• In the last 3 years we have had some ofthe worst flooding in 60 years

• The frequency, severity and impact of the weather on our communities shows little signs of abating

• We also need to be prepared for man‐made disasters including terrorismand industrial accidents

How do we …..…..determine the evacuation priority?…..determine the resources required?…..disseminate a plan?…..coordinate with multi‐agency partners?…..provide consistent accurate updates to SPG, GOLD or even COBR?…..help support the vulnerable in our communities?…..support the recovery process of getting people back home?

• St Asaph, Denbighshire – November 2012

• 14 hours between a ‘Flood Guidance Statement’ and a ‘Flood Warning’

• A 91 year old lady decided to remain in her property but her daughter was to receive updates.

• Police had no cause or power to remove her from her home.

• Updates weren’t received when flood waters rapidly rose from approximately 12” to over 5 foot.

• Information regarding who had and who hadn’t been evacuated had not been adequately tracked by the various responding agencies and as a result, with great sadness, this lady was not rescued in time and unfortunately lost her life.

• Solution Overview– Tool supports a wider evacuation process– Process support real Emergency Responders on the ground working with the public during an emergency (reassurance that there is a plan!)
