The area is rural, characterized by rolling topography. About h mile to the west isthe small village of South Montrose. To the north and east are open land with no nearbyresidences. To the southeast are three residences, the closest being about 700 feet frothe excavation and purging area. The closest property boundary to the excavation andpurging areas are approximately 400 feet and 375 feet, respectively to the north andsouth.

Pilot Soil Purging and Monitoring ProgramBackground
This application is submitted in support of proposed remedialactions to abate the contamination of groundwater by volatileorganics at the Allied Bendix South Montrose facility. ERH'shydrogeologic investigation and remedial action reports ofFebruary 1985 describe the details of the site, the extent ofcontamination, and the proposed remedial actions.
In meetings with the Pennsylvania DER, it has been determinedthat air quality permits will be required for some of theproposed remedial actions at the site. Three activities havebeen proposed by ERM which will require air permits:
• Air stripping of volatile organics from excavated soils• Air stripping of volatile organics from in-situ soils• Air stripping of volatile organics from recovered
groundwater jThe first two items, entailing the removal of volatile organ-ics from soils, are innovative technologies which are ex-pected to result in the elimination of significant ongoingsources of volatile organic contamination to the groundwatersystem. Such remediation is critical to effective ground-water quality restoration. ERM has proposed to conduct thesetwo actions in phases, each being tested for effectivenesswith a pilot program, after which a full-scale program willbe conducted if the pilot-scale program is successful. Thispermit application is submitted for fchp pilot program for ^jr"stripping of excavated soils. The soils will be excavatedand placed in winUroWU, opfHrO-xlmately 30 ft x 5 ft x 5 ft,and aerated from below at a rate of approximately 200 scfro.
Both the excavation and the aeration will result in releaseof volatile organics to the air. Field studies haveindicated that in-soil concentrations of total volatileorganics of z.ooo ppm are n iy *ft ho roleas£.3,mo3t of thiscoming off during excavation. The aeration will oe perrormeaBy forcing compressed air tnrough perforated pipe air linesplaced beneath each soil windrow, as in an enhancedcomposting operation. Since much of the volatile organiccontent will be released during excavation, it is expectedthat the air stripping operation will emit something lessthan 2,000 ppm of total volatile organics.

These are the guideline maximum values for volatile organicsleaving the plant property. To demonstrate conditionsexpected during the pilot soil purging program, ERM engineershave simulated conditions for both the excavation and purgingoperations using the Industrial Source Complex Short-TermModel. Attachment B is a memo describing the modeling andresults. In summary, the plant boundary area was examined inthe model at 16 locations for total volatile organic andbenzene concentrations using actual meteorological andmixing-height data obtained from the closest availablestations. The results indicate that the worst case expectedcondition would be a total of 12.567 ppb total volatileorganics, with 1.38 ppb benzene at the property boundary 112meters distant from the emission source at an angle of 202.5from north. These values are well within the DER guidelines.
Air Quality Monitoring During Pilot Purging
Monitoring of the air emissions is proposed during this pilotpurging program. The program itself is expected to be amaximum of two weeks in duration. During that time, actualexcavation and purging will be conducted 5 days a week for amaximum of 10 hours per day. - Emissions from the excavationarea will be monitored hourly during times of operation usinga Foxboro flame ionization detector Century OVA meter. Emis-sions from the windrow being purged also will be monitored onan hourly basis. The presence of the major compounds beingemitted will be determined using the GC mode on the meter.Purging of each windrow is expected to continue untilequilibrium is reached in the air directly above the pile, oruntil OVA readings reach background, whichever occurs first.

The ERM Group
During hours of operation, wind directions will be determinedusing an anemometer. Based on the wind direction, air qual-ity readings will be taken on an AID photo ionization detec-tor model 580 OVA meter at the downwind plant boundary everyhour during operation. This instrument will be used at theplant boundary due to its ability to quantify total volatileorganics in the ppb range. Should any volatile organics bedetected, the approximate concentration of each major com-pound will be 'calculated using the emission percentage asdetermined at the excavation and purging areas. Should anyof these property boundary concentrations exceed the DERguidelines, an air sample will be collected in a Teflon bagfor analysis for volatile organics. The purging operationwill be suspended pending analytical results, and will notresume until authorized by the DER.Following the completion of the pilot soil purging program, areport will be prepared detailing the air quality monitoringprogram and its results. Any recommendations for modifica-tions for monitoring of the Phase 2 soil purging programwill be made.

This memo reports the result of the air quality modeling that has beencompleted for the Bendix Aviation Products Site. The modeling was doneusing Industrial Source Complex Short Term (ISCST) model. This model iscapable of simulation of the air quality resulting using hourlymeteorological station surface and mixing height data. Simulations weremade for the months of August. September, and October for the two years(1977 and 1978) that surface data was available from the Wilkes-BarreScranton met station and mixing height was available from Albany. NY.Simulations made include 1-hr, 8-hr, 24-hr, and total simulation timeaverages at locations on the property line at ground level. Sixteenlocations were chosen at equal angle intervals. The program listed themaximum and second highest values for each receptor location for eachtime interval in addition to the highest 50 values for all receptorlocations for each time interval.
The attached definition sketch (Figure 1) shows the relative locationsof the property boundary, the emission source location, and the receptorsite locations.
EMISSION CHARACTERIZATION
The emissions were characterized as to separate sources: one from theloading or removal operations, and the other from the actual strippingoperations. The release rate for the removal operations was calculatedas releasing the pore space gas from 10 cu. yards of contaminated soilin a 15 minute period. From measurements, a VOC concentration for thepore space gas of 2000 ppm was used. For the purposes of thesimulations, it was assumed that the resulting emission rate wascontinuous during the daily operation. Operations were simulated forthe hours of 8:00 AM to 6:00 PM.
._i The emission from the stripping- operation was characterized as resultingfrom the flow of 200 scfm of air through soil dumped in a ridge
-. formation, 30 ft. long and 5 ft. high, with an average width of 5 ft. A. VOC concentration of 2000 ppm for the air exiting the pile was used.
The emission sources were simulated as area sources. The removalj operation was simulated as an 13 m area source at an elevation of 2
•* meters with an emission rate of 8.11X10"° gm/sec-m . The strippingoperation was simulated as a 13 m area source at an elevation of 1
"» meter with an emission rate of .0058 gm/sec-m . These mass rates were± calculated using the molecular weight of toluene as representitive of
the total VOC.

Of primary concern in the simulations is the resulting concentration ofbenzene at the property boundary compared to the guideline concentrationof 24 ppb as an annual average. From measurements, a mole fraction of11% benzene in the VOC was used to calculate the benzene concentrationsfroa the total VOC simulations.
METEOROLOGIC DATA
The mcteoroloiric data used, as stated abovn, was for the years, 1977 and1978. The surface data was obtained for the Scranton net station andused with the mixing height data for Albany, NY. Since it isanticipated that the operation will take place over a three month-period, during the fall of the year, simulations were Halted to thedays of the year from 214 to 304 for which data was not missing from thecontinuous record. Five wind speed catagorles (1.54, 3.09, 5.14. 8.23,and 10.8 m/sec max.) and atmospheric stability catagories A-F were usedto classify the met data. The program provided default values for thewind profile exponent values and vertical potential temperature gradientwere used.
RESULTS
Summaries of the results for the two years of simulations are presentedin Tables 1 and 2. The concentrations for both the total VOC andbenzene are presented. Also included in Attachments 1 and 2 are theISCST output files from which the tables are constructed. For the twoyears of simulation, the maximum 1-hr concentration simulated at theproperty boundary was 1.4 ppb compared to the 24 ppb annual average.This value was obtained at a location on the southside of the site atthe nearest distance from the source location; 112 meters at an angle of202.5 degrees from north. Due to variations in meteorologicalconditions, concentrations for the 1977 simulation were approximatelytwice the concentrations for 1978, but still. all simulatedconcentrations for all integrating times were well below the guidelinevalues for benzene.
