    MARPOLAnnexIamendmentsrelatingtooilresiduesadopted

    TheMEPCadoptedamendmentstoregulation12ofMARPOLAnnexI,concerningtanksforoilresidues(sludge).Theamendmentsupdateandrevisetheregulation,expandingontherequirementsfordischargeconnectionsandpipingtoensureoilresiduesareproperlydisposedof.

    ExtensionofGreatBarrierReefandTorresStraitPSSAadopted

    TheMEPCadoptedaresolutiontoextendtheeasternlimitofthecurrentGreatBarrierReefandTorresStraitParticularlySensitiveSeaArea(PSSA)toencompassthesouthwestpartoftheCoralSea,partofAustraliasCoralSeaCommonwealthMarineReserve(CMR),aremoteoceanecosystemwhichprovidesrefugeforawiderangeofthreatened,migratoryandcommerciallyvaluablespecies.

    Proposedassociatedprotectivemeasuresintheformofnewshippingroutesandanareatobeavoided,aimedatreducingtheriskofshipcollisionsandgroundingsbyseparatingopposingtrafficstreams,

    whilstensuringshipskeepclearofreefs,shoalsandislets,havealreadybeenagreedbyIMOsSubCommitteeonNavigation,CommunicationsandSearchandRescue(NCSR)inMarchandweresubmittedtoMSC95inJuneforadoption.

    Ballastwatermanagementstatusandtechnologiesreviewed

    TheMEPCreviewedthestatusoftheInternationalConventionfortheControlandManagementofShipsBallastWaterandSediments(BWMConvention),2004,whichisclosetoreceivingsufficientratificationstomeettheremainingentryintoforcecriterion(tonnage).ThenumberofContractingGovernmentsiscurrently44,representing32.86%oftheworldsmerchantfleettonnage.TheBWMConventionwillenterintoforce12monthsafterthedateonwhichnotfewerthan30States,thecombinedmerchantfleetsofwhichconstitutenotlessthan35%oftheworldsgrosstonnage,haveratifiedit.

    TheMEPCfolloweduptheresolutiononMeasurestobetakentofacilitateentryintoforceoftheBWMConventionadoptedbyMEPC67,includingtheagreedreviewoftheGuidelinesforapprovalofballastwatermanagementsystems(G8),andconsideredtheinterimreportoftheCorrespondenceGrouponthereviewoftheGuidelines.TheCorrespondenceGroupwasreestablishedtocontinueworkingonthereview.

    ARoadmapfortheimplementationoftheBWMConventionwasagreed,whichemphasisesthatearlymovers,i.e.shipswhichinstallballastwatermanagementsystemsapprovedinaccordancewiththecurrentGuidelines(G8),shouldnotbepenalized.TheRoadmapinvitestheCommitteetodevelopguidanceoncontingencymeasuresandtoexpandthetrialperiodassociatedwiththeGuidanceonballastwatersamplingandanalysis(BWM.2/Circ.42)intoanexperiencebuildingphase.

    TheCommitteedevelopeddraftamendmentstoregulationB3oftheBWMConventiontoreflectAssemblyresolutionA.1088(28)onapplicationoftheConvention,withaviewtoapprovalatMEPC69andconsiderationforadoptiononcethetreatyentersintoforce.ThedraftamendmentswillprovideanappropriatetimelineforshipstocomplywiththeballastwaterperformancestandardprescribedinregulationD2oftheConvention.

    TheCommitteereceivedaprogressreportonastudy,initiatedbyMEPC67,ontheimplementationoftheballastwaterperformancestandarddescribedinregulationD2oftheBWMConvention.ThestudyisbeingexecutedbytheIMOSecretariatinpartnershipwiththeWorldMaritimeUniversity(WMU),andanonlinesurveyhasbeenlaunched(SeeBriefing08/2015).ThefinalstudyreportwillbesubmittedtoMEPC69,scheduledforApril2016.

    FurtherballastwatermanagementsystemsthatmakeuseofactivesubstancesweregrantedBasicApproval(fivesystems)andFinalApproval(onesystem),followingconsiderationofthereportsofthe30thand31stmeetingsoftheJointGroupofExpertsontheScientificAspectsofMarineEnvironmentProtection(GESAMP)BallastWaterWorkingGroup.

    Furtherdevelopmentofenergyefficiencyguidelinesforships

    TheMEPCcontinueditsworkonfurtherdevelopingguidelinestoassistintheimplementationofthemandatoryenergyefficiencyregulationsforinternationalshippingand:

    adoptedamendmentstoupdatethe2014GuidelinesonsurveyandcertificationoftheEnergyEfficiencyDesignIndex(EEDI)andendorsedtheirapplicationfrom1September2015,atthesametimeencouragingearlierapplicationadoptedamendmentstothe2013InterimGuidelinesfordeterminingminimumpropulsionpowertomaintainthemanoeuvrabilityofshipsinadverseconditions,forthelevel1minimumpowerlinesassessmentforbulkcarriersandtankers,andagreedonaphaseinperiodofsixmonthsfortheapplicationoftheamendmentsandadoptedamendmentstoupdatethe2014GuidelinesonthemethodofcalculationoftheattainedEEDIfornewships.

    EEDIreviewworktocontinue

    TheCommitteeconsideredaprogressreportfromthecorrespondencegroupestablishedtoreviewthestatusoftechnologicaldevelopmentsrelevanttoimplementingphase2oftheEEDIregulations,asrequiredunderregulation21.6ofMARPOLAnnexVIandreestablishedthecorrespondencegrouptofurthertheworkandsubmitaninterimreporttoMEPC69.

    TextagreedforfurtherdevelopmentofadatacollectionsystemtoanalysetheenergyefficiencyofshipsTheMEPCagreedtextforfurtherdevelopmentasthefulllanguageforadatacollectionsystemforfuelconsumptionofships,whichcanbereadilyusedforvoluntaryormandatoryapplicationofthesystem.Inthisregard,theCommitteenotedthatapurposeofthedatacollectionsystemwastoanalyseenergyefficiencyandforthisanalysistobeeffectivesometransportworkdataneedstobeincluded,butatthisstagetheappropriateparametershavenotbeenidentified.

    Theproposedtextreferstoshipsof5,000GTandabovecollectingdata,toincludetheshipidentificationnumber,technicalcharacteristics,totalannualfuelconsumptionbyfueltypeandinmetrictonsandtransportworkand/orproxydatayettobedefined.Themethodologyforcollectingthedatawouldbe

    outlinedintheshipspecificShipEnergyEfficiencyManagementPlan(SEEMP).

    Datawouldbeaggregatedintoanannualfigureandreportedbytheshipowner/operatortotheAdministration(flagState)whichwouldsubmitthedatatoIMOforinclusioninadatabase.AccesstothedatabasewouldberestrictedtoMemberStatesonlyanddatawouldbemadeanonymous.

    TheMEPCagreedtorecommendtotheIMOCounciltheholdingofanintersessionalworkinggroupinSeptember2015to:furtherconsidertransportworkand/orproxiesforinclusioninthedatacollectionsystemfurtherconsidertheissueofconfidentialityconsiderthedevelopmentofguidelinesidentifiedinthetextandtosubmitareporttoMEPC69.

    GHGreductiontargetforinternationalshippingconsidered

    TheMEPCconsideredasubmissionfromtheMarshallIslands,callingforaquantifiablereductiontargetforgreenhousegasemissionsfrominternationalshipping.

    Duringthediscussion,theMemberStatesthatspokeacknowledgedandrecognisedtheimportanceoftheissuesraisedbytheMarshallIslandsandalsorecognisedthat,despitethemeasuresalreadytakenbytheOrganizationregardingthereductionofemissionsfromships,morecouldbedone.

    However,whilstexpressinggratitudetotheMarshallIslandsforthesubmission,theCommitteetooktheviewthatthepriorityatthisstageshouldbetocontinueitscurrentwork,inparticularthefinalizationofamechanismforthecollectionofdatatoaccuratelymeasureemissionsfromships.TheMarshallIslandsproposalcouldthenbefurtheraddressedatanappropriatefuturesessionoftheCommittee.TheneedtoconsidertheproposalfurtherwasrecognisedandtheCommitteealsolookedforwardtoasuccessfulUNclimatechangeconference(UNFCCCCOP21meeting)inParislaterthisyear.

    Revisedairpollutionguidanceandrequirementsagreed

    TheMEPCconsideredanumberofamendmentsandrevisionstoexistingguidanceandrequirementsrelatedtoairpollutionmeasuresandinparticular:

    adoptedamendmentstothe2009Guidelinesforexhaustgascleaningsystems(resolutionMEPC.184(59)).Theamendmentsrelatetocertainaspectsofemissiontesting,regardingmeasurementsofcarbondioxide(CO2)andsulphurdioxide(SO2),clarificationofthewashwaterdischargepHlimittestingcriteriaandtheinclusionofacalculationbasedmethodologyforverificationasanalternativetotheuseofactualmeasurements

    approved,foradoptionatMEPC69,draftamendmentstotheNOXTechnicalCode2008tofacilitatethetestingofgasfuelledenginesanddualfuelenginesforNOxTierIIIstrategyapproved,foradoptionatMEPC69,draftamendmentstoMARPOLAnnexVIregardingrecordrequirementsforoperationalcompliancewithNOXTierIIIemissioncontrolareasapprovedGuidanceontheapplicationofregulation13ofMARPOLAnnexVITierIIIrequirementstodualfuelandgasfuelledenginesandadoptedamendmentstothe2011GuidelinesaddressingadditionalaspectstotheNOXTechnicalCode2008withregardtoparticularrequirementsrelatedtomarinedieselenginesfittedwithSelectiveCatalyticReduction(SCR)Systems(resolutionMEPC.198(62)).

    TheCommitteealsoagreed,forconsistencyandsafetyreasons,toproceedwiththedevelopmentofguidelinesforthesamplingandverificationoffueloilusedonboardships.

    Sulphurreviewtobeinitiatedthisyear

    TheMEPCagreedtermsofreferenceforthereview,requiredunderregulation14(SulphurOxides(SOx)andParticulateMatter)ofMARPOLAnnexVI,oftheavailabilityofcompliantfueloiltomeettheglobalrequirementsthatthesulphurcontentoffueloilusedonboardshipsshallnotexceed0.50%m/monandafter1January2020.TheIMOSecretariatwasrequestedtoinitiatethereviewby1September2015,withaviewtothefinalreportofthefueloilavailabilityreviewbeingsubmittedtoMEPC70(autumn2016)astheappropriateinformationtoinformthedecisiontobetakenbythePartiestoMARPOLAnnexVI.

    ASteeringCommitteeconsistingof13MemberStates,oneintergovernmentalorganisationandsixinternationalnongovernmentalorganizationswasestablishedtooverseethereview.

    Thesulphurcontent(expressedintermsof%m/mthatis,byweight)offueloilusedonboardshipsisrequiredtobeamaximumof3.50%m/m(outsideanEmissionControlArea(ECA)),fallingto0.50%m/monandafter1January2020.Dependingontheoutcomeofthereview,thisrequirementcouldbedeferredto1January2025.WithinECAs,fueloilsulphurcontentmustbenomorethan0.10%m/m.

    Fueloilqualitycorrespondencegroupreestablished

    TheMEPCconsideredthereportofthecorrespondencegroupestablishedtoconsiderpossiblequalitycontrolmeasurespriortofueloilbeingdeliveredtoaship.Thecorrespondencegroupwasreestablishedto:furtherdevelopdraftguidanceonbestpracticeforassuringthequalityoffueloildeliveredforuseonboardshipsfurtherexaminetheadequacyofthecurrentlegalframeworkin

    ShiprecyclingconventionrevisionofIHMGuidelines

    TheMEPCadoptedthe2015GuidelinesforthedevelopmentoftheInventoryofHazardousMaterials(IHM),TheIHMisrequiredundertheHongKongInternationalConventionfortheSafeandEnvironmentallySoundRecyclingofShips,2009(thetreatyisnotyetinforce).

    Oilspillresponseguidanceapproved

    TheMEPCapprovedtwosetsofguidelinestoassistinoilspillresponse,developedbytheSubCommitteeonPollutionPreventionandResponse(PPR):

    Guidelinesoninternationaloffersofassistanceinresponsetoamarineoilpollutionincidentintendedasatooltoassistinmanagingrequestsforspillresponseresourcesandoffersforassistancefromothercountriesandorganizationswhenconfrontedwithlarge,complexorsignificantoilspillincidents.

    GuidelinesfortheuseofdispersantsforcombatingoilpollutionatseaPartIII(Operationalandtechnicalsheetsforsurfaceapplicationofdispersants).PartsI(Basicinformation)andII(Nationalpolicy)oftheIMODispersantGuidelineshavealreadybeenapprovedandwillbepublishedtogetherwithPartIII.PartIV,coveringsubseadispersantapplication,isunderdevelopmentandwilltakeintoaccounttheexperiencegainedfromtheDeepwaterHorizonincidentaswellasotherrelatedtechnicaldevelopments.
