Motivation
• Key requirements for services in crisis situations
• First 72 hours after a catastrophe are crucial
04.07.2016 www.episecc.eu 4
I. Efficient communication II. access to critical informationIII. interconnectedness of stakeholders
However, services are often compromised and need to be re-established.
Need to provide communication tools and information collection within this period

Objectives1. Develop a pan-European inventory of past critical
events/disasters and their consequences focusing on the performance of processes, data exchange and organisational boundaries
2. Develop a concept of a common information space including appropriate semantic definitions by taxonomies and/or ontologies.
3. Analysing existing interoperability concepts and derive concept of a common information space
4. Validation of the architecture and suggestion of novel Emergency and Crisis Management Models

WP2: Analysis of past crisis management approaches
• ObjectivesInvestigating and clustering tools, standards, processes and mechanisms in the area of PPDR. Indicate gaps and potentials that will be approached by the EPISECC project.
• Outcome– Del 2.1 (Submitted): Overview of commercial, research and
governmental projects and applications used for PPDR
– Del 2.2 (Submitted): Analysis of PPDR standards, management approaches and good practices – focus on cross border collaboration practices

WP3: Pan European Inventory of events/disasters
• Objectives– Development of an architecture of the inventory
– Design, technically set up and maintaining of a data base for the inventory
– Integrate the investigated information in the database
• Outcome– Description of method and data sets for the pan-European inventory of disasters –
technical requirements for development of the inventory,
– Description of the architecture of the pan-European inventory of disasters –Architecture of the inventory, information units on disasters, key indicators, data model
– Implementing an online Questionnaire

WP4: Taxonomy Building
• Objectives– Development of a common taxonomy (classification scheme) related to events,
processes, data sets, tools and management models
• Define and develop a data model of commonly used data sets
• Create an ontology model for a particular real use case

Input Taxonomy Output
WP5: Architecture of Common Information space
• Objectives– Architecture of the common information space shall show how the developed taxonomy
can be used within real crisis management systems in order to enhance the collaboration and effectiveness of crisis management
• Outcome– Del 5.1 (work in progress): Protocol and network interoperability
– Del 5.2 (not started yet): Information interoperability
– Del 5.3 (not started yet): Operational interoperability
– Del 5.4 (not started yet): Lessons learned from PoC and validation

WP6: Proof of Concept
• Objectives– Validates and proves architecture of common information space as well as taxonomy
and ontology model
• Outcome– Del 6.1 (not started yet): Proof of
concept design
– Del 6.2 (not started yet): Proof of concept implementation
– Del 6.3 (not started yet): Validation by end users

WP7: Legal and Ethical Aspects
EPISECC will implement all necessary measures to ensure adequate implementation of ethical measures taking in particular into account the recommendation of the ethical committee. This entails the following tasks:
• Analysis of the legal issues and ethical aspects related to the creationof a pan-European information space
• Implementation of the legal and ethical requirements to the EPISECCproject
• Evaluation of the legal framework and recommendations for furtheraction
04.07.2016 www.episecc.eu 14
WP9: Exploitation & Standardisation
• Objectives– To develop a procedure/model for formal transformation of created models (WP4 and
WP5) into standards
– To develop concepts for service provisioning models
• Outcome– Del 9.1 (on going): Standardisation
– Del 9.2 (not started): Exploitation & Service Provisioning
04.07.2016 www.episecc.eu 15
Impact
• Support the implementation of the EC 2010 guidelines with the concept of the common information space
• Strengthen and improve the effectiveness and adequacy of emergency and disaster response in Europe and beyond
• EPISECC intends to contribute on multiple areas such as ICT technology, quality of information, field level co-ordination, preparedness, safety and security of citizens, security forces …

Re-Using IDIRA results in EPISECC
• Help to find Taxonomies in Crisis and Disaster
Management
• Interoperability concepts in all stages of Disaster management
