Washington, (Notimex).- El presi-dente de Estados Unidos, BarackObama, promulgó el 4 de febrero

la extensión del Programa Estatal de SeguroMédico Infantil (SCHIP) que permitirá que losniños inmigrantes legales dejen de esperar cincoaños por atención médica.

La protección de la salud de los niños “es unaresponsabilidad que se ha hecho más urgente amedida que la crisis se profundiza, los costos desalud crecen y millones de familias trabajadorasno pueden pagar seguro médico”, dijo Obama alpromulgar la ley.

La nueva legislación cubre a siete millones deniños, ofrece cobertura a cuatro millones de niñosadicionales y levanta la prohibición para que losestados ofrezcan seguro médico a niños residenteslegales y a las madres embarazadas inmigrantes.

La legislación incrementa los impuestos altabaco para cubrir los gastos calculados en más de

32 mil millones de dólares hasta 2013.Desde su creación hace más de diez años, el

SCHIP ha ayudado a millones de niños cuyospadres trabajan tiempo completo, pero no puedenpedir asistencia bajo el programa de Medicaid porsus ingresos y tampoco pueden pagar un seguromédico privado, dijo Obama.

El SCHIP “ha ofrecido atención médicacuando los niños están enfermos y servicios pre-ventivos para que se mantengan saludables”, en-fatizó el mandatario.

Añadió sin embargo que ocho millones deniños y en total 45 millones de estadounidensessiguen sin seguro en el país.

Dijo que la legislación es “solamente unpaso”, porque el paquete de estímulo económicoen el Congreso incluye la computarización de loshistoriales médicos que eliminarán deficiencias,ahorrarán millones de dólares, crearán trabajos y,lo más importante, salvarán vidas.

Con respecto a las críticas a esos gastos,recordó que los estadounidenses votaron ennoviembre pasado por el “cambio” y por eso urgióa los legisladores a “actuar sin demora”.

El ex presidente George W. Bush vetó en2008 en dos oportunidades una legislación similar,pese a su apoyo bipartidista, porque alegó quecubría a personas con ingresos superiores alpromedio nacional y además incrementaba los im-puestos.

Republicanos en el Senado intentaron man-tener la cláusula que obliga a los niños inmigranteslegales a esperar cinco años para recibir coberturamédica, pero los demócratas bloquearon esos in-tentos.

Los niños latinos representan el 38 por cientodel total de infantes sin seguro en Estados Unidos.Δ

The Obama Administration must ad-dress the dire situation, which manyhomeowners now face with their

current mortgage contract. The value of manyhousing units has fallen below the mortgageprincipal being secured. Stated in other terms,the home loan principal now exceeds the mar-ket value of the home because of a devaluationof real property in the current economy.

In some cases, these same homes were val-ued in excess of their true market value. Inmany cases, the homeowner is not able to meetthe monthly payments due because of inade-quate income resulting from working less thanfull time. In other cases, the mortgage contractwas devised to have an increase in interest rates.Many fall behind in their regular monthly pay-ments, which result in a default of the mortgageagreement. All these are now termed ‘under-water mortgages’.

The American dream contains the goal ofevery family and/or individual having a home.Today, this social goal is very much in jeopardybecause at least 20 percent of all homeownersmay have defaulted on their mortgages.

There is a body of property law known as“Squatters Rights” which provides for therights of individuals living in a property. Con-gresswoman Marcy Kaptur advises, ‘When youface foreclosure, do not leave, squat.” Yourmortgage is a business agreement between twoparties (you and the bank). Banks, such as B ofA, Wachovia, Chase and Citigroup frequentlycannot locate their copy of the mortgage agree-ment, so that they cannot enforce a foreclosure.Also, any bank accepting Federal TARP fund-ing (Troubled Assets Relief Program), has ac-cepted the TARP goal of reducing homeforeclosures. Squatters have rights and contractlaw applies to your situation. Be certain thatyou, as a mortgage holder, understand yourcontract rights by getting legal representation.Do not let the banks deny you, the homeownerand mortgage contract holder, the opportunityto exercise every option under the law to avoidforeclosure and possibly obtain relief from Fed-eral bail-out programs being devised these daysby Congress.

New innovative policies must be at-tempted, for example, instead of evicting a fam-ily from their home when the mortgagee hasdefaulted on their mortgage, and devise a wayfor an adjusted mortgage agreement. The fac-

tors that can be adjusted are the valuation, theinterest rate, and the time period (45 yearsrather than 30). The objective is to let the fam-ily continue to reside in the mortgaged dwellingif payments can be made which exceed or meetthe monthly interest on the principal balancedue. Empty dwelling get trashed and are notmaintained. These occurrences do not maintainthe values previously agreed upon. As a conse-quence blight creeps in. Those who are main-taining their mortgage payments end up losingbecause a blighted neighborhood results in de-creased values in that residential area. In somecommunities as many as one in five dwellingsare ‘underwater.’

New standards need to be formulated andapplied very quickly. Mortgage holders mustbe required to negotiate in order to keep fami-lies from becoming displaced into rentaldwellings or homelessness. The latter is a prob-lem already in some communities because ofthe mental health stresses involved and the lackof sufficient homeless shelter facilities.

A property valuation assessment mecha-nism must be devised to revalue the propertyand reach a new mortgage agreement that is af-fordable and can be serviced by the family’s in-come. Is it possible to make an attitudinal andvalue transition which has the goal of keepingfamilies in a dwelling (home) rather than treat-ing real property as a commodity which isbought and sold at levels permitting profits?

One thing is certain: The financial crisisbeing faced by many from several perspectivescannot be mitigated until a resolution of thismortgage financial mess is resolved becausetoo many of our residents will end up homelessif the current standards of behavior are contin-ued. Real estate professionals must be held re-sponsible and accountable when theyparticipate in devising property transfers in-volving overvalued real property. When two orthree million mortgages are at risk of beingforeclosed, then that means that 8 million indi-viduals (at 4 persons per family) are at risk ofbecoming homeless. The cost of providing aneffective safety net for these potentially home-less individuals will create a less stable society.

The capitalistic profit motive is too de-structive in this current economic climate. A na-tional policy must have the goal to providedwellings for all residents. Even if it means theapplication of socialistic ideology coupled witheffective monitoring, regulation, and a new par-adigm for home ownership. The current systempermits home ownership only by a middle classhaving adequate incomes. Some form of af-fordable housing available to at least 95% ofthe residents must be a national goal. A stablepopulation with good mental health outlooks isessential to societal well being, happiness, andproductivity.Δ

serán contratados localmente como traba-jadores del Censo 2010. La oficina local delCenso empezó en diciembre de 2008 el pro-ceso de reclutamiento e invita a residentes bil-ingües a vincularse a este proyecto masivo.

Hilbert Morales celebrates his 80th birthdaythis week, and his 23rd as owner and pub-lisher of EL OBSERVADOR. San Jose’s old-

est and biggest bilingual newsweekly. In an interviewthis week, he stated that after a lifelong career in bio-medical sciences at three medical centers (MicrobiologyDepartment at Washington University Medical School,St. Louis,

Mo; Stanford University Medical Center and SantaClara Valley Medical Center), he decided to purchase afledgling six-year-old newspaper because he was “tiredof seeing the Latino community abused by the media-either uncovered or portrayed only negatively.” In hiswords, “Slanted or partial information is propaganda, soI decided that with newspaper I could inform the Latinocommunity about issues which affect us, as well as in-form the broader community about whom we are as Lati-nos— our hopes and dreams, our values and hard work,and celebrate our successes.”

Morales’s parents, immigrants from Mexico, seek-ing refuge from poverty and revolution, created a life fortheir family of twelve children in Gary, Indiana whereHilbert was born. He attended segregated schools, withMexicans attending the school for Negroes (as African-Americans were called at that time). As one of the fewMexicans, he was assaulted by both Anglo and Negrogangs. He fought back defensively and was expelled fordoing so.

But he was a serious student and although en-couraged to study math, when he spoke of going to col-lege, he was told that being Mexican and poor, he wasunlikely to be admitted.

In his senior year he learned that the new GI Billwould fund veterans a month of education for eachmonth served, so he enlisted for 36 months. He wastrained as a medic and assigned as an operating roomnurse in a military hospital in Yokahama, Japan. Helearned Japanese and visited ground zero at Hiroshima,soon after the atomic bomb explosion, which he de-scribed as “total devastation, with shadows of vaporizedhumans on the concrete.”

After military service, Morales attended Indiana Uni-versity earning a B.Sc. Degree in chemistry and a Mas-ter’s Degree in biological sciences at Purdue University,where his research was published by his teacher/advi-sor fraudulently as his own research. But instead of bit-terness, he forged ahead toward his goal of becoming adoctor. For three years, he applied to 10 medicalschools, was often placed on the ‘wait lists,’ but wasnever admitted in spite of high grades and test scoresand two degrees. He learned that no Mexican Americanstudents were accepted to any Mid-Western medicalschools during this era.

Morales is a strong believer that a closed door en-ables one to find another door that does open. He foundsuch a door at the prestigious Washington UniversityMedical School’s Microbiology Department as a Re-search Associate in their microbiology laboratories. Hedetermined his lab was inefficient with gas, water, andelectric services placed in ways which limited counterspace. He redesigned that lab which led to being askedto do the others. When Arthur Kornberg (Nobel Laureate1959) was asked to be the Chair, Biochemistry Depart-ment, Stanford Medical School, he appointed Hilbert asDirector of Laboratories. Professor Paul Berg becamethe second Nobel Laureate of the Biochemistry Depart-ment for research in ribonucleic acids (RNA). Kornberg’sresearch characterized an enzyme, DNA polymerase,which first synthesized DNA, the genetic substancepresent in all cells. This

pioneering knowledge is the current basis of muchwork being done today at firms such as Genentech.Later Hilbert was Director of Laboratories, Department ofBiological Sciences, Stanford University when Profes-sor Donald Kennedy was the chairman who later be-came President of Stanford University.

Under a Stanford University/Rockefeller Founda-tion development project, Morales was sent to the Uni-versity of Nairobi in Kenya where he managed thedevelopment of the research & teaching laboratoriesof the ICIPE (International Centre of Insect Physi-ology & Ecology) and the Gegaga Institute ofTropical Endocrinology). After two years inKenya, Morales returned to Stanford onlyto be laid off. Again, another dooropened at Stanford University Hospi-tal in the development of the NorthIntensive Care Nursing facilities.While there he was recruited andhired by the Director of MedicalInstitutions to become Directorof Planning at Santa Clara Val-ley Medical Center, now the hubof the Health and Hospital Sys-tems, County of Santa Clara.His assignment was to rebuildthe existing county hospital toserve an expanding population,survive earthquakes, and mod-ernize for new medical technolo-gies and required infrastructure. Inthis capacity, Morales worked witharchitects and contractors to build anew West Wing, plan for others, whileexisting buildings were retrofit-ted.

Morales always used his prior experiences to solvecurrent problems. In his visit to Hiroshima three decadesearlier, he learned that all medical facilities were con-centrated at the city’s center, which wasdevastated,leaving survivors without any care facilities.Thus he advocated for community clinics to serve outly-ing populations of Santa Clara County and ensure ac-cessible facilities and medical care in the event of anycatastrophic event. His contacts with Stanford Univer-sity Medical Center initiated the collaboration with ValleyMedical Center as a teaching hospital affiliated withStanford Medical School. This arrangement serves bothcounty residents needing medical diagnosis and treat-ment and Stanford Medical School students needingclinical experience. As Morales was denied medicalschool admittance, he served for sixteen years on theMinority Admittance Committee of Stanford MedicalSchool, ensuring that minority applicants of all ethnicitiesreceived an equal opportunity to medical education andthen to practice in their underserved communities.Hilbert Morales used his experiences with discriminationand bigotry to end the same during the admissionsprocess. In doing this, he achieved one of his primarygoals.

Hilbert Morales has lived in Santa Clara Countysince 1959--fifty years of working in both private andpublic sectors, serving on public, private and businesscommissions, speaking out on health issues, civil rights,public policy, and human needs. As Publisher of EL OB-SERVADOR, he is not a quiet observer of the humancondition, but rather a tireless persistent advocate forequal access, fair treatment, responsible and account-able behavior, and a nurturing community for all. He hasbeen a scientist, a public health official, health care plan-ner/administrator, medical school admissions advocate,education philanthropist, and newspaper publisher.

Las estadísticas son escalofriantes. Un promedio de 7 mil es-tudiantes abandonan las escuelas en los Estados Unidos.Entre los grupos étnicos mayoritarios están los latinos y

afroamericanos. En California uno de cada cuatro estudiantes abandonalas escuelas. Para evitar que las cifras sigan creciendo urge la inter-vención de los padres así como una acción temprana para acabar coneste problema educativo que enfrenta el Condado de Santa Clara.

“Lo que vemos es que los niños no pierden interés en la escuela y

piensan en abandonarla en el noveno grado. Los maestros pueden de-tectar los signos de peligro en los primeros grados cuando los pequeñostienen comportamientos diferentes” dijo Milbrey McLaughlin, oradoray maestra de educación y co-directora del Centro de Recursos y Con-textos de Enseñanza de la Universidad de Stanford.

McLaughlin dijo que es importante que los padres se involucrenen la educación de sus hijos desde muy temprano a manera de estable-cer un modelo a la escuela como una ejemplo de éxito. Destacó tam-bién que los maestros deben mantener el interés de sus estudiantes porcontinuar en la escuela.

Otra de las soluciones que es importante considerar es la interven-ción de los servicios sociales para familias con problemas, contar conmaestros acreditados en escuelas de bajo rendimiento e incrementarcarreras y programas de entrenamiento para el trabajo. Valió la pena los siete años de espera para la reno-vación y reconstrucción del Centro Comunitario deMayfair. Hoy este vecindario se puede sentir orgu

lloso de contar no sólo con uno de los lugares más atractivosgracias a sus amplias y cómodas instalaciones sino que se haconvertido en un barrio de progreso que está dejando atrás supopular apelativo “Sal Si Puedes”.

El pasado 31 de enero familias y líderes de la comunidadasistieron a la presentación del nuevo Centro Comunitario deMayfair. La comunidad de Mayfair es una zona del Este de SanJosé que representa una fuerte economía de esta ciudad.

El Centro Comunitario Mayfair localizado en la avenidaKammerer ahora cuenta con un imponente centro que cuenta contodas los servicios cubriendo las expectativas de todos los resi-dentes.

Salas de juego, salas de conferencia, salones para baile o re-uniones especiales, sala de cómputo, salas de lectura, piscina,gimnasio entre otros ambientes componen los 22,000 piescuadrados del centro localizado en el Este de San Jose.

“Esto no hubiera sido posible sin el aporte de los con-tribuyentes y los votantes”, dijo el Alcalde de San José ChuckReed quien por primera vez dirigió un saludo en español con unsaludo “Buenos Días, Bienvenidos a la Comunidad de Mayfair”.

“Ya salimos de la sombra y nos sentimos orgullosos de con-tar con un centro destinado a las familias”, dijo la Concejal delDistrito 5, Nora Campos

La nueva cara de Mayfair se contrasta con el pasado de estazona donde por décadas tuvo que enfrentar crímenes, droga tantoasí que se convirtió en una zona peligrosa para vivir. De alli elapelativo “Sal Si Puedes”.

Afortunadamente este lugar está contrarrestando la violen-cia y cada día se esta convirtiendo en una lugar donde familiaspueden vivir con tranquilidad.

“Este lugar representa un lugar ideal para la familia. Educary compartir es ideal para esta zona”, dijo Aarón Resendez.

Por su parte Roger Reguerín dijo que uno de los ambientesserá destinado para dictar clases de inglés. “Vamos a tener clasesen las noches, valió la pena la esperar. El Centro de Aprendizajepara Adultos funcionará en este lugar”.

Por su parte Luis García vecino de este barrio está maravillado por todos los ambientes que han sido instalados. “Me gustaeste lugar, espero que esté al alcance de todos y no para un gruposelecto de vecinos que puedan pagar por los salones”, explicóGarcía.

Los fondos para ejecutar este trabajo llegaron de la Agenciade Reurbanización de San José y la dirección estuvo a cargo dela Coalición en Acción del Vecindario de Mayfair quienes dis-cutieron este plan desde 2002.

La construcción real de este centro se hizo en un periodo de18 meses. “Valió la pena de ver este gran monumento. Esto esmaravilloso”, dijo Manuel Herrera Miembro de la Mesa Direc-tiva del Distrito Escolar del Este de San José quien acudió a laceremonia de inauguración y quien cuenta creció en este barrio.

El costo de $20 millones ha permitido presentar a una co-munidad próspera, el Este de San José rompe los mitos de unbarrio peligroso. La ciudad en colaboración con la Agencia deReurbanización han permitido hacer un importante proyecto conconsecuencias sociales positivas. Mayfair es una zona que seestá reconstruyendo gracias a su esfuerzo por buscar el cambioy acabar con el estigma de barrio negativo.

El Centro Comunitario de Mayfair está localizado en la 2039de la avenida Kammerer en San José. Está abierto al público de

Los 22,000 pies cuadrados del CentroComunitario de Mayfair están rodeados porun parque de ocho hectáreas que limita conzonas residenciales al norte y al oeste, de laavenida Kammerer Ave. al sur y Silver Creekal este. El diseño ha sido galardonado conuna medalla de plata por LEED. (Liderazgoen Energía y Diseño del Medio ambiente).

El Supervisor George Shirakawa quien creció a menos deuna milla de este centro comunitario se lanzó a la piscina dandopor inaugurado este espacio recreativo.

It was worth the seven-year wait to renovate and reconstruct the Mayfair Com-munity Center. Today this neighborhood not only feels proud to have such anattractive center, but is also working day by day to progress and rid itself of its

popular line, “Sal si puedes, Leave if you can.”On Jan. 31, families and leaders of this community celebrated the opening of the

new Mayfair Community Center, a discrete economic area in East San Jose.The community center, located at Kammerer Ave., has a variety of resources avail-

able to the residents. Conference rooms, ballrooms, computer rooms, reading areas, apool, gym, game rooms and other features all take up the 22,000 square feet of this cen-ter.

“This wouldn’t have been possible without the support of the voters and those thatcontributed, “ said the Mayor of San Jose Chuck Reed, who welcomed everyone inSpanish by saying, “Buenos Dias, Bienvenidos a la Comunidad de Mayfair.”

“We’ve come out of the shadows and we feel proud to know that we can count ona center for the families,” said Councilwoman Nora Campos, District 5.

Mayfair’s new face is a contrast to the decades of violence, crime and drug activ-ity this area has had to endure, the reason why the area got the line “Leave if you can.”

Fortunately this neighborhood is getting safer and beginning to turn into a placewhere families can live peacefully.

“This place represents an ideal place for families. Educate and share its ideal forthis area,” said community advocate Aaron Resendez.

Luis Garcia, a resident of this area, is amazed by the different resources that havebeen implemented, “I like this place and I hope that it’s available to everyone and notjust selected individuals that can pay for the rooms, “ explained Garcia.

The Redevelopment Agency of San Jose along with the direction of the MayfairCommunity Action Coalition, were able to acquire the funds and begin this projectthat was in discussion since 2002.

The center was constructed in 18 months and cost $20 million. “It was worth it tosee this grand monument. This is marvelous,” said J. Manuel Herrera, member of theboard of directors of the ESUHSD.

East San Jose is breaking its reputation of being a dangerous area. The city, in col-laboration with those that have helped with the new center, have contributed in posi-tive ways. Mayfair is an area that is reconstructing itself thanks to the will of thepeople who want to see change and rid itself of the “bad neighborhood” view.
