General objectives (I)

• The current economic crisis has confronted Europe with a demanding task of finding ways to secure jobs and prosperity for European citizens. The European Commission has addressed these issues in a recent communication "Europe 2020 – a strategy for smart, sustainable and inclusive growth". The communication iden tifies globalisation as a long-term challenge for the European economies. One flag ship initiative in the communication is "An industrial policy for the globali sation era". This initiative addresses issues such as establishing an industrial policy cre ating the best environment to maintain and develop a strong, competitive and di versified industrial base in Europe. The Commission will draw up a framework for a modern industrial policy. The framework will address all elements of the increa singly international value chain from access to raw materials to after-sales service.

General objectives (II)

• The ESSnet project, building on previous and currently ongoing projects on inter national sourcing, micro-data linking and global value chains, thus focuses on and addresses one of the major initiatives put forward in the 2020 Strategy. Currently, statistical evidence is not available to support the policy initiatives referred to in the strategy.  

• The overall objective of the ESSnet is therefore to strengthen ESS capacity (conceptually and methodologically) to measure economic globalisation and the globalisation of business and to concretely establish statistical evidence on the increasingly globalised ways of doing business and organisation of the enterprises and the impacts on the possibilities for Europe to create new jobs and sustainable growth. This will enable the policy makers to make better informed decision and to monitor the globalisation/internationalisation of economies by developing and providing indicators on economic globalisation.

Work Package 1

• The overall objective is to develop economic globalisation indicators. The develop ment work, which will be carried out, is considered to add substantially to the ca pacity of the ESS to cover globalised business – and to the establishment of stati stical evidence on this, requested by the users for future policy shaping. The development of globalisation indicators will be carried out in close contact with the most important international bodies, such as the OECD and the UN.

Work Package 2

• The overall objective is to fine tune the draft questionnaire and support the member states in implementing the metho dology to measure and carry out the survey on global value chains and inter national sourcing. The work carried out will provide important support for the sur vey and participating countries.

• The overall objective is to develop methodology on micro data linking covering existing registers such as Structural Business Statistics, Foreign Affiliate Statistics, Foreign trade, Research & Development and Global Value Chains/International Sourcing.

Work Package 4

• The objective is to test possible methods of improving the quality of the Foreign Affiliate Statistics (Outward FATS) by utilising information available within the European Statistical System related to the population of foreign affiliates, inclu ding the information available in the statistical registers for Inward FATS, SBS and the statistical Business Registers, to the extent possible given confidentiality regulations for exchange of micro data in each of the involved countries. The work will yield new and important methodolo gical knowledge, especially related to the quality aspects, about current FATS statistics, which will be useful to all ESS countries.

Work Package 5

• The objective is to carry out and publish analysis based on globalisation indicators, global value chains/international sourcing survey and micro data linking on global value chains/international sourcing project results. The WP is central to the ESSnet project in securing that not only is new statistical evidence, knowledge and methodology developed, but this will also be analysed and shared with the broader community of ESS countries, policy makers and statistics users in general. Two Workshops foreseen.
