The Environmental Health service response to the application is in the attached consultation report.

The assessment is based on an assessment of documentation submitted to this office.

A site visit was conducted on 29 May 2017

Location of Facility: Teehill, Clones, County Monaghan.

Dear Claire,

The EPA has initiated a review of Industrial Emissions Licence number P0190-03 for Anglo Beef Processors Ireland Unlimited Company tla ABP, Teehill, Clones, County Monaghan. The application was received by the EPA on 28 April 2017.

The HSE was notified by the EPA of the review in a letter dated 03 May 2017.

ABP Ireland is proposing to construct a 3km long outfall pipeline from the on-site waste water treatment plant to the river Finn at Cumber Bridge. This will involve structural work along the R212 road which will pass a number of private dwellings. ABP are applying to the EPA for a revision of the emission limit values associated with the revised discharge location.

Following a review of the application submitted by the applicant and a review of related documents in conjunction with EPA guidance documents and associated Legislation, the Environmental Health Service conducted a site visit on 29 May 2017 where contact was made with Ms Ann-Marie Evans, Health & Safety Manager for the plant.

The following are observations made during the site visit:

Receptors There is no neighboring dwelling house within IOOm of this site. Ms Evans has stated that there have been no complaints to date. Ms Evans also stated that all removal of raw material such as blood are stored in chilled unit and removed from site via an ‘Enclosed Sealed System’ which eliminates any odour issues. At the time of the visit odour levels appeared normal for this type of production. This office is not aware of any complaints.

It is recommended that as part of the conditions of the licence the applicant continue to monitor odour from the facility and use all BAT to maintain low odour levels.

Water S U D D Iv: The plant is supplied with water via five bored wells located on-site. The water from the wells is used for washing and cleaning of meat products, Iairage areas and trucks. The water is also used for human consumption and is treated on-site to remove impurities and hardness. The well heads are appropriately protected with no evidence of contamination. Ms Evans stated that the water supply is tested annually.

Surface Water & Storm Water All clean surface water from the yards and the storm water from the roofs are drained via a piped drainage system through silt traps and oil interceptors. Ms Evans stated that weekly checks of the silt traps and oil interceptors are conducted and monitoring records are maintained on-site. Storm water & surface water drains from the site primarily drain through four licensed discharge points SW 1, SW2, SW4 and SW5. There are two full retention surface water silt and grit interceptors on-site installed on emission points SW1 and SW2. These interceptors process the surface water on-site removing any solid materials before discharge, Testing of the discharged water is not indicated in the application. There was no evidence during the site visit to suggest that the clean surface water or storm water was being contaminated by soiled water.

It is recommended that conditions of the licence stipulate that a surface water quality monitoring scheme is put in place and that the baseline conditions of the groundwater are established in the neighbourhood of the site. That periodic water quality monitoring is established of the relevant parameters and that relevant records are maintained by the applicant for inspection.

Waste Water

All waste water from the processing, cleaning and sewage is treated on-site. Before being discharged to a nearby river, composite water samples are tested at regular intervals to ensure compliance with discharge emission limits.

Noise & Dust The site is located in a rural environment. B.A.T. specifies the standard noise emission limit values of 55 (daytime) and 45 (night time) dB(A) at any noise sensitive location. At the time of the site visit noise levels & dust levels appeared acceptable. Ms Evans stated that there is no noise monitoring points on-site and the facility only responds to complaints when and if they arise.

It is however envisaged that there will be an increased risk of noise & dust pollution during the construction phase of the pipeline. This will be particularly relevant to private dwellings along the route of the pipeline.

It is recommended that all precautions are taken to reduce noise and dust levels during construction and the mitigating measures outlined in the Non-Technical Summary are adhered too. That all complaints, if any, are responded to and resolved quickly and further mitigating measures are put in place if necessary.

Pest Control Ms Evans stated that pest control measures an site are maintained and administered by Eco Lab. The bait boxes were located appropriately on site however the bait boxes that were checked did not contain any bait. Ms Evans stated that the pest control company had only visited the site a week ago to monitor the boxes. Ms Evans stated that she will raise this issue with Eco Lab and have the situation immediately rectified.

It is recommended that a condition of the licence place an obligation on the applicant to maintain adequate vermin control measures and maintain all pest control records at the facility.

Oil Storacle Tank: There are two free standing double skinned self bunded oil storage tanks located in the one location on site. Ms Evans stated that they are regularly monitored.

Conclusion: The plant appears to be operated in a very efficient manner by the applicant. Other than the observations stated above, the HSE have no further concerns at this time regarding this facility.
