Safety Program..... ; ;’d" ~’om" .....courses they have are very beneficialfor everyone -- workers, gang fore-men, supervisors and management,"he said."The program has not onlyimproved safety, it has helpedproduction.

"The drug program is impor-tant -- it’s good for everyone.Nobody wants to work with an ad-dict. I’ve read 80 percent ofAmerican industry has drug testing. It should be 100 percent. We’reproud that our incident rate islower, but accident costs keep goingup, so we want to keep workingharder to avoid accidents and keepthis region competitive."Other Benefits

James Wells, president of FairwayTerminals, said "We feel the WGMAsafety program has been veryhelpful in reducing lost-time in-cidents. The staff is very profes-sional, and they work with acooperative spirit. Probably the bestthing is the combination of theirphysical presence on the docks, with the excellent research and pro-gram development behind thescenes."

Captain John Scardasis, vice presi-dent, West Gulf division, Lykes BrosSteamship Co., commented, "Wehave observed improvements -- notonly in safety, but with communica-tion and increased productivity. Theimprovements in safety and workhabits also enhance the port’s abili-ty to attract cargo because we’reseen by the shipping community asa productive and safe work place. It’s a form of leadership that canenhance the region’s overall place inthe industry."

The WGMA safety program isgood news for the Port of Houstonand its nine West Gulf sisterports -- and one more example ofthis region’s maritime leadership. []

PORT DATAImprovement projects costing more than$9.1 million are under way at the Port ofHouston Authority’s Turning Basin Ter-minal to keep this general cargo facilityin top operating condition. Projects in-clude railroad and wharf maintenance, new fender systems and slab and pave-ment replacements.

IADA Is First Group to File AutomateeThe member lines and conferences

of the Inter-American DiscussionAgreement (IADA) recently becamethe first group to file a rules tariffunder the Federal Maritime Commis-sion’s automated filing system.

The filing followed a year of "in-tense discussions, negotiations and, above all, unselfish cooperation"among IADA conferences and memberlines, says IADA Chairman John Morris.

The IADA is a Federal MaritimeCommission-approved agreementthat provides four conferences andtheir member lines an opportunityto discuss matters of common in-

terest. Parties to IADA are the con-ferences and lines that operate serv-ices between the United States andthe East Coast of South America.Awesome Challenge

Converting members’ tariffs tothe Maritime Commission’s auto-mated tariff filing system (ATFI)presented an "awesome challenge"to the members of the discussionagreement, Morris says.

"Taken as a whole, the con-ferences and member lines of theIADA file 18 separate tariffs, eachwith multiple sections, and sincethe conferences represent the lines

in both the northbound and south-bound directions, the sheer volumeof paper work was tremendous,"says Morris.Vendor Selection

A committee of representatives ofIADA member lines decided to con-tract, as a group, with one or twovendors to assist in the complexprocess.

DXI Inc. of Pittsburgh was chosento work with the Inter-AmericanFreight, Brazil/Puerto Rico andRiver Plate/Puerto Rico conferences, whose data had already been con-verted to ATFI by Crowley American

’ules TariffTransport Inc., one of the memberlines. A second vendor, Lalandia Inc.of Fort Laudcrdale, Fla., worked withthe Pacific Coast Conference, whosetariffs required a complete conversioninto the ATFI format.Simplified Tariffs

Member lines were asked to radicallysimplify’ their tariffs by reducingtheir size, producing common rulesfor each confcrcnce, and by modifyingthe rules, rate descriptions and regu-lations to meet ATFI requirements.

On Aug. 16, the Inter-AmericanFreight Conference Rules Tariff No.1, FMC No. 34, was filed; the tariffwent into effect Nov. 1. Five otherfilings were expected to followin quick succession for thisconference.

"We believe that this filing makesIADA the first conferences to befiled and effective within the ATFIwindow for a trade lane," says Mor-ris. "That places the IADA in aleadership position in the use ofthis new technology."

MarAd ReleasesTracking Report

The Maritime Administration has an-nounced the availability of a technicalreport titled Worldwide Vessel Locat-ing and Tracking System, Volume I:Final Report.

Prepared by Synetics Corp. of Wake-field, Mass., the report may be ob-tained from the National TechnicalInformation Service, 5285 Port RoyalRd., Springfield, Virginia 22161. Theorder number is PB03193217, andthe price is $27.

The ability to locate and track com-mercial and government maritimevessels has always been limited by therequirement that those vessels manu-ally communicate positions over time. This became evident during Opera-tions Desert Shield/Desert Storm. This prompted MarAd to investigatepossible designs for an automatedworldwide Vessel Locating and Track-ing System (VESLOTS).

At the request of MarAd and theCoast Guard, Synetics completed athree-part program which assessed the)ossible implementation of a system.
