Awareness creation activities

Advertisements on child labour carried out through post cards (2 lakhs), All India Radio, advertisement boards, State level Sticker and Poster campaigns, local T.V, Cables, Signature campaign, Cinema slides, Rallies, Folk cultural programmes, Hand bills, Hoardings at main Bus stands and Railway stations etc.

The Signature Campaign organized in Mega Trade fair, held at Chennai. 65,462 individuals signed in 56 flex banners.

A short film titled ‘Ki Ki’ was produced by State child labour rehabilitation cum welfare society.

Enforcement efforts to prevent child labour

A District Level Task Force under the Chairmanship of the District Collector is functioning in all the Districts of the State since 2007.

Inspection teams formed under the above task force are conducting inspections in all hazardous, non-hazardous occupations, shops & establishments, all types of catering establishments and factories including domestic employment.

In Tamil Nadu 161 categories of officials from various Departments have been notified as Inspectors.

NCLP in Tamil Nadu

NCLP is now implemented in 15 out of the 32 districts in Tamil Nadu.

315 Special training centers are operational in 15 districts and providing education support to 7,247 children.

National Child Labour Project is implemented by a Project Society under the Chairmanship of the District Collector with a district task force for creation of awareness, enforcement , rescue and rehabilitation.

Vocational Training is imparted to the special school children in Tailoring, Fabric painting, handicrafts, book binding, bead work, etc,

Stipend of Rs.150/- p.m., Educational Materials, Free Medical Check up etc. are provided to NCLP children

NCLP Special training centres as bridge schools

At present, 7,247 erstwhile child labourers and out of school children are studying in 315 Special Training Centres.

The benefits like free uniforms (4 sets), free text books, school bag, atlas, geometry box, crayons, maps/chart and chappal that are provided to regular school children are also provided to children in NCLP special training centres.

Also free bus pass to needy NCLP special training centre children are given.

Mid-day meal, 5 eggs / bananas are provided to children in NCLP special training centres.

Mainstreaming of erstwhile child labour

Till date, 1,04,963 children have been mainstreamed into regular schools from the inception of the project.

Cash award of Rs.5000/- (first), Rs.3000/- (second) and Rs.2000/- (third) are given to the high scoring mainstreamed NCLP special training centre children in 10th and 12th Board Examination.

The monthly cash assistance of Rs.250/- has been enhanced to Rs.500/- for all mainstreamed children of National Child Labour Project Special Training Centers (NCLP STCs) who pursue higher studies in Arts colleges, polytechnics and professional colleges till they complete the course.

Current status of NCLP in Tamil Nadu

15 NCLP districts have registered with PENCIL online portal. Data uploading is in progress

Linking Aadhaar with banks is completed in most of the districts and few are yet to complete.

80-90% of the children in the STCs in 15 NCLP districts have bank account.

8 NCLP districts have received funds for conducting child labour survey.

BEST PRACTICES IN ERADICATION OF CHILD LABOUR IN TAMIL NADU

• A State Award in the form of a shield to the District Collector

whose performance in eradicating child labour, was the best

• Guidelines and Criteria issued for declaring a District as Child

Labour Free

• Award for one Inspector of Labour, one Inspector of Factories, one

Project Director and two Field Officers for their best performance in

eradication of child labour.

• Cash award for best educational instructors from each NCLP

districts for best performance in the special training centres.

Future Goal

Tamil Nadu has been one of the leading states in the country in rescuing Child Labourers.

The state is aiming to attain the Goal of “CHILD LABOUR FREE STATE”
