Science and Tech - Main conclusions

• Getting (innovative) solutions ‘out of the lab’ is stimulated by a multi-stakeholder approach where businesses, governments and research organisations work together;

• The relative low cost of water in Europe makes the business case complex, the water-energy nexus is an interesting approach as energy is more expensive;

• Risk adversity is hindering the development and implementation of new solutions, although there are a number of demo sites and pilots. Public procurement

From research to reality S&T recommendations

• Working the triple helix is a good start, however, this could be broadened to the ‘Quadrupel Helix’ by involving the public and civil society as well;

• It is proposed that the idea of ‘risk adversity’ can move to the idea of (facilitated) ‘risk awareness’;

• New ways of financing new water technologies can be explored, such as ‘revolving funds’ that cover risks and sharing of costs among (all) stakeholders involved;

• Adaptation is key: there are a fair number of (scientific) solutions available, but they need to be known to potential end-users and be adapted to local circumstances in order to solve current challenges.

What is next

• The Mediterranean region and the European region aim to work closer together to scope the innovation landscape and work towards a partnership that drives and facilitates the development and implementation of new technologies.

Water and Energy Efficiency for Green Growth– World Water Forum 2015 – 15 April

Overall recommendations: • The world is interconnected and water problems are exported. Water footprint approach

highlight this.

• Correct pricing of water is a must to drive water efficiency but not the only solution –

regulation, awareness raising, eco-innovative technologies are other issues

• We need to invest in preventing water losses to come across huge economic and

environmental gains. Eco-efficiency and water footprints can be used to focus on

priorities and selection of measures.

• We must secure trustful, good quality data, baseline overviews and transparent access to

high quality data - if we can’t measure we can’t manage. Europe has strong systems in

place for this – to build upon and to share.

• Low hanging fruits like water leakage in water utilities, reducing water use in water

consuming industries

• Develop sector specific business cases for reduction in water use and water reuse

• Industrial symbiosis may present another opportunity for increased water efficiency

KEY CHALLENGES

Comprehensive Policy Framework in place – WFD complimented by groundwater, floods, urban waste water treatment, drinking water and bathing water directives, but still outstanding challenges CLIMATE CHANGE AND URBAN PLANNING – HAVE TO GO FROM RESPONSE TO PREPAREDNESS

(CASES FROM ROTTERDAM AND AARHUS) NEED FOR HOLISTIC APPROACHES – TO BRIDGE THE GAP BETWEEN TECHNICIANS, POLITICIANS

AND CIVIL SOCIETIES, TO CONNECT LOCAL INITIATIVES WITH CITY POLICIES. THERE IS GENERAL ACCEPTANCE OF THIS FACT, BUT FEWER SUCCESS STORIES AND A NEED TO DEVELOP METHODOLOGIES TO IMPROVE THIS ELEMENT

WASTEWATER TREATMENT IS STILL A CHALLENGE IN MANY PLACES IN EUROPE. WE MUST STOP SEEING WASTEWATER AS WASTE – IT IS A RESOURCE TO BE UTILIZED LOCALLY OR GLOBALLY, BUT DIFFERENTLY IN NEW AND OLD CITIES AND SETTLEMENTS (LOCAL IN HAMBURG AND CEE, CENTRAL IN PARIS, BUT USE SLUDGE FOR BIOGAS)

WE NEED TO PUT FOCUS ON THE TRUE COST OF WATER AS A KEY DRIVER FOR WATER EFFICIENCY, BUT THIS IS NOT THE ONLY SOLUITONS: POLITICAL COMMITTEMENT, REGULATORY FRAMEWORKS THAT INCREASE URBAN WATER EFFICIENCY, SMART AND INNOVATIVE TECHNOLOGIES, HOUSEHOLD APPLIANCES ARE OTHER ELEMENTS TO BE INCLUDED.

PROMOTE INCREASED SHARING OF EXPERIENCES, WORK WITH EXISTING NETWORKS AND PROJECTS, CITY BLUEPRINTS, EIP ACTION GROUPS AND WSSTP WORKING GROUPS, DELTA ALLIANCE, C40 AND SIMILAR

ESTABLISH BUSINESS CASES FOR INTEGRATED URBAN WATER MANAGEMENT, MAKE INDUSTRIES PART OF SOLUTION, NOT PROBLEM (URBAN SYMBIOSIS PROJECTS SHARING AND UTILIZING RESOURCES)
