This coming Tuesday, June 8this the Primary Election day.Both types of Sample Ballot
& Voter Information Pamphlet (Republi-can and Democrat) have been mailed toregistered voters. Also, the ‘Vote by MailBallots” have already been mailed tothose registered voters who indicated apreference to vote using a ‘mail-in ballot’.Since 67% of the total electorate has al-ready decided to vote by mail, the polls,in a sense have been opened for the pastthree weeks and will close at 8:00 PM onTuesday, June 8th. Polling locations havebeen published and are posted on-line. So,getting out the vote this year takes on adifferent tone because the actual votingprocess has already begun. The Registrarof Voters will report its first ‘count’ of thevotes at 8:00 PM on Tuesday, June 8th.These will be the mail-in votes already re-ceived. Many mail-in ballots will be handdelivered on Tuesday, June 8th because ofthe many human factors involved.
Nonetheless, getting the voters out tovote will be very important for many can-didates who are incumbents wanting to bere-elected. In these uncertain economictimes, there is a very tangible concern onthe part of many voters that their electedofficials are not doing their job. Essentialpublic policy issues have not been ad-dressed. That BP oil spill in the Gulf ofMexico has developed into a long termcatastrophe. This situation is still devel-oping. Add it to the loaded plate in frontof the Obama Administration and Con-gress. Not all of that current menu is eas-ily digested or even palatable.
It is in this climate that change willoccur. Already a very senior Senator hasbeen replaced by younger challengers.This is an indication that younger politi-cians may be elected by the voters whoare currently acting on their discontent. Inthe final analysis, political experts areforecasting that the Democratic Party willretain its majority both in the House ofRepresentatives as well as the Senate. Butlook for a more youthful set of elected of-ficials to end up in office. These moreyouthful elected officials are not likely to
follow the strict partisan lines. The bestthat can happen is that the new Congresswill return to negotiated compromisewhile forming updated public policy.
Today, on the eve of this midterm pri-mary election, it is better to vote for can-didates who have community servicecoupled with stewardship favoring thepeople rather than special interests. Theconcept of government of the people, bythe people and for the people will beserved by the newly elected officials. Spe-cial interests have the money; but only theregistered citizen-voter can deliver thevote. The principal of one person: onevote still works. Just the other day, a votercommented that elected officials need tospend much more time dealing with thereal issues facing our society and its gov-ernment. At all levels, local districts,cities, county, state, and national, electedofficials are dealing with deficit spending.This has been going on for decades andmust soon be contained and controlled be-cause the consequences of ultimate sys-tem collapse are more dire than anythingwe can imagine. Dealing with jobs is notenough. The entire economy must be-come operational. If that requires govern-ment monitoring, oversight andregulations, let’s get appropriate ones inplace. If robotics and automation elimi-nate jobs, let’s figure out how a displacedworker still gets to earn a living. Let’schange the focus from taking care of thosewith money to taking care of the generalpopulation’s needs. One item that cannotbe underestimated nor neglected any moreis the need to review all current entitle-ments and subsidies which were goodideas when first proposed and approved,but require a contemporary evaluationleading to meaningful adjustments oreliminations. The informed voter canchange the make-up of the current groupof elected officials at all levels: local dis-tricts, cities, counties, state and national.So, get your vote in and be counted.Democracy requires your participation.Help get out the vote.Δ

Iam asking you to vote NO on Prop 16 becauseit will hurt local government. Despite the dif-ficult economic times, one industry that has
been in a period of boom is solar energy. Homeownersacross the United States are adding features to theirhome in order to harness the energy of the sun.
You may have seen your neighbor recently installa solar panel atop their roof - this is a great way to notonly generate your own electricity, but also offset yourmonthly electricity bill. It is amazing how much elec-tricity the average family uses in the United States andthis can add up to a hefty monthly payment. And ifyou thought YOUR electricity bill was high, youshould see the county’s bill!
The County of Santa Clara spends nearly $20 mil-lion per year on electricity. Granted, we have manyfacilities to power, from Palo Alto to Gilroy, Milpitasto Los Gatos. County libraries, Valley Medical Center,Main Jail, medical clinics in Sunnyvale and East SanJose – that’s a lot of square footage to keep lit andheated.
Still, if we are asking homeowners to do their partto manage their electricity bill, through solar panelsand other renewable energy ideas, then the countyshould do the same.
And we want to. In the last year, the county hasembarked on an ambitious plan to identify whichbuildings, vacant parcels - any property owned by thecounty – is suitable for installing solar arrays. Just lastmonth we joined forces with other cities in the countyto purchase renewable energy through a power pur-chase agreement to reduce the high upfront costs ofsolar panels.
Earlier this year, a new parking garage at the Val-
ley Medical Center opened to the public, equippedwith solar panels to draw the sun’s energy and feedback into patient care services within the hospital.
But our goal isn’t just to generate electricity to fuelour own operations, but to offer the electricity to home-owners at a rate competitively below what you payyour utility. Imagine not having to pay for the extraoverhead and profit of your utility provider. You’d besurprised at how much your bill would go down. DidI mention that solar energy, unlike coal or natural gas,produces fewer pollutants?
Unfortunately, all of the good efforts of local gov-ernments to help residents purchase cheaper andcleaner energy may come to a very swift and suddenstop, unless you, the voter, can help us.
Proposition 16 is on the June 8th ballot and threat-ens to take away local governments’ ability to purchasecheap, clean electricity for our use, and yours too.
Why would someone want to do that? BecausePG&E wants to maintain its monopoly on electricityservice. PG&E is the sponsor of Proposition 16 and itsnumber one contributor.
I am sure you have seen the ads in support of Prop16. Called the “Taxpayers Right to Vote Act,” the billwould require any government who wishes to provideelectricity to its residents to hold an election and obtaina 2/3rds majority vote.
Getting at 2/3rds vote on any issue is extremelydifficult, and unfortunately will result in local govern-ment stepping backwards from innovation. Please takethe time to learn about Prop 16. Take note of who ispaying for the campaign and who is financing the adsyou are seeing on television and reading in the news-paper. Then, please go to the polls on June 8th (or fillout your “vote-by-mail”). On the June 8th ballot VoteNO on Prop 16.

Sin embargo, con una población de más de 300 millones en este país, un número considerable de personassiguen susceptibles a la influenza 2009 H1N1, que continúa circulando en este momento. Los niños de todas las edadestienen un mayor riesgo de enfermedad de la gripa, especialmente los niños menores de 2 años y los niños de cualquier edadque padezcan enfermedades crónicas como asma, enfermedades neurológicas, enfermedades del corazón o la diabetestienen un mayor riesgo de complicaciones por gripa. Contraer la gripa puede hacer que los niños falten a la escuela y se pier-dan las actividades, y algunas veces puede dar como resultado la hospitalización, o por desgracia, incluso la muerte.

La vacunación es una de las maneras más importantes que un padretiene de proteger la salud de su hijo.3 Semana Nacional de Inmunización Infantil (NIIW, por su siglas en inglés) es una ocasiónanual para destacar la importancia de proteger al bebé de enfermedades prevenibles por vacunación y celebrar los logros delos programas de inmunización en la promoción de comunidades saludables. Este año se llevará a cabo la NIIW del 24 deabril al 1 de mayo, 2010.4 El CDC está instando a los padres a que vacunen a sus hijos de seis meses a 24 años de edadcontra la influenza H1N1 de 2009.2 Los niños menores de seis meses son demasiado jóvenes para recibir la vacuna contra lagripa, pero se encuentran entre los más vulnerables en sufrir complicaciones serias, incluso fatales, de la gripa. Esto hace quela vacunación de los miembros de sus familias y cuidadores sea especialmente crítica para su protección. El CDC también re-comienda que los contactos cercanos, especialmente miembros de la familia y cuidadores de niños menores de seis mesesde edad, reciban una vacuna contra la gripa estacional cada año para proveer protección adicional a este grupo de alto riesgo.

School on June 12. The greatest victory in thehealth care battle of the past year was theemergence of a powerful social movementaround the national health care policy debate.The important thing to do now is to continuemoving forward.
The national reform passed by Congresswas welcomed by many, but still falls shortof the standard of health care as a humanright that President Obama supported duringthe campaign. The exclusion of millions ofimmigrants is a major weakness that will ul-timately undermine all of our efforts to re-ceive the care we need and deserve.

SACRAMENTO – California is one of only three states that still prohibitspharmacists from selling a syringe without a prescription. Most statesamended their laws in light of overwhelming evidence that criminalizing
access to sterile syringes led drug users to share used ones, and that sharing syringesspread HIV, hepatitis B, hepatitis C and other blood-borne diseases that can live ina used syringe.
On 21-8 vote, the California Senate today approved a bill authored by SenatorLeland Yee (D-San Francisco) that would allow pharmacies throughout Californiato sell up to 30 sterile syringes to an adult without a prescription. SB 1029 is sup-ported by doctors, pharmacists, and AIDS prevention advocates.
Governor Arnold Schwarzenegger (R-Los Angeles) signed legislation in 2004to create a five-year pilot program to evaluate the safety and efficacy of allowingadults to purchase and possess a limited number of syringes for personal use. Underthe pilot program pharmacies in Los Angeles County, the Bay Area and some otherparts of the state have been allowed to sell syringes.
Yee’s SB 1029 would extend the sunset and allow all pharmacists throughoutthe state with the discretion to sell sterile syringes without a prescription.
SB 1029 is supported by the San Francisco AIDS Foundation, AIDS ProjectLos Angeles, American Civil Liberties Union, California Hepatitis Alliance, Cali-fornia Nurses Association, California Psychiatric Association, California RetailersAssociation, County Alcohol & Drug Program Administrators, Drug Policy AllianceNetwork, California Medical Association, California Pharmacists Association, Cityand County of San Francisco, Health Officers Association of California, and Equal-ity California, among others.
Sharing of used syringes is the most common cause of new hepatitis C infec-tions in California and the second most common cause of HIV infections. The stateDepartment of Public Health estimates that approximately 3,000 California resi-dents contract hepatitis C through syringe sharing every year and another 750 casesof HIV are caused by syringe sharing.
These diseases are costly and potentially deadly. Hospitalizations for hepatitisB and hepatitis C cost the state $2 billion in 2007, according to a report by the Cal-ifornia Research Bureau. The lifetime cost of treating hepatitis C is approximately$100,000, unless a liver transplant is required, and then the cost exceeds $300,000per surgery. The lifetime cost of treating HIV/AIDS is now estimated to exceed$600,000 per patient.

Many people don’t know how to properly discard old cellphones and those out-of-date computers, but one thing is for sure,
they are recyclable and if not cared for appropriately, the conse-quences can be overwhelming.
People Acting in Community Together (PACT) has taken thesituation to heart and organized a meeting to educate the commu-
nity about the problems surrounding electronic waste. “We produce a massive amount of electronic waste in the Sil-
icon Valley and often not recycled responsibly,” said Lori Telson,PACT member.
The cell phones and old computer hard drives can cause se-vere health risks, birth defects, local ground water pollution andglobal air pollution. In countries like China, India and Taiwan,children and adults take on the role of extracting steel, aluminum,copper, plastic and sometimes even gold that the electronics have.They make money by selling the scraps and don’t consider thehealth problems that they can encounter.
“Electronic waste contains some of the most toxic substancesknown to mankind, particularly when burned,’ said John Nemec,of Temple Emmanuel. “Burning is often done to retrieve the valu-able metals that are part of electronic waste.”
The workers burn the electronics that they can’t sell and even-tually things start adding up, rivers get polluted, crops get pol-luted and the air. The locals breathe the polluted air and aregetting sick and are surrounded by the remains of the electronics.
“We should really be investing in a recycling system here inthe US, not in the prison system, not in some place else, but a re-cycling system here,” said Sheila Davis, Executive Director ofSilicon Valley Toxics Coalition.
When recycling electronics people can check if the recycleris certified, that ensures a better global environment and a wayto protect human health.

“We felt proud to participate in an interestingproject under the direction of the Woodrow WilsonInternational Center, which allowed us to put SanJose at the center of attention because this particularmarch is considered one of the most impressive andhistoric marches in the history of San José," ex-plained Rosario Vital, author of “COMING OUTAND MAKING HISTORY: Latino ImmigrantCivic Participation in San Jose.”
The book tells the story inside and outside ofthe immigrant march of 2006.
Vital is editor of El Observador and has madean analysis and portrayal of the event in a recentlypublished book which is included as one of thechapters in a much bigger project titled, “Civic Par-ticipation of Latino Immigrants.” The book is beingpublished by the Woodrow Wilson Center.
The project includes a book entitled, "The Im-portance of Context: the Civic Engagement ofLatino Immigrants in Nine U.S. Cities". The otherU.S. cities include Charlotte, Chicago, Fresno, LasVegas, Los Angeles, Omaha, Tucson and Washing-ton, D.C.
The full report on the study of these nine citiesin states which have tried to pass anti-immigrantmeasures like the new Arizona law, concluded thatties between Latino citizens, legal immigrants andundocumented have strengthened, which has led togreater integration into American society.
For example, the House of Representativespassed a bill in 2006 that criminalized the undocu-
mented. The result was a massive and disciplinedprotest that consisted of 3.5 to 5 million people,probably the largest demonstration in U.S. history.
By May 1st of that year hundreds of thousandsparticipated in protest across the country. Manymade their presence felt with a collective messageto be "good citizens" by dressing in white and wav-ing American flags, the report concluded.
"Many people say we awakened a sleepinggiant and we must make sure this movement re-mains firm," stated Arturo Gomez, a communitymember of San Jose.
Since then, more Latinos have applied for citi-zenship and have had an unprecedented affect byparticipating in elections, most recently in the his-toric presidential election of Barack Obama in 2008.
According to the report, between the 2004 and2008 presidential elections, the number of Latinosregistered to vote increased by 24.7 percent, whilethe percentage of Latinos who voted rose 28.3 per-cent.
In some states, the importance of the Latinovote has become especially important. These statesincluded New Mexico, Texas, California andFlorida, which have the largest number of Latinovoters and vary between 15 and 36 percent of thetotal, according to the report.
However, the major impact of the Latino votein the 2008 elections occurred in states that have alower Latino population. These states include NorthCarolina, Nevada, New Jersey, New Mexico, Vir-ginia and even Indiana. All of which were won byObama.
Vital’s book also stressed that the Spanish mediaare stakeholders who are increasingly involved inpromoting the integration of Latino immigrants, asthey did in 2006.
"It's a historic moment that had never beenrecorded in San Jose," said San Jose communitymember Teresa Castellanos.
Several community activists participated in put-ting Vital’s book together to express their com-ments on immigration reform. They recalledimportant moments in immigrant history thatthey had kept dear to their hearts.
"The book comes at a time when we areexperiencing much aggression towards im-migrants. The book is an inspiration and areminder that the struggle continues andthat the community must be mobilized.Today we stand in solidarity with ourbrothers and sisters in Arizona,” saidMartha Campos, immigrant defenderin San Jose. “We must vote in elec-tions, participate in the census, andcontinue to demonstrate our polit-ical power in situations where itis needed. The 2006 marchesmust inspire us to move for-ward, " stated Campos.

Actualmente, el maestro Santos enseñaunas 25 clases a la semana en distintas escuelasde San José, East Palo Alto y Campbell, ha pu-blicado 6 cd’s de música infantil, el más re-ciente acaba de publicarse este mes de mayo.
Una vida musicalEl amor por la música le llegó a Víctor
Hugo Santos, su nombre completo, de muyjoven “con el Cri-Cri y la radio”, explicó. “Ade-más, a mi papá que era de Chiapas también legustaba mucho la música”. Sin embargo, los rit-mos y la guitarra no le atraparon por completohasta la adolescencia, cuando tenía entre 13 y14 años. “Fue entonces cuando me prestaron laprimera guitarra eléctrica”, comentó Santos,“aprendí a tocarla yo solito”. Ése sería sólo elprincipio de un recorrido personal y profesionalpor la música de este mexicano nacido en laCiudad de México a mediados del siglo pasado.
El maestro Santos formó parte de un grupode rock en su juventud, fue trovador de músicaprotesta,folclor latinoamericano y nueva can-ción durante los años 70 en México, y en los90 fundó en San José La Peña Juchit Ireta, conla que buscó promocionar artistas comunitariosy difundir la cultura Latinoamericana. “Tuvi-mos más de 150 eventos en 10 años”, explicó“trajimos a grupos como La Tribu,cantorescomo José de Molina,Gabino Palomares... y losartistas mas talentosos del Area de la Bahia enel campo del canto,danza,teatro y poesia eramucho trabajo pero nuestro objetivo era pro-mover la música,el arte, y todo lo relacionadocon nuestros valores culturales”.
En estos momentos, el maestro Santos sededica en cuerpo y alma a la enseñanza de lamúsica infantil, carrera que comenzó en México y que trasladó a Estados Unidos. “La pri-mera escuela donde enseñé en San José fue enRiver Glen donde aún sigo dando clases a cien-tos de niños de esta escuela de doble inmersióndel Distrito Escolar Unificado de San José.
En su música, el maestro Santos introducerimas y vocabulario en español, sus versos sondivertidos “y, por qué no, educativos”, exhortóel músico. “Los niños aprenden cantando y mi-rando y darles un mensaje de crecimiento y cul-tura en las canciones es enriquecerlos” destacó.
El último disco del Maestro Santos sale almercado este mes bajo el título: Cantando conlos niños y cuenta con 20 canciones que disfru-tarán los pequeños de la casa.

gran popularidad por su desempeño en la euro copa. Los astros predicen que México llegará con todo y tendrá que sortear partidos di-
fíciles para lograr la clasificación a la segunda y hasta tercera ronda ¿por qué no? Es-tados Unidos ganará partidos.
Brasil es el único que se ha coronado campeón en tres continentes, y este cuartocontinente podría ser la nueva frontera que conquistar. Paraguay, Chile y Uruguay ten-drán una participación decorosa.

ily Community Partner Coordinators (FCPCs) for the MHSA Family

The San Jose Police Department(SJPD) teamed up with theFranklin-McKinley School District
and the Yerba Buena High School soccer teamthis Saturday, May 29, at J.W. Fair MiddleSchool to play soccer.
Over 150 people showed up to enjoy a dayof soccer activities. Different groups broke outaccording to age but at the end of the day, they
all gathered to receive their free soccer ball. TheAmerican Medical Response and the SJPD col-lected the soccer balls that wrapped up the af-ternoon.
The event was part of the Franklin-McKin-ley Children’s Initiative in hopes of creating asafe and strong neighborhood within the projectarea. The area was selected because of the highcrime levels. The police department workedwith the school districts and they couldn’t havedone it without the community’s help. Δ
