This Order memorializes action taken by the Board of Public Utilities (Board) at its June 8, 2009Agenda Meeting. The Board of Public Utilities' Customer On-Site Renewable Energy (CORE)program offers prescribed financial incentives to New Jersey property owners to encourage theinstallation of Class I renewable energy technologies. Eligible applicants may receive rebatesfor a portion of the cost of installing solar, wind, or sustainable biomass at their site.

The Staff of the Office of Clean Energy (aCE) has reviewed the CORE applications describedbelow as well as the amount of rebates requested. In addition, Honeywell, the Contract MarketManager, executed appropriate documentation affirming that, consistent with the terms of itscontract, Honeywell is not acting as both the Contract Market Manager and a market participantin any of the CORE rebate applications submitted for Board approval. The signed documentsare appended to this Order. Therefore, the aCE finds that each application is complete andfully conforms to all Board requirements for a rebate commitment under this program.

Based on the foregoing, the aCE recommends that the Board approve the above referencedrebate applications. Upon review, the Board ~ that the applications fully conform to allrelevant requirements for the CaRE program. The Board HEREBY APPROVES theaforementioned rebate applications for the amounts requested and AUTHORIZE§ the Staff ofthe aCE to direct the renewable energy market managers to issue a standard commitmentletter to the applicants identified above, setting forth the terms and conditions of this rebate..commitment.

The Renewable Energy Contract Market Manager has affirmed that the RenewableEnergy Contra.ct Market Manager, its affiliates, its subcontractors, and/o~ the affiliates ofsubcontractors are prohibited from being and are not acting as:

a. the applicant for a CORE rebate listed in Attachment A to this Affidavit;b. the recipient of a CORE rebate listed in Attachment A to this Affidavit; andc. the entity performing the installation of the systems related to the applications

listed in Attachment A to this Affidavit.

The Renewable Energy Contract Market Manager has affiffi1ed that the RenewableEnergy Contract Market Manager, its affiliates, its subcontractors, and/or the affiliates ofsubcontractors will not submit a bid for any of the projects listed on Attachment A in thePublic School K-12 and Public Non-School categories.
