IN MEMORIAMThe Honorable John J. Thomas
(January 4, 1948—February 7, 2019)Judge Thomas was a United States Bankruptcy Judge for
the Middle District of Pennsylvania since 1992 and presided in that District’s Wilkes-Barre Division. He served as Chief Judge from 2002 to July 2009. Prior to his appointment, he practiced law from 1972 until the date of his appointment. His law practice was limited to bankruptcy law since 1986. Judge Thomas also served as a Trustee under the Bank-ruptcy Act of 1898, as well as under the Code.
Judge Thomas received his undergraduate degree from King’s College in 1969, and his law degree from The Dick-inson School of Law in 1972. He was a member of the Edu-cation Committee for the Third Circuit Judicial Council, and a member of the Middle District Bankruptcy Bar Association, Inc. He was also a member of the National Conference of Bankruptcy Judges, where he formerly served on the Board of Governors as a Third Circuit Representative, and a mem-ber of the American Bankruptcy Institute. He was also a member of the Wilkes-Barre Law & Library Association (Luzerne County Bar).
Judge Thomas formerly served as a County Public De-fender and as an Adjunct Professor at local colleges. Judge Thomas was the impetus behind several initiatives including the creation and implementation of Local Bankruptcy Rules and Forms for the Bankruptcy Court for the Middle District of PA, electronic case filing, telephonic court appearances at hearings, and he established regular hearings in the Williams-port division. He was also the driving force behind the cre-ation of the Middle District Bankruptcy Bar Association (MDBBA). Because he was a consistent champion of pro bono legal service throughout his career, he led the effort to create the MDBBA Pro Bono Referral Program in 1994, and continued to be involved in the success of that program. Judge Thomas was honored as a recipient of the 2018 Pennsylvania

Legal Aid Network (PLAN) Excellence Award on June 6, 2018.
Judge Thomas is survived by his wife, 5 children and 3 grandchildren whom he adored.

DefenderSummary: An Assistant Public Defender (APD) provides
every aspect of legal representation to persons charged with a state crime or delinquent act and who, because of indigence, cannot obtain counsel to represent them.
Duties of APD include trials and court hearings, appeals in state court and federal/state habeas proceedings, post-conviction, witness representation and representation in other matters where representation is constitutionally re-quired.
Minimum Qualifications: A member of the Bar, in good standing, of the Commonwealth of Pennsylvania. Persons sitting for the July 2019 bar exam may also apply. (Failure to pass that bar exam will be ground for termination.) In addi-tion, a minimum of two years’ experience in criminal defense work is preferred but its absence is not disqualifying. Appli-cants must also submit a detailed resume, writing sample, list of three professional references and certificate of good stand-ing. U.S. Representative Matt Cartwright represents the Commonwealth of Pennsylvania’s 8th Congressional District. He was first sworn into Congress on January 3, 2013.
In Congress, Matt is committed to working across the aisle to advocate for working families. Matt’s pri-orities include strengthening the middle class, creating jobs, ensuring quality health care, protecting seniors, and supporting veterans and military families. Matt has introduced over 60 pieces of legislation and more bipartisan bills than any other House Democrat.

Cartwright’s introduced legislation typically pro-
poses expanded rights and benefits for Americans who deserve more favorable treatment under the law. His legislative portfolio has also focused on protecting the environment from loopholes in fundamental environ-mental protection statutes and promoting equity for wage-grade federal workers at government installations such as VA hospitals, federal prisons, and military depots.
Cartwright has been independently recognized as a leader in gaining co-sponsorships within the House of Representatives for his bills, as well as for his success in getting legislation moved and passed. His MEGA-BYTE Act, requiring federal agencies to develop comprehensive software licensing policies, and his Veterans Care Financial Protection Act, protecting veterans from predatory practices associated with Aid & Assistance benefit, were signed into law by Presi-dents Obama and Trump, respectively.
Prior to coming to Congress, Cartwright worked as an attorney with Munley, Munley & Cartwright for 25 years. He is a magna cum laude graduate of Hamilton College and a law review graduate of University of Pennsylvania’s Law School.
Cartwright is married to Marion Munley Cartwright and is the father of two sons, Jack and Matthew. The Cartwrights live in Moosic.
