The Board of Regents of Morehead State College met in the office of President Doran April 25,' 1960. The following members' were present:

The meeting was opened with prayer by Mr. G. C, Banks, a member of the English Department of the College.
The oath of office was administered to the new member, Dr. Joe Taylor Hyden, by Anna Carter , a Notary Public.
On motion of Mr. Gilley, seconded by Mr. Reed and unanimously carried, reading of the minutes of February 5, 1960, was dispensed with, and the minutes were approved,
The chairman pointed out that under KRS 164.330, it was necessary to reorganize the Board after new members have be'en appointed. On motion of Mr. Reed, seconded by Mr. Gilley, and unanimously carried, Dr. W. H. Cartmell was r e - elected a s Vice Chairman of the Board. '
On motion of Mr. Walter s , seconded by PP- Hyden, .and.unanimously carr ied, Anna Carter , Secretary to the President, was chosen to continue as Secretary to the Board.
On motion of Dr. Cartmell, seconded by Mr. Chamberlain, and unanimously carr ied, Herbert Hogan, Business Manager of the College, was appointed to continue Treasure r of the College.
President Doran presented his report to the Board covering the period February 5, 1960, to April 25, 1960. After considerable discussion of the i tems included in the report, the president recommended that i t be approved by the Board.

4. National Science Training Program for Secondary School Students:
We have been granted a Summer Science Training Program for Secondary School Students which will run from July 11 to August 5. I a m attaching a copy of this program for each of you.
5. National Science Foundation Institute:
We have b een granted the second Summer Science Institute for the 1960 summer term. You will recal l that we held one of these institutes las t summer. I am attaching a copy of this program for each of you.
6. Martindale Lot:
The Commissioner of Finance has issued a check in the amount of $50,350 to cover the purchase of the Martindale Lot a s appraised by the court appointed commissioners. Mr. Martindale refused the check and it has been deposited with the County Court Clerk. Mr. Martindale has appealed to the Circuit Court in an effort to get the price raised to $200,000. The case has been se t for t r ia l in the Rowan County Court on May 17, 1960, a t 10:OO A. M.
7. 100-Room Annex to East Men's Hall:
The architect, the assistant chief of the Division of Enginesring,

and I made a t r ip to Atlanta, Georgia, to confer with the Housing and Home Finance Staff. We agreed to reduce the cost of this building from $675,000 to $600,000. The architect i s proceeding with final plans in view of beginning construction in the fall of 1960.
. . 8. 20 1-Room North Men's Hall:
This dormitory will be ready for occupancy on June 1, 1960.
The contractor has resumed work on this project and plans to complete it within two months.
10. Street Leading to the North Menf s Hall and Married Housing Project:
This project has been approved by Mr. Earle C. Clements, Commissioner of Highways, for construction. The surveys have been made, and specifications a r e being written. We hope construction can begin within a few weeks.
11. Candidates for Degrees:
I recommend that the Board of Regents approve the list of candidates for degrees a t the June commencement, subject to final action by the faculty.
Financial Report:
I am submitting a financial statement covering the quarter which ended March 31, 1960.

RESOLUTION B Y THE BOARD OF REGENTS (SF MOREHEAD STATE COLLEGE
April 25, 1960
"On the occasion of Dr. Doran's recognition by the Kentucky P r e s s Association a s the "Outstanding Kentuckian" for the year, 1959, the Board of Regents wants to express i ts high esteem, regard, and admiration for Dr. Doran and for what he has achieved for Morehead State College by his vision, untiring efforts, good will, and outstanding ability.
His outlook has been comprehensive, reaching beyond local and state boundaries. The resul ts he has achieved have been on a large scale too, well deserving of the recognition he has received a t local , state, and national levels.
We a r e proud of Dr. Doran's well earned recognition that comes from leaders throughout our state and nation in the fields of Education, Regional Development, Conservation, Communications, and Government.
But, above all, our hearts a r e warmed by the realization of how in a l l this doing and accomplishment, he has endeared himself to a l l with whom he has worked and had day by day encounters. We feel this i s accounted for by the sincere and deep Christian character of the man whose motives a r e so upright and altruistic a s he looks ahead to further achievement for the benefit of the youth of Eastern Kentucky and to advance the educational standards of Morehead State College.
As Regents of Morehead, we feel that it i s a privilege to have the opportunity of working with and witnessing the leader ship of this man of many talents.
