    Federal GovernmentA government with top authority segregates power between a numberof smaller governments that rule in states, where different affairs aredelegated to these smaller governments by the ruling centralgovernment.

    MonarchyMonarchy implies rule or the power of government in the hands of anindividual who in his hereditary line becomes next in line to take overthe throne.

    DictatorshipRule by a single leader who has not been elected and may use force tokeep control. In a military dictatorship, the army is in control. Usually,there is little or no attention to public opinion or individual rights.

    Oligarchy is the form of government where a small group has thepower to govern or rule. Aristotle had coined the term oligarchyas synonym for rule by the rich (which is known as plutocracy),

    DemocracyDemocracy is best described by Abraham Lincoln as a form ofgovernment that is of the people, by the people and for the

    Communist GovernmentA communist government is a form of government in which the state isgoverned by a one-party system. This form of government works on thelines of Marxism-Leninism. Thus, the state and the communist partyclaim to act in accordance to the wishes of the working class or thepeasantry.

    TheocracyThis kind of government is when a religious hierarchy of administrationis identical to that of the government, where the latter is under thereligious ruling administration.

    AnarchyAn anarchical nation is where no government rules, and there is aconstant fight between groups to obtain power. There is completedisarray and chaos, where no law exists and an authority of any sort isabsent.

I t isthe abuse of public resources or misconduct for private gain.Corruption is considered as one of the root cause of povertyin the Philippines. As 2011 Philippines ranked 129th out of 180countries this score indicates the perceived level of publicsector corruption on a scale of 0- 10 where 0 means highlycorrupt and 10 means that a country is perceived as notcorrupt.     - The Legislative power is vested in a bicameral body,

    the Congress of the Philippines which is composedof two houses- the Senate and the house ofrepresentatives. The Congress of the Philippines isthe countrys highest lawmaking body.

    The Senate, headed by the Senate president and often referred toa s the

    "Upper House", is composed of 24 senators elected at-large (nationwide)by qualified voters for a period of six years. A senator cannot serve formore than two consecutive terms; but he may run for reelection after abreak or interval. The senators term of office begins on December 30thfollowing their election. The qualifications for becoming a senator are asfollows:

    a natural-born citizen of the Philippines;

    a least 35 years of age;

    able to read and write;

    a registered voter; and a resident of the Philippines for at least two years prior to his election.

    The House of Representatives, on the other hand, shall be composed ofnot more than 250 members, with the Speaker as its chief officer. These

    seats are apportioned among the provinces, cities, and Metro Manila,according to population. Thus, heavily populated provinces are given asmany as six or seven representatives or congressmen. However, thePhilippine Constitution provides that each province -- no matter howsparsely provinces of the Philippines are represented in the Lower

    House of Congress. The congressmen are elected for a term of threeyears, but they cannot serve for more than three consecutive terms. Tobecome a representative, a person must be:

    a natural-born citizen of the Philippines;

    at least 25 years old;

    able to read and write;

    a registered voter, and

    a resident of the province where he is running for at least one yearimmediately prior to the election.
