Virgin flows in the Ebro river were estimated in the SNHP as depending only on climate.Virgin flows in a river depend on both climate and natural water consumption in the headwaters, which depends on land cover. An estimation of future natural flows that takes into account land cover changes cast doubt on the hydrological feasibility of the SNHP.

Consumos netos en la cuenca del Ebro (PHN)Net water consumption in the Ebro basin (SNHP)
6
Los consumos netos son atribuíbles al regadío (PHN)Net water consumption may be attributed to irrigation (SNHP)
7
Most irrigated areas in the Ebro Catchment have mean annual precipitation amounts of 400 mm or more, and annual potential evapotranspiration of 800 mm or less.Net mean water consumption for irrigation can not be much higher than 400 mm per year.

Long flow series numerically simulated using hydrological data from the SNHP are worthless If their hydrological interpretation is incorrect . The forecast of future natural flows depends not only on climate change projections but also on future changes in headwaters forest cover, driven by both natural factors and land management.
