Terms of Reference for appointment of agencies for under taking upgradation and operation of Employment

Exchanges as career guidance centers

1. Background: The existing mismatch between the demand and supply of the skilled manpower in the state of Odisha is a matter of grave concern. A large number of people are added to the work force every year, but their under preparedness to avail the emerging job opportunities due to absence of required skills makes the issue of skill development self-evident. In order to address this problem in the state, Odisha State Employment Mission Society (OSEMS) has undertaken several initiatives to facilitate efficient delivery of market led training programs and skilling of youth, thus making them employable in the process. The Employment Exchanges are the first contact point for Job seekers. Hence, the need to restructure these employment exchanges as Career Guidance centres has been felt and it has been decided to convert them into District Employment Mission office. This shall make Employment Exchanges more relevant to the job seekers and help to improve the employability of youth in the state.

2. Objective of the assignment:

• To upgrade the existing district employment exchanges into a well

equipped career guidance, counseling and training centre and impart the desired services to the youth of the district under public private partnership mode,

• To assess the existing skill sets of the youth who approach to employment exchange and counsel them as per their need while suggesting required skill up gradation and advising them on the available opportunities

• To bridge the skill gap of Job Seekers through imparting the required training by utilizing the available infrastructure in the exchange or linking them with the state appointed Program Implementing Agencies (PIAs) for such skill development programs

• To build capacity for state machinery at the district level in imparting services like Assessments, Counseling, Training and Placements

• To establish relationships with local industries, understand their manpower needs, direct the skilled unemployment youth to such placement avenues and thus create a job seeker-friendly environment inside office premises

3. Scope of the Assignment The existing District Employment Exchanges shall be upgraded as Career Guidance Centers and shall function in the name of “District Employment Mission office “under PPP mode in association with selected Partners with adequate expertise in the field of assessment, counseling, training, certification and placement. The District Employment officer shall remain present in the system as Centre manager and the other conventional activities of National Employment Service shall continue as it is. 3.1 Scope of assignment for identified partners The Private partner will broadly provide the following services:-

(i) Build robust processes for development, operation and

management of Career Guidance Centers (ii) Identification and engagement of competent manpower for

proper functioning of the career guidance center (iii) Installation and operation of the required infrastructure and

ensuring optimum utilization of such resources (iv) Execute and liaison for training requirements (v) Facilitating employability of candidates through skill and

industry linkage (vi) Ensure better flow of information on job opportunities to the

unemployed skilled youth registered with the career guidance

center and keep them informed of such opportunities through

modern and user-friendly communication means like SMS,

email etc.

(vii) Ensure provision of above mentioned services at minimal cost to candidates

The specific services expected from the partner agency are as follows – • Development of channels for candidate acquisition: The acquisition of

needy candidates will be a critical first step in starting them on a path of career building. The partner agency shall create requisite awareness in the catchment area and build the channel for candidate’s acquisition at the career guidance center organizing through means like Job Melas, accessibility to Toll free call-in number, organizing visit to schools and colleges etc

• Assessment and Counseling: To carry out well designed assessment aimed at measuring an individual’s entry skills and capabilities and then accordingly counsel job seekers for their training needs, career options, career planning and behavioral feedback with the help of well trained career counselor to be appointed and placed by partner agency

• Development of candidate unique ID and apprentice Lifecycle Platform:

Partner will design, develop and deploy a system for generation of an apprentice unique ID System and apprentice Lifecycle Platform. The system should recognize the need for a unique identification and tracking parameter in the form of an Apprentice/ Employee Number which will be generated and managed by the system.

• Training: After counseling and registration, the willing candidate will be trained either by the partner agency or they will be linked to OSEMS indentified training partners. Identification of Employable Skill sets in a region based on the study of labour market in consultation with Industry will be carried out.

• Candidate’s Certification: Working in conjunction with OSEMS, the partner

agency will ensure certification of the trained persons. Endeavour may be made to provide NCVT certificate and other Skill training course oriented certificates where ever possible.

• Placements: The overall objective of the project is towards providing

placements to the youth/job seekers in Odisha. The job seekers who will require skills upgrade will be referred to training and post successful completion of the same will be referred for jobs relevant to their skills and profile.

• Collaborative use of infrastructure: As a project in Public Private Partnership, the Centre will use existing infrastructure in a collaborative manner with OSEMS. It will function in the employment exchanges and will offer additional services as mentioned above. It will be an upgraded employment exchange that will have advanced facilities.

4 Cost Involved

4.1 OPERATIONAL COST: Payment towards operational costs which include Assessment/ Counseling, Training /Placement, Certification will be finalized through a competitive bidding process based upon deliverables.

4.2 OUTCOME BASED COST • Assessment-: Basing on the number of camps organized including no.

of candidates shortlisted for counseling at the Block level, Registrants coming to Employment Exchanges, Job fairs.

• Counseling-: Number of candidates covered including SC&ST, Women and Physically Challenged.

4.3 DELIVERABLES * ( per Year) • Over 3000 job seekers to be assessed and counseled • Over 1000 job seekers shall be directly placed • Over 1000 job seekers shall be trained and placed

* Agency quoting higher level of performance would be preferred.

State Employment Mission will provide the employment and employability services to the job seekers at a subsidized rate through Private Partners.

5 Minimum Eligibility Criteria for Agencies as Partner

The Bidder meeting the stated eligibility criteria below shall only be considered during the bidding process. The documentary evidence against the eligibility is also required while submission of the technical bid. Bids from consortiums shall not be entertained. Claims without documentary evidence will also NOT be considered. The eligibility criteria is as mentioned below - Sr. No. Eligibility Criteria Documentary Evidence to be

6 Bid Evaluation

6.1 Technical Evaluation The technical evaluation and comparison of the bids shall be done for the following parameters:

The bidders are requested to submit the financial bid in a separate envelop. The financial bids would be evaluated only for the agencies qualifying in technical evaluation.
