1 Introduction

1.1 Background

Encore Recycling and Resource Recovery (ERRR) is a resource recovery and waste

management business owned by WA Machinery Hire and Sales Pty Ltd which trades as The

Bin Guys. The Bin Guys provide skip bins for the collection of comingled construction and

demolition (C&D) waste at building sites and some residential properties. ERRR have been

operating in a basic capacity at 9 Rogers Way, Landsdale (the Site) since February 2011.

C&D waste includes sand, masonry rubble, cardboard, paper, greenwaste, ferrous and non-

ferrous metals and plastics generated as the result of construction or demolition activities.

Current operations on site include inert waste stockpiling, crushing and sale of Recycled

Building Products. The Recycled Building Products generated include aggregate used as a

road base and clean sand. It is estimated that approximately 85% of the materials accepted

at the Site are recycled, thereby diverting these materials from landfill. This aligns with the

State government’s Waste Strategy target to divert 60% of C&D waste by 2015.

ERRR now wishes to increase the capacity and efficiency of their current operations through

the use of additional processing equipment. To ensure that the proposed activities on site

comply fully with all legislative requirements, ERRR are seeking to obtain the following

environmental and town planning approvals:

Development Approvals from the City of Wanneroo;

Works Approval from the Department of Environment and Conservation (DEC); and

Licence from the DEC.

Under the Environmental Protection Regulations 1987, the Site’s activities are classified as

Prescribed Premise Category 13 – Crushing of Building Material and Category 62 – Solid

Waste Depot. The maximum throughputs for the Category 13 and Category 62 activities to

be undertaken on site are shown in Table 1.

To allow for anticipated future growth in operations, ERRR wish to obtain a Licence for the

Site for a maximum capacity of 120,000 tonnes per annum (tpa).

1.2 Purpose of the Report

ERRR have engaged Talis Consultants (Talis) to assist with the process of obtaining the

relevant approvals for the Site. To support the Works Approval and Licence Applications to

the DEC and Development Approval Application to the City of Wanneroo, Talis have

prepared this Environmental Assessment and Management Plan (EAMP). The objectives of

this EAMP are to:

Describe the current condition of the Site and surrounds;

Describe the proposed operations to be undertaken at the Site;

Identify any potential environmental issues associated with the proposed operations

at the Site; and

Develop environmental engineering and management measures to ensure that

these are managed to appropriate standards.

To maximise the efficiency of the approvals process, the environmental and town planning

approvals processes will be run concurrently. The EAMP will therefore be provided to both

the DEC and the City of Wanneroo.

1.3 Scope of the Report

To achieve the objectives of the report, this EAMP consists of:

2 Site Information

2.1 Site Location

The Site is located at 9 (Lot 64) Rogers Way, Landsdale in the City of Wanneroo. A locality

plan of the Site is shown in Figure 1.

2.2 Site Description

The Site covers an area of approximately 6,037 m2. A shed and office building is located in

the south-east of the Site which covers an area of approximately 450 m2. The Site also

includes a sealed access road, carpark and concrete tipping area. The remainder of the

Site is a road base hard stand which was developed utilising the Recycled Building Products

generated on site. Storage containers for recyclable and waste materials are situated along

the northern and north-eastern boundaries of the site. An aerial photograph of the Site is

shown in Figure 2.

The Site is surrounded by a 1.8 m fence covered in 90% block shade cloth.

2.3 Site Access

Access to the Site is provided through a driveway from Rogers Way. The Site is approximately

460 m by road from Gnangara Road which runs east from Wanneroo Road. Wanneroo Road

runs north-south approximately 2.6 km west of the Site.

2.4 Surrounding Land Uses

The Site is located within an industrial area which includes a variety of mixed commercial

and industrial land uses. There are a number of waste management facilities and facilities at

which similar operations are undertaken in the vicinity of the Site, as shown in Table 2 and

Figure 3. Talis believes that this demonstrates that the Site is located within an appropriate

area for the proposed operations.

The nearest residence is located approximately 430 m south of the Site. A school is situated

690 m south of the Site.

2.4.1 Separation Distances

The Environmental Protection Authority’s Guidance Statement No. 3 – Separation Distances

between Industrial and Sensitive Land Uses 2005 contains the recommended minimum

separation distances between industrial activities, including waste management facilities,

and sensitive land uses. Sensitive land uses are defined as those that are sensitive to industrial

emissions and include residential developments, schools, hospitals, shopping centres and

other public areas and buildings. The recommended minimum separation distances

between sensitive land uses and the Prescribed Premise categories required for the site are

shown in Table 3.

Several of the land uses surrounding the Site (school and residential development) are

classified as sensitive land uses. The nearest sensitive land uses are situated outside the

recommended 200 m separation distance for Category 62 activities, and within the

recommended 1,000 m separation distance for a Category 13 Prescribed Premise. However,

through the implementation of this EAMP, ERRR will be able to manage all potential impacts

of their operations such that the existing separation distance to these sensitive receptors is

sufficient. It is anticipated that, by adopting appropriate environmental engineering and

management measures (described in Section 6), off-site emissions and impacts will be

minimal. The environmental management measures contained within this EAMP represent

best practice for a facility of this nature and scale.

In addition to the management measures, the topography of the Site presents a natural

boundary to the movement of emissions off-site. Furthermore, it should be noted that there

are similar facilities in the area that have a smaller separation distance to sensitive receptors,

as shown in Figure 4. These include an inert landfill which undertakes significantly larger

crushing activities than those proposed for the Site.

2.5 Zoning

Under the City of Wanneroo’s District Planning Scheme No. 2 2012 (DPS2), the Site is located

within a General Industrial zone.

Based on our interpretation of the DPS2, Talis believes that the proposed site operations are

classified as Industry – General. An Industry – General land use is defined as “an industry

other than an extractive, rural, light, hazardous or service industry and which by virtue of its

scale, intensity or nature, is regarded by Council as development which would be too

obtrusive or detrimental to amenity and therefore inappropriate in zones other than the

General Industrial Zone”.

According to the zoning table in DPS2, an Industry – General land use within the General

Industrial zone is classified as “P”, which is defined as “a use class that is permitted but which

may be subject to any conditions that the Council may wish to impose in granting its

approval.” The Site is therefore situated within the appropriate land use zone for the

proposed operations.

3 Existing Environmental and Social Attributes

This section provides a description of the existing environmental and social attributes of the

Site. This information has been obtained from a desktop review of relevant online databases.

3.1 Topography

The Department of Water’s (DoW’s) online Perth Groundwater Atlas contains topographical

information for the Perth Metropolitan Area. This indicates that the elevation of the Site

ranges from 44 m Australian Height Datum (AHD) along the eastern boundary to 48 mAHD in

the north-western corner.

A site visit identified that the Site slope gradually down from the eastern boundary. As the

Site has been cut and levelled, a steep 3.5 m high slope exists up to the neighbouring

properties runs along the eastern and northern boundaries of the Site.

3.2 Geology

According to the Department of Agriculture and Food’s Natural Resource Management

Shared Land Information Platform, soil type at the Site is ‘Karrakatta sand yellow phase over

limestone at 1 to 2 m’. The majority of this soil type has a low to moderate risk of water

erosion and a low to high risk of wind erosion.

3.3 Flora and Fauna

The Site has historically been cleared of remnant vegetation and there appears to be no

native flora currently existing on site. As the site is located within an industrial area, and due

to the lock of vegetation, it is unlikely that native fauna are present within the Site.

3.3.1 Environmentally Sensitive Areas

According to a search of Landgate’s online WA Atlas identified that the site is not located

within an Environmentally Sensitive Area (ESA). The closest ESA is located approximately

400 m north-west of the site, as shown in Figure 5.

3.4 Groundwater

According to the DoW’s Perth Groundwater Atlas, groundwater contours, depth to

groundwater at the Site ranges from 5 m at the eastern boundary to 9 m in the north-western

corner.

The Perth Groundwater Atlas also indicated that the Site is not within a Public Drinking Water

Source Area (PDWSA). The nearest PDWSA is classified as Priority 3 PDWSA and is located

approximately 2,000 m east the Site, as shown in Figure 6. In addition, a Priority 1 PDWSA is

located approximately 2,000 m north-east of the Site.

3.5 Surface Water

Following a review of aerial photography and a site visit, no surface water bodies were

identified within the Site. The nearest natural surface water body is a lake located within

Broadview Park, approximately 1,600 m south-east of the Site.

3.6 Cultural Heritage

3.6.1 Aboriginal Heritage

A search of the Department of Indigenous Affairs’ (DIA’s) online Aboriginal Heritage Inquiry

System identified that the Site has been included in a number of Aboriginal heritage surveys.

However, there have been no sites of Aboriginal heritage significance identified within the

Site. The closest Aboriginal Heritage site is located approximately 800 m north of the Site.

The results of the desktop searches for Aboriginal heritage surveys and sites are provided in

Appendix A.

3.6.2 European Heritage

The Australian Heritage Database contains a listing of significant natural, historic and

Indigenous places including those in the:

World Heritage List;

National Heritage List;

Commonwealth Heritage List;

Register of the National Estate;

List of Overseas Places of Historic Significance to Australia; and

Places under consideration, or that may have been considered for, any one of these

lists.

A search of the online Australian Heritage Database identified no sites of significant

Australian heritage value within the Site. One Registered Indigenous place was identified

within the City of Wanneroo however the location was not available.

3.6.3 Local Government Heritage

A search of the State Heritage Office’s State Heritage Register identified no places of

heritage significance within the Site. The closest state heritage site is located 2.5 km west of

the Site.

3.7 Contaminated Site Information

The DEC’s Contaminated Sites Database contains a register of sites classified as:

Contaminated – remediation required;

Contaminated – restricted use; and

Remediated for restricted use.

A search of the Contaminated Sites Database identified that the Site is not listed as a

contaminated site. Several sites classified as ‘Contaminated – remediation required’ is

located approximately 150 m east of the Site, and a site classified as ‘Contaminated –

restricted use’ is located 470 m south-east of the Site.

3.8 Summary of Environmental and Social Attributes

A summary of the existing environmental and social attributes of the Site is shown in Table 4.

4 Detailed Description of Proposed Site Activities

As mentioned previously, ERRR are currently operating in a basic capacity and wish to

improve and expand their C&D waste processing operations. The following section describes

in detail the activities that ERRR propose to undertake on site. The description of site activities

has been grouped into:

Waste Acceptance;

Waste Sorting;

Material Holding and Transportation;

Site Equipment and Machinery;

Staffing; and

Operational Hours.

A conceptual plan illustrating the proposed layout of the Site is shown in Figure 7.

4.1 Waste Acceptance

ERRR currently accept approximately 75,000 tpa comingled C&D waste from skip bins. As

the waste received on site is sourced predominantly from The Bin Guys’, ERRR have a high

control over the quality of the incoming material. Material is also accepted from several

smaller skip companies that ERRR have established long term working relationships with.

ERRR have adopted a strict policy in relation to waste acceptance and therefore putrescible

waste, tyres and hazardous wastes such as asbestos, batteries, liquids and medical waste are

not accepted on site. To minimise contamination, customers are informed of acceptable

and unacceptable material types at the time of booking their skip bins. The Bin Guys’

website contains clear instructions to customers that asbestos and asbestos containing

products are not accepted within the skips or on site and provides information on

identification, transportation and correct disposal of asbestos.

4.1.1 Waste Inspection

Prior to collection, drivers perform a visual inspection to identify any unacceptable materials.

Customers are required to remove any unacceptable material prior to collection. Loads are

checked again prior to being emptied to ensure that no unacceptable materials are carried

through to the waste sorting process. Any contamination within a load will be transferred to

the designated receptacle for landfill disposal.

4.2 C&D Materials Processing

The proposed processing for C&D materials on site consists of three stages:

Primary sorting;

Secondary sorting; and

Inert crushing and screening.

The aim of this process is to separate the comingled waste into clean material streams for

recycling and isolate the non-recyclable materials for landfill disposal. A detailed description

of each of these stages is provided in the following sections.

4.2.1 Primary Sorting

Once accepted, the comingled waste stream will be placed onto the covered concrete

tipping area for manual removal of bulky items such as cardboard, greenwaste or metals.

These items will be transferred to the appropriate receptacles located along the northern

boundary of the Site. The tipping pad will be covered with a sea container cover, as shown

in Plate 1.

The remaining smaller materials will be consolidated on the tipping pad until sufficient

volume (approximately 100 – 200 m3) has been accumulated. This will ensure that sufficient

feedstock is available for the secondary sorting, inert crushing and screening process to be

undertaken continuously for the remainder of the day’s operating hours and thereby

maximise the efficiency of the processing equipment. Once the stockpile reaches the

appropriate minimum size, the waste stream will be transferred to the feed conveyor using a

front end loader.

To minimise dust generation during primary sorting, loads will be sprayed on the tipping floor.

ERRR will also utilise in indoor misting system, as shown in Plate 2.

4.2.2 Secondary Sorting

To begin secondary sorting, the feed conveyor will transport the waste through a rotating

trommel. This will allow the fine fraction of the waste, such as sand and small gravel, to fall

through the trommel and be separated from larger materials. Underneath the trommel, the

fine fraction will fall onto an electrically powered screen which will catch larger particles

such as gravel. Clean sand will pass through the screen onto a conveyor which will transport

the clean sand to a stockpile on the southern site boundary. This stockpile will be removed

from site periodically according to demand for the material.

The large fraction of the waste stream will pass through the trommel onto a picking conveyor

along the western boundary of the site. Receptacles will be located on either side along the

conveyor for materials such as gyprock, cardboard, greenwaste, timber, plastics and metals.

These materials will be removed manually from the waste stream and placed into the

designated receptacle. At the end of each day’s operations, or as required, these

receptacles will be emptied into the appropriate large storage containers located along the

northern boundary of the Site.

4.2.3 Inert Crushing and Screening

At the end of the picking conveyor, the material (clean building rubble) will fall from the

conveyor into the impact crusher. This process will crush all materials to a maximum particle

size of 20 mm. The Recycled Building Product will be stockpiled in the north-west corner of

the Site. It is anticipated that approximately one third of the waste accepted on site will be

building rubble requiring crushing.

The Recycled Building Product will be screened to remove any large pieces and ensure the

particle size is uniform within the end product. Any material removed during the screening

process will be passed again through the impact crusher. The stockpile of Recycled Building

Product will be removed from the Site according to demand.

4.3 Material Holding and Transportation

All separated waste streams (except clean sand and crushed C&D waste) will be stored in

designated storage receptacles along the northern boundary of the site. As required

throughout the day, and at the end of each day’s sorting operations, full receptacles will be

transported off-site for recycling or disposal at a designated licenced waste management

facility such as Red Hill Waste Management Facility or Tamala Park Waste Management

Facility. It is anticipated that each receptacle will be removed one or twice per day. All

receptacles will be covered at the end of each day’s operations to minimise any potential

amenity issues.

4.4 Site Equipment and Machinery

The proposed operations at the Site will utilise the following equipment and machinery:

Front end loader to load waste from the tipping floor into the feed conveyor;

Trommel;

Picking conveyor where recyclable materials will be manually separated;

Voghel RM60 mobile crusher and metal separator to process mixed building rubble;

and

SWAT Tornado indoor misting system for use over the tipping area and trommel.

Where possible, specifications for this equipment are provided in Appendix B. As the picking

conveyor has been custom designed for the specific site and application, no standard

specifications are available.

The tipping pad, where primary sorting will be conducted, will be covered with a sea

container cover. This will prevent rain falling onto waste loads and also provide a barrier to

noise and dust emissions.

4.5 Staffing

ERRR currently employ nine full time staff members to undertake recycling operations at the

Site. The proposed development will increase the labour requirements of the operations and

it is therefore anticipated that four additional full time staff members will be required.

4.6 Operational Hours

ERRR will continue to operate within current operating hours of 7.00am to 5.00pm (Monday to

Friday) and 7.30am to 1.00pm on Saturday. The Site is closed on Sundays and public

holidays.

5 Environmental Aspects

To ensure that appropriate management measures are devised, Talis have identified all key

potential environmental aspects associated with the proposed operations at the site. These

include:

Noise;

Odour;

Dust;

Stormwater;

Traffic;

Litter; and

Vermin

The source and potential impacts associated with these aspects are described in the

following sections.

5.1 Noise

Noise emissions have the potential to affect amenity at the Site and surrounding areas. Noise

will be generated on site as a result of:

The operation of equipment such as the trommel, conveyor and crusher;

Vehicle movements on the Site; and

On site movement of materials such as tipping onto the tipping pad and loading the

feed conveyor.

The Environmental Protection (Noise) Regulations 1997 contain the allowable assigned noise

levels at premises receiving such emissions, as shown in Table 5. Under the Regulations, noise

sensitive premises include residences and education facilities. The properties immediately

adjacent to and surrounding the site are classified as industrial and utility premises.

The sound level generated by the impact crusher, as provided by the manufacturer, is 75 dB

at 20 m. The impact crusher is currently located approximately 10 m from the western

boundary of the Site. In this location, the use of an Accoustifence noise minimisation barrier

over the crusher will reduce noise levels at the boundary to the adjacent industrial property

to approximately 55 dB which is below the relevant Assigned Noise Levels. Accoustifence is

shown in Plate 3 and the calculation of the noise reduction is contained within in Appendix

C.

Plate 3: Accoustifence

As the trommel and conveyor are powered by an electric motor, running this machinery will

generate significantly lower noise emissions than other means such as a combustion engine.

Noise levels from the trommel will be largely dependent on the type of material passing

through. The use of Accoustifence around the trommel will ensure that, for all materials

processed, the associated noise emissions will be sufficiently controlled.

The existing topography of the Site further minimises noise emissions to surrounding properties

by providing a 3.5 m earthen barrier around the Site operations.

The management measures that will be implemented to manage noise emissions at the Site

and ensure they do not exceed the Assigned Levels are described in Section 6.1.

5.2 Dust

The proposed development has the potential to generate dust during several of stages of

the operations, including:

Crushing of building waste;

Movement of waste around Site; and

Vehicle movements.

The generation of dust may impact workers at the Site and surrounding land users if

transported off site. The dust management measures that will be adopted at the Site are

described within Section 6.2.

It should be noted that, as a result of their operations to date, ERRR have received no

complaints regarding dust emissions to surrounding land uses.

5.3 Odour

Odour may be generated from the storage of food waste or other potentially odorous

putrescible wastes at the Site. Significant odour emissions may reduce amenity values for site

workers and surrounding land users as well as attracting vermin.

To date, no complaints have been received from neighbouring properties in relation to

odour. The proposed operations are not anticipated to increase odour emissions as ERRR will

continue to accept only C&D materials and greenwaste and will not accept food waste or

other materials which have a high potential to generate odour.

The management measures that will be implemented to ensure that potential odour impacts

are appropriately managed on site are outlined in Section 6.3.

5.4 Stormwater

Stormwater is generated as the result of precipitation onto uncovered areas of the Site.

Rainwater which falls onto the buildings on site will continue to be stored in three 80,000 L sea

containers to be used for dust suppression.

Due to the relatively small size of the Site, only small volumes of stomwater will be generated.

Stormsater at the Site is diverted towards and discharged via six on site soak wells to ensure

that no surface water flows off the Site.

Stormwater that comes into contact with waste or an area previously containing waste is

classified as leachate. Large items of greenwaste and any other putrescible waste will be

removed from the waste stream on the covered tipping pad and transferred to designated

receptacles. Smaller items of greenwaste will be removed during secondary processing and

stored in designated receptacles prior to transport off site. Putrescible waste will therefore

not come into contact with stormwater at any stage of the operations and as a result, no

leachate is anticipated to be generated at the site.

The management measures to be adopted for the management of stormwater are outlined

in Section 6.4.

5.5 Traffic

Traffic movements on site will include:

Entry and exit of The Bin Guys’ delivery vehicles (hook lift trucks);

ERRR’s front end loader moving waste materials from the tipping pad to the feed

conveyor;

Collection vehicles for the transportation of storage receptacles off site; and

Staff movements.

On site traffic movement has the potential to generate noise, dust and create an

occupational health and safety risk to workers at the Site. In the short term, the number of

traffic movements is not anticipated to increase significantly from current levels. It is possible

that in the future, additional movements of delivery and collection vehicles will be required

to process a greater volume of waste at the Site.

The management measures that will be adopted to ensure that any impacts resulting from

traffic movements at the site are appropriately managed are described in Section 6.5.

5.6 Litter

Litter may be generated at the Site as a result of the movement of waste, particularly during

windy conditions. As well as reducing visual amenity, litter can attract vermin to the site and

may affect surrounding land uses if allowed to migrate off site.

The management measures that will be utilised to control the generation of litter at the Site

are described in Section 6.6.

5.7 Vermin

Vermin such as rats, mice, birds and insects may be attracted to waste management

facilities. If uncontrolled, vermin can present a health risk to site workers and surrounding

land users. As the Site does not accept any food waste, the potential for vermin to be

attracted is low. Vehicle movements and use of machinery are also likely to deter vermin

from the Site.

The management measures that will be implemented to control vermin are outlined in

Section 6.7.

6 Environmental Management Measures

To ensure the potential environmental impacts identified will be appropriately minimised and

managed, ERRR will implement the engineering and management measures described in

the following sections.

6.1 Noise Emission Management

As mentioned previously, there are several sources of noise associated with the proposed

development including operation of equipment and machinery, vehicle movements and

the movement of materials. Based on ERRR’s current operations, the most significant source

of noise is the movement of vehicles at the Site.

To ensure that noise emissions are minimised, the following measures will be implemented on

site:

Noise emissions from site operations will be controlled to ensure compliance with the

Noise Regulations;

Waste receival and the operation of equipment and machinery on site will be

restricted to operational hours only;

Vehicles will be restricted to a maximum speed of 10 km per hour (km/h) at the Site;

Noise reducing workplace procedures will be adopted such as tipping waste onto

the tipping floor and into storage receptacles slowly and from the lowest height

possible;

A sea container cover will be installed over the tipping pad;

Acoustifence, a noise minimisation barrier, will be established on a frame around the

trommel and impact crusher. At the waste input and output points, strips of

Accoustifence will be hung to further reduce noise emissions from equipment;

The diesel motor in the impact crusher will be replaced with an electric motor; and

All equipment and machinery will be maintained in good working condition.

It is anticipated that this, in addition to the management measures listed above, will be

sufficiently to appropriately manage noise emissions at the Site.

6.2 Dust Management

To manage the generation of dust on site, ERRR will implement the following management

measures:

The impact crusher will include an inbuilt dust suppression system consisting of

sprinklers over the hopper and end of the conveyor;

A sea container cover will be installed over the tipping pad;

Vehicles will be restricted to a maximum speed of 10 km/h at the Site;

Site operations will be stopped during periods of high winds;

Dust curtains will be installed over the tipping area and trommel. These will be used

when equipment is in operation, tipping is occurring or any other periods during

which dust may be generated;

Vehicles will enter and exit the Site via the sealed access road;

Waste will be removed from Site on a daily basis;

The Site will be cleaned of dust, dirt and sand on a daily basis;

Waste materials will be stored in covered storage receptacles;

The shade cloth on the perimeter fence will be maintained to restrict the offsite

movement of any dust generated;

Sprinklers will be installed over the Site including near road surfaces; and

Materials will be dampened prior to processing.

As mentioned previously, rainfall onto the buildings on site will be stored in three 80,000 L

tanks. Based on current rainfall, these are anticipated to be filled by rainfall for the majority

of the year. During the dry summer months, additional water for dust suppression will be

supplied by a water cartage contractor.

Dust suppression will also be supported by the noise reduction barriers over the trommel and

crusher, and the topography of the Site.

It is anticipated that the implementation of the engineering and management measures

listed above will be sufficient to manage dust at the Site.

6.3 Odour Management

To ensure that the generation of odour at the Site is appropriately minimised and managed,

the following management measures will be implemented:

Customers of The Bin Guys will continue to be informed that no odorous or food

wastes are accepted into skip bins;

Loads will be inspected upon collection and not removed until free of contamination;

Any food waste or other potentially odorous putrescible wastes delivered to the Site

will be stored in a designated storage receptacle and taken to an appropriate

putrescible waste facility;

All greenwaste will be stored in a designated container prior to being transported off

site;

All food waste or other potentially odorous putrescible wastes will be removed from

the Site within 72 hours of delivery to ensure that the decomposition will not occur at

the site;

Non-recyclable wastes which have a low potential to generate odour, such as

paper, plastics and mattresses, will be stored in a designated container and removed

from Site on a daily basis;

All waste storage receptacles will be closed outside of operational hours; and

Odour levels at the Site will be continuously noted by staff and action taken if

required.

It is anticipated that these management measures will enable ERRR to appropriately

manage potential odour impacts at the Site.

6.4 Stormwater Management

To ensure that stormwater on site is appropriately managed, the following management

measures will be adopted:

Rainfall onto buildings will continue to be stored for use in the dust suppression system

to minimise the quantity of stormwater requiring management; and

Stormwater will continue to be collected in the current drainage system and

discharged via on site soak wells.

As the quantity of stormwater will not increase as a result of proposed operations, the

continuation of the current stormwater management measures is anticipated to be sufficient

to ensure that no stormwater leaves the Site.

6.5 Traffic Management

To minimise any potential impacts of traffic movements at the Site, the following

management measures will be implemented:

A maximum speed of 10 km/h will be applied to all vehicles on site and clearly

displayed at the entrance to the Site; and

All vehicles will be maintained in good working condition.

Initially, the number of vehicle movements is not anticipated to increase significantly as a

result of the proposed development. As part of the expected growth in operations, traffic

movements on site may increase, however it is anticipated that these measures will be

sufficient to manage traffic at the Site in the future. In addition, the strong surrounding road

network is anticipated to be adequate to support additional vehicle movements to and from

the Site.

ERRR will monitor the number of traffic movements at the Site to ensure that the potential

impacts of increased traffic movement are appropriately managed using current measures.

6.6 Litter Management

During current operations, the generation of litter at the Site has been minimal. The

generation of litter is not anticipated to increase as a result of the proposed development.

To ensure that the generation of litter is minimised and appropriately managed at the Site,

the following management measures will be implemented:

All separated materials will be stored in sealed containers to prevent uncontrolled

movement of waste around the Site;

The shade cloth on the perimeter fence will be maintained to ensure any litter

generated is not able to migrate to neighbouring premises; and

Any litter generated around the Site and along fence lines will be collected on a

daily basis as part of routine procedures.

These management measures are anticipated to enable ERRR to appropriately manage

litter at the Site.

6.7 Vermin Control

To control vermin at the Site, the following management measures will be implemented:

Any food waste or other potentially odorous putrescible wastes within accepted

loads will be removed immediately and stored in the storage receptacle for landfill

disposal;

All greenwaste will be stored in a designated container that will be covered outside

of operational hours;

The generation of odour and litter will be minimised through the implementation of

appropriate management measures; and

Should any significant vermin issues be experienced, ERRR will utilise professional

services to eradicate vermin at the Site.

These management measures are anticipated to adequately manage vermin at the Site.

6.8 Security

As mentioned previously, the Site is surrounded by a 1.8 m chain wire fence. The entrance

gate to the Site is closed outside operational hours to ensure access for unauthorised

vehicles and persons is restricted. To ensure the security of the Site is not compromised, the

following practices will be adhered to:

The perimeter fence will be monitoring and maintained on a regular basis;

The entrance gate will be locked securely outside of operational hours; and

ERRR will continue to utilise the on site alarm system and internal and external CCTV

system.

6.9 Community Liaison

ERRR maintain a register for complaints relating to their operations at the Site and to date, no

complaints have been received. ERRR have also consulted 10 businesses in the immediate

vicinity of the Site in relation to their proposed operations and have received no negative

feedback. The complaints register will be maintained to provide surrounding land users and

members of the community to record any concerns regarding operations at the Site. Any

comments received will be given due consideration by ERRR and responded to if required.

6.10 Summary of Proposed Management Measures

A summary of the proposed management measures to be implemented at the Site is shown

in Table 6.

Should any significant vermin issues be experienced, ERRR will utilise professional services to eradicate vermin at the Site.

Security The perimeter fence will be monitoring and maintained on a regular basis;

The entrance gate will be locked securely outside of operational hours; and

ERRR will continue to utilise the on site alarm system and internal and external CCTV system.

Community Liaison

The register for community or surrounding land users to raise concerns will be maintained and responded to if required.

Clients who have used a fixed nozzle system either complain about the hours of maintenance or end up with a system operating at 50% efficiency. NWC design engineers have developed both hydraulically & electrically driven rotating misting baskets that eliminate the problems with fixed nozzle systems, offering unique flexibility to handling your odor, dust, and bird control problems.

After 100’s of interviews, we confirmed that the inherent weaknesses in a Fixed Nozzle misting system include:

Rotary Misting Baskets use centrifugal force to throw water through a fine screen mesh mounted on the perimeter of high speed rotating basket. The depending upon hole size of the fine screen mesh, water atomizes into tiny, 10 to 35 micron size droplets. NWC clients have even used this technology to de-water drilling muds.

Ultimate ControlOne of the things that makes the SWAT Tornado Series Misting Platform so revolutionary is the flexibility and Control the system offers our clients. Unlike many modern misting systems, we can manage the percentage of chemical dilution, volume of moisture in the air, and how long the system can operate without refilling. We developed for our clients the ultimate misting system on the planet. Controlling the Mist DensityIf you have used a fixed nozzle system you know how difficult it is if you want to increasing or decreasing the amount of moisture being put out by a system. In most cases it involves switching out nozzles across the whole system. NWC’s SWAT Tornado Series uses a rotating Misting Basket Technology that uses centrifugal force and a mesh screen to atomize the water and chemical mixture. In addition to the fact that there is virtually no clogging, if you want to increase the volume moisture in the mist you only need to increase the flow of water using a simple flow meter valve. The rotating basket works whether you are pushing ¼ gallon per minute or higher levels. Each Tornado Series comes with controls that allow you to push up 2 gallons of liquid per minute. For customers using the Tornado series for dust control, the rotary head baskets can handle water that has additives of thickeners to the water. Noise Reduction Summary
