4-years to give him a total of 16-years as

mayor. He currently is running unopposed. One can only hope someone steps up and

files to run against him. Maybe St. Duchesne can find someone.

UNAPPROVED CHESTERFIELD NEWSLETTER 201

December 19, 2016

SEVEN YEARS AND FIVE MONTHS LATER GREGORY KIBBY IS CONVICTED FOR

STEALING TWO BOTTLES OF BOOZE FROM THE CHESTERFIELD SCHNUCKS.

The crime occurred on Tuesday evening, April 21, 2009 at 6:58 PM at the Hilltop

Schnucks supermarket. A black/male was seen taking a 750 ML bottle of Bombay

Sapphire Gin ($26.99) and a 750 ML bottle of Jack Daniels ($25.99) and walking out of

the store. A manager saw him enter a blue Lincoln which then watched as the car

drove off. The manager got the license plate number.

The suspect was also ID'ed on security camera footage from stealing booze from a

Schnucks in St. Charles, MO. He was identified as Gregory Kibby, 56, of St. Louis, MO.

Police detectives attempted to contact the registered owner of the blue Lincoln, Joel

Parker, 57 of Bellefontaine Neighbors. After several attempts to contact Parker, a

detective conducted a telephone interview with him. He denied driving his car to

Chesterfield. He also said he did not remember what he did in April and that he had not

lend his car to anyone. He was so unresponsive in his answers the detective completed

a citation for "Stealing" and mailed it to Parker's home.

Meanwhile the "wanted" for Kibby remained in the statewide police computer system.

Six months after the crime: On October 19, 2009, Chesterfield Police officers

responded to the Frontenac Police Station and picked by Kibby who was being held as

a fugitive from Chesterfield. He was interviewed by Det. Rider.

Here is a key part of Kibby's confession where he stated he wants to turn his life

around.

Parker, the wheel man, showed up in Chesterfield Muni Court and pled guilty on June

16, 2009 and was fined $350.

Now let's see how Kibby went about starting his life over again:

03/29/10 In starting his life over, Kibby failed to appear to court in Chesterfield and a

warrant was issued for his arrest. The Maplewood Police had him in custody on March

29, 2010. He was issued another citation to appear in Chesterfield Court.

Gregory Kibby in 2009

12/15/09: Kibby was arrested by the Kirkwood Police for Felony Stealing (Third

Offense). On 10/29/10 he was found guilty and sentenced 3-years in prison.

03/16/10: St. Louis Police Officer working in the 1st District arrested Kibby and charged

him with Felony Stealing (Third Offense). He pled guilty on 07/12/10 and was

sentenced to 3 years in prison.

09/03/13 Kibby never showed for the new court date in 2010 and a new warrant was

issued for his arrest. He finished a sentence in St. Louis and was arrested by the

Chesterfield Police at the St. Louis Community Release Center. Kibby made bond in

Chesterfield and then did not show up for court. Another warrant was issued for his

arrest.

04/19/16 Kibby had been arrested again and Chesterfield officers picked him up at the

St. Louis County Jail in Clayton.

OUTCOME: On September 15, 2016 Kibby pled guilty before a St. Louis County

Associate Circuit Judge to an amended charge of trespassing instead of the theft of the

two bottles of booze he confessed to and was fined $300.

Here is where the Chesterfield Police Screwed up: The following is Kibby's arrest and

conviction record prior to his 2009 arrest in Chesterfield:

If the Chesterfield cops would have charged Kibby with a Felony Theft Third of more

offense charge they would not have had to deal with this guy over a seven year period.

The county police and prosecutor would have been picking him up after he failed to

show in court and he would have been sentenced long before 2016.

SHOPLIFTER TURNED ROBBER AT CHESTERFIELD OUTLETS SENTENCED TO

A YEAR IN JAIL: However, the Chesterfield city prosecutor is about to waste a lot of

time and money.

Perhaps you remember our article in the Ex Alderman Newsletter 231 from June 27,

2016 when we reported that drug addict Kathryn Love, 50, of North St. Louis and

another woman were shoplifting from the Gap at the Taubman Outlets. Love was

stopped by a Chesterfield female police officer and began fighting the officer and then

told her sister to spray the officer with pepper spray. That didn't work and Love was

subdued.

She has been arrested using over 40 aliases making it difficult to track all of her arrests

without a FBI fingerprint report. But here are some of them.

Normally we have a copy of the incident and arrest report by now, but the Chesterfield

Police will not release it as her co-defendants have not been arrested yet and there is a

city charge of Possession of Narcotic Paraphernalia. She can't answer that charge for a

while because she was just sentenced to a year in jail.

Since Love is serving a year in the County Jail, what is the point of the Chesterfield

Municipal Court System still having the drug paraphernalia charge? That is usually a

charge that is reduced to "Littering" by Chesterfield's Non-Prosecutor Prosecutor Tim

Engelmeyer with a stiff fine. Let's face it Love doesn't have any money.

The Chesterfield Police will have to have an officer leave the city and pick up Love

when she is done with her jail sentence. In the new age of Muni Court reforms, she

probably will not have to post a bond, because it is minor charge. She will be booked

and released on a summons. She will then fail to show up to court and anther warrant

will be issued and repeat the process. The smart thing to do is dismiss the Drug

Paraphernalia charge and save the city money and keep police officers in service in the

city. But nobody ever said the Tim Engelmeyer or Judge Rick Brunk are smart.

RIVER VALLEY DRIVE CLOSURES TAKES A TWIST: At the December Planning and

Public Works meeting the committee voted for the city staff to work on a new design for

the closure of River Valley Drive. The street runs off of Olive Blvd. and goes north

through the River Bend Subdivision, down a narrow twisty, windy road and then enters

Maryland Heights.

Maryland Heights has rezoned the area (Howard's Bend) just past the Chesterfield City

Limits for a combination of residential (single and multi-family homes & apartments)

commercial and industrial development. If River Valley Road would stay open the

amount of traffic would go up at least 10-fold and maybe more. This would seriously

impact the Parkway School District elementary school located in the subdivision on

River Valley Drive.

The city had a design for the closure and approved the funding. The subdivision

trustees gave a very small amount of subdivision property for the cul-de-sac

(turnaround) construction. Resident Andy Shanfeld opposed closing the road. He

claimed he had rights in the property to be given to the city as a subdivision resident.

The trustees disagreed, but the City Attorney Chris Graville thought a court might find

some merit in Shanfeld's position. A neighbor on the opposite side of the street agreed

to donate some land for the closure and using public easement right-of-way property the

city came up with a new plan, where it might not need the new land on opposite side of

the road. The whole thing might fit on right of way easement.

This was the original plan. If you look closely the turnaround goes slightly above a

dotted line and onto the contested subdivision property.

Here is the new design (below). If you look carefully the dotted line is now completely

above the circle pavement. City Public Works Director Jim Eckrich said the city staff

could handle doing the new design. The increased cost could be somewhere between

$25,000 and $57,000.

The City Council has already approved closing the road, but must vote on cost

increases. However, it appears as if the road will eventually be shut down per the will,

of the majority of the residents despite the singular opposition of Mr. Shanfeld.

HUNDREDS OF RESIDENTS IN OPPOSITION, APARTMENT DEVELOPER

DECIDES TO DROP PLAN AND START ALL OVER AGAIN TO COME BACK WITH

A NEW PLANS: Tom Kaiman is the developer. He owns one piece of property and

has several more bought on the contingency if he can get the property rezoned. That

does not appear to be happening after another overflow hearing of unhappy residents.

The proposal now calls for 252 apartment units at the corner of Schoettler Road and

South Outer Forty, down from 284. The area is currently zoned residential and not

multi-family.

Many Ann Mastorakos was the first to speak. Most people opposed to the project

received applause after they spoke. Mastorakos received loud applause when her name

was called.

The uniqueness is that Mastorakis, a widow, has a multi-acre tact that sits between the

location of the proposed apartments and a 5-plus acre tract that the developers have to

the south of her house that they want to use to meet the green space requirements.

However it is not connected and Mastorakis refuses to sell.

"The addition of green space to the south of my property does not negate the fact that

2,054 residents in the area have signed petitions against the project."

John Green spoke and said the proposed project violated city requirements concerning

density, land use, building heights and green space requirements.

Ray Bosebecker pointed out there are 3,521 apartment units in Chesterfield and there

is not a need for more apartments.

Dean Daniels complained that if the developer gives his required 5-plus acres to the

city as a park, there would be a loss in tax revenue. He also questioned the developer's

estimate that out of 600 residents in the 252 apartments only 100 would be going to

work and have an impact on morning commute traffic.

Michael Moore commented how the project violates the comprehensive plan and the

density levels violate the city code.

David Kaiser made comments toward the developer's spokesman, consulting engineer

George Stock.

"Mr. Stock has said we just don't understand. I'm not the brightest guy but 2054

residents (number that signed petition against project) apparently don't understand.

This project is simply the best way from them (developers) to earn a quick buck."

Ben Atchison pointed out the will of the residents. "The developer can get a bad idea,

summit it to the city and inconvenience 2000 people for a year. These residents are

willing to fight this forever. Please do not underestimate the will of the people on this

issue.

Ben Keathley who is a former city council candidate spoke about the overall view of

this issue across the city. "It's time for other residents in the city to make our voices

heard. If this can happen on Schoettler Road it can happen all over the city. It's not just

the Schoettler Road residents against this. It's residents all over town who are against

it."

Ben Keathley, is young lawyer who has been out of law school for three years. He filed

to run for the City Council in Ward Two for Bridget Nations' seat the next day.

James Higgins who has lived in the area for the last seven years was the last person

to speak in opposition of the project.

"We were spending month after month looking for the right house. If you notice, a lot of

people here are older. I want to live here until I'm old like them."

THE PROPONENTS: None of the proponents were actual residents, but were all with

the developers, KU Development Co LLC and Mills Development. Any speaker would

be allowed 3-minutes. A number of employees for the developers signed up to speak,

but then gave their time to the spokesman George Stock, who got 12 minutes. Before

Stock, lowlife zoning and development lawyer John King spoke.

When King was called the crowed went "Ohhhhhh" and then changed to "Booooo."

King went on the premise that since prior to the city incorporating in 1988 the property

was zoned multi-family by the County. It was changed when Chesterfield did its own

zoning. King claimed that it was up to "the city to force people to do transitional zoning."

He finished by saying that the city should have to rezone the property back to multi-

family.

George Stock tried to use examples of existing apartments prior to the City of

Chesterfield existing. He used the Village Green Apartment on Clayton Road that

borders Town and Country City Limits. He also used the Schoettler Valley Apartments

which are not off of Schoettler Road, but off of Chesterfield Parkway.

Councilman Dan Hurt pointed out to Stock the illogic thinking in his argument.

"In all fairness, Mr. Stock, your examples of Village Green and Schottler Valley are

unfair because they existed before the area became The City of Chesterfield. One of

the main reason to incorporate as a city was the bad zoning.

THE LEAD BALLOON FALLS ON THE CROWD: After a 10 minute break, the hearing

resumed.

At this point City Planner Aimee Nasiff asked Stock, ":Are you going to Change your

application?

Stock: Yes

"Since we are at the issues stage, this would be a change. State Statue would require

new public hearings. We would need to have the developer submit a new application ,"

said Nasiff.

Stock: I have no choice but to redesign the plans.

However, the developer team wanted to hear comments from staff and the commission.

Green Space Unacceptable: Ast. City Planner Jessica Henry spoke and stated that

the staff would recommend that the city not accept the 5.4 acres the developers want to

donate to the city for green space and a park.

"This tract of land has no suitable access points for a City park. It would not be

appropriate for a park," she said.

Commissioner Merrell Hansen would clearly be a "no" vote. "This is not urban and it

(proposed apartments) does not have a place in the area.

Dan Hurt was back asking questions. "We have been doing this for a long time. I'm

trying to figure out what the petitioner is trying to do. I see this as meandering, trying to

find something that fits."

Stock: "252 unit apartment."

Stock stopped speaking for the second time in the night as Thomas Kaiman, of KU

Development, LLC whispered in his ear.

It was clear that the developers did not have their story straight.

City Attorney Chris Graville spelled things out to Stock and Kaiman. "The hearing

notice was very specific. In fairness you would have to go back and start all over again,"

said Graville.

There were two more commissioners who spoke. I'm sorry it was not all eight.

Laura Lucking: "There is a single family home sitting there in between them

(apartments and required green space). There is someone living there. I'm worried

about them. This is someone's life and home. I don't agree with it (apartment

proposal). I say Amen to all the people who have stood up and spoke for her."

Debbie Midgley: "I don't understand coming back for another zoning chance. It is too

dense. All these other residents feel it is too dense and too much traffic."

Somehow the conversation went to the trees the developers would save. "WE can save

47% of all the trees," said Stock.

"Isn't that because you can't use the land where the trees are," was the response.

I don't understand why the developers want to waste their money and continue to pay

lawyers, Stock and his team to draw up new plans. This is not going to pass the

Planning Commission or the City Council. Common sense would say it is time to fold

and go home and not increase your loses.

THE CANDIDATES WHO FILED ON TH FIRST DAY: here is the breakdown of who

filed for mayor and city council on Tuesday December 13:

Mayor:

Bob Nation 17669 Bridgeway Drive Bob is the incumbent. He fought with the former

city administrator, Mike Herring, who we later learned had joined then mayor John

Nations and then City Attorney Rob Heggie in conspiring to hide public records for a

questionable land deal. Herring pushed to impeach Nation to get get rid of him and his

seven year attempt to do something about the Doorack Land deal.

Herring use a July event when Nation used foul language directed at Herring inside a

closed office of Libby Malberg-Tucker, an assistant city administrator. He could not get

Nation impeached but did get him censured. When Nation refused to back down,

Herring seeing the handwriting on the wall retired.

Word is that Generation Xer Randy Logan who often talks before thinking and rarely

has a clue, will file against Nation. Last year Logan filed five minutes before the close of

the month long filing period.

WARD 1

Barb McGuinness 95 River Bend Drive Barb has been checking the figures in the

city books twice and helped force open the Doorack Lease scandal with questions of

why the city is paying over $80,000 a year in lease rent and taxes on a vacant lot. She

also is paying out of her pocket to have the grass in medians cut on Ladue Road in the

Green Trails subdivision when the city and the subdivision refused to do it despite there

being a view obstruction for turning traffic.

McGuinness was elected to serve out the last year on the late Nancy Greenwood's

term. She now is trying for a two-year term. I don't think anyone could do a better job

than McGuinness currently is doing.

WARD 2

out of law school and has his own practice.

Dan Hurt 20235 Emerald Crest Ct. Hurt dates back to the start of

Chesterfield. He took some time off and then lost to Bruce Geiger in a run for mayor to

fill Jon Nations' unexpired term when he abandoned his role as mayor to go to Metro

Transit (Bi-State). Hurt then came back big in 2013 by clobbering incumbent Randy

Logan for Logan's council seat. Hurt is honest and thoughtful. He is obsessed with

putting a police officer in every elementary school in Chesterfield. That is not going to

happen in 2017. They will still have to share three cops.

Ward 4: This race will be to replace attorney Bruce DeGroot who was elected to the

Missouri House of Representatives in November.

Matthew J. White 2115 Heather Glen Dr 63017 White is 31 years

old, has owned his home for two years and has no court action past or present.

Scott Lichvar 1268 Bluffview Ridge Dr 63005 Lichvar work in IT sales. He has lived

MONARCH FIRE PROTECTION DISTRICT

Board of Directors:

Rick Gans The current president of theFire District did not stand in any lines to be first

on the ballot. He filed at 10:55am on Tuesday and is currently the only person on the

ballot.

The Saga of Chief Marsonette: We had heard a rumor that the embezzlement

charges against Monarch Fire Chief Chuck Marsonette would be dropped on Thursday

December 15 and he could be back on the job as early as Monday December 19.

That did not happen. The Grand Jury Indictment charges are still pending. Marsonette

did file for bankruptcy which has kept the civil suit by the former employee Reliant Care

at bay.

REAL ESTATE: Shoe man Lester Mankofsky has his Chesterfield home at 9

Arrowhead Estates (behind Faust Park) on the market for 77 days. The three

bedroom house is priced at $3,795,000. It does sit on three acres. The realtors are

marketing the rear view of the house and pool first before the front.

The house is currently being tax at $8,404. That real estate tax rate would put the

house under $1,000,000. So either Lester is trying to find a sucker who is willing to pay

four times too much for the house or he has been getting the house grossly under

appraised by the taxman.

One website listed the house as the company headquarters of the Mankofsky Shoe Co.

The one photo I liked maybe the best was one that made me think that Walter White

and Jessie were using one of the rooms.

Mankofsky has 6,135 square feet on three acres. I have just at 3,000 sq feet on 1 1/4

acres. My taxes are $6,000 and his $3.8-million spread is only paying $2,400 than me

on the tax books. Something is wrong with this picture. The garages are very

impressive including an oil change pit.

OF MID-AMERICA PUT ON THEIR ANNUAL CHRISTMAS SHOW AT THE

SCOTTISH RITE ON LINDELL JUST WEST OF GRAND AVENUE. Back in our

October 31 newsletter we wrote how David Perkel, a grad of Parkway Central has been

the lead trombonist with the U.S. Navy Band out of Washington, DC for 15 years and is

also an adjunct music professor at several East Coast universities.

Now after seeing the U.S. Air Force Band of Mid-America we see there is another West

County High School grad in an elite Service Band. Airman 1st Class Talie Ferree is a

2011 graduate from Lafayette High School who went on to obtain a music degree from

DePaul University. She is the second chair oboist.

One of the great things about the performance of the Mid-America AF Band and Jazz

Band is vocalist Keisha Gwin from Chicago. She is very good, regardless what she is

singing.

Perhaps the most interesting bio in the band is Sgt. Helena Giammarco. She was born

in France. She went to high school in Texas and at the North Carolina School of the

Arts. Her BA in music is from The Royal Academy of Music in London, her Masters in

Music is from USC and her PhD is from Catholic University in Washington, DC. She has

also studied in Salzburg and Minsk. Before joining the Air Force Band she was in the

Navy Band. (She married a member of the AF Band.)

The night before the Air Force Christmas Concert it was 3 1/2 hours at Jazz at the

Bistro listening to the The Very Manley Christmas Show featuring Mad Brass and

Rhythm.

If you look closely at the table to the right of the stage you can spot Parkway Northeast Middle School

theater/drama teacher Victoria Churchill and her husband, Dean Christopher.

backup musicians because they were laughing too hard to play.

CHRISTMAS DINNER: Just like at Thanksgiving, Charlotte's Rib at Clayton and Kehrs

Mill Roads will cook your Christmas turkey. You buy it and they will smoke for $1 a

pound. You can pick up your turkey between 11am and 4pm on Christmas Eve.

However around the corner in the 900 block of Weidman Road is another story. It is

one of the smallest and least costly ranch homes in all of Town and Country, with

perhaps the most lights per square inch of any display in town.
