Terms of Reference

What are the experiences, needs and expectations in theaccess to, use and appropriation of the Marsh by thecommunities in your assigned area?

How would the changes brought about by the 2012Olympic Games – both in terms of the infrastructure to bebuilt but also in terms of opportunities open through theLegacy planning process – affect the possibility ofenhancing environmental justice in the use of the Marshby the diverse community groups in the area?

Environmental Justice

Environmental Justice is the fair treatment and meaningful involvement of all

people regardless of race, color, national origin, or income with respect to the

development, implementation, and enforcement of environmental laws,

regulations, and policies.

It will be achieved when everyone enjoys the same degree of protection from

environmental and health hazards and equal access to the decision-making

process to have a healthy environment in which to live, learn, and work. It

implies social transformation directed toward meeting human needs and

enhancing the quality of life using resources in a sustainable way, being an

important component of the concept of sustainable development.

Findings of Hypothesis #1

Hypothesis: Lack of access is an obstacle in relation tothe community’s use and appropriation of greenspaces.

• Physically: few direct pathways; roadways, walls, and channels block access

• Financially: people cannot afford to pay to usesome green spaces (Astro Turf-Mabley Green,Football Field Marshes)

Page 21: ES3 final presentation - University College London › ... › es3_final_presentation.pdf · Microsoft PowerPoint - ES3_final_presentation.pptm Author: ucfuaa0 Created Date: 20100309164500Z

Findings of Hypothesis #1

Hypothesis: Lack of access is an obstacle in relation tothe community’s use and appropriation of greenspaces.• Views that certain green/open spaces are dangerous, scary, dark

(youths)

“...depends when you go and who with...”

Page 22: ES3 final presentation - University College London › ... › es3_final_presentation.pdf · Microsoft PowerPoint - ES3_final_presentation.pptm Author: ucfuaa0 Created Date: 20100309164500Z

Findings of Hypothesis #1

Lack of access is an obstacle in relation to thecommunity’s use and appropriation of green spaces.

• Lack of diversity in activities/facilities

Sense that more facilities/activities would increase the use ofgreen spaces (i.e. cafes, playgrounds, gymnasiums, morebenches)

• Limited number of community centres/group to facilitateaccess to open and green spaces.

Findings of Hypothesis #1

The Hackney Wick Festival celebrates the diversity of the area and helps tobreak down barriers among different groups. Brings together residents andarts community.

The idea looks to ensure that the area’s green spaces are linked and moreaccessible and useable by local people.

Good Initiative – Hackney Wick Festival

Page 24: ES3 final presentation - University College London › ... › es3_final_presentation.pdf · Microsoft PowerPoint - ES3_final_presentation.pptm Author: ucfuaa0 Created Date: 20100309164500Z

Findings of Hypothesis #1

The Festival encourages people to organise their own eventsand activities for the programme. However it is held onlyonce a year (September).

There have been other artistic interventions in Hackney Wickarea, however they have also been temporary.

Wick Curiosity Shop is a legacy ofthe Festival, that had remainedfor the community.

Page 25: ES3 final presentation - University College London › ... › es3_final_presentation.pdf · Microsoft PowerPoint - ES3_final_presentation.pptm Author: ucfuaa0 Created Date: 20100309164500Z

• Green spaces in Hackney were being taken away (housing, carpark, Olympic park) and the community was unsure if theywould be restored.

• Unclear on the exact legacy plans and whether they would bedelivered as promised

• People who attended consultations felt that their inputs andconcerns weren't considered in the plans

• Sense of powerlessness

• Indifference and “Wait and See” attitudes

Findings of Hypothesis #2

Hypothesis: The Olympic legacy represents an opportunity to improveenvironmental justice for the Hackney Wick community through theprovision of infrastructure and participation in the planning process.

Page 26: ES3 final presentation - University College London › ... › es3_final_presentation.pdf · Microsoft PowerPoint - ES3_final_presentation.pptm Author: ucfuaa0 Created Date: 20100309164500Z

• Because the community would like to have better access (physical & financial)and more diverse activities and facilities in green and open spaces, with moreactive participation by the organizations/centers (youth, artists, etc) in thearea, there can be positive developments in facilitating community’s access, use and appropriation of green spaces.

• Because most of the organizations and activities in the community are isolatedand short term, due to various restraints such as financial and historicalbackground, interactions between organizations and the community throughactivities that increase access, use and appropriation of green spaces, currentlyneed more support.

• Because there are physical and psychological gap/ distance between thepeople and Olympic Legacy to foster indifference and “waite and see” attitude, diverse ways to participate in the Olympic Legacy process a necessary infacilitating the communities long term involvement developments in the area.

ConclusionsConclusionsConclusions

Page 27: ES3 final presentation - University College London › ... › es3_final_presentation.pdf · Microsoft PowerPoint - ES3_final_presentation.pptm Author: ucfuaa0 Created Date: 20100309164500Z

• No alternative hypothesis was considered.

• The number of interviews conducted was limited, especially with residents, local organisations, and youths

• Set questions were asked during transects/interviews-focused mainly on extracting information that wouldanswer the two questions

• Over-consultation fatigue by some of the communityorganizations

• The work does not represent the entire Hackney Wick, but limited to just our study area

• Limited time for developing the research work

ConclusionsConclusionsLimitations

GENERAL OBJECTIVE

Provide tools to make local community represent their

visions, needs and expectations of green and open

spaces in Hackney, to use them to influence the

Olympic Legacy process and therefore improve

environmental justice.

Page 30: ES3 final presentation - University College London › ... › es3_final_presentation.pdf · Microsoft PowerPoint - ES3_final_presentation.pptm Author: ucfuaa0 Created Date: 20100309164500Z

SPECIFIC OBJECTIVES

•Increase awareness of the community in relationto the access, use and appropriation of open andgreen spaces.

•Bring together the community residents, localorganisations and artists.

•Facilitate/improve understanding amongcommunity actors on each others perceptions ofthe area and green/open spaces

Page 31: ES3 final presentation - University College London › ... › es3_final_presentation.pdf · Microsoft PowerPoint - ES3_final_presentation.pptm Author: ucfuaa0 Created Date: 20100309164500Z

INSTRUCTIONS

1.Give the puzzle pieces to the different local organizations

and/or individuals in Hackney Wick.

2.Ask the kids/youth to represent the local area by painting,

drawing or writing what they like or do not like about the

green and open spaces.

3.In the same way, in another puzzle, paint, draw or write

what their needs, aspirations and expectations in relation to

these areas are.

Page 33: ES3 final presentation - University College London › ... › es3_final_presentation.pdf · Microsoft PowerPoint - ES3_final_presentation.pptm Author: ucfuaa0 Created Date: 20100309164500Z

INSTRUCTIONS

4.Bring the different puzzles to the Hackney Wick Festival

and mix them. Then:

a. Put all the same pieces of different puzzles together

b. Assemble the puzzles using pieces from different

puzzles

c. Play with the puzzles. The pieces would fit in multiple

places so each puzzle could be unique to the person

putting it together.

CONTINUITY

To facilitate long term relationships among theparticipants in the community, this tool could beused for recording the changes on the views, needs, aspirations and expectations in relation to open andgreen spaces, over time.

This tool could also be used as a base for localgovernment to consider in their decision makingprocess for the future.
