La Storia vista attraverso francobolli, timbri e documenti postali ha una sua originalità anche sotto il
profilo politico.
L’idea di ripercorrere in tal modo il regno di mio padre nel 1946 mi ha entusiasmato da subito.
Vorrei qui fornire un accenno anche al periodo precedente l’ascesa al trono.
Il 5 giugno 1944, Re Vittorio Emanuele III “motu proprio” conferì al figlio Umberto, Principe di
Piemonte, la carica di Luogotenente del Regno: “Egli provvederà in nome Nostro - recita l’atto - a tutti
gli affari dell’amministrazione ed eserciterà tutte le prerogative regie, nessuna eccettuata”.
Giova rammentarlo per comprendere come Umberto II svolse la funzione di sovrano anche nei venti
mesi che precedettero l’abdicazione del padre.
Malgrado la quasi totale ostilità della stampa interna ed estera e le notorie gravi difficoltà in cui
versava il paese, il Luogotenente si meritò la stima di quanti ignoravano che, pur defilato dal potere
(“I Savoia regnano uno alla volta” è antica regola della Casa millenaria), egli avesse sempre “studiato
da Re”. Sin dalla prima giovinezza visitò incessantemente ogni più remoto angolo del paese, con
occhio indagatore al fine di conoscere, comprendere e soprattutto aiutare.
Da Re, Umberto capì immediatamente che per frenare le spinte separatiste nascenti in alcune
regioni (dalla Valle d’Aosta, alla Sicilia, alla Sardegna…) occorreva varare subito statuti speciali.
E si attivò in tal senso. Non solo. Abolì la pena di morte, promulgò la revoca delle fatidiche “leggi
razziali” e fece assegnare alle donne il diritto di voto nell’ambito del franco riconoscimento di una
completa sovranità nazionale.
Non dimentichiamo poi una moltitudine di provvedimenti a sollievo di disoccupati, reduci dai campi
di prigionia, vittime di guerra, inclusi beninteso orfani e vedove.
Un gran daffare per un così breve periodo al potere!
Re Umberto rimase quindi sconcertato quando, il 10 maggio del ’46, il Consiglio dei Ministri
discusse per ore solo sul titolo di cui doveva fregiarsi il Sovrano, restringendolo infine alla sola
formula di “Umberto II Re d’Italia” senza alcun accenno allo Statuto Albertino sempre vigente.
La sua lealtà di Sovrano, preoccupato soprattutto della sorte degli Italiani, fu tuttavia ben compresa
dalle moltitudini che, ovunque poté recarsi all’epoca della campagna referendaria sulla forma dello
Stato, accorsero in massa a rendergli omaggio. A Roma, a Napoli, a Torino, a Genova…, ogni sua
apparizione fu salutata da folle entusiaste, convinte che la monarchia potesse costituire garanzia di
libertà, progresso ed indipendenza per tutti, come era accaduto dall’unificazione nazionale del 1861.
Proprio alla vigilia del voto, mio Padre affermò con un proclama che se la corona avesse dovuto
affermarsi con un margine esiguo, l’anno successivo il popolo sarebbe stato nuovamente chiamato
alle urne.
Né il 2 e 3 giugno, né il 13 quando lasciò l’Italia per il Portogallo, immaginò che l’Assemblea
Costituente avrebbe dichiarato immodificabile la forma repubblicana dello Stato e meno ancora che
il suo volontario e generoso allontanamento si sarebbe tramutato nell’esilio infinito.

standpoint of politics.
I became immediately enthusiastic about the idea of following my father’s kingdom in 1946 in that
peculiar way.
I would like to supply some notes about the period before his accession to the throne too.
On 5 June 1944, King Victor Emmanuel III “motu proprio” appointed his son Umberto, Prince of
Piedmont, Lord-Lieutenant of the Kingdom: “He will see to the administration affairs in Our name -
the document says - and he will exercise any royal prerogatives, none excluded”.
It is important to remember this fact to understand how Umberto II acted as a Sovereign even during
the twenty months before his father’s abdication.
Notwithstanding the opposition by the national and foreign press and the well-known heavy
difficulties of the country, the Lord-Lieutenant deserved esteem of those who ignored that, even though
in the background (“The Savoy rule one at a time” is the ancient rule of the millenarian Dynasty), he
had always “studied as a King”.
Since he was very young, he had been visiting every single corner of the country, with a searching look
in order to get to know, understand and above all help.
As a King, Umberto immediately understood that to stop the separatist movements arising in some
regions (from Valle d’Aosta, to Sicily, to Sardinia…) it was necessary to pass special statutes at once.
And he took steps in that direction. Furthermore, he abolished the death penalty, he promulgated the
repeal of the fateful “racial laws” and gave women the right to vote in a true recognition of a full
national sovereignty.
It is then important to remember the several measures he took to relieve unemployed people, people
returning from prisoner-of-war camps, war victims, including orphans and widows.
So many actions for such a short period in power!
King Umberto was, therefore, disconcerted when, on 10 May ’46, the Cabinet were discussing for
hours only about the title to give him. At the end, they simply chose “Umberto II King of Italy” without
any reference to the Statuto Albertino still in force.
However, people understood his loyalty as a Sovereign whose main concern was about the Italians’
future; really many were those who went to pay him their respects anywhere he moved at the time of
the referendum campaign to choose the form of government.
In Rome, Naples, Turin, Genoa…, any time he appeared, people expressed their enthusiasm; they
believed that the Monarchy could grant freedom, progress and independence for everybody, as it had
been since the national unity in 1861.
Just before the vote, in a proclamation, my father stated that in case the Crown was successful
thanks only to a narrow majority, the following year people would have to vote again.
Neither on 2 and 3 June, nor on 13 when he left Italy for Portugal, he could imagine that the
Constituent Assembly would declare the Republican form of state unmodifiable, not even that his
voluntary and generous leaving would become permanent exile.
