Mounting bridges for greaternational development

In building the network of roads, railroadsand bridges for smooth transport one Regionor State and another, the government givesparticular attention to the building of a largenumber of bridges in Ayeyawady Region, the land of rivers, creeks and lakes.

Auknatchaung Bridge, the third of itskind in the time of the Republic of the Unionof Myanmar, was inaugurated at the pandalnear the facility on Bogale-Setsan-Htawpaing-Ahmar Road in Bogale Township, PyaponDistrict, the other day.

Due to the newly-built bridge, the routebetween Bogale and Ahmar has been reducedby 32 miles and five furlongs. When thebridges on Bogale-Setsan-Htawpaing-AhmarRoad are completed, there will be a directroad link between Bogale and Ahmar.

Previous to the transport facility, transportbetween the two regions was risky. Now, itwas just in the past. Local products ofAyeyawady Region can be delivered to anyother Region or State through the network oftransport facilities.

The 466 feet long bridge is of broad cresttype and has a13.5 feet wide motor road on it.It can withstand 13-ton loads for per vehicle.

Owing to the efforts the government ismaking to scale up development of the wholeUnion, Ayeyawady Region is poised to enjoygreater development especially in theeconomic, social and education sectors. Localpeople are, therefore, to maintain the bridgefor its durability.

‘Natural’ tags can trace fish movementsSOUTHAMPTION, 26 June—British

researchers say tracking Atlantic salmonto their feeding grounds can help findout why their numbers have declinedsince the early 1970s.

Scientists say they believeconditions experienced at sea are largelyto blame, but identifying where salmongo to feed in the huge expanse of theNorth Atlantic is difficult, as attachingartificial tags to fish is expensive.

Now, researchers at the Universityof Southampton say marine locationcan be recovered from the chemistry ofthe fishes’ scales, since the chemistry ofanimal tissues reflects the compositionof food and water in the area where theylive and feed and can act as a natural tag,a release from the U.K.’s NationalOceanography Centre reported

Thursday.“As every single salmon contains

the natural chemical tag, we can nowsee where fish from individual riversgo to feed in the Atlantic,” lead authorKirsteen MacKenzie said.

“Interestingly, we found thatsalmon born in two areas of the BritishIsles swim to feeding grounds that arefar apart, and experience very differentconditions while at sea.”

Knowing where the salmon feedwill aid conservation efforts, anotherSouthampton researcher said.

“This information allows for bettermanagement of individual fishpopulations by monitoring bothenvironmental conditions and fishingefforts in the areas where they feed,”Clive Trueman said.—Internet

Moon & Jupiter pair up before DawnSunday

NEW YORK, 26 June—Early riserson Sunday (26 June) morning, givenfair weather, will be treated to a lovelycelestial tableau in the eastern sky as theplanet Jupiter hovers below and to theright of a slender waning crescent moon.

Although moon and planet will notbe particularly close, they will be by farthe two brightest objects visible in thepredawn sky, and will command instantattention wherever the sky is reasonablyclear. The sky map of Jupiter and themoon here shows how they will appearon Sunday.

Jupiter rises about three and a halfhours before the sun — around 2 amlocal daylight time — when at magnitude-2.2, it outshines everything but themoon. On this astronomers scale, smallernumbers represent brighter objects, withnegative numbers being the brightest ofall.

Jupiter is currently in theconstellation Aries, where it will remainuntil it briefly crosses over into theadjacent zodiacal constellation of Piscesin early December. In the days andweeks to come, Jupiter will riseprogressively earlier as well as appearingto noticeably brighten as Earth speedsalong its orbit, closing the distance

between our two worlds.Sunday morning will find the moon

23-percent illuminated and positionedfive degrees from Jupiter. Yourclenched fist held at arm’s lengthmeasures 10-degrees, so on Sundaymorning, Jupiter, shining like a brilliantsilvery “star” with a steady glow, willstand about half a fist below and to theright of the moon.

The view will likely be even moreenhanced by the effect of “earthshine”on the moon. This light reflected fromthe Earth allows you to see the fullglobe of the moon, its darkened portionglowing with a bluish-gray hueinterposed between the sunlit crescentand not much darker sky.

This vision is sometimes called “theold moon in the young moon’s arms.”Leonardo da Vinci was the first torecognize it as earthshine. The Earth’slight of course is reflected sunlight, soearthshine is really sunlight that isreflected off Earth to the moon and thenreflected back to Earth.

Viewing with binoculars will bringout the earthshine effect more than ifviewing with the unaided eye, and willimpart a three-dimensional effect to themoon.—Internet

Skype iPad app is coming soonNEW YORK, 26 June—Skype launched its iPhone

application in 2009, and now the company is gearingup to release an iPad app.

There is no release date for the app yet, but in aconversation with TUAW, Skype vice president ofconsumer and product design Rick Osterloh said thecompany expects Apple to approve the app soon.

Osterloh told TUAW that it had a lot of initialsuccess with its iPhone app, the userbase of which“doubled in just a month’s time.” He expects theiPad app, which has been in testing for a few months,to “have a similar success.”

The iPad version of Skype will be very similar tothe iPhone app in terms of functionality, includingfeatures like chatting and audio and video calling. A

video preview of the app released late this weekshows off some of those features.

However, there are a few features included in thefull version of Skype for the PC and Mac that won’tbe a part of the iPad app, such as the ability to sharefiles. TUAW points out that the reason this is absentfrom the app is because of the “way the iPad dealswith files.”

Clearly a Skype app works well for the iPad 2because Apple’s second-gen tablet now includesdual-facing cameras, ideal for video chatting.Previously Skype just had an iPhone app that wascompatible with the iPad, but Osterloh said the iPad2’s camera makes the new app “super compelling.”

LONDON, 26 June—The number ofadults with diabetes worldwide hasmore than doubled since 1980, withalmost 350 million now affected, according to a new study published inThe Lancet medical journal.

Scientists from Imperial CollegeLondon and Harvard Universityanalysed blood sugar date of 2.7million people aged 25 and overacross the world and used the resultsto estimate diabetes prevalence.

The number of adults with diabetesmore than doubled from 153 millionin 1980 to 347 million in 2008,according to the research publishedSaturday.

Diabetes is caused by poor bloodsugar control and can lead to heartdisease and stroke and can damagethe kidneys, nerves and eyes.

High blood sugar levels anddiabetes kill three million peopleacross the world each year.

The researchers said two of thestrongest factors in the rising diabetesrate were increasing life span andbody weight, especially amongwomen.

“Our study has shown thatdiabetes is becoming more common

Bristol diabetes pill tied to certaincancers

SAN DIEGO, 26 June—A new type of diabetes pillbeing developed byBristol-Myers Squibb andAstraZeneca was effectivein a two-year study butmore bladder and breastcancers have been foundin patients treated with thedrug. In all studies so farcompleted, 1.4 percent ofpatients treated withdapagliflozin developedsome type of cancer, compared with 1.3 percentof control group patients, said Elisabeth Bjork, vicepresident of developmentfor dapagliflozin atAstraZeneca.

Nine bladder cancers

have been observed in5,478 patients treated withthe experimental drug, compared with onebladder cancer seen in the3,156 patients in controlgroups. Six of the 10 hadblood in the urine, knownas hematuria, when theyentered trials and five werediagnosed within a yearafter their study.

It is potentially the firstin a new class of diabetesdrugs designed to blockglucose from beingabsorbed into thebloodstream through thekidneys, allowing moresugar to be excreted withurine.

People with diabeteshave inadequate bloodsugar control, which canlead to seriouscomplications like heartdisease and stroke, as wellas damage to the kidneysor nerves, and toblindness. Dapagliflozinleads to more sugar in theurine, which may serve asa nutrient for bacteria andpathogens that can causeinfections, said ElisabethSvanberg, vice presidentof development fordapagliflozin at Bristol-Myers. In a two-year trial, urinary tract infectionswere seen in 8 percent ofType 2 diabetes patientstreated with a placebo andthe generic drug metfor-min, 8 percent of patientson a 2.5 mg dose ofdapagliflozin plus metfor-min, 8.8 percent of patientson a 5 mg dose and 13.3percent of patientsreceiving dapagliflozin 10mg.—Reuters

KIEV, 26 June—Government officials say Ukrainewill invest a total of 750 million US dollars in the Euro2012 Soccer Championship.

“The direct costs of Ukraine to hold Euro 2012 willnot exceed this sum,” Borys Kolesnikov, the deputyprime minister and infrastructure minister, said Friday.Kolesnikov said the funds will be spent on constructionof stadiums in Kiev and Lvov. Other expenses, includingmoney for building roads and infrastructureimprovements, will be allocated from the annual Ukrainebudget.

The figures Kolesnikov cited are at variance withthe calculations of Ukrainian experts who expect thattotal expenditures for the championship will be about10 billion dollars while revenues will be around 400million dollars. State and local firms, analysts said, willallocate 85 percent of the funds to host the Euro 2012,while foreign investors will provide only 15 percent.

Why cesarean births areon the rise

WASHINGTON, 26 June —US researchers havepinpointed reasons as to why a rising number of womenare delivering their babies by cesarean section.

Yale School of Medicine researchers found that whilehalf of the increase was attributable to a rise in repeatcesarean delivery in women with a prior cesarean birth, anequal proportion was due to a rise in first time cesareandelivery.

Among these deliveries, factors such as slowlyprogressing labor and fetal heart rate concerns were thelargest contributors.

Yale researcher Jessica Illuzzi, MD, of the Departmentof Obstetrics, Gynecology & Reproductive Sciences andher co-authors analyzed indications for cesarean deliveryon prospectively collected data from over 30,000 births atYale-New Haven Hospital from 2003 to 2009.

“We found that more objective reasons, such as thebaby being in a breech position and placenta previa, remained stable over time, while less objective reasons, such as slow progress in labor and concerns about fetalheart tracings contributed large proportions (>50 percent)to the increasing primary cesarean delivery rate,” saidIlluzzi.

Sayadaw Bhaddanta Vepullabhivamsa of InlayShwebontha Monastery delivered a sermon, and con-gregation shared merits gained.

The Vice-President attended the coordinationmeeting on durability of Inlay Lake and conservationof environment.

Union Minister for Forestry U Win Tun reported onsalient points of Inlay Lake, purpose of ensuringdurability of Inlay Lake and environmental conserva-tion, biodiversities at Inlay Lake and its environs, creeksflowing into Inlay Lake and natural springs, coverageof forests and land utilization, environmental degradationin Inlay Lake, conversation tasks and findings for thelake before 2010, and progress of tasks.

Deputy Minister for Agriculture and Irrigation UKhin Zaw reported on inflow of water at Inlay Lakeand feasibility studies for construction of a damupstream of the silt retaining dam of Namlat Creek.

Director U Win Kyi of Shan State Irrigation De-partment and Deputy General Manager U Khin MaungYin of Myanma Agriculture Service submitted reportson progress of environmental conservation at InlayLake and its surrounding regions.

After reviewing the reports, the Vice-Presidentdelivered an address, saying that Inlay Lake, anancient cultural heritage of Myanmar, is a natural lakeregarded as ASEAN cultural heritage. According tothe statistics of 2010, Inlay Lake and its surroundingareas have 36 village-tracts and 34272 householdswith 173,099 people. There live Inntha, PaO, Shan,Palaung, Danu and Bamar nationals, and they dependmainly on productivity and services for their livelihood.

With global climate change, Myanmar also expe-rienced draught and scarcity of water due to littlerainfall in 2009 and significantly increased tempera-ture and late monsoon in 2010. As a consequence, thewater in Inlay Lake decreased at the lowest level, causing water scarcity and difficult transportation.

The water flow of Inlay Lake contributes towardsthe socio-economic life of the local people and Lawpitahydroelectricity generated from Inlay Lake-Bilu Creekis a key contributing factor in socio-economic growthof Myanmar. So, it can be forecast that the decreasing

Water flow of Inlay Lakecontributes much...

water flow to Inlay Lake can lead to decreased produc-tivity for the country.

Originally, the water surface area of the lake was100 square miles. However, according to data of2007, its area is only 24 square miles and watershedarea is 2166.8 square miles.

There are 29 creeks flowing to Inlay Lake and outof them, four feed the larger amount of water. Thesefour creeks flow into the lake in all seasons but theremaining creeks flow only in the rainy season. Yet,the amount of water flowing from the four main creekswill decease with the passage of time, it is estimated. In the lake there are natural floating islands andcultivated floating islands. Therefore, cultivation acre-age has increased and the water storage capacity of thelake is waning.

It is necessary to take measures for the greening ofInlay Lake and its 20-mile radius surrounding areasand conservation of forests, land and water resourcesand wildlife. Such measures are being taken by MyanmaAgriculture Service and Irrigation Department underthe Ministry of Agriculture and Irrigation and theForest Department under the Ministry of Forestry.Related departments are to work according to thedrawn-up plans.

For sustainable protection of biodiversities inInlay Lake, Taunggyi University is to do subject-wiseresearch on a constant basis and submit papers. It isnecessary for officials concerned to take points in-cluded in the papers seriously and take measures.

For long-term durability and greening of InlayLake, it is required to implement the following tasks:- Not to build new villages and houses and establishnew floating islands at Inlay Lake.- To dredge the Inlay to get rid of unnecessaryfloating islands, flotsams, algae and silt.- Carry out maintenance and repair work for properdrainage.- To ban logging and farming in 20-mile radius ofInlay Lake.- To ban transforming from floating islands tocultivation areas.- To establish evergreen forests in watershed areasto ensure temperate climate and increase in the amountof rainfall.- To build embankments to prevent slit slides.- To seek water resources for supply of drinkingwater.- To educate the local people to know that environ-mental conservation and Inlay Lake are a nationalneed.- To establish a fund foundation for long-termconservation of Inlay Lake with the capital of the Stateand contributions of entrepreneurs.

A supervisory committee has been formed for thedurability of Inlay Lake. The committee itself is tocoordinate matters with related departments.

Entrepreneurs of timber companies in Shan State

(South) presented K 10 million for sustainable devel-opment and greening of Inlay Lake to Secretary of thecommittee Director of the Forest Department U WinMaung.

The Vice-President and party left InlayPhaungdawU Buddha Image for Taunggyi Sao SanTun Hospital through Inlay Khaungdaing.

He consoled and presented supplies to the pa-tients. Medical Superintendent Dr Nyan Lin con-ducted the Vice-President around the hospital. TheVice-President held a meeting with the doctors at theassembly hall of the hospital. The medical superin-tendent reported on the background history, organi-zational set-up, medical units, staff strength, healthcare and renovation of the hospital, the number of thepatients the hospital has given free treatment, fieldtrips of specialists, and requirements.

In his speech, the Vice-President said that Russiabuilt Sao San Tun Hospital in commemoration ofRussia-Myanmar friendship and it was opened inJune 1961. Previously, it was called Russia Hospitalas it had been built with the assistance of Russia. Butit was renamed “Sao San Tun Hospital” in honour ofSao San Tun, one of the nation’s martyrs. It is well-known in and around the region.

It is about 50 years old, and has changed to someextent, but is still a reliable medical institution for notonly Taunggyi but also surrounding townships due tohard work of the medical staff. Medical staff shouldhandle with the patients in a warm and kind atmos-phere in order that the hospital will win more publictrust and reliance. He urged the medical staff to carethe patients with the same kindness and treatment asthat about 50 years ago.

The previous government built as many hospi-tals, dispensaries and health centres as it could. Now,the number of the hospitals around the nation hastoughed 929 with better health care. The gap of healthcare between urban and rural areas is getting narrowthanks to better transport covering the entire nation.

Now, priority should be given to improvement ofgeneral hospitals in terms of health care. The govern-ment will try its best to keep balance between theworkload and strength of the staff of a hospital so asto improve the health care. Today, the people enjoybetter and quick health care due to the fact thatnecessary laws have been promulgated to give greenlight to running private hospitals and clinics to helpimprove public health care.

Hospitals show warm treatment and make sacri-fices in caring for patients, but misbehaviors of ahandful of unscrupulous medical staff are damaginggood reputation of medical professionals. The rela-tionship between patients and medical staff is still ingood condition. However, there may be lawsuits filedagainst each other in future unless such fine traditionsare preserved. So, medical staff should have goodwill,

The cost-sharing system has been in practice inhospitals in accordance with the National HealthPolicy adopted in 1993 and the guidelines of theNational Health Committee. The system is that halfof the proceedings from health care given toaffordable patients go to the State funds, and theother half, to replenishing medical supplies andrenovation of medical buildings.

The system covers only non-poor patients, and

free treatment is given to needy patients. However, some patients who do not understand well thesystem claim that government-owned hospitalscharge them fees for treatment. So, medical staffneed to make repeated clarification to the systemfor the knowledge of such patients.

There need more funds for establishment ofmore specialists hospitals, general hospitals, Region/State hospitals and rural health centres, more medicalsupplies for a growing number of patients andmaintenance of hospital equipment.

Estimated amount of the fund needed for medi-cal supplies and maintenance of medical equipmentfor 2011-2012 fiscal year is K 8844 million, but thefund the government has approved is only about K1568 million. That accounts for about K 7300

million, and that indicates how much the Statemakes contribution to the cost-sharing system.

As the saying that goes “Prevention is betterthan cure”, medical staff should give relevant healtheducation to patients as much as they can.

The Vice-President urged the medical staff ofthe hospital to give educative talks on health asmuch as they can in addition to health care. Healthstaff have the rights to submit what they need to givetreatment to patients. The government will render asmuch assistance it can.
