Both the public and private sector have a
limited amount of funding available. It is crucial
to understand how best to use this investment
efficiently to address urban mobility issues in a
manner that maximises economic benefits.

Why Is This Important?
Shows that interventions and investments that
support higher level of walking, cycling and public
transport are as effective (if not more) as traditional
transport infrastructure projects
Removes doubts and demonstrates over-whelming
evidence that SUM investment is good for the
economy.

Re-thinking Economic Benefits
• Benefit-cost analysis is biased in favour of traditional
infrastructure projects – fact.
• A wider analysis of costs and benefits produces a more
balanced approach across all modes.
• Considering the health benefits of “active transport” and
reducing the importance of time savings shows very
different results - and justifies more funding for traffic
reduction and decarbonised road transport.

Time to Respond
• The EC supports sustainable urban mobility because of
its potential to improve health, reduce carbon, protect
nature and ecology, improve international
competitiveness and get better value for money from
scarce public funds.
• Encourage decision takers to familiarise themselves with
the evidence and to respond by prioritising significant
new investment in sustainable mobility...

Evidence - trouble-shooting visits to Ljubljana
Aim of visits to Ljubljana
• The meetings in all 5 testing cities were prepared to help
the project to learn how these cities develop their
institutional cooperation strategies, and choice of
measures.
• The trouble-shooting visits to Ljubljana aimed to address
relevant issues in Ljubljana’s SUMP related to using
results of the EVIDENCE project.

First visit to Ljubljana – 6th Oct 2015
The project team met with the city representatives
and discussed the relevant issues in the
implementation of the Ljubljana’s SUMP
A broader list of issues was compiled and left to the
expert team to decide about the issue, which solution
could be best supported with the results of the
EVIDENCE project

First visit to Ljubljana – 6th Oct 2015
After the visit the EVIDENCE expert team decided for
Mobility management (MM) measures. This element
of the SUMP was neglected in the past and is new in
the region.
The city expressed the interest in different aspects of
MM, but mainly in MM for companies and integration
of MM and land-use planning.
