Preface
Naji Navigation Complex Project of Youjiang River Construction of Guangxi
includes three subprojects, namely, Naii Navigation Complex Project, channel
dredging Project for-Baise-Nanning river section, access road and bridge project.
Guangxi Environmental Protection Research Institute worked out Environmental
Impact Assessment Report for the project wliich made a detailed description and
assessment on environmental impacts in the construction period and operating period
for this project.
The implementation schemes for the action plans of environmental protection
are made on EIA of Naii Navigation Complex of Youjiang River Navigation
Construction of Guangxi., one of the projects with aid of World Bank loans. On this
basis, the plans for project management, monitoring implementation and personnel
training are made. In consideration of the environmental activities for Naji Navigation
Complex as well as the characteristics and regional environment of the project, The
following principle shall be followed: to focus on prevention, make comprehensive
prevention and treatment, enforce control scheme and management and gradually
eliminate the environmental pollution caused by the activities of project construction.
Moreover, the regional environment in connection witlh the project construction can be
well protected.
The first draft of The Action Plan was submitted to the World Bank in July 2002
and the first revision based oni the first draft was completed on 31 St January, 2003. This
Action Plan was revised and completed in the light of the World Bank's commernts to
the first draft and with reference to the environmental protection action plans of other
projects supported by the World Bank loans.

1 General
1.1 Brief Introduction to Project
Naii Navigation Complex Project of Youjiang River Construction of Guangxi is
located at the upper reaches of Yujiang River, part of Youjiang River. It is the fourth
step for development in Report on Planning for Comprehensive Utilization of
Yujiang River of Xijiang River Water System of Pearl River Basin. The dam
construction site of Naii Navigation Complex is located nearby Naii Village of
Lagutan river section, 4.5 km from Napo town in the upper reaches of Youjiang
River of Tianyang County of Guangxi. Geographic location is east longitude 1060
46', north latitude 230 47'. The damsite is 61.8 km from Baise river dam (Baise
water conservation junction), 55.6 km from Dongsun dam, 41.4 km from Baise
downtown and 22.5 km from Tianyang County.
Naii Navigation Complex Project of Youjiang River Construction of Guangxi
includes three subprojects, namely, Naii Navigation Complex Project, Waterway
Dredging Project for Baise-Nanning river section, Access Road and Bridge Project.
1.1.1 Main Works of Naji Navigation Complex
Normal water storage level of the project is 11 Sm, dead water lever 1 14m. Total
storage capacity of the reservoir is 103 million m3 . The recent navigation capacity of
the project (by 2010, hereafter ditto) is 500t tonnage ships and the long-term
planning (2010-2030, hereafter ditto) shall be lOOOt tonnage capacity. the complex
shall be set at Class III, main buildings at Class III, secondary buildings at Class 1V,
temporary hydraulic structure at Class V, safety degree of hydraulic structure at
Class II. The general layout adopts the Ieft-bank scheme. Navigation structure adopts
ship lock scheme. The ship lock shall be constructed as per Class III. The effective
size of the ship lock shall be: effective size of ship lock X width X cage depth
= 190X 12 X 3.5(m) The structure for flood discharge adopts low-weir open type
large orifice gate dam. The scheme of 10 holes with 16m is recommended. The
recommended crest Level is 104m. The length of the flushing lock dam is 97m,
maximum dam height 22m, adopting concrete gravity dam. The hydropower station
adopts lamp tubular generating units. The installed capacity is 57MW and the
average annual generated output is 248.4 million kWh.
1.1.2 River Channel Improvement
The total length of the river channel from the ship lift of Baise water conservancy junctionto Nanning (Yongjiang Bridge) is 372.3 km, of which, the lengtlh of natural river channel is316.3 km with total 135 dangerous shoals. There are 100 dangerous shoals in need ofimprovement to meet with the requirement for navigation. The total length from the damsite ofNaji Navigation Complex to the approach clhannel of lower reaches of Baise junction is 56.0 km.

( 1 ) The improvement of Naii-Nanning river channel
As Class IV channel, the improvement of Naji-Nanning river channel shall be
done as per 1.8m depth. The minimum navigation size shall be: Naii-Sanjiangkou of
Songcun Village shall be at 1.8m X 30mX< 330m (depth X width X channel bend
alignment radius, hereafter ditto); Sanjiangkou-Nanning shall be at 1.8mX30mX
330m. The assuring rate for navigation adopts 95%.
(2) River Channel Improvement on Upper Reaches from Naii Damsite
The navigating channel below Baise is planned as Class III while Class IV above.
In recent stage, before full canalization of Youjiang River, the navigating channel is
planned as Class IV for construction. Designed ships are one push 2 X 500t pusher
barge. This section shall be regulated as per two-line channels at 2.0m X 40m X 260m.
The navigating channel above Baise (above Bailinqiao) is as per Class V, with
designed model of 2 X 300t pusher barge. The section adopts miniimum size of 2.1 m
X50mnX330m.
1.1.3 Access Roads and Bridges
The transportation of Naii Navigation Complex is: The left-bank road with total

length of 5.398km; right-bank road of 3.793km; Naii Youjiang Bridge of 450m in
length, which connects the left-bank and right bank roads. The total length of the
exterior traffic road is 9.641kkm (including Naji Youjiang Bridge)
(1) Road
In accordance with the technical standards and specifications of China forhighway, the exteiior roads shall be constructed as per-Class III standards specifiedfor hilly terrain. Design speed 30 km/h, subgrade width 8.5m, pavement with 7.0m,cement concrete pavement, earth shoulder width 2xO.75m, design load trmck-20T,and traler-120T.
(2) Naii Youiiang BIdge
Naii Youjiang Bridge is located at 200m upper from the dam axis, total length450m, traffic width 7m, total width 8.5m.
The recommended structural scheme is: I x 20m pre-stressing concrete coredslab + 8X40rn pre-stressing concrete beam + (35m+60m+35m) pre-stressingconcrete continuous-reinforced slab combined bridge; lower dual cylinder pier,borehole cast-in-place concrete pile foundation, U-type bridge abutmcnt on bothends, open-cut enhanced foundation.
The maximum elevation of the bridge surface is 128.00m. Slope of0.667%-0.747% longitudinal gradient shall be set on bridge surface. Thelongitudinal gradient at approach bridge is 3.38%. the longitudinal gradient at bridgehead on left bank is 5%.

1.3 Applicable Standards
1.3.1 Environmental Quality Standard
(1) The environmental quality standard for surface water adopts Environmental

Quality Stan7dard for Surface Water (GB3838-2002) , of which, the section from the
damsite to Baise of upper reaches and the scction to Yuliang of lower reaches adopting
Class II water quality. The water quality for Fulu adopts Class II.
(2) The air -quality of the construction site shall adopt Environmenita uality
Standardlor Air (GB3095-1996), of which, Class II in construction period and Class
I after completion shall be applicable.
(3) The acoustic quality in construction site adopts Environmental Noise
Standard in Urban Regions (GB3096-93) , of which, Class IV in construction period,
Class II after Complex completion, Class I for schools and Class II for residential
areas shall be applicable.
1.3.2 The Standards for Pollutant Discharge
_ (1) Discharge of waste water shall adopt Class I of the Comprehensive
Discharge Standards for Waste Water (GB9878- 1996)
(2) Discharge of air pollutants adopts cqncentration limit values of unarranged
discharge specified in Comprehensive Discharge Standards for Air Pollutants
(GB 16297-1996); vehicle gas discharge adopts the Discharge Standards for Vehicle
Air Pollutants (GB14761.1-14761.7-930); motorcycle gas discharge adopts the
Discharge Standards for Motorcycle Air Pollutants, GB 14621-93; discharge of stink
pollutants adopts Class I of factory -boundary specified in the Discharge Standard for
StinkPollutants (GBJ4554-93)
(3) Noise refers to the Noise Limits in Construction Sites (GB12523-90)
(4) Oil discharge adopts the Discharge Standard for Ship Pollutants,
GB3552-83.
1.4 Environmental Protection Targets
1.4.1 Aquatic Environmental Protection Targets
During the construction period, the places under the aquatic environmental
impacts are mainly the upper and lower reaches of the damsite and the waterway from

Naji to Nanning. The impacted areas in this regard during the operational period will
be the reservoir areas, the upper channel from the damsite and the river channel from
Naji to Nanning. Protection of the use functions of water environment of these water
areas will not change with the construction of the Navigation Complex. The standard
for protection of water quality in each river section and is referred to Table 1I1.
1.4.2 Air Environmental Protection Targets
Air environmental impacts mainly occur during the construction period. The
protection targets shall be the sensitive targets nearby the construction site (referred to
table 1-4). The qua]ity standard of air environment before and after construction period
shall meet with the same GB standard. (The standards are referred to table 1-2).
1.4.3 Acoustic Environmental Protection Targets
Acoustic impacts mainly occur during the construction period. The protection
targets shall be the sensitive targets nearby the construction site (referTed to, table 1-4).
The noise levels before and after construction period shall meet with the same GB
standard. (The standards are referred to table 1-3).
1.4.4 Ecological Environmental Protection Targets
Terrestrial ecological protection targets are the protection of rare animals and
plants, to avoid serious destroy on the resources of animals and plants of the reservoir
area- due to the construction of the project. The living environment for animals and
plants shall be recovered as much as possible. Water and soil erosion will not
deteriorate because of the project construction.
Aquicolous ecological protection targets are to protect the living environment for
the aquatic lives in Youjiang River from serious destriction due to the project

construction.

1.4.5 Environmental Protection Targets in the Inundated Area
Social stability of migrants in the inundated arca and the reconstniction of
migrant zone.
1.4.6 Cultural Relics Protcction Targets
All cultural relics found in the reservoir area will be protected via protective
excavation. The main targets for protections are Poluo relics and places of stonewares
and porcelain.
1.4.7 Scenery Protection Targets
The stress shall be placed on the protection of the river bank scenery and the
quarry sight.
1.5 Environmental Sensitive Targets
The environmental sensitive targets of the project and the applicable standards
of the projects are in Table 1-4.

3. Environmeint Monitoring
The Environmnent Monitoring includes two periods of construction and operationof the Project, the-purpose of which is to investigate the degree and scope of the impactsof the project on the changes of the quality of the environment and that on the trends ofthe quality of the -environment during the operation period of the project within theproject area, so as to provide the competent authorities with timely feedbackinfonnation and to supply scientific gist for the environment administration of theproject.
The distribution of project environmental monitoring spots is shown in AnnexMap-2.
3.1 Environment Monitoring during the Period of Construction
In order to supervise the implementations of the environmental measures duringthe period of construction and the operational effect the project for better pertinency, itis a must to carry out the environment monitoring within the construction area so as tobe well informed in the ways of the environmental quality and the pollutant dischargesin different sites and periods. The period of monitoring will cover the whole period ofconstruction. The contents of the monitoring include water quality, atmosphere, noise,wastes, public health, etc. The section, the layout of. poin'ts of monitoring and the
arrangement of sequence must be able to reflect systematically the change of thepollutant sources and the environmental changes in the construction area in each phase
from the commencement to the completion of the project. The result of the monitoringmust be accurate, timely and with better representativity so as to supply scientific gistfor the environmental reconstruction, environment supervision and administration of theproject area. When an accident of pollution occurs in the construction area, the tracing
monitoring must be followed.
3.1.1 Monitoring plans during construction period for the complex and other
projects.
(I) Monitoring of Water Quality
Sections of monitoring must be laid out according to the types, characteristics
and the degree of influence of the outlet of the factory sewage and sanitary wastes. Asfor the main monitoring sections, items and frequency refer to Table 13.1-1. Methods

for Monitoring and Analysis of WVater and Liquid Waste ( 2nd edition) issued by the State
Environment Protection Bureau is recommended for the methods taken for monitoring
and analysis.
(2) Monitoring of Air Quality
The influence of the construction activities on the quality of air mainly
comes from the various kinds of fine dust, dust nuisance and the tail gas from the fuel
equipment and the transport vehicles. Consideration will be given to weather conditions
of the region for laying out the monitoring points of the atmospheric environment inaccordance with the atmospheric pollution and the requirement for the protected objects
in the project area during the construction period. The items and frequency for
monitoring are included in Table 3.1-1. As for methods of monitoring and analysis,
those subscribed in Methods of Monitoring and Analyzing Air and Waste Gas (1990)
issued by the State Environment Protection Bureau are to be taken as the basis.(3 ) Monitoring of Noise
Monitoring points of noise are to be laid out according to the distribution of the
noise sources and the requirement for protected objects. The main-monitoring points of
noise are stated in Table 3.1-1. The monitoring will be done according to the relevant
regulations issued by the State Environment Protection Bureau.
(4) Monitoring of Water and Soil Erosion
Contents of monitoring: to make sure the stacks of waste are piled as per therelevant regulations; to avoid destroying scenes; to prevent soil erosion caused byimproper stacking of waste residues; to secure the safe stacking in the waste yard. It isstrictly prohibited to dump the waste into Youjiang River.
Regular examining must be done to keep the height of the stacks of the wasteunder the designed height for piling up the wastes as well as to make sure the slopeprotection construction is done according to the designation.
Checking the protection measures for critter on top of the wastes yard must- also
be done and tree planting and afforestation must be followed to prevent soil erosion.(5) Monitoring of Public Health (Epidemic Situation)
Regular statistics and analysis must be done for various infectious diseases anddiseases caused by natural pestilential sources. Timiely treatment must be followed oncea new disease is found. Generally speaking, the statistics is done once every threemonths. The system of report of epidemic situation must be set up and timely report

must be made and relevant measures must be adopted when a statutory infectiousdisease is found so as to get the development of the disease under control. For thehighly dangerous public due to touching toxic waste water or detrimental substance, orthose whose quarantine. result is suspicious, health monitoring must be followedaccording to the different cases.
(6 ) Monitoring of other construction sites
As for the construction situation of the reservoir, lower reaches, bridges and roads,
material stacking sites and waste fields, aquatic eco-system and Tcffestrial eco-system,
the supervising and the managerial staff of thie environmlental protection department of
the project must make daily inspection of the sites, so to have direct views of the
general environmental quality, promptly discover environmcntal problems and analyze
their developing tendency.

during construction period are shown in Table 3-1.

3.2 Environmnent Monitoring during the Operating Period
(I) Monitoring of the Water Quality
The change of the water quality at the inlet of the reservoir, in the reservoir and at
the outlet of the reservoir after the reservoir is built must be monitored. If the result
shows that pollution is aggravated or over the limit, timely report to the environment
protection administration must be made in order to adopt the relevant measures for
controlling the pollution sources and to guarantee the water quality to reach the function
standard as regulated.
Layout of the Sections for Monitoring: the principle of the layout is to control the
quality of the water source from the upper reach of the river, and that of the water in the
reservoir and that at the outlet of the reservoir. Five sections are to be laid out in the
following places: the dam site; Napao; Suwu; lIJaise Navigation Station; Dongsun.
Monitoring Frequency: one monitoring each during low flow period, level period
and high-water period; three days running each time for sampling at sections of the right,
middle and the left.
Monitoring items: totally 16 items, including water temperature, pH, SS, DO,
CODmn, BOD5, ammonian, total phosphorus, total Hg., phenols, total cyanide, total
arsenic, hexavalent chrome, fecal coliform group, surfactants and total nitrogen.
(2) Monitoring of Water Temperature
After Naji Reservoir is completed, the water temperature will show its firm
layered structure. At that time monitoring of the vertical layered structure of the water
temperature must be performed and the temperature of the flow or drain must be
validated in order to adopt measures to reduce the influence on water for industrial and
agricultural uses at the lower reaches of the river.
Monitoring of the water temperature structure is to be done within the five vertical
observation lines distributing in the left, middle, right zones of the dam and in the
reservoir and at the tail of the reservoir.

Monitoring frequency: the observation period is 5 years and the time for the same
term observation is the fifth day, 15'h day and 25'1' day of each month at 8:00.
Monitoring items: the water temperature and the runoff at the outlet of the power
station, the vertical water temperature of the reservoir, the water temperature and runoff
at the inlet, the air temperature in front of the dam, water level, etc.
(3) Monitoring of noise
Two monitoring points are to be set in the Junction Administration and Living
Area at the right bank, Jiangtang Village at the left bank and Fulianzengcheng Primary
School.
Monitoring Frequency: two times of monitoring each year; Time and Method for
Monitoring: as per the relevant requirements in Methods for Measuring of
Environmental Noises in Urban Area (GB/T14623-93).
(4) Monitoring of public health (epidemic situation)
The change of the environmental conditions after the reservoir is built may place a
premium on the prevalence of a certain infectious disease, therefore it is necessary to
carry out the monitoring among the inhabitants so as to discover the epidemic situation
in time and to prevent the prevalence and to reduce its effect on them.
Monitoring items: diseases of historically high incidence, such as dysentery,
malaria, vieal hepatitis, etc. and the breeding of flics and mosquitoes around the
reservoir and the density of rats.
Monitoring alternative: general examination to be done regularly for public health
in the reservoir area combined by positioned monitoring based on tracing.
Sitang Town and Nabi Township in Baise City, Baifeng township and Napo Town
in Tianyang County are the monitoring points for tracing.
Requirement for monitoring: one evaluation to be performed for epidemic situation
and the popular examination of the public health of the reservoir area after functioning
of the reservoir and hereafter once every three years. The monitoring period will last for

10 years. The investigation of epidemic situation must be well do4e for the traced
public and file management must be set up for the epidemic situation. Investigation and
analysis of the varieties, density and multiplying of the mass media of the diseases in
the regions to be traced for monitoring must also be done.
(5) Monitoring of stability of reservoir bank
Monitoring will be done in successive four years since the functioning of the
reservoir.
(6) Monitoring of water and soil erosion
Monitoring period will last for 10 years. The first monitoring will be performed at
the first year of operation period and hereafter once every three years.
(7) Monitoring of Terrestrial Ecological System and Land Resources
This monitoring is to be done for investigation of the influence on the regional
terrestrial ecosystem and the use of the land resources due to the reservoir flowage and
inmmigration cultivation after the operation of the reservoir.
Irregular investigation must be done for the percentage of coverage by vegetation
and the change of the community of the terrestrial plants and animals and their diversity
changes, with the emphatic observation of the backwater region of the reservoir.
Another irregular observation and investigation of the modes of land use and the change
of the utility benefit, conditions of soil erosion and soil fertility in the reservoir area and
in the host area. For the soil gleying and the secondary -salinization in the regions
around the reservoir and the region near the backward position, the irregular observation
must also be performed.
(8) Monitoring of aquatic ecological system
The investigation will be undertaken on fishery output, fish varieties and quantities.
The investigation period will last for 5 years.
(9) Monitoring of other sites
As for the construction situation of the reservoir, lower reaches, bridges and roads, material

stacking sites and waste fields, aquatic eco-system and Terrestrial eco-system, the supervising and
the managerial staff of the environmental protection department of the project must make daily
inspection of the sites, so to have direct views of thle general environmental quality, promptly
discover environmental problems and analyze their developing tendency.

Table 3-3.

3.3 Environmental Monitoring Iiistitutions
Environmental monitoring durinig the construction period is to be done by the joint
monitoring group consisting of local qualified local environmental protection
department entrusted by the project, local quarantine service and local environmental
geological department.
After the completion of the reservoir, it is suggested that the environmental
monitoring during the operation period is to be performed by the local environmental
protection department entrusted. The local quarantine service can be entrusted for the
monitoring of public health and sanitary within the reservoir area. The monitoring of
stability of reservoir bank is to be undertaken by local environmental geological
department. entrusted. Monitoring of Terrestrial ecological system shall be done by
local forestry department, while the monitoring of aquatic ecological system shall be
done by local aquatic products department.
All methods for monitoring and analyzing will adopt the existing concerned
standards and specification of the state or trade
3.4 Submission of Environmcntal Monitoring Report
After completion of each phase of monitoring during construction period, the
monitoring institution is required to submit in duplicate Environmental Monitoring
Report during Construction Period for Naji Navigation Complex of Guangxi Youjiang
River Navigation Construction of Guangxi to the Environmental Protection Department
of the Project Construction Office of Naii Navigation Complex of Guangxi Xijiang
Development Navigation Development* Co. Ltd. (hereafter referred as tlhe Project
Office).
The Project Office of Naii Navigation Complex is required to submit monthly
report respectively to GCD and the environmental protection bureaus of Tianyang
County and Baise City where the construction sites are located. It is required to submit

quarterly report to GCD, Guangxi Environrnental Protection Report and Baise
Environmental Protection Bureau, and GCD will submit the English version to the
World Bank. From the first year of construction, the Project Office is required to submit
annual report respectively to GCD, Guangxi Environmental Protection Bureau and
Baise Environmental Protection Bureau. Meanwhile, before January 31 of the coming
year, GCD shall submit the English version to the World Bank. Such shall end till
completion of the project.

4 Environmental Administration
4.1 Administrative Institutions and Responsibilities
Environmental management is a part of the works of project supervisor. It is also an
important guarantee that can control the negative impacts of tlie project and exert the
long-run benefits. Environmental management must be available throughout the
construction and operational periods whereby there will emerge many factors that will

have impacts on the environment. Therefore, the project of Naii Navigation Complex
shall establish professional administrative institutions that have good professional basis
and administrative competence. It should be equipped with necessary enviroiunental
protection persornnel, being merged into the established integrative and professional
environmental protection system to be responsible for, carry out and inspect the works
of environmental protection of the project.
The environmental management for the project of Naji Navigation Complex' shall
be conducted by Project Office of Guangxi Xijiang Navigation Development Co. Ltd.,
under which, the Project Environmental Protection Department shall be established and
charged by specially-assigned persons. The responsibilities of the Department include
the following aspects:
(1 ) The department is administerially under the leadership of the Project Office
and professionally under the guidance of the provincial and, prefecture (city)
environmental protection bureaus, being responsible for submitting the monthly report
on environmental management and compiling the statements of environm'rental
monitoring during construction period.
(2) It will supervise the contractors to carry out the pollution preventive measures,
participate in the works of project supervisor. It can issue warning notice and report to
the Project Office if the contractors are found to violate environmental protection
regulations or fail to effectively implement the pollution preventive measures. The
department shall help to deal with the problems in case pollution accidents occur.
(3) It will assist local governmental environmental protection. department to
establish new monitoring sections and bank monitoring points, as well help to undertake
training for the managerial and monitoring staff.
(4) According to the environmental problems found during the construction
period, it will put forward suggestions for environmental protection measures during
operational period to local environmental protection and navigation departments.
The structure and working procedure of project management for Naii Navigation
Complex are shown in Diagram 2 (real line stands for working relationship; dotted
line stands for contracting relationship).

4.2 Environmental Supervisor_
During the process of project construction, there will emerge various environmental
problems. Prompt settlement of these problems will ensure the smllooth progress of the
project and also maximally mitigate the impacts of constructioni on the environmuent.
Therefore, it is recommended that, after the Project Office has established the
department of envirolmnental protection, project supervisor shall also set ue
correspondent department of environumental protection or assign special personnel to be
responsible for the issue.
The environimenital protection supervisor can be assumed by constructioni engineer
who can learn to supervise environmental works after being trained.
The responsibilities of the environmenital supervisor are, based on routine site
observation, to coordinate the environimental protection department of the P'roject Office
to deal with the identified environmental problems.

4.3 Environmental Protection Training
All persoinel including the administrative staff of the project office and
construction workers have to receive environmental protection training at least one
time. Key environmental administrative and monitorinig personnel must go through
the pre-post technical training for a period of 1-3 months..
4.3.1 Environmental technology and technliquie training
(1 ) On-duty training for environmental monitoring managerial personnel
The targets to provide with on-duty training for the environmental monitoring
personnel are to enhancc the works of envirorimental monitoring and management
during construction and operational periods, thus to ensure the quality of
environmental monitoring and effective environmental management and to wholly
improve the quality of the project. During the training, the trainees will know how-to
distinguish the key environmental.problems cluring construction period and acquire
more about the existing problems and deficiencies so that they can make prompt
reports to the environmental protection department to take necessary preventive
measures. During the process of construction, the Project Office will invite experts
of environmental protection or experienced administrative staff to lecture on the
possible environmental problems and corTespondent solutions.
(2) Training for persons in-charge and construction workers
Before commencement of the project, the persons in-clharge and construction
workers of the contractor must receive systematic training of environmnental
protection knowledge, so that they can avoid the damages to the environmenit due to
inal-operation during the process of construction. The target of training person
in-charge of contractor is to clarify the responsibilities of environmental protection
for the contractor. The aim of training construction workers is to emphasize the
correct operating methods for construction works during construction and

operational period, so that mal-operation can be avoided. The training of person
in-charge and construction workers shall be charged by the assigned persons of the
environmental protection department of the Project Office, of which, the main tasks
are to make clear the possible damages to the environment by project construction,
necessary environmental protection measures and the handling methods for any
problems. Througlh training, the person in-charge may know the obligations that he
should shoulder and the possible consequences if the environment is damaged. At
the same time, construction workers may be more directly knowing about the
degrees and methods of environrnental-protection for the sensitive points. According
to the actuality of the project, the training period for the person in-charge and
construction workers shall last for one week.
(3) During operation period, Naii Navigation Complex branch company shall
regularly provide environmental protection training for the staff, hence to make them
clear about possible environmental problems and take necessary measures. Each
personnel shall have the awareness to protect the environment.
4.3.2 Training metlhod and traininig charges
Training method includes:
(I) Experts give lectures, or experts from environmental protection competent
department. Training budget RMB20000.
(2) Visit of site project cenvironimental protection. This is to organize visit to
the environmental administrative departments where have started or completed
representative inner waterway development projects to learn experienced
environmental administrative method through site demonstration. Training budget:
RMB50000.
(3) Non-scheduled long-term (I to 2 years) or short-term (1 to 3 months)
training sponsored by domestic universities and scientific research units. Estimated
cost for training is RMB 100,000.
(4)Abroad study and training. Twelve persons divided into two groups will be
sent abroad to the places where have similar experiences (especially World Bank
aided projects) to learn foreign advanced management. It is to formulate provisions

for environmental administration according to the actuality of the project. The
training period shall be one month. Training budget: RMB 800000.
The total budget of the above training will be RMB 900000.

5.1 The Implementation Schemes for Environmental Action Plans
EAP enforcement shall run thirough the whole process of construction and
operation of the project.

5.2 The Legal Forces for Environmental Protection Action Plans
Environmental protection action plan is regarded as the guide for construction
units to carry out the environmental protection measures. It is also the basis for
environmental competent departments to inspect and approve the works of
environmental protection. Therefore, the environmllental protection action plan must

When the project employer intends to invite public bidding of the project
construction, the environmental protection action plan shall be treated as one of the
basic bidding documents sold to the bidders. It must be included in the bidding
documeints, of whicli, necessary charges required by various environmental
protection measures can be listed in the constructioni budget.
When the project employer examines the bidding documents, it must consider
the commitment specified in the EAP as one of the basis for document examination.
NVhen signing construction contract, it must include EAP as one of thle works
included in the contract. It should clarify that EAP is one of the basis for approval of
the project quality, any environmental losses duc to the failure in fulfilling EAP shall
be borne by the contractor. The personnlel in charge of the Project Office must
acquire to well know the significance of EAP before project commencement and
shall be responsible for making explanation to contractors.
'fhe project supervisor must treat EAP as one of the basis for the supervisory
works. Any works that have not fulfilled the environmental protection measures
cainot be approved.
The contractors must assign special personnel to be responsible for the
implementation of the EAP, formulate the alternatives of EAP implementation. All
measures specified in the EAP must be carried out thoroughly according the
schedule.
