The 84th Bill Captions: Real or Not?

Animals & Insects Category

“Relating to the sale and purchase of shark fins or products derived from shark fins” HB 1579 by Rep. Eddie Lucio, D-Brownsville “Designating the western honey bee as the official State Pollinator of Texas” — beelieve it or not — HCR 65 by Rep. Elliott Naishtat, D-Austin. “Designating the Lake Worth Bullfrog as the mascot most likely to be eaten by a Joshua Owl” Not really--just a wisecrack!

The 84thBill Captions: Real or Not? Your Government At Work Category “Relating to the naming by the Texas Historical Commission of certain areas without historical value that are on historic sites”

HB 2332 by Rep. Doug Miller, R-New Braunfels

“Relating to the use of fireworks at certain Texas Department of Transportation rest areas”

SB 570 by Sen. Craig Estes, R-Wichita Falls, & HB 397 by Rep. J.D. Sheffield, R-Gatesville

“Relating to the tasting of alcoholic beverages by students enrolled in certain courses”

HB 909 by Rep. Larry Phillips, R-Sherman. This deals with 18- to 20-year-olds enrolled in courses involving wine or beer technology by helpfully defining taste as “to draw a beverage into the mouth without swallowing or otherwise consuming the beverage.”

The 84thBill Captions: Real or Not?

“Relating to the prosecution of entry of a person into a public restroom designated for the opposite sex as disorderly conduct” HB 1747 by Rep. Debbie Riddle, R-Tomball “Relating to a study on automobile theft” HB 3704 by Rep. Terry Canales, D-Edinburg. I hope this leads to a law banning it. “Relating to the deregulation of hair braiding” — a twisted topic — SB 1193 by Sen. Royce West, D-Dallas, and HB 2717 by Rep. Craig Goldman, R-Fort Worth “Relating to creating the offense of voyeurism” HB 207 by Rep. Jeff Leach, R-Plano. A bill worth watching.

With Appreciation to Corbin Van Arsdale!

Thinking About Interim Issues What are the issues and needs of your schools?

A standard yardstick may not be the best measurement tool.

Texas is a state that is characterized by the inverse relationship between the number of school districts and the percentage of students educated. ◦100,000+ 4 ISDs ◦50,000-99,999 14 ISDs ◦>1,000 675 ISDs & State Charter Schools

Governance of public education is characterized by local control with accountability.

Interim Issues #4

How Much More “Reform”? Recent experience says ‘reformers’ are never finished. Know the players, know the issues. Principles of Privatization http://www.ecs.org/html/issue.asp?issueID=92 Education Reform as Malpractice http://www.huffingtonpost.com/steve-nelson/education-reform-is-malpr_b_7847910.html?utm_hp_ref=education&ir=Education

There are differences between private sector partners and privatizers of public ed.

Texas Public Schools in 2015

Who is most capable of giving direction to Texas public schools, citizens who have demonstrated an interest in public schools and people trained as educators, or people with limited, if any, education background and experience?

There is a concerted and widespread effort across our state to malign public schools, specifically ISDs, and to open the door for quick fixes that all have price tags.

The Long View or Short View?

Will the lawmakers in the 85th Session be more interested in political issues than in improving critical state services?

When the 1994-95 Snapshot was released, only 24 of the state’s current 181 legislators were in office. The people they were serving in the 74th Legislature had little concern about what the schools would look like in 2015.

You are operating public schools today that look completely different from what the schools that were operating twenty years ago. We must help our elected officials recognize this.
