1 Background
Bharat Petroleum Corporation Limited (BPCL) is a Fortune 500 company and a leading Navratna Public
Sector Company with an all India presence, engaged in Refining, Marketing and Distribution of
Petroleum products. BPCL is also diversified into exploration of oil and gas. BPCL as a responsible energy
company has made first big strides towards harnessing renewable energy like Solar and wind. Moving
one more step forward in the area of renewable energy, Bharat petroleum is planning to setup a
lignocellulosic biomass to ethanol Biorefinery, exploring business opportunities with potential
stakeholders.
The purpose of inviting this EOI is to explore the availability of biomass (Sugarcane
Baggasse/RiceStraw/Wheat Straw/Corn cobs/Cotton stalks) and willingness of potential supplier(s) of
biomass to the “Proposed Lignocellulosic Ethanol Biorefinery”
2 Introduction
Bharat Petroleum Corporation Limited is planning to setup a “Lignocellulosic Biomass Ethanol
Biorefinery” for production of ethanol and other chemicals, if any, from potential biomass feedstock
including but not limited to Sugarcane Baggasse/Rice Straw/Wheat Straw/Corn cobs/Cotton stalks. For
this purpose, Bharat Petroleum proposes to execute the project with biomass supplier (s) and a
technology provider (s) wherein.
I. Biomass Supplier would be responsible for aggregation, storage & regular supply of quality
biomass feedstock (Sugarcane Baggasse/Rice Straw/Wheat Straw/Corn cobs/Cotton stalks etc.)
to the Biorefinery.
II. Technology provider would be responsible for providing process technology including Basic
Design Engineering Package, Detailed Engineering of plant, supply of enzyme (if any required),
III. Bharat Petroleum would use ethanol produced at the biorefinery.
The minimum capacity of the proposed biorefinery would be ~15,000 tonnes of ethanol per annum.
Correspondingly, the biomass supplier is expected to supply a minimum of 75,000 – 80,000 tonnes dry
biomass per annum (minimum 220 tonnes dry biomass per day).
It may be noted that BPCL intends to float a separate EOI for Technology providers, which is anticipated
to be advertised in due course of time. The proposed mode of execution of the project is tentative and
would be finalized after thorough discussions with all the stakeholders.
3 Definitions Primary or field based residues: Agricultural residues, which are generated in the field at the time of
harvest, are defined as primary or field based residues
Secondary or processing based residues: Agricultural-residues co-produced during processing are called
secondary or processing based residues like Baggasse from Sugar & Paper industry

Radius of Operation: Radius of operation is the radius of the approximate circular region, wherein
Biomass would be produced, aggregated and supplied to the proposed Biorefinery (located within the
radius of operation)
4 Role of biomass supplier
Following is the envisaged role (step wise) that the biomass supplier would have to execute. We
envisage that the biomass supplier would need to carry-out significant background work (steps 1 to 7:
time required is approximately 1.5 year) before commencing commercial supply to the propose
biorefinery:
1. Biomass assessment – primary data analysis
2. Village Level Entrepreneur (VLE) development
3. Agreement with farmers and finalization of storage depots and its structure development
4. Machinery procurement, and transport arrangements
5. Training to VLE for collection and machinery maintenance
6. Insurance , fire hazard protection for biomass at storage
7. Demonstration of biomass collection, transport and storage
8. Payment to farmers and Commercial supply of biomass
5 Other aspects
The location of the project shall be in the vicinity of the operations of selected biomass supplier and
would be finalized in discussions with all the project stakeholders.
