TRANSPORT SECTOR SUPPORT PROGRAM

CONSULTANCY SERVICES FOR IMPROVEMENT OF ROAD SAFETY AND ROAD SAFETYCAPACITY BUILDING DURING CONSTRUCTION WORKS FOR THE REHABILITATION OFBUBUBU-MAHONDA-MKOKOTONI (31KM) ROAD (PAVED ROAD) AND THE UPGRADING OFMATEMWEMUYUNI (7.58KM), PALEKIONGELE (4.611KM) AND FUONI-KOMBENI (8.589KM)ROADS(GRAVEL ROADS)TO BITUMEN STANDARD

1. The Government of the United Republic of Tanzania has received a loan from the AfricanDevelopment Bank towards the cost of Transport Sector Support Program and intends to apply partof the proceeds of this loanto cover eligible payments under the contract for consultancy servicesfor improvement of road safety and road safety capacity building in all villages and communitiesalong construction works for the rehabilitation of bububu-mahonda-mkokotoni (31km) road (pavedroad) and the upgrading of matemwe muyuni (7.58km), pale kiongele (4.611km) and fuoni-kombeni (8.589km) roads (gravel roads) to bitumen standard

2. The services included under this assignment are:(i) Undertake baseline data collection relating to road safety situation along the project roads.

(ii) Undertake road safety audits of four roads at the following stages; Pre-construction/before starting of construction Stage Construction and Post-construction of Project Stage RSA

(iii) Carryout road safety awareness campaigns.

(iv)Carryout road safety capacity building for the populations in the villages and towns along the projecroad.

(v) Develop information, knowledge and dissemination plan for use in the project areas and forfuture use by MOIC and other institutions in similar situations.

3. The Ministry of Infrastructure Transportation and Communications Zanzibar, on behalf of theGovernment of the United Republic of Tanzania, now invites eligible consulting firms to expressinterest in providing the above mentioned services. Interested consultantsmust provide informationindicating their qualifications for performing the services. Such information may include brochuresdescription of assignments of similar nature in the last 10 years, experience in similar conditions,availability of appropriate managerial and technical skills among staff related to the assignment,knowledge transfer, etc. For each completed project, the Consultant shall provide the name andaddress of the Client, commencement and completion dates, name(s) of lead and associate firms

Cited projects with insufficient information will not be considered. Consultants may joint venture toenhance their chances of qualification.

4. Eligibility criteria, establishment of the short-list and selection procedure shall be in accordance withthe African Development Banks: Rules and Procedures for the Use of Consultants May 2008Edition-Revised July 2012 which is available on the Bankss website at http:/www.afdb.org. It is tobe noted that the financing of this component is under African Development Fund.
