Environmental Commission Meeting Minutes Wednesday, March 15, 2017

Members Present: Nick Campion, Brooke Carlson, Jodi Larson, Joseph Marchesani, Stephanie Podulke, James Schumann, Mark Thein, Jason Albers, Grace Greason Staff Present: Terry Lee, Kristi Gross, John Helmers, Don Vankeulen, Karen Mozina Guests Present: David Derby, Derby Construction LLC; Tim Hruska, WHKS & Co.; David Lane, City or Rochester Public Works - Water Reclamation Plant; Tom Pyfferoen, Farmer and State Cattlemen’s Representative 1. Call to Order – James Schuman James Schuman called the meeting to order at 7:15pm. • Approve Minutes of February 15, 2017 Meeting Joe Marchesani moved and Jodi Larson seconded the motion to approve the Minutes. Motion carried (7 Ayes, 0 Nays). 2. Proposed Plat-Fredericks Forest Subdivision in Cascade TWP – Don VanKeulen Nick Campion entered the meeting. Jodi Larson moved and Jason Albers seconded a motion that the Environmental Checklist is complete. Motion carried (7 Ayes, 0 Nays, 1 Abstention: Nick Campion). Mark Thein moved and Stephanie Podulke seconded staff recommendations to the Environmental Commission. Motion carried (7 Ayes, 0 Nays, 1 Abstention: Nick Campion). 3. Zoning District Amendment #O2017-002ZC by G Cubed and Kyle Krueger – Kristi Gross Nick Campion moved and Jason Albers seconded a motion that the Environmental Checklist is complete with adding #5 Impacts on Surface Water Quality: The site is highly sensitive to groundwater contamination and that all future boards should consider that in decisions, specifically, that the site activities comply with all local and state and federal regulations. Motion carried (8 Ayes, 0 Nays). 4. Rochester Water Reclamation Plant Phosphorus Requirements – David Lane David Lane, City or Rochester Public Works - Water Reclamation Plant, gave a presentation on the Rochester Water Reclamation Plant Phosphorus requirements. 5. Experiences with Cover Cropping in Southeastern Minnesota – Tom Pyfferoen
