Introduction
On May 24, 2015 Ethiopia will hold its fifth national election to elect a new government. The elections come at a time when the Ethiopian economy has made great strides, achieving an estimated 10 per cent growth, one of the highest in Africa. However, Ethiopiaâs human rights record is appalling. Particularly poor is its lack of media freedom.
Ethiopia is Africaâs second biggest jailer and detainer of journalists after its neighbour, Eritrea.Its broadcasting and telecommunications sectors are dominated by the state, and the minimal private media sector is heavily regulated and frequently censored. The dire situation concerning media freedom is compounded by a number of other factors including economic constraints placed on the media and civil society; low newspaper circulation figures and failure to properly invest in the communications infrastructure. These conditions thus make it difficult for independent journalists to freely operate, especially in fairly covering elections.
In a democracy, citizens appoint the government of their choice by voting for their preferred candidates at periodic elections. To be able to do this, they must be fully informed about who is running for office and what the candidatesâ programmes and backgrounds are. This in turn requires a free and pluralistic media and equitable access to the media for candidates, and a regulatory framework that enables freedom of expression. Free access to information, including that held by the government, is also crucial because proper scrutiny of the policies of the incumbent government is impossible if a climate of secrecy prevails. This means that a functioning access to information law needs to be in place, and those state secrets laws and other criminal restrictions should not unjustifiably counteract the free circulation of information.
These conditions are not present in Ethiopia. Most likely than not, fear of physical or professional reprisal may deter journalists from broadcasting information that reflects poorly on ruling party candidates or may motivate them to give undue coverage to such candidates. However, journalists can take the first step by adhering to professional ethics even in such a closed environment. Indeed, observing professional ethics forms the bulwark of protection of journalists.
This handbook serves two purposes. One, it provides readers with a snapshot of the media environment in Ethiopia, in order for them to understand the difficult circumstances that journalists operate in. Secondly, it offers Ethiopian journalists professional guidelines on covering elections and safety tips to consider while in the field. ARTICLE 19 hopes this guide will be used by journalists to improve the quality of coverage of the Ethiopian elections and support fair, reliable, and informative reporting on issues that are relevant to voters, including the electoral process, campaigns and elections, while safely doing so.

A short history:From the Derg to Desalegn
The 1974 military coup dâĂŠtat that ousted Emperor Haile Selassie I and his regime ended more than 2000 years of imperial rule in Ethiopia. Following the coup, the military junta, led by General Mengistu Hailie Mariam, which later came to be known as the Derg (committee or council in Geâez), declared that the country would follow a MarxistâLeninist path. What followed were 17 years of repressive military rule. The revolutionary regime was consumed by a series of crises. Notable among these were: a campaign of widespread domestic political violence; the Eritrean war of independence; the separatist uprising in the province of Tigray; the Ogaden war with Somalia in 1977-1978; drought and famine throughout the 1980s; and the isolation of the government from its socialist allies following democratic reform across eastern Europe and the former Soviet Union in the late 1980s and early 1990s.
General Mengistu dominated Ethiopian politics as head of the Derg from 1974 to 1991 when he was ousted by Meles Zenawi. Mengistu fled the country, eventually being granted asylum in Zimbabwe where he still resides. The Derg was responsible for the death of millions of people through famine, economic mismanagement, enforced resettlements and the elimination of thousands of suspected opposition supporters in urban areas by âthe Red Terrorâ. When he assumed power as Prime Minister, Zenawi established Ethiopian Peopleâs Revolutionary Democratic Front (EPRDF) in 1989, out of the former Tigrayan Peopleâs Liberation Front. Military campaigns from the EPRDF and the Eritrean Peopleâs Liberation Front had precipitated the collapse of the weakened government in 1991, leading to the expulsion of Derg figureheads.
In July 1991, a national conference established the Transitional Government of Ethiopia (TGE) and adopted a Transitional Charter to prepare necessary conditions for a democratic election and transition to democratic governance. Meles Zenawi was appointed transitional president. A new constitution was adopted in August 1995 with a new national constitution, which remains the supreme law of Ethiopia. In the same year, the EPRDF claimed victory in a poorly contested election, and Zenawi became the countryâs first Prime Minister.
Zenawi went on to lead the EPRDF to success in national elections in 2000, 2005 and 2010. The 2005 elections were marked by violence. As the results came in, it became clear the opposition parties had won an unprecedented number of seats. When the announcements of the results were delayed, students in Addis Ababa began staging protests that turned violent. After the results were finally declared (372 seats for the EPRDF, 172 for the opposition) some members of the opposition called the elections âstolenâ. More demonstrations were held and the police fired on the crowd, using live ammunition, killing scores of protesters. 131 âpolitical detaineesâ - with 21 journalists among them - were later formally charged with attempting to overthrow the government. In the 2010 elections, the EPRDF secured a 99.6% majority in Parliament. When Zenawi died on August 20, 2012

while undergoing treatment in a Belgium hospital, Hailemariam Desalegn was appointed Prime Minister to succeed him.
Ethiopiaâs Media Landscape
Following the 1974 coup that installed the Derg regime, the mass media became an instrument of propaganda under the centralised control of the party and Ministry of Information, serving as a mouthpiece for the regimeâs ideology. No privately owned or independent media existed throughout the Derg rule which ended in May 1991.Since 1991, private media have established themselves in the country but unfortunately, they have not flourished.
Print media
The print media in Ethiopia is characterised by very low circulation figures compared to the population size. The combined number of copies of both private and public publications does not exceed 100,000 per day, which, in a country with a population of 87.4 million people, is incredible low. But the actual readership is higher as five or more people are estimated to read each copy printed. Nevertheless, the readership is still largely confined to the educated urban elite. The high cost of printing, distribution outside Addis Ababa, and low literacy rates explain the low circulation of newspapers in Ethiopia.
Out of the three daily newspapers in Ethiopia, Addis Zemen and the Ethiopian Herald are state-owned while Daily Monitor is the only the privately owned publication. The latter has a circulation of around 2,000 copies. State-owned weekly newspapers include Al Alem, printed in Arabic, and Berissa, printed in Oromiffa. On the other hand Oromiya, Abyotawi Dimkrasi, and Woyin are some of the newspapers owned by political parties.
A number of other newspapers are privately owned and are issued weekly. These include: Addis Fortune, Capital Ethiopia, Ethiopian Reporter, Addis Admas, Asmat, Dagu Ethiopia, Ethiosport, The Gunners, Inter Sport, Mesenazeria, Medical, Negadras, Press Digest, Sub Saharan Informer, World Sport, and Yegna Press.
In recent years, a number of private newspapers such as Kedami Getse newspaper, Yekelem Kende newspaper, Fitun magazine, Jano magazine , Eboni Megazine, Liya magazine , Life magazine, Kalkidane magazine, Finote Netsanet news paper among others have ceased operations.

Television
Ethiopia Television (ETV) is the primary national television network. This is a government owned entity operated by the Ethiopian Radio and Television Agency (ERTA). ETV Channel 1 is the only free-to-air national television channel. It broadcasts in Tigrigna, Oromiffa, Amharic and English. ETV Channel 2 is available in Addis Ababa and is operated by the Addis Ababa regional government. Other more recently established state owned broadcasters include Dire Dawa Television and Oromia Television. There are no privately owned âfree-to-airâ television broadcasters in Ethiopia. Even though subscriptions to pay-TV services such as the South African-based DStv satellite and ArabSat Satellite are available, they remain expensive to the ordinary Ethiopians.
Radio
Radio is the most widely distributed and popular media format, with an estimated 70% of the countryâs largely rural population able access to radio broadcasts. Radio Ethiopia, a government owned entity which broadcasts in Amharic, Oromiffa, Tigrigna, Afar, Somali, Arabic, English and French and the ruling EPRDF party-controlled Radio Fana (Radio Torch in English), are the only two radio stations that have a national reach.
Others such as FM Addis 97.1, Addis Ababa Region Radio Station FM 96.3, Amhara FM, Amhara Regional FM, Harrar Station, Metu Station, Debub Radio Station, Dire Dawa FM, and the Education Mass Media Agency are some of the state-owned radio broadcasters that operate locally. The private radio stations such as Afro FM, Sheger Radio and Zami FM, which are based in Addis Ababa have limited reach. Though privately owned, Radio Dimitsi Woyane Tigray (DWET, or Voice of Tigray Revolution) is closely linked to the Tigrayan Peopleâs Liberation Front.
Eight community radio stations have been registered across the country, receiving funding from government, advertising and private donations. Argoba Radio; Jimma Radio; Kefa Radio; Kembata Radio; Kombolcha Radio; Korrie Radio; Sudie Radio, and Waghimra Radio, are operational. International radio broadcasts are received in Ethiopia from Voice of America, Deutsche Welle, BBC World Service, Radio Cairo and Radio Vatican.

Telecommunications and digital communications
Ethio Telecom, formerly the Ethiopian Telecommunications Corporation (ETC), is not only the sole telecommunications service provider but also the only Internet service provider Ethiopia. The Ethiopian government notes that only 62.14% of the population are within a 5km distance of the nearest telephone connection. The International Telecommunication Union (ITU) estimate that only 1.1% of the Ethiopian population are Internet users and attributes this to low penetration levels, high cost of mobile telephony services, lack of competition and stateâs deliberate failure to liberalise the telecommunications sector. In December 2010, as part of the Ministry of Finance and Economic Developmentâs Five Year Growth and Transformation Plan (GTP), France Telecom, whose international known brand name is âOrangeâ, took over management of the ETC as part of a two year âŹ30 million contract. The change in management was marked by the rebranding of the ETC as âEthio Telecomâ, although the entity remains an entirely state owned corporation with a monopoly over all telecommunication services. The five-year plan does not indicate any intention to liberalise government control over the telecommunications infrastructure or service delivery. Consequently, Ethio Telecomâs monopoly therefore is likely to endure. However, in recent years, there has been an increase in small-scale private contracting and limited private resale of services. The GTP also indicates that government control over information flows will be maintained if not tightened â one of its âkey targetsâ is âto prevent and fully control illegal activities and thereby ensure the security of the ICT system.â
Legal regime
Article 29 (2-5) of the Ethiopian Constitution protects the right to freedom of expression and information. But contrary to this constitutional provision, the state employs its oppressive legal regime to stifle freedom of expression in the country. The governmentâs self-interest in suppressing any form of criticism is reflected in the number of journalists in prison and self-imposed exile.
The Ethiopian government continues to use the Criminal Code of 2004 and Anti-Terrorism Proclamation of 2009 to suppress critical media. Since its enactment, the Anti-Terrorism Proclamation has been used to prosecute 22 journalists and bloggers. ARTICLE 19 has consistently pointed out that the Proclamation infringes on the right to freedom of expression and information because of its broad definitions of âterrorist acts,â which encompasses a wide range of legitimate expression hence allowing critical reporting to be penalised where there is no risk or threat to national security. The Proclamation has also granted the state broad executive powers of surveillance (Article 14), warrantless search

(Article 16) and seizure (Article 26) and warrantless arrests and detention (Article 19) hence exposing journalists to harassment and intimidation, undermining their right to protect the anonymity of their sources.
Lack of media independence and plurality in Ethiopia is a deeply concerning issue. In fact, because of constant harassments and prosecutions, Ethiopian journalists cannot exercise their right to freedom of expression. The Freedom of the Mass Media and Access to Information Proclamation of 2008 incorporates the draconian Criminal Code, which provides aggravated damages for civil defamation, establishes a licensing system for the printed press and allows the executive to impound periodicals and books. The Broadcasting Service Proclamation of 2007 similarly entrenches the executiveâs control over the media, failing to advance the principles of media independence and pluralism.
Despite Ethiopia having one of the lowest rates of internet penetration in Africa, the government has continuously filtered online contents while certain blogs or news sites from dissidents in the Diaspora have been blocked domestically. The Ethiopian government rejects the notion that it employs any Internet censorship of any kind - filtering, blocking or surveillance. However, it has been reported that the Ethiopian Telecommunications Agency has been requiring Internet cafes to log the names and addresses of individual customers since December 2006. Websites belonging to opposition party and those with critical political content appear to be a priority for blockings for example: www.opride.com; www.ethiomedia.com; www.nazret.com; www.zehabesha.com are not available in the country. In June 2012, Ethio Telecom took steps to block the use of the secure browser, Tor, which allows users to bypass blocked websites and browse anonymously.
Part III of the Freedom of the Mass Media and Access to Information Proclamation establishes a legal framework for the right of access to information, with implementation beginning in January 2012 under the oversight of the office of the ombudsman. While this is a positive development, ministerial guidelines have not been published to outline how the access to information law can be actualised. Public officials rarely give out public information, especially when sought by academics or private media. Access is limited to state-owned media outlets and individuals need to pass through highly bureaucratic procedures to get information.

Journalistic guidelines
To ensure safety of journalists working in Ethiopia, ARTICLE 19 has developed a19-point guideline to be adhered to at all times. These are expounded below:
Guideline 1: Media to inform the public about all matters relevant to elections
In the period preceding, during and immediately after an election, the media have a duty to inform the public about the political parties, candidates, campaign issues, voting processes, and other matters relevant to the election.
In order to make informed choice, voters need to have the necessary information to register and vote, and to make informed choices regarding matters that are the subject of elections. Some of the information the journalist is required to provide citizens include:⢠Whomayvoteandwhomayrunforoffice?⢠Where,whenandhowdoesacitizenregistertovote?⢠Where,whenandhowdocitizenscastballots?⢠Whatkindofelectionisthis(legislative,presidential)?⢠Whatarethepositionstowhichcandidateswillbeelectedandwhatpowersand
responsibilitieswillthoseelectedenjoy?⢠Whoarethecandidatesandwhatpoliticalpartiesdotheyrepresent?
The right to vote âwithout distinction of any kindâ encompasses the right of people who are illiterate or only minimally educated to have access to the necessary information. The government is obligated to broadcast election programmes unless it undertakes other information initiatives that would reach as many people as would broadcast.
Guideline 2: Balance and impartiality
⢠Media have a duty to be balanced and impartial in their election reporting and not to discriminate against any political party or candidate in granting access to air time. This duty requires that news, interview and information programmes must not be biased in favour of, or against, any party or candidate.
⢠Ataminimum,comparableeventsshouldbegivencomparablecoverage.Ifastationcovers a speech or election rally of one partyâs candidate, for example, it must give comparable coverage to other partiesâ speeches or rallies. Comparable coverage includes comparable length and comparable kind of coverage and, for television coverage, involves comparable footage of events or speakers.

⢠Broadcastingunimportantstatementsorsummarisingstatementsisnotcomparabletobroadcasting the highlights of a candidateâs speech that received the most applause or broadcasting the speakerâs actual voice.
⢠Journalistsmustensurethattheirelectionreportsarefactualandaccurate,andtheymust strive to provide fair, balanced and impartial coverage.
⢠Gatherasmuchinformationaspossibleabouteachpoliticalcontender:partystructureand operations, financing sources, regional strengths and weaknesses, political importance on the national and/or local level, past and present alliances, major campaign themes, performance in past elections.
⢠Journalistsmuststrivetoobtaincommentsfromanyonewhoismentionedinanunfavourable context and all claims must be tested against the evidence. It is imperative that all information is counterchecked for accuracy and clarity before it is reported.
⢠Thewordsofcandidatesmustbereportedcorrectlytoaccuratelyrevealtheirmeaning,and explain the context without exaggerating partial meanings. Looking for more than one opinion, voices or diverse views helps overcome the appearance of bias or favouring only one side. Put in quotes what is said in press releases or in press conferences and/or attribute them properly. When allegations are made, demand explanations from the sources.
⢠Clearlydistinguishbetweenofficialactivitiesofgovernmentmembersandtheiractivities as candidate or party member.
Guideline 3: Special obligations where laws restricting freedom of expression are in force
⢠Anylawsthatrestrictfreedomofexpressioninbreachofinternationallawandstandards must be abolished. This is because existence of such laws, which restrict freedom of expression, will limit political debate and hamper the mediaâs ability to give full and free coverage to the election, thereby interfering with the fairness of the election process. It is recommended that such laws be abolished in good time before the election campaign begins. In Ethiopia, some of the problematic laws include the Anti-terrorism Proclamation (2009) and the Criminal Code
Guideline 4: Government obligation to punish attacks against media personnel and property
⢠TheGovernmentmustmakespecialeffortstoinvestigateallacts,orthreatenedacts,of violence, intimidation or harassment directed against media personnel, or any act

of destruction of the property or premises of a media outlet, particularly where there is any reason to believe that the act was motivated by an intent to interfere with media freedom, and to bring those responsible to justice.
Guideline 5: Sources
⢠Duringelections,journalistsshouldestablishanetworkofsourceswithinthepoliticalparties. Identify and establish relationships with each partyâs spokesman or with an important official of each campaign so that they are able to reach them quickly when you need information from them or will need to set up an interview with a candidate, or to get their immediate responses to campaign developments.
⢠Itwillalsobehelpfultodrawuparosterofexpertstoconsultforcommentaryonthecampaign.
⢠Journalistsmustobserveprofessionalsecrecyregardingsourcesofinformationobtainedin confidence.
⢠Unnamedsourcesshouldnotbeusedunlessthepursuitofthetruthwillbestbeservedby not naming the sources that must be known by the journalist and communicated to the editor.
⢠Whenmaterialisusedinareportfromothersources,theyshouldbeindicatedinthestory.
⢠Mediashoulddesistfromusingtheshieldofsourcestodisguisetheirpersonalopinions.
Guideline 6: Limits on prior restraint
⢠Theremustbenocensorshipofanyelectionprogramme.Thegovernmentshouldissuea clear statement to the public and all media that they will not be penalized in any way for printing or broadcasting programmes merely because they are critical of the government, its policies or the ruling party.
⢠Thegovernmentorgovernmentmediamustnotinterferewiththeprintingorbroadcastof an election programme, unless it is absolutely certain that a restraint is necessary to prevent a substantial harm to a legitimate interest, such as an act of violence. Any decision to restrain a programme must be promptly reviewed by an independent body in order to determine whether the restraint was necessary or whether it constituted an act of censorship.
⢠Broadcastchannelsareentitledtopre-screenprogrammesinordertoensurethatthey do not violate any law but this process should not be used as a pretext to delay transmission of any programme.

⢠Thestandardsusedbythegovernmentormedia,indeterminingwhetherornottobroadcast an election programme must not be so vague or broadly defined as to leave an overly wide margin of discretion to the authorities responsible for enforcing the law. In case of breach of the law, the penalty must be reasonable and proportionate to the crime.
Guideline 7: Media liability
⢠Itisstronglyrecommendedthatthemediabeexemptedfromlegalliabilityforunlawfulstatements made by candidates or party representatives and broadcast during the course of election campaigns, other than those which constitute clear and direct incitement to violence. The parties and speakers should be held solely responsible for any unlawful statements they make.
Guideline 8: Replies, corrections and retractions
⢠Anycandidateorpartythatmakesareasonableclaimofhavingbeendefamedorotherwise injured by the media should either be granted the opportunity to reply or be entitled to a correction or retraction.
⢠Thereply,correctionorretractionshouldbeapproximatelythesamelength,andshouldbe broadcast in approximately the same time or period, as the alleged defamatory statement.

This body should be empowered to order a right of reply, correction or retraction, and its decisions should be subject to review by the courts.

⢠Editorialopinionmustbeclearlydistinguishedfromfactornews.⢠Adiversityofopinionsrepresentingawiderangeofviewsespeciallythoseof
contesting candidates and political parties should be allowed across all media. ⢠Incaseamediahousedecidestoendorsecandidatesorparties,thismustbeclearly
indicated and not presented as a news report. ⢠Atalltimes,analysisshouldprovideinsightsbasedonresearchanddiversityofexpert
opinions which will in turn enable voters to get a deeper understanding of processes, issues and candidates.
Guideline 11: Election advertorials
⢠Politicaladvertsandadvertorialsshouldbeclearlydistinguishedfromeditorialcontent.Before and after each party election broadcast there should be a clear statement identifying it as such.
⢠Wheremediagivepoliticalpartiestimeslotstoairprogrammessettingouttheirpolicies to voters, the content of the programmes will primarily be the responsibility of the party. However, the media house remains responsible for the content and should require candidates and political parties to obey laws and not impinge on freedom of expression, but instead observe standards that pertain to accuracy and fairness.
Guideline 12: Direct access programmes
⢠Governmentmediamustgrantpoliticalpartiesortheircandidatesairtimefordirectaccess programmes on a fair and non- discriminatory basis.
⢠Governmentshaveanobligationtoensurethatpartiesandcandidateshaveaccesstogovernment media to broadcast their views during election campaign periods. Such access is an essential aspect of the right to freedom of political communication in light of the tremendous impact of radio and television on public opinion and the public service nature of government-owned media.
⢠Directaccessprogrammesprovideanopportunityforpoliticalpartiesandcandidatesto express their positions in their own words; for small parties and independent candidates to broadcast their views; and for parties to respond to negative statements or comments made about them. Because of the candidatesâ or partiesâ control, direct access programmes convey the style and other intangible information about the candidates and parties as well as the flavour of unfettered political communication.
⢠Directaccessprogrammesareparticularlyimportantwherethemediaareinreality,or are widely perceived to be, under some measure of government control such as in

Ethiopia. In such circumstances, denying political parties the opportunity to present their own programmes runs an unacceptable risk of interfering with their right to communicate their messages and of undermining public confidence in the fairness of the election process.
⢠Directaccessmustbegrantedonafairandnon-discriminatorybasistoallpartiesregistered for an election or to all candidates in the case of presidential elections.
⢠Itisrecommendedthattheallocationofairtimebecarriedoutbyanindependentbody in consultation with, and with the agreement of, all the parties.
⢠Whereairtimeisallocatedonthebasisofroughproportionality,someamountoftimemust be allocated to small parties, parties with strong support in only a few regions, parties without parliamentary seats, new parties and independent candidates.
⢠Theamountoftimeallocatedtothepartiesorcandidatesmustbesufficientforthemto communicate their messages, and for the voters to inform themselves about the issues, party positions, and qualifications and character of the candidates.
Guideline 13: Special information programmes
⢠Themediashouldbroadcastprogrammesthatprovideaneffectiveopportunityforjournalists, current affairs experts and/or the general public to put questions to party leaders and other candidates, and for candidates to debate with each other.
⢠Specialinformationprogrammesincludecandidateforumsanddebates,interviewprogrammes, and programmes that provide an opportunity for audience members to pose questions.
⢠Whileeditorshavegreatereditorialdiscretionindecidingwhichparties,candidatesand commentators should appear on such programmes than on news broadcasts, their discretion is subject to the general obligations of fairness and impartiality. At the least, representatives of all major parties should be invited to participate in such programmes.
Guideline 14: Pictures, graphics and cartoons
⢠Pictures,graphicsandcartoonofcontestants,politicalpartiesorissuesraisedbypolitical parties should have due regard to principles of accuracy, impartiality and fairness expressed above.
⢠Journalistsmustavoidusinganymanipulativetechniquestodistortastorytotheadvantage or disadvantage of any election contender. This includes avoiding any politically motivated authorship, deceptive camera angles or other unprofessional acts designed to put any person or policy in a negative light.

Guideline 15: Voter education
⢠Votereducationprogrammesmustbeaccurateandimpartialandmusteffectivelyinform voters about the voting process, including how, when and where to vote, to register to vote and to verify proper registration; the secrecy of the ballot (and thus safety from retaliation); the importance of voting; the functions of the offices that are under contention; and similar matters.
⢠Votereducationprogrammesmustreachthegreatestnumberofvotersfeasible;include programmes in minority languages and groups that traditionally may have been excluded from the political process, such as ethnic or religious minorities, women and indigenous groups.
Guideline 16: Opinion polls and election projections
⢠Ifa media house publishes the result of an opinion poll or election projection, it should strive to report the results fairly and, in particular, to publish all readily available information that would assist the listeners in understanding the pollâs significance. This includes: identify the organization that conducted the poll, the organisation or party that commissioned and paid for the poll, the methodology employed, the sample size, the margin of error, and the fieldwork dates. In addition, the media should state that the poll reflects public opinion only at the time that the poll was taken.
⢠Reportingofexitpollsshouldbeclearlyidentifiedassuchandnotasareflectionofhow all voters have actually voted and what the outcome of the election will be.
⢠Opinionpollreportingshouldrevealasampleoftheexitpoll,theorganisationthatconducted and financed it, its methodologies and the margin of error.
⢠Resultsofexitpollsshouldnotbeannouncedorbroadcastuntilafterthelastpollingstations have closed.
Guideline17: Mechanisms for regulating media and taking action on complaints
⢠Mediamustbemonitoredandregulatedbyanindependent,impartialbody.Thisbodyshould be responsible for hearing and taking action promptly on complaints concerning violations by the media, and by political parties and candidates.
⢠Thebodyshouldreceivecomplaintsfromparties,candidatesandcitizens.Itshouldbe empowered to order prompt rectification, retraction or a right of reply and to seek enforcement of its orders.
⢠Thebodymustmakeallofitsdecisionspromptly.Inparticular,anyclaimedviolationthat has the result of preventing or delaying the airing of a direct access programme must be reviewed speedily.

Guideline 18: Judicial Review
⢠Actionsanddecisionsofabodychargedwithregulatingmediamustbesubjecttojudicial review, which must be carried out on an expedited basis.

Safety tips while covering elections
The exercise of independent, critical and balanced journalism is an essential element for consolidating democracy and increasing informed political participation and accountability. Elections as a political process, in particular, can pose unique challenges to the exercise of the right to freedom of expression through the freedom of the press. Even though it is the Stateâs responsibility to ensure security measures for the exercise of freedom of the press, it is of essence that journalists, media managers and editors have basic knowledge to minimise the risks and threats and hence be in a position to continually inform the society.
Security measures in the exercise of journalism are not a synonym for self-censorship. On the contrary, the recognition and management of risks through prevention and self-protection measures can be a useful tool against uncertainty and insecurity. Ultimately, the exercise of ethical and independent journalism is the main tool for self-protection. In particular, the ethical treatment of the sources, coverage of topics related to violence from a respectful perspective of the victims, as well as the professional and critical view.
Knowing the context, understanding and mitigating threats, as well as assuming them consciously and being informed, are elements that can significantly improve the security conditions for coverage in areas of risk.

How to tell if your phone is tappedCheck battery life: Take note of the lifespan of your battery. The phoneâs battery gets used when it is sending voice or text information to the source of the bug, or if someone is remotely activating the microphone. If the battery life is suddenly significantly shorter than it used to be, even after getting a new battery, your phone may be bugged. (There are applications that monitor battery life and history)
