The Current ESR Picture

Occupational Health Clearance Implementation

• ESR can be used to capture OH records for Applicants and Employees. This includes:

– Capture: Health Assessments (including OH Clearance Status)

– Capture and Transfer via IAT: Immunisations and Checks

• Medical Staffing Teams have direct access to Clearance Status and Assessment information through:

– ESR Notifications– Read Only access to Health Assessment Form

Occupational Health Clearance Implementation

Key Message: ‘Medical Staffing Team must create new starter records as Applicants to support the pre employment IAT process.’

ESR Links with Training Passports

• 18 New Statutory and Mandatory Training Competencies agreed and introduced into ESR – June 2010

• New Competencies form part of the Inter Authority Transfer dataset – June 2010

Key Message: ‘Reduces the need for

duplicate training for Junior Doctors!’

Changes to the Deanery Recruitment Interface Process

• Set up Vacancy and Recruitment Activity once (as part of the pre-requisite activities)

• The interface can be used for internal rotations (where a trainee is moving from one post to another within the same organisation)

Key Message: ‘Organisations need to work in partnership with Deaneries to implement the

interface – thus reducing the burden on Medical Staffing Teams during Junior Doctor Rotations

and Intakes.’

Professional Registrations Interface Improvements (GMC)

• Interface validates new GMC Records and updates (where appropriate) on a regular basis

• ESR Data Team report on invalid GMC numbers identified in ESR

• ‘Decision notifications’ are generated for mismatch GMC records in ESR – additional monitoring introduced to ensure organisations deal with them

Key Message: ‘Ensure your Medical Staffing Role is allocated to someone within your organisation, and always capture Doctor’s GMC numbers accurately.’

ESR Benefits for Medical Staffing

• IAT facilitates the movement of OH and other employment information from previous employer

• Links with Statutory and Mandatory Training Passports and transfers Competencies via IAT

• Dual data entry reduced by use of NHS Jobs and Deanery Recruitment Interface

• GMC information is validated and updated

ESR National Medical Staffing Subgroup

• Tasked by the ESR National User Group to identify requirements for change in ESR

• Role is to review, consider and prioritise enhancements to ESR for Medical Staffing. Currently reviewing:

– The Deanery Recruitment Interface Process

• Development of an interface (bi-directional link) with specialist Occupational Health systems

Key Message: ‘Medical Staffing and HR Teams will be able to obtain Clearance Information through ESR at the pre employment stage.’

Upcoming Changes to IAT

• Auto IAT Process – to rationalise the whole process and remove obstacles which previously added delays

• Statutory and Mandatory Competencies to be transferred at the pre employment stage and then updated again at hire stage

Key Message: ‘NHS Organisations will still need to request the Inter Authority Dataset for new starters – this should form part of standard recruitment practice and will benefit the wider NHS.’

Upcoming Changes to Aid Medical Trainee Induction

•New Applicant Reports – Reports for applicants will identify which Statutory and Mandatory Courses the individual needs to attend •Auto User Creation – Enables automatic creation of ESR user accounts and will include the ability for Applicant to access the NLMS for e-Learning

Key Message: ‘In order to benefit from both of the above new starters should be set up as applicants within ESR.’
