It’s a matter of scale…
GLOBAL (GHG)
•global warming
•sea level rise
•biodiversity,…
LOCAL (noise + LAQ)
•annoyance / disturbance
•health degradataion
• (prematured) death,…
and perception (for local effects) !
– Lyon, France: outside noise & air quality
– Manchester, UK: traffic noise, parking spaces availability
– Bucharest, Romania: mostly positive impact (jobs)
It all depends on the level of income, living habits, geography, pollution sources,...
Results from surveys & valuation methods analyses combined with noise modelling during the EUROCONTROL 5A study (Attitudes to Aircraft Annoyance Around Airports)

And very tangible & more frequent impacts
What was done in Europe
• European-wide initiatives – EU ETS dir. (fixed installations + aviation)
– Noise dir. (strategic noise maps + AP for airports, roads, rails, cities)
– Air quality dir. (monitoring, limit values, communication)
• National initiatives (example of France) – Cars: bonus / malus and pastille system (<120 g CO2/km up to 5 000 €,
>160 g CO2/km up to 7 200 €)
– New law from Oct. 2013: obligation of communication CO2 impact to clients for transport industry (air, groud, maritime)
• Local initiatives (increased awareness) – Paris LAQ balloon run by AirParif (road traffic stations)
The important role of R&D
• € Bn invested by EU in innovative R&D projects via FP
• Technology based (electric, solar, wind, tidal waves, etc.)
• (Network) optimization of the existing
• LCA, trade offs and the rest
• Bio-fuels !!!
Airports’ case studies
• Stockholm Arlanda airport – savings of nearly 20 GWh via its aquifer (groundwater reservoir) which
collects hot water for heating building in the winter1.
• A UK airport – a 47% ROI over 20 years and a payback period of 9 years for an
investment of 25 k£ in wind turbines2.
• Dubai airport – adjusted the air conditioning from 21 C to 24 C, saving over 21 million
kWh of electricity equivalent to almost 10,000 tonnes of CO2 during 2011 when coupled with their energy-saving lamps and occupancy sensors (approx. US$ 2.21 million3 savings).
In summary…
• No action if no strong political commitment.
• But initiatives and success stories come from the local actors.
• Environmental constraints should be seen as an opportunity for optimisation.
