EOI  written  submission:    Teams  are  to  form  their  SPV  consortia  and  proceed  with  preparing  and  Expression  of  Interest  for  the  9  kilometer,  5  stations  and  $4.5  Billion  AuDlls  Melbourne  Metro  1.

The  legal  expert  is  to  form  the  Special  Purpose  Vehicle  to  deliver  and  operate  Melbourne  Metro  1.  Remember  to:  Do  your  research  for  competent  consultants  and  contractors  with  track  record.  For  social  infrastructure  such  as  the  stations  contextual  understanding  of  Melbourne  is  important.    Bring  the  right  balance  of  organisations,  including  a  mix  of  national  and  international  experts.  Remember  that  Melbourne  Metro  1  has  both,  social  and  civil  infrastructure  components.

Finance  expertise  leads  the  “business  sustainability”  of  the  PPP.  Looking  at  the  right  balance  of  providing  social  and  economic  infrastructure  and  services  to  Melbourne  commuters  and  the  community  at  large  but  also  finding  sources  of  monetary  revenue  to  pay-‐off  debt  and  make  a  profit  over  the  duration  of  the  concession.  There  is  a  need  of  business  innovative  and  strategic  thinking  just  as  in  setting  up  any  ambitious  new  enterprise!

The  design  (engineering  +  architecture)  team  is  the  responsible  to  ensure  that  there  are  clear  innovative  design,  architecture  and  tunneling  concepts  and  technologies  to  make  the  EOI  the  winning  proposal.  Remember  that  you  are  responsible  to  investigate  planning  and  technology  aspects  that  are  innovative  providing  short  and  long  term  value!

The  operations  specialist  consultant  is  to  bring  the  best  ICT  technologies,  measures  and  policies  to  ensure  high  operational  standards  and  KPIs.  Benchmarking  will  be  and  important  aspect  of  ensuring  improved  service  and  delivery  to  the  community.  Provide  benchmark  figures  and  hierarchy  of  performance  indicators.  Keep  always  in  mind  end-‐users  commuters,  staff  and  community  at  large!
