WFD compatible database

Activity 1.4 - Assistance in the development of WFD-compliant tools for assessing data obtained from monitoring activities “in a web-based database, compatible with the databases of the EEA and DG ENV”

To comply with these objectives EPIRB hired international GIS consultant who started working on standardized database system in April 2014;

The contractor was assigned to process, systematize (homogenize) and maintenance the GIS data and layers collected and mapped during the previous EPIRB tasks, namely for Activity 2.1 - River Basin Analyses; Task 2.2.2 - Identification of water bodies; Task 2.2.3 - Typology of water bodies, as well as to link the monitoring data and field protocols collected during the Joint Field Surveys (JFSs).

EPIRB data registry: what did we have?

Historical data on regular WQ , Hydrological and GW monitoring provided by national monitoring networks: tabular - in Excel spread sheets

EPIRB Joint Field Survey data - chemical-physical, biological, hydro-morphological, groundwater: tabular - in Excel spread sheets

Spatial data on pilot basins (features), Delineation of GW/SW Delineation: Arc GIS shapefiles, GDB files, MXD (project) files

Linear - water courses, infrastructure, irrigation canals, state and admin boundaries, pipelines, road network, etc.

Point data - JFS sites, monitoring network, settlements, wastewater discharge and water abstraction points, industrial enterprises, HPP locations, etc.

Polygonal data - catchments and watersheds, aquifers, lakes/reservoirs, agriculture areas, forest, vegetation, protected areas, etc.

Georeferenced information - data tables (results of monitoring), photos, GPS waypoints, etc.

Why standardized GIS/DB?

Most of the GIS data for transboundary pilot basins were fragmented and not synchronized;

Geographic projection and datum for some areas did not match;

Thematic maps used different color schemes, features and tools;

Data was not easily accessible and mostly difficult to share;

As a potentially public information, the data was not supported through a common open (possibly web-based) system that should be free and easy to use.

Phase-1: scope of works

1. Gather all GIS data from 6 subcontractors and the project national experts

- Quality control of the data, based on geometry (topological consistency) and attributes consistency;

- Identify gaps/errors, prepare a brief report to be consulted with each GIS subcontractor;

- Spatial adjustments/edge matching for two transboundary river basins (the Prut and the Upper Dnieper basins);

- Linking existing/collected field survey data (JFS-1) and protocols to the georeferenced (spatial) datasets.

2. Import all data according to the ICPDR reporting requirements (based on ICPDR shapefile templates)

- Load data into ICPDR templates;

- Prepare metadata;

- Identify gaps to be additionally filled.

3. Prepare common map templates and import maps for each country/pilot basin

General information: the data model was developed in ESRI Personal Geodatabase Format, common projection coordinate system (WGS 1984 UTM) for all the six countries.

Phase-1: database structure

Documentation: ReadMe file with description of usage of Field Protocols Database. MS Excel spreadsheet with description of all data which are received, structured/imported in the final database;

MapData: additional data, which was used for map preparation (e.g. SRTM data – digital elevation model, country boundaries, Black sea, etc.);

MapDocuments: *.mxd files with sample layer visualization of all layers;

Maps: all maps in *.jpg format, based on ICPDR requirements; MapTemplates: *.mxd files for all maps; Databases:

‐ Production database (e.g. MD_Prut_database.mdb); ‐ ICPDR template (e.g. MDEmptyICPDRTemplates.mdb); ‐ Field data protocols (e.g. MDprotocols.mdb);

Phase-1: database structure

Production database – this database contain 7 data sets, organized logically:

1. Filled ICPDR Dataset: contains information for ICPDR data for each country. The number of layers varies, based on the data availability or unclear status;

2. Administrative data set - contains layers with administrative data (e.g. borders, administrative units, settlements, etc.);

3. GW - contains data for groundwater (e.g. wells, groundwater bodies, etc.); 4. SW - contains data for surface water (e.g. rivers, lakes, water bodies, etc.) 5. Infrastructure - contains data for infrastructure (roads, mines, etc.); 6. Other - contains data for uncategorized information; 7. Field protocols - contains information on JFSs

Template database with ICPDR reporting data, containing all required templates (35 feature classes and 8 tables). This templates can be used for further data development in the six countries once the data is collected.

Phase-2: web-based GIS database system

The ultimate goal of developing EPIRB GIS-Database is to “allow for comprehensive verification measures on data quality in order to ensure that the monitoring data can be used for decision-making”

The ideal example of such compatibility is WISE - the Water Information System for Europe that is developed and maintained as a partnership product between the European Commission (DG Environment, Joint Research Centre, and Eurostat) and the European Environment Agency (EEA)

During the Phase-2 EPIRB, through the same GIS Consultant, will combine existing information, e.g. GIS data standardized in the ICPDR templates (the DanubeGIS), historical and observed water statistics (field protocols of 2013, 2014, and 2015 surveys), water quality & quantity data models, etc. in the EPIRB water portal.

Phase-2: specific scope

- Setup server environment, based on PostGIS/GRE, Geoserver, Geonode/OpenLayers and other technologies as necessary;

- Create catalog of web services (e.g. similar to what EEA WISE have at the moment);

- Create metadata catalog; - Customize basic map viewer – setup for each country,

options to download data, localize in two key languages - English/Russian, etc.

- Quality assurance – continuous quality assurance. Additional option for independent (external) QA GIS expertise for final data validation;

- Data documentation and reporting.

The main objective of the Phase-2 is to build a web-based database portal for data visualization and access of spatial web-services by migrating the Phase-1 GIS data to a specific web-GIS server:

The database system could be located on a cloud-based virtual server, built on the Linux environment and the specified open source technology

The system will include the following user types:

1. Power users/administrators: administrators for system management and data editors (power users) for data editing, queries, analysis, etc.

2. External users/specialists: users from different countries (project beneficiaries), EU institutions to access the database (in full) or web services (e.g. with user credentials or open access to view and download).

3. General public: open access to a web portal with functionality to view a web map;

Phase-2: main database functions

Desktop GIS Client: all functionality, supported by QGIS or ArcGIS - data editing, data conversion, georeferencing, digitizing, map preparation, spatial queries, etc.). The user can connect directly to the centralized database and have full access to all information (within their project areas/countries);

Web GIS: Geoserver access to create and maintain web services (e.g. WMS/WFS), preview web services (e.g. through Open Layers);

Spatial content management system:

- Upload data (e.g. Shapefiles) for storage on the server and automatic creation of web services;

- Creation of web services and integration in web application; - Publish and share web application on different level; - Embed web applications on external sites; - Metadata management (on web service level; on web application level); - User management (groups and users); - Documents management.
