COMPREHENSIVE PROJECT PROFILE
I PROJECT DESCRIPTION
Project Title: Eskaya Tribe Cultural Heritage Preservation and Development Program
Project Type : Capital forming for the Establishment and
Operationalization of Tribal School, Museum including furniture’s and fixtures.
Project Components

b) Construction of 2CL Tribal School c) Procurement of various furniture’s and fixtures d) Cultural Practices Revival and Learning Program
Project Location The proposed project will be established at Barangay Lundag, Pilar,
Bohol which is 15 kilometers away from the Poblacion Proper. It is the farthest upland barangay of the municipality situated at the municipal boundaries of the adjacent towns of Guindulman and Duero. It is bounded on the north by Barangay San Vicente, Pilar, Bohol; on the east by Barangay Biabas of the Municipality of the Guindulman, Bohol; on the south by Barangay Taytay of the Municipality of Duero, Bohol and on the west by Barangay Bagacay, Pilar, Bohol. Estimated travel time from the poblacion to the barangay proper is 45 minutes by a motor for hire locally known as “ habal-habal”.
II. PROJECT STATUS
Proposed Project
This is a proposed project by the tribal members as a result of a
series of consultation meetings and focused group dialogue among tribal council leaders and members.
Status of Project Preparation
The project is still at the stage of project idea.
Investment Programming
Project funds will be solicited from any available sources either
national, foreign or even from the Non-Government Organization.
III. PROJECT JUSTIFICATION
Project Background
The Barangay of Lundag, Pilar, Bohol is the home of the Eskaya Tribe within the municipal jurisdiction of Pilar. Other tribal communities are living in the adjacent barangay of Biabas of the Municipality of Guildulman; barangay of Taytay of the Municipality of Duero and barangay Cantaub of the municipality of Sierra Bullones. The tribal community has its own set of council leaders headed by a chieftain assisted by the tribal police. The Tribal council is a separate set of officers other than the Barangay Council in charge of the official barangay government.
The Eskaya tribe as per latest survey has a total of 151 households
comprising a population of 739 persons. The community has its own rules and regulation other than the government implemented laws, ordinance and regulation. They have a separate set of written alphabet used in their own dialect which they call as VISAYAN. Their dialect is entirely different of that from a Boholano or Cebuano language publicly spoken and adopted by the province. Today, only a few members of the older generation wear their tribal clothes made of fiber locally known as “LANOT”. New generations living in the tribal community could not anymore write or speak their own tribal dialect as they are now using the widely spoken Boholano/Cebuano dialect.
It is in these reasons why the elders of the tribe feels the necessity to
preserve their cultural heritage and pass on to the new generations thru an education process separately administered and conducted by the tribal council leaders and elders. The tribal council believe that if these concern will be left unattended, time will come that no body could recognize that such a tribal community claiming to be the native and original inhabitants of this island province has been existing a hundred if not a thousand years before. It is their hopes to hand down their culture, historical legacy to the younger generation thru a museum, school of their own and regular learning activities.
The tribal council has its own set of teachers in charge in teaching
the young and adults who has little knowledge of their culture and practices due to the adoption a new civilization. But this teachers are growing older and even very old enough to teach. It is their utmost desire that older generation must pass on everything they called their own heritage to the new tribal generation otherwise it will be forgotten and could not be remembered in the future.
Project Linkages
The project will support the governments efforts for the preservation of cultural practices among the indigenous communities.
Project Objectives
The project intends to preserve the original and natural culture of
the indigenous people. It will also provide an appropriate venue for the young members of the tribe to learn and feel the sense of awareness towards the development of their culture. It will furthermore develop the sense of belonging, pride, honor and confidence as a people of noble origins.
Sectoral Objectives
The project will provide all the tribal members the opportunities to learn, develop and integrate the tribal culture, language, policies, faith and practices into the mainstream of the society. The project is expected to develop self-confidence among themselves and eliminate the belief of inferiority and racial discrimination.
Regional and National Objectives
It is one of the banner program of the National Commission of the Indigenous People (NCIP) to build and develop the morale and capabilities of the indigenous communities for them to take part and do their share in nation building.
IV. PROJECT FINANCING
Funds Needed
The total funds needed to implement the project components will be
in the amount of NINE HUNDRED EIGHTY FIVE THOUSAND PESOSS (P 985,000.00).

Funding Source
The major fund requirement will be sourced out from any national, foreign or Non-Government financing institutions in the amount of P 857,500.00 out of the total cost of P 985,000.00. The tribal community with the assistance of the barangay government of Lundag, Pilar, Bohol will shoulder the difference of P 127,500.00.
Counterpart Funding
The barangay government of Lundag will be sharing portion of the project cost together with the tribal community. Eskaya tribe members shall contribute part of the labor portion as equity together with some locally available construction materials.
Financial Viability
Once the project will be completed, it will bolster the morale of the indigenous people that will enhance their individual capabilities to be more productive. The level of participation of the tribal members in any development undertakings will be exceptional and predictable at a very substantial degree.
V. PROJECT BENEFITS AND COSTS
Beneficiaries
The direct beneficiaries of this project will be the 151 households of the Eskaya Tribal community living at barangay Lundag, Pilar, Bohol.
Social Benefits
The project will provide access to the current and future generation of the Eskaya Tribe to learn, love and preserve their cultural heritage.
Economic Benefits
The opportunities of incorporating the values and teachings of the tribal beliefs into the ever changing environmental trend leading to modernization will help them understand their capabilities and abilities to handle new economic challenges towards the application of new technologies to be more productive in any undertakings.
Social Cost
Actual construction and installation of the facilities will not create any disturbance considering that the location of the project site is at the topmost part of the municipality more than 400 meters above sea level.
VI. PROJECT IMPLEMENTATION
Responsible Agencies
a. LGU-Pilar, Bohol
The Local government Unit will be responsible for the technical and administrative assistance through the Municipal Engineer’s Office in coordination with the office of the MPDC during the pre up to post-implementation phase of the project.
b. Barangay Council of Lundag, Pilar, Bohol
The barangay council shall have the responsibility in providing
financial equity either in cash or in kind..

Administrative Feasibility
The Local Government Unit of Pilar, Bohol through the direct supervision of the Municipal Engineer’s Office with strong coordination of the Municipal Planning and Development Coordinator shall oversee the entire monitoring of both financial and physical status of project implementation up to completion and onwards.
Legal and Political Feasibility
The project has no legal impediment and does not generate any
political opposition during the planning period until its approval. All members of the indigenous community are greatly in favor of the said project.
Environmental Clearance
Clearance from the Department of Environmental and Natural Resources (DENR) shall not be necessary considering that the project site is within the ancestral domain granted by the DENR to the tribal community.
Social Acceptability
The proposed project in general has been the long dream of the tribal residents. The realization of this project will be greatly accepted by the entire Eskaya tribe either those living inside and outside barangay Lundag, Pilar, Bohol.
