1.1. Background
At the 3rd ICT Dialogue Meeting between the Ministry of Industry & Information Technology
(MIIT) and the European Commission's Information Society & Media Directorate-General
(now DG CONNECT), Vice Minister Yang Xueshan and Deputy Director General Zoran
Stančič jointly determined to:
Develop “Green Smart City” cooperation;
Establish an expert framework for promoting EU-China smart cities cooperation;
Select pilot cities from China and the EU; and
Establish a technical expert group to carry out related research and cooperation.
A core technical expert group was established in May 2013 to conduct research into smart
city developments from a global perspective as well as documenting the current policy
frameworks for smart city development in China and the EU. In addition, the technical expert
group was responsible for selecting, gathering information and analysing the data from 15
smart city pilot cities from both China and the EU. A first draft report containing the results of
the research has been produced and a final report will be issued in the first quarter 2014.
1.2. Membership of the Technical Expert Group
In order to meet the objectives of the EU-China Smart City Cooperation project, the
membership of the core technical expert group has been expanded to include the following
groups of experts:
Consultants, Subject Matter Experts (SME’s) and researchers from academia with
specific expertise in smart city development
Industry experts with knowledge and experience of developing and implementing
smart city solutions
City leaders and sector managers from the smart city pilot cities.
Current membership of the Technical Expert Group is provided in section 2 of this report.
1.3. Role of the Technical Expert Group
The technical expert group will be involved in the following activities:
Complete, publish and promote the report on “EU-China Green Smart Cities
Comparative Study” and the White Paper by the end of the first quarter 2014.
Providing guidance, expert opinion and input to the EU-China Smart City
Cooperation final report; this will be issued in April 2014 at the “High Level
Dissemination” event in Beijing.
Identifying and sharing “good practise” in the various components of smart city
projects in China and the EU, through electronic communication as well as personal

meetings where possible to ensure the benefits from the shared learning are
achieved.
Identifying emerging challenges in smart city projects and establishing, where
appropriate, an EU-China task force to address the issues.
Maintaining a database of technical experts to support smart city development
projects in China and EU.
1.4. Technical Expert Group Meetings
The technical expert group will have the possibility to exchange opinions and ideas through
electronic channels, as well as personal meetings where deemed useful for example, to
share “good practise” of smart city developments.
1.5. Funding
The PDSF will fund the technical expert group’s meeting in April 2014 (subject to budget
allocated for phase 1 of the project).
Funding of the technical expert group beyond phase 1 is subject to PDSF securing further
funding of the project.
