SUMMARY OF CONTENTS OF ENVIRONMENT IMPACTASSESMENT REPORT
Water Supply System in My Phuoc Urban and Industrial Park subproject is acomponent of Vietnam Urban Water Supply Wastewater Project. The subprojectwill develop and improve water supply for My Phuoc urban area, including 02communes Chanh Phu Hoa, My Phuoc townlet in Ben Cat district. Water supplysubproject include installing equipments for Raw water pumping station, whichexploit raw water in Dong Nai river, and newly build Water Treatment Plant,capacity 30,000 m3/day, transmission system and distribution system to enlargecoverage area for more households and commercial units to get drinking water.The coverage area is expected to reach 90% in My Phuoc urban area after thecompletion of Water Supply System in My Phuoc Urban and Industrial ParkSubproject.
Water Supply System in My Phuoc Urban and Industrial Park Subproject isclassified as type B project by World Bank. This requires an EnvironmentAssessment and Environment Management Plan (EA/EMP) to be prepared forWater Supply System in My Phuoc Urban and Industrial Park, to meetrequirements of environmental protection by World Bank.
Consulting affected households, People’s Committee at commune, districtlevels, Fatherland Front Committee, where the subproject go through wasorganised at office of People’s Committees in Thoi Hoa, Ben Cat, Tan Hiep,Uyen Hung on 16 and 17 September 2010, to get their opinion and concern onthe subproject. In such meeting, contents of the subproject and environmentalprotection required for the subproject was presented to local people andparticipants. Matters given out in the meetings were almost related to publicsafety with operations of erosion, depression, hindering traffic, dust pollution,surface water etc. All participants agreed with contents of results of theenvironmental protection commitment in subproject. Participants confirmed thatno cultural property and other values affected by the subproject. Department ofNatural Resources and Environment in Binh Duong province and Tan UyenPeople’s Committee also confirmed that no wild animal in danger or rare animalin the project area. In the EA/EMP, potential impacts by the subproject aremostly temporary, impacts by construction activities do not affect much onliving environment, ecological source and cultural property. While positiveimpacts by the clear water supply increase more value than short term impactsby related construction activities. Usual impacts by construction phase are dust,noise, traffic hinder, removal from construction can be prevented or reduced byeliminate measure as proposed in the environment protection commitment.During operation phase of the subproject, it should have measure to ensure thatraw water pumping station can manage chemicals for treatment in accordance

with standard of Vietnam, sludge from treatment process is managed underregulations of the Vietnam Environment Law. Wastewater and solid wastewatergenerated from components of the subproject are treated in standard andregulation of Vietnamese law before discharging.
EMP for this subproject include measures to eliminate impacts and requiremonitoring the environment quality for management and monitor unexpectedand expected impacts by the subproject. This EMP also defines responsibilitiestoorganise and develop capacity and request to train staff of PMU underBIWASE to be able to control the implementation of EMP. To implement EMPrequires assistance from Environment Consultant (EC), andIndependentEnvironment Consultant (IEC) to audit EMP. Cost for EMPimlementing cover cost for EC to assist kiwaco / PMU to carry out the EMP.

1. INTRODUCING SUBPROJECT AREA AND ABOUT THESUBPROJECT
1.1 INTRODUCING SUBPROJECT AREAMy Phuoc Urban (MP) located in the center of Ben Cat district, away Thu
Dau Mot town about 18 km in north. It began construction in 2002 under thedirection of a combination of industrial activities and development of residentialand commercial to ensure long term and sustainable. The entire of Phuoc MyUrban (except MP4) occupying an area of about 5,100 hectares.
The total area of MP3 is 2,242 hectares, in which 1,027 ha for urbandevelopment (45% of total area), 998 ha for industrial parks and 217 hectares forother purposes. By January 7 / 2009 population of MP3 is about 31,000 people;the detailed planning residential of MP3, population of this area will reach90,000 by 2015 and 122,000 people in 2020. Urban MP3 will be the place tolive and work of the people, the resettlement households, immigrant workersand specialists of MP3, workers in MP1, MP2 and the surrounding area.
The water system of MP3 is under the demand for water increasingrapidly. It is a pressing need for continuous growth and social economicdevelopment of MP3 and surrounding areas.
With the purpose to supply enough water for people in urban and socialeconomic development the water supply systems of MP3 need to be newconstruction and upgrades
1.2 INTRODUCING THE SUBPROJECT
In 2007, Government of Vietnam (The Government) and World Bank(WB) agreed a preparation for the Vietnam Urban Water Supply andWastewater Project(VUWSWP).
Objective of the VUWSWP aimed at improving clear water supply sourcefor urban areas in Vietnam. My Phuoc Urban and Industrial Park belongs toBinh Duong province, which represents for one of the five subprojects atprovincial level of the VUWSWP. Other subprojects are chosen for Kien Giang,Dak Lak, Quang Nam and Quang Ninh.
General objective of the My Phuoc project is to provide clean water for
households and economic activities, social ...of the MP3 urban area in stage of
development until 2020. Thereby it contributes to improving the living
conditions of people, creating prerequisites for the establishment of industrial
development, investment attraction as well as long term, contributing to push
economic development of Binh Duong Province.

The scope of the project is to serve MP3 urban area (1,027 hectares),including residential area (house, apartment and housing group), producinghandicrafts, offices, commercial establishments and services.
Proposed service area of the subproject does not include MP3 industrialpark (998ha), because this industrial park will be partly supplied with waterfrom existing underground system of MP3-1, MP3-2 station and partly from TanHiep Water Plant – phase 2, capacity 30,000m3/day (to be final inspected andhanded over in end 2010.
To ensure subprojects priority supply water for MP3, BIWASE mustcommit to ensure the water supply rate of household must be at least 90% aftercompleted sub-projects. When MP3 unused full capacity it will open valveconnected to support urban residential MP1, MP2.

3.1 Project name:
VIETNAM URBAN WATER SUPPLY WASTEWATER PROJECTWATER SUPPLY SYSTEM IN MY PHUOC INDUSTRY AND URBAN
(CAPACITY: 30,000M3/DAY)
The project consists of:
Raw water pumping station; Raw water transmission main; Water treatment plant; Treated water transmission main from the plant to booster station; Booster station.

3.3.2 Position for water treatment plant
The water treatment plant in this project will be built in reserved land for futureexpansion of Tan Hiep water treatment plant, which border to South East connerof Binh Duong Urban Industry Service Complex (outside the industrial park),located in Tan Hiep commune, Tan Uyen district, Binh Duong province.
3.3.4 Position for transmission main from Tan Hiep W.T.P to boosterstation and Booster station

Transmission main from Tan Hiep W.T.P to booster station has diameterof D=1,000mm, going through Binh Duong Urban Industry Service Complex,Kim Huy industrial park, VSIP industrial park, Phu Gia industrial park, Đong An 2 industrial park with total length of 10,800m.

My Phuoc booster station is placed within My Phuoc 3.2 water treatment plant,on XE1 road in My Phuoc 3 industrial park, Ben Cat district, Binh Duongprovince. Total area of the station is 25,128 m2

4. SELECTING IMPLEMENTING METHOD FOR THE SUBPROJECT
4.1 Selecting water source
The underground water source in the project area is being deteriorated in bothvolume and quality due to careless exploitation previously. Thus, it shouldrestrict further exploiting and have protective method or strict management tokeep this source as reservation for the area. It should firstly study and investigatethe volume in an accurate manner to have believable basis for planning theexploitation when needed.
Surface water source which can be used as raw water source to treat in thisproject is taken from Đong Nai river. According to updated data on this river and through real construction and development in upstream of this river (atposition closed to the project’s position), it has shown that taking raw waterfrom Đong Nai river will have some advantages as follows:
- Some currently construction works of water supply system in Binh Duongsuch as: South Thu Dau Mot water supply project funded by ADB, TanHiep water treatment plant financed by ODA loan of the Netherland. Allthese two projects selected surface water in Đong Nain river to treat.
- On the other hand, if surface water in Đong Nai river is chosen to provide raw water to treat in this project, there would be some advantages such as:good surface conditions, can utilise the same raw water intake work, rawwater pumping station of Tan Hiep plant, just need to install more pumpsand equipments.
From above evaluation, surface water in Đong Nai river is selected for treatment serving the My Phuoc urban area, Binh Duong province for development phaseoriented to 2020.
4. 2 Selecting construction site for components of the subproject andtechnology for the treatment plant
4.2.1 Intake work – raw water pumping station and raw water transmissionmain
(1) Raw water pumping stationTo take water from Đong Nai river serving for the subproject and to build
intake gate-raw water pumping station on the river side, within distance fromUyen Hung townlet to Tan Ba is considered the most suitable. Building intakework – raw water pumping station on this river distance combine with selectingposition for raw water transmission main from the intake work leading totreatment plant, located in reserved land for the subproject.

Alternatives :
Through actual investigation, there are 03 relative good and feasible alternativesfor consideration to build the intake work – raw water pumping station asfollows:
a. Alternative 1 :
Intake work, raw water pumping station is placed in hamlet 3A, Khanh Binhcommune, Tan Uyen district (near Binh Chanh chapel). From there,transmission main will go through the field to road ĐT 747 in straight angle with this road (at T-junction ĐT 747 and road leading to Binh Duong brick plant), acrossing the field, field, form products and residential area in hamlet 3B, KhanhBinh commune (Ba chapel) leading to ĐT 746 (near Khanh Binh People’s Committee). From there, transmission main continues in paralell with road ĐT 746 (on right way going to the plant), going to Ben San bridge, acrossing fieldand coming to treatment plant.
This alternative shows that:
- At raw water pumping station :
o Relative flat terrain, large;
o Mostly fruit tree garden.
o Need to move 02 class 4 houses of people living there.
- Along raw water transmission main:
o Total length: 7,500m.
o Across field and hill with no traffic system, about 3,000m.
o Need to move some class 4 houses in hamlet 3B and at beginning T-junction leading to Binh Duong brick plant on ĐT 747.
b. Alternative 2 :
Position for intake work, raw water pumping station is at Tan Hiep raw waterplant, which is about 200m far from the intake work and raw water pumpingstation in upstream and about 19km far from MP3 in south east. From there, rawwater line acrosses alsphated road invested by the project owner leading to ĐT 747, then it goes through bare land (vehicles can go) in almost straigth directionto road ĐT 746, about 1,000m from Khanh Binh People’s Committee in north east. Then the pipeline will go in paralell with road ĐT 746 leading to treatment plant, which is relative similar to alternative 1.
Intake work has been invested for capacity of 120.000m3/day, therefore it does
not need new intake work for MP3.

If following this alternative:
o Intake work has been invested for capacity of 120.000m3/day, therefore itdoes not need new intake work for MP3.
o In raw water pumping station:
o Terrain if flat, large and higher than surrounding
o Quality and flow of raw water at this gate is stable, no salinity, usingevaluation data of Tan Hiep W.T.P.
o Land has been already compensated in Tan Hiep project.
- Along raw water transmission main:
o Total length: about 7,800m.
o Considering terrain of the main, easy implementing method, low pressureloss.
o Acrossing bare land (field, hill…) about 2,300m, in which 1,200m ofwalking road that vehicles can transport
o No house or construction work on this route.
c. Alternative 3 :
Intake work, raw water pumping station is placed in downstream of intendedposition for pumping station and intake gate as mentioned in alternation 1 andabout 1,800m from there. Raw water transmission main will go through the fieldand residential area along road ĐT 747 (at T-junction ĐT 747 and red soil road leading to Phu Binh brick plant), along the red soid road going to Ben San, thengoing through the field to road ĐT 746 at the position after Ben San bridge (as in alternative 1 & 2) and coming to treatment plant as in alternative 1 and 2.
If following this alternative :
- At raw water pumping station:
o There are field, living land and garden
o Need to move 02 house of class 4.
- Along raw water transmission main:
o Total length: about 7,400m.
o At distance going through the field, there is no traffic road and vehiclescan not travel, its length about 2,500m.
o It will affect some houses along road ĐT 747 and red soil road
Selecting alternative :

Considering the mentioned above alternatives, it shows that the alternative 2 hasmany advantages and the most feasible as follows (particularly in groundclearance)
- It only needs to invest more equipments (pump, electric system etc..) but canuse the same covering structure of intake work-raw water pumping station ofTan Hiep plant. The surface is available that land acquisition is not necessaryto carry out and reduce time and cost for land clearance, as well as preventrisk (due to not able to clear the land), any hinder (long negotiation time),which affect the subproject implementing process (time, coast, etc.)
- Terrain for raw water pumping station and raw water transmission main isrelative flat that can save cost and time for ground clearance
- On raw water transmission main, most of vehicles can easily travel which isadvantageous for construction and reduce cost and time for initial cost tobuild the road.
- Can combine to supply raw water for future Khan Bin water plant
- From such explanation, it recommends to select construction site for rawwater pumping station and intake work as in alternative 2.

Raw water transmission main
In 2020, estimated demand for clean water of the people living in My Phuoc 3 urbanarea is 30,000 m3/day. However, to fully meet the demand on clean water fordevelopment of My Phuoc 3 urban area, it requires 60,000 m3/day to 80,000 m3/day ofcapacity. Considering available construction surface, actual water demand and lifecycle of the water supply work, it recommends to invest a DN 1,000 raw watertransmission main in this project. Raw water transmission main will be placed intechnical corridor on road ĐT 746, distance in Tan Hiep commune, Khanh Binh commune and Uyen Hung townlet. The road owner of DT 746 is Becamex under

BOT contract as in decision No. 1353/QĐ-UBND dated 13/05/2010). Becamex and Biwase agreed in writing on position for water pipe. During construction phase of theroad, Becamex compensated and made resettlement, thus it does not need landacquisition.

4.2.2 Water treatment plant
Position for water treatment plant
Because of the importance and urgency to build a water treatment plantserving for demand on clear water in My Phuoc urban area, the water treatmentplant will be built in reservation land of Tan Hiep W.T.P. Planned capacity ofTan Hiep is 120,000m3/day, but it is operating at 30,000 m3/day in present time.The area of Tan Hiep is about 80,000 m2, which was planned enough land forall treatment facilities having capacity of 200,000m3/day. Thus, the surface isavailable for construction and does not need land acquisition.

Option 3 :
In water treatment plant, it just gives out comparison of raw watertreatment technology (treatment group0 to select the optimal option. Othersupportive items such as clear water pumping station, chemical house, resevoiretc.. in all options are similar that no comparsion made for this part.
According to the introduced above technology lines, three optionsproposed for treatment plant as follows:
a. Option 1 :
Treatment items included in this technology as: vertical mixing tank,reaction tank with suspended flocculation, horizontal sedimentation tank, rapidfiltration tank.
Reaction tank with suspended flocculation is built in connection withhorizontal sedimentation tank. Calculation result (see note for basic design)shows that: with capacity 30,000m3/day, size of unit treatment items as follows:
- Rapid filtration tank: LxBxH = 25,5mx11,5mx5,7m.

When usingthis technology, it does not need to build reaction tank due to the reactionprocess taken in suspended floculator in sedimentation tank. Calculation result(see note for basic design) shows that size of unit treatment items as follows:
- Sedimentation tank with suspended floculator: LxBxH = 17mx36mx5m
- Rapid filtration tank: LxBxH = 25,5mx11,5mx5,7m
c. Option 3 :
Treatment items included in this technology as: vertical mixing tank,accelator sedimentation tank with suspended flocculator, rapid filtration tank.When using this technology, it does not need to build reaction tank due to thereaction process taken in suspended floculator in sedimentation tank.Calculation result (see note for basic design) shows that size of unit treatmentitems as follows:
- Accelator sedimentation tank : working size of tank D = 25m, H = 5,0m
- Rapid filtration tank: LxBxH = 25,5mx11,5mx5,7m
d. Analysing to select option:
here, it is just different in reaction tank and sedimentation tank, theselecting construction option will base on analysis and comparison theseitems between two options:
d1. Advantage and disadvantage of option 1
Advantages :
- Stable and safety working
- High treatment efficiency, less affected by change in raw water source(flow, quality) as well as impacts by surrounding natural conditions
- High ability to run overloaded.
- Easy operational management .
- Have experiences from some other similar works in the region.
- Similarly being used in Tan Hiep water plant, that high synchronous andeffective for operation and management
Disadvantages :

- About 4% more construction area required.
- Bigger construction size and more investment cost.
d.2. Advantage and disadvantage of option 2
Advantages:
- Higher operating efficiency so that smaller construction size
- Less investment work, save cost (about 4% of sedimentation tank
- Less land required
- Reaction process is combined in suspended floculation that savechemicals for treatment.
Disadvantages :
- Treatment effectiveness is affected by raw water quality or flow of rawwater is suddenly changed ( >10%)
- If horizontal sedimentation tank stop operation or any change in quality,flow of input raw water, it needs about 1-2 hours (since the tank operatesagain or any change) to resettle operation of the tank and reach therequirements. This is ineffective period of the tank, quality of water aftersedimented not ensured, bad impacts to operation of other treatmentfacilities.
- Because working scheme of the sedimentation tank must be relativestable, more or less affected by change in surrounding naturalenvironment, specially change in temperature. On the other hand, it alsorequires strict operational management with higher requirements.
d3. Advantage and disadvantage of option 3
Advantages:
- Average treatment efficiency
- Smaller size, less land required for construction and lower investment costcompared with option 1.
- Not yet have experience in management and operation.
Disadvantages :
- Treatment efficiency depends on equipments, purchasing equipments isalso complicated
- Due to many corridors and partitions with narrow size (0,8m x 1,0m) andbig depth (5,0m), it is difficult in construction phase

- Require high experience and proffesionals to operate and to manage.
- Limited and complicated for sludge disposal

By comparing it shows that option 1 has more advantages than option 2 andoption 3, simpler and safer for operational management, stable working, highefficiency, less affected by change in surrounding natural environment, beside itis synchronous with existing work that is easy to operate and gain highereffectiveness. Therefore, option I is proposed to invest for this subproject.
4.2.3 Transmission and distribution network
Main transmission pipeline go through Binh Duong Urban IndustryService Complex, distribution network locate in My Phuoc 3 urban area, atpresent, technical infrastructure in the area has been completed that it does notneed land acquisition.

It lies in area of my Phuoc 3-2 water plant with available surface that it doesnot need land acquisition.
4.3 Construction investment items of water supply system in My Phuoc urbanarea
(1) raw water pumping station
Use the same covering house of tan Hiep raw water pumping station
- Install more equipments :
o 03 centrifugal pumps (02 working, 01 standby) with technicalspecification Q=750m³/h, H=65m
o Install clock valve and fittings
- Electric system :
o Install 01 transformer, 03 phase, capacity 1,000 KVA
o Install 01 diesel generator 03 phase, capacity 1,000 KVA,started by baterry 24 Vdc.
o Install ATS panel
(2) raw water transmission main
Install 9,000m of ductile iron pipe D1,000.
(3) Treatment plant

- Quantity: 01 tank (building for total capacity up to 60,000 m3/day)

5. FOUNDATION ENVIRONMENT OF THE SUBPROJECT
5.1 NATURAL, ECONOMIC AND SOCIAL CONDITIONS OF THESUBPROJECT
5.1.1 NATURAL CONDITIONS
a. Location:
My Phuoc 3 urban and industrial park is a part of My Phuoc urban andIndustry Area in Ben Cat district, Binh Duong province. MP3 is about 2km inSouth East from My Phuoc townlet, 16km from Thu Dau Mot provincial townand 45km from Ho Chi Minh city in North.
My Phuoc 3 urban and industrial park belongs to Thoi Hoa commune andChanh Phu Hoa commune, Ben Cat district. In MP3, there is national rout No.13crossing (or Binh Duong boulevard). Boundary road No.4 also go through thecenter of MP3 in west-east direction.
Boundaries of My Phuoc 3 as follows:
- In North West : MP1area
- In North : MP2 area
- In South East : Binh Duong new city
- In East : Hoa Loi commune
- In south west : MP4 area
Thoi Hoa commune
It is a suburd commune of Thu Dau Mot town, Binh Duong province.People here mostly earn income by selling services and handicraft. Rate ofpeople living by working, agriculture production is very low. Based on statisticdata in 2008, population here including temporary immigrants in Thoi Hoacommune is about 33,000 inhabitants. Its geographical location is as follows:
- In North: road 7B – My Phuoc 2
- In South: Palanxi road
- In East: DT 741 road
- In West: National route No.13
Chanh Phu Hoa commune
Population of Chanh Phu Hoa commune estimated in end of 2008 wasabout over 15,000 inhabitants, with its geographical location as follows:

5.1.2 ECONOMIC AND SOCIAL STATUS IN THE SUBPROJECT AREA
(1) Demographic features in wards, communes
According to statistic data of communes/wards in end of 2009, there were7,532 households with 19,809 inhabitants in total, at scale of 2.7 person/house,2,837 households with 11,511 person in total, at scale of 4 person/house.
(2) Economic and environment sanitary in communes/wards
a. Jobs and income source
With the development of the country, economic growth rate in BinhDuong has been very fast in recent years (over 10% of annual growth), greatlycontributed for industry development in the province. At present, Binh Duongplanned 25 industrial parks, of which 15 industrial park put into operation.These industrial parks solve job problems for lcal people and attracted manylabors from other provinces, thus many types of services established based onthat symptom.
Economic structure of Binh Duong strongly increased in industry,services, agricultural production occupied very small rate in economic structure.If in end of 2005, structure of Industry-Service-Agriculture in the province was63,8 % - 28,2 % - 8 % , this rate in 2008 was 64,8% - 29,5% - 5,7%respectively.
In strudying area for the project, economic structures of wards/communesare presented in below table:

From above data, it showed that economic structure in wards/communesin project area had high industry rate, then commerce and service, andagriculture the lowest rate. Particularly in Thoi Hoa, agriculture rate was verylow, which showed that people mostly live by selling service and working infactories in the industrial park. On the contrary, in Chanh Phu Hoa, Ben Catdistrict, which is closed to Thu Dau Mot town, most of people live byagriculture activities that agriculture rate in Chanh Phu Hoa occupied the highestrate at 30.75%.
According to evaluation by officials in wards/communes, in recent years,average income per capita in wards/communes increased at rather high rate.

b. Living standard
In general, income and living standard of people in the project area israther high. If basing on new standard by Ministry of Labour Disable SocialAffairs (MOLISA): poor family is the family only has incomer under 260,000dong/person/month, poor rate in the project area is not much. However, due toliving in high economic development region, living cost is also high that there isa separate criteria to evaluate the rich/the poor. According to this criteria, anyfamily has average income per capita under 500,000đ/month is classified the poor. According to the criteria proposed by the local, the poor rate in communeswas defined as: 17 households in Thoi Hoa, occupied 3.26%, 35 households inChanh Phu Hoa, occupied 6.73%.
On the other hand, this economic-social investigation program was carriedout on some fixed form, about 5% over total households in the region, thus thisreport give out statistic data from the investigation program under two differentvision, based on criteria of poor level proposed by local community. Firstly, it isa self-evaluation on poor level of households, secondly it is evaluation byinvestigator based on established criteria combined with actual observation theinvestigation process.

c.Water use situation
notwithstanding some population area on the main pipeline, closed todistribution pipeline of Tan Hiep water plant connected to clear water supplysystem, remaining areas in the project area, people must use different watersources as opened well, drilled well, rainwater, water in pond/river. Dependingon water demand, households can combined using 1 or 2 water supply sources,

but most of people use 1 water supply source, number of families use two watersupply sources stand for the second. Number of families use three water supplysoucres is not much.
In avaialbe water supply sources, beside tap water, water from drilled wellis the most popular. This source is used in most of daily demand such as eating,drinking, bathing, washing and using for doing business and services.
In 520 investigated families, there are 52 families used tap water, 429families used drilled well, 34 families use opened well, 5 families use water inpond/river.
However, the families can combine using different water supply sources.

For drilled well or opened well, people often apply preliminary filtrationbefore use by sand, grave filter tank.
As mentioned above, families can combine using different water supplysources. However, rate of families who use drilled well still occupies thehighest, about 70-80%, of which the highest in Chanh Phu Hoa has 231households, occupied 53.9%, rate of hosehold use drilled well in Thoi Hoa has198 households, occupied 46.1%.
There are totally 34 households using opened well, of which number ofhousehold using opened well water for eating, drinking is 34 households andnumber of households using this water source for bathing and washing is 82households. The highest rate of households using opened well water in ChanhPhu Hoa occupied about 70.6%.
The survey result showed that there are still 5 households using waterfrom pond/river for bathing and washing. This is very polluted water source.Though local people are good aware of risk of diseas if using this water, but theyare lack of clear water source and continue using at present time.
The survey result of households in studied area under this project showedthat 52 households have tap water, it implied that tap water system is availablein this region, at present about 105 of households living in Thoi Hoa communesare supplied with clear water. Among families using tap water, number ofhouseholds in Thoi Hoa occupied a large number, about 60-70%
d. Health situation and health care of people
Usual diseases are influenza, headache, diarrhoea and allergy and skindiseases. These diseases are being catched by the poor and fair income familiesin communes, besides, other diseases as parasistic worms, stomach ache,hepatitis type A, amebic dysentery. Other water related diseases as: diarrhoea,parasistic worm, itching, gynaecology, which are caused by unensured sanitationconditions in the region, water sources being used by local people are polluted.

Diarrhoea, allergy and skin diseases are the most related and affected byenvironment and water source. Rate of evaluated households related to watersource and environment sanitation of these three diseases is 63.0%, 20.7% and39,4% accordingly.

Talking about cause of these diseases, there is 83,8% opinion claimed itfor polluted water, 62.1% by environment, fly, mosquito from rubbish not yet

collected and treated. Thus, water source pollution and unensured environmentsanitation are main causes for related diseases.
(3) Cultural assets in project areaPeople’s Committee of Tan Uyen district, Ben Cat district and Thu Dau Mottown confirmed that there is no cultural assets and sensitive areas properlyinfluenced by this subproject.

According to analysis result of air quality in project area showed that it meetquality for air in ambient environment as standard QCVN 05:2009/BTNMT vàQCVN 06:2009/BTNMT of Ministry of natural Resources and Environment.

5.2.3 Sludge quality from treatment plant
Based on analysis result of sludge from Tan Hiep water treatment plant withsimilar treatment process of raw water, the analysis showed that heavy metal insludge is very low compared to the standard QCVN 03:2008/BTNMT. Analysisresult from Tan Hiep water treatmenr plant as follows:

6. ENVIRONMENTAL IMPACTS AND RELEVANT MEASURES OFITS MITIGATION
According to the Environmental Protection Law No. 52/2005/QH11andDecree No. 21/2008/ND-CP, My Phuoc urban and industrial park water supplyproject classified as a project that does not require report of environmentalimpact assessment. Based on the Law and the Decree, a commitment toenvironmental protection is required. The structure of the commitment must becompliant with the guidance of Circular No. 05/2008/TTBTNMT issued by theMinistry of Natural Resources and Environment dated December 8, 2008. Ingeneral, most of the impacts arising from the construction project is active. Asstated in the content of cultural property in Section 5.1.2, the scope of theproject does not affect the work of religious beliefs, sensitive areas and none ofthe house, cultural works need to be dismantled and relocated, so there is noimpacts on the cultural facilities, sensitive areas. The scale of the project is notlarge, short construction period of about three years, some activities such asexcavation, installation of piping, material and waste transportation ... areconsidered just cause local, short and temporary impacts, and they can bemitigated. Overall impact assessment of the project is in Table 6.1

6.1 Useful Impacts of the project
In 2009, water supply capacity for the MP3 area was 9.000m3/day (MP3-1 andMP3-2), with the above growth rate, so far the system has operated at fullcapacity. Water supply of the industrial park accounted for about 96% of watersold, the percentage of households in the MP3 which supplied water was only3%. Approximately 97% of the remaining households had to use other watersources of poor quality and unsafe. When My Phuoc urban and industrial parkwater supply project is put into operation, the rate of households water supplymust be at least 90% in MP3 with the population using clean water expected toreach is 90,000 people in 2015 and 122,000 people by 2020 with a standard ofwater supply is 120 liters / person / day&night.
6.2 Environmental impacts and mitigation measures during construction ofwater treatment stations
6.2.1 Impacts and mitigation measures due to land requisitioning
The treatment plant using land reserved for development of Tan Hiep WaterPlant (Tan Hiep WTP) which has completed clearance works and has beenissued Land Using Entitlement Certification No. BA 179271 by Department ofNatural Resources and Environment, so there is no cases of relocation,resettlement.
6.2.2 Impacts and Mitigation Measures due to plant demolishment
The land area of treatment plant was leveled by BIWASE in the project ofTan Hiep water treatment plant. According to surveys at the actual constructionarea of water treatment station, now the project area is mainly a weed growthlayer covering the area, a tree and three Lele brushwood. If we do not proceed toclean the surface thoroughly before leveling, the remaining biomass shall bedisintegrated causing soil and groundwater pollution.
To mitigate the negative impacts caused by the demolishment of biomass onsoil and groundwater, the following measures shall be implemented:
All biomass at the treatment plant area must be completely removed.
Removal biomass shall be collected and processed by the local urbanenvironment company.
6.2.3 Impacts and mitigation measures due to flooding and subsidence
The treatment station located in the reserved land of Tan Hiep WaterTreatment Plant so its rainwater drainage infrastructure has been complete.

Water arising from the project construction shall be completely drained, there istherefore no flooding and subsidence.
In general, the construction area of the treatment plant built on the groundwhich is covered with a old layer of alluvium soil with relatively good loadingcapacity, it is convenient for work construction with R> 2kg/cm2. From theabove reasons the construction of treatment station can not cause subsidence tothe surrounding works and itself.
6.2.4 Impacts of land from construction process and spread of dust andmitigation measures
As mentioned above, the treatment station shall be built on a leveled area,land from the plant construction process arisen from building water tank with10.000 m3 volume, according to design the tank located underground 2.5 m andan area of 2.500 m2, land volume excavated for building the tank is about 6.250m3, correspondent to 9063tons (average soil density is 1.45). The amount ofland shall be used partly to reinforce the construction foundation, the rest sold tounits in need of leveling.
Dust arising from the surplus land transportation in the treatment plant can beestimated as follows:
In which: E: coefficient of dust pollution (kg/ton).k: particle size; 0.5.s: amount of land on the road; 8.9%S: average speed of vehicles; 20 km/hW: weight of vehicles; 10 tonsw: number of wheels; 6 wheelsp: number of rainy days during the year (116 days)
Replace number into the formula, we have: E = 0.375 kg/ton. With thenumber of soil need to be transferred is 9063 tons, the amount of arising dust is3398kg. Dust load incurred in the day is 5.6 kg/day (construction works for 2years). This effect is moderate, unavoidable.
To minimize these impacts, BIWASE shall require constructioncontractor must comply with following measures:
In the dry season, especially when strong winds, he shall carry out thewatering works at the construction site where vehicles density is high withfrequency of 4 times per day, from 9 am to 5 pm. The company shall usewater trucks to wet the entire construction area of the treatment plant.

During the land transportation, vehicles will also be covered by canvas inorder to minimize the affects of dust dropped and diffused by the wind,the distance between the land and the canvas surface is minimum 30cm.
Speed of movement in the construction are of the treatment plant isalways below 20km/hour. Land prior to shipment has to reach at least12% humidity
All vehicles must meet the prescribed standards of the National RegisterAgency on the level of technical and environmental safety for itsoperational permit during the implementation of the treatment plant.
6.2.5 Impacts due to noise during site preparation and construction andmitigation measures
The main sources of noise include transportation of vehicles andequipment/machinery operations.
Generated noise level which is away 1 m from these noise sources ispresented in Table 6.2. The noise level decreased by increasing distance and it iscalculated based on the following formula:

Remarks: Above results indicates that maximum noise level due tooperations of vehicles and mechanical construction equipment at the positionaway 20 meters from the source is lower than the allowed limit of standardTCVN 5949-1998.
To minimize the negative impacts caused by noises in the constructionprocess of the treatment plant, all trucks and other mechanical constructionequipment must meet the prescribed standards of the National Register Agencyof the level of technical and environmental safety for operation.
6.2.6 Site Drainage
The treatment plant built on reserved land for development of Tan Hiep WTPwhich its rainwater and wastewater drainage system has been completed, soduring the treatment plant construction, all water arising from the entireconstruction process will drain off to the existing drainage system of Tan HiepWTP to ensure timely drainage of water so as not to cause flooding.

6.2.7 Impacts on environment of surface water, ground water, land andmitigation measures
- Domestic wastes
The amount of wastes arising from activities of construction workers at the sitecan be estimated based on the maximum number of workers working at the site.Estimates of total about 100 workers working at the site, maximum wastewateris 8.0 m3/day. According to TTQTNMT's experience, if there is no measures ofmitigation, the pollution load from domestic wastewater is about 3.2 kgCOD/day (80 g COD/day/person).
Domestic solid wastes: maximum generated quantity is 15.0 kg/day (0.15kg/person/day). If there is no appropriate pollution control measures, domesticwastes will pollute the soil and groundwater environment. Particularly fordomestic wastewater, in case of building a septic tank, amount of domesticwastewater pollution can be reduced to 2 times.
To minimize negative impacts caused by domestic wastewater duringconstruction phase, the following measures shall be implemented:
o Stage of construction: installation of temporary toilets at thetreatment plant area.
o Septic tank shall be built before doing other works.
o Using toilets of Tan Hiep WTP for construction workers.
To minimize negative impacts caused by domestic wastes duringconstruction and operation, the following measures shall be implemented:
No collective kitchen at the project area.
Domestic wastes will be collected in appropriate containers and makecontracts with local urban environmental companies for collectionand treatment.
- Rainwater runoff
The turbidity of local stream water can be increased due to rainwater runoff.However, this is only a local effect only occurred in a short time. If largeamounts of soil washed down to the stream, the deposition process will beincreased and may affect the stream water quality.
6.3 Environmental impacts and mitigation measures during construction ofraw water pumping stations, booster pump stations, water transmissionmain
6.3.1 Impact and mitigation measures due to land requisition

- Raw water pumping stations will use the covering and civil building ofthe raw water pumping stations of Tan Hiep WTP which its clearance workshave been completed and has been issued Land Using Entitlement CertificationNo. BA 179271 by Department of Natural Resources and Environment, so thereis no cases of relocation, resettlement.
- Raw water pipeline with diameter of = 1000mm parallel with the rawwater pipeline of Tan Hiep WTP with diameter = 800mm, in which:
+ The pipe runs along the technological corridor of DT 746 with a lengthof l = 9000m. DT 746 route managed by the Becamex Investment andDevelopment Centre (Becamex IDC), the route construction has been completedincluding the technical corridor clearance. Becamex IDC has allowed to use ofthe technical corridor of DT 746 for pipeline installation in Letter No. 462/CVdated 01/10/2010.
- Transmission pipeline runs through the Binh Duong Industry – Service –Urban complex, currently the technical infrastructure in the area has beencompleted. There is no need for clearance works, it is only to make anagreement with infrastructure management unit of My Phuoc Industrial Park(Becamex) on position of pipe location on the road corridor, BIWASE made acontract with Becamex on providing land and creating favorable conditionswhen installing water supply systems. Therefore, there is no relocation andresettlement.
- Booster Pumping Station use reserved land area of My Phuoc 3.2 whichthe clearance has been completed by Becamex and Becamex has handed overfor use in Letter No. 09A/HD- CTN dated 15/5/2006, so there is no clearance,relocation and resettlement and land acquisition for the Booster PumpingStation.
6.3.2. Disturbance to local residents and businesses activities
Shops and restaurants, particularly small shops or restaurants locatedfacing the street will likely be revenue losses due to no entrance, because ofnoise and dust. Generally, these businesses will hardly have opportunity toattract customers during the period of construction of this system. According tosurvey results, a total of 98 business households scattered along the DT746 shallbe affected, no households be affected in respect of land, relocation andresettlement. Among those affected, there is no ethnic minority. Therefore,report of ethnic minority development plan (EMDP) in accordance with OP 4.10policy is not be considered in this project. The presence of labor forces may alsobe a cause of social unrest, causing conflicts with local residents. Somemeasures to limit effects of obstructing the entrance to households, shops andavoid conflicts arising between workers and local residents are as follows:
- Coordinate construction works in the same area to facilitate trafficmovement and minimize impacts.

- Make temporary walkways where necessary to avoid material,equipment transports during peak hours where possible.
- Calculate the temporary walkways before starting date and upgrade ifnecessary.
- Carry out restoration of current status as soon as possible.
- The excavation for installation of water pipes should be emphasizedand implemented in line with the ability and site conditions so that theentire pipelines will be filled back in the day and the length ofexcavating holes in an area can not exceed 100 m. Vietnam StandardTCVN 5308:1991 should be strictly complied with.
- Cash compensation for losses of income during the transition period,equivalent to the net average income of each month, at least for 3months.
- Compensation for business works, productive materials lost as a fullreplaceable cost of the works, without depreciation.
- If the business location has to be moved, provide alternative places ofbusiness which accepted by affected person, cash compensation forlost area under replaceable cost, plus transportation costs forsupporting relocation of assets, productive materials.
To avoid problems arising from the presence of the labor forces, willmake an information dissemination on proposed activities to be conducted forlocal residents as well as construction workers.
6.3.3 Impacts and mitigation measures due to construction process
(a) Raw water pumping stations use the covering and civil building of raw waterpumping station of Tan Hiep WTP. Raw water pumping stations just need toinstall pumps, technical pipelines, power supply and control equipment for watersupply project for My Phuoc urban and industrial park water supply project, sothere is no environmental impacts during construction of raw water pumpingstations.
(b) Booster pump station is intended to re-use clean water tanks of MP3-2, re-use the existing covering structure of water pumping station of MP3-2, just needto install pumps, technical pipelines, power supply and control equipment, sothere is no environmental impacts during construction of raw water pumpingstations.
(c) Impacts of the excavating period for laying the transmission pipelinesystem, will generate more dust, gas emissions and noises into the naturalenvironment:

* Impacts of dust, gas emissions and noises
– The amount of dust generated in the process of excavating ditches forarranging transmission main of raw water, building the plant, clean water main.
– Emissions such as dust, SO2, NOx, CO, THC ... arising from transportationvehicles, mechanical construction equipment.
– Dusts generated during construction of temporary surface water drainageditches, temporary housing for workers, temporary toilets, water treatmentstations.
– Heat radiation from the construction process with heating, welding fumes.
– Noises and vibration due to mechanical construction vehicles and transports.
– Odors generated from wastes, wastewater of worker activities.
Pollution caused by dusts arising from the process of excavating, leveling,surplus land transportation to arrange the water transmission pipeline system.Soil dust is only generated in the raw water and clean water pipelines. Theimpact of dust is calculated as follows:
The amount of excavated land for building pipelines is calculated accordingto construction norms:
M= D x R x C x 1,3 = 12,000m x 1,0m x 2 m x 1,3 = 31,200 m3 of soil. Inwhich:
+ D: length of pipeline+ R: width of pipeline
+ C: depth of pipeline+1.3: Excavating coefficient (according to the estimatedconstruction norm in 2006)
However, after excavating to lay pipelines, the project will re-use land forleveling, with the height of re-leveled land layer is about 1 meter from the top ofpipe to the ground surface, therefore the amount of removal soil is account for50% excavated volume. Thus, the total excavated volume is about 15.600 m3equivalent to 22.620 tons (with an average amount of sand is 1.45 ton/m3).
The amount of soil transported by 10 tons trucks, DO fuel is used. Content ofSulfur (S) in the DO is 0.5%. Based on the volume of transported soil and soil,sand need to be leveled with load of each 10 tons truck, we can determine thetotal times of vehicles in and out during leveling process is 4.524 times/months,or an average 26 times per day.
Impact of the leveling process
Coefficient of diffusion of dust pollution from leveling process can beestimated as follows:

The project will use types of 10 tons trucks using DO fuel oil with sulfur (S)content in the DO is 0.5% for transportation of excavating and leveling sand. Asassessed by the World Health Organization (WHO) for use of transport vehiclesusing DO fuel with a capacity from 3.5 to 16 tons, can estimate the totalemissions caused by excavating and leveling activities of the entire surface ofworks in the following table 6.3:

Besides the effects mentioned above, the increase in vehicle density in a shorttime will increase possibility of traffic accidents in the project area, causing dustand noises during transportation, affecting the people living along the route.
* Measures to minimize dust, emissions and noises
In order to control dust pollution, emissions and noises at the routes ofwhich trucks transport sand, stone and materials and at excavating routes forexecution of drainage pipelines, the company will apply the following measures:
- During the construction process, it is necessary to have specific plansand appropriate and sequential staff allocation, avoid overlappingbetween the stages of construction.
- Use of modern construction machinery, advanced methods ofconstruction, mechanical construction operations to the maximumextent to minimize dust generated from these machines.
- Suitable distribution of vehicle density transporting materials, avoidtraffic jams causing dust pollution for the region.
- Vehicles transporting construction materials, soil, cement andexcavating land must be closely covered, to avoid spillage of materialson roads and causing dust during transportation.
- Road traffic area must be watered regularly, the site must be clean,supplies sand and soil must be in order daily.
- Equipment, machinery and construction vehicles have emissionsstandards in accordance with Vietnam standards as QCVN 19:2009.
- Repair of damaged roads in time to reduce spillage of raw materials,limiting road dust swept into the air.
- Workers unloading of materials must have labor protection equipmentto limit dusts affecting their health.

- Planning for reasonable uses of infrastructure in the area, restore thecurrent status of infrastructure after completion.

* Measures to minimize noise
To limit noise pollution to residential areas during construction of transmissionnetwork. Construction works will be conducted with the following conditions:
- Notify local people about construction plans, including the time forconstruction and project completion time.
- Construction process will be conducted during normal working hours,limiting construction on rest times of people (noon, night).
- Installation of silencers or the rubber grip, anti-vibration spring in partsof machines with large-capacity that easily cause noise.

- Workers in the region generated more noises (drilling, cutting ...) mustbe equipped with specialized equipment to protect their ears.
(d) Impact of vibration and mitigation measures
In construction of water transmission network, environment lithosphere willtransmit vibration causing shocks to the buildings in the area.
To control the vibration from machinery and equipment, the company hasinstalled stable foundation to put machines on large and firm space. Thecompany regularly maintains equipment, machinery, lubricates parts that maycause noises and only use loading equipment and transports that ensure technicalrequirements. Time for using a machine with large vibration from 8 am to 11 amand from 2 pm to 4:30 pm is the time that less affects people's lives around theconstruction areas, to ensure local habits of residents living around.
(e) Impact on local traffic and mitigation measures
Traffic obstruction: this activity can hinder pedestrians along two roadsides thatare doing installation and construction of pipelines.

- The excavation for installation of water pipes should be emphasizedand implemented in line with the ability and site conditions so that theentire pipelines will be filled back in the day and the length ofexcavating holes in an area can not exceed 100 m. Vietnam StandardTCVN 5308:1991 should be strictly complied with.
(f) Safety
During construction process may occur environmental incidents resulted inmajor impacts and construction progress of the project. Environmental incidentsthat may occur are as follows:
Fire and explosion incidents
During construction, vehicles, machinery and equipment will be used fuelsources from petrol and DO fuel. The fuels are stored in containers and placed instorage. If workers operate machinery without proper technique, careless use of

fire may cause fires and explosions, direct threat to lives and properties of theproject.
Incidents of foundation, work geology.
Construction process for dredging, excavating, pouring concrete, concrete pilingwill affect the soil environment, regional geology. The problems will causelandslide, rock, impacting the groundwater source and can cover and fillequipment and machinery causing damages.
Traffic accidents and occupational accidents
Traffic accidents occurred in the region due to the excavation, land filling whichwill make the road surface muddy, slippery, damages together with constructionduring the rainy season, so it easily occurs traffic accidents.
Occupational accidents caused by failure to properly operate the technicalprocess of machinery, construction, careless employees, not implement safetymeasures during the construction.
Risks of accidents can happen to workers at construction sites as well as forresidents in the project area, especially children and the elderly.
To prevent these incidents to ensure safety for workers at the site and peoplearound the project area, the company will apply the following measures:
- There are reasonable construction plans, advanced methods of constructionto ensure environmental hygiene, occupational safety.
- During construction, the Company will coordinate with constructioncontractor to require workers to comply with regulations on occupationalsafety, pay attention to problems of machinery, equipment and measures toprevent accidents.
- Build fences separating hazardous areas on the site. Install lights whereneeded at night.
- Build temporary houses for storages of materials, machinery and equipment.The storages should be arranged at locations without high sensitivity to theenvironment.
- For the storage of construction materials: cement is gathered and stored inwarehouses, sand preserved outdoor with canvas against rain and dust androcks, bricks, .. with little dust are kept outdoor, not need preserve regime.
- Limit leakage of fuels during pumping, sucking process and have collectionsystems.
- Workers will be equipped with full necessary personal clothing.
- Building collective camps for construction workers, local hygiene catering,ensure personal hygiene conditions for workers.

- Coordinate with local police to set out rules of order and security in theregion, not gather gambling, drinking and limit other social evils.
- Set out specific regulations for workers working at construction sites that donot allow gathering for drinking, causing fights and disorder in the region. Ifanyone violates the regulation, there shall have disciplinary measures fromwarning to even sacking if it is repeated.
(g) Hygiene
During construction period in the rainy season, rainwater runoff throughsite surface rolling soil, sand, wastes especially lubricants causingenvironmental impacts of surface water in the region. Measures to limit theimpacts of rainwater runoff affecting the water environment can be carried outas follows:
– To collect and thoroughly process wastes arising from construction activities(soil, sand, cement, domestic wastes of workers ...).
– Building temporary drainage system to collect rainwater. These drainageditches shall have manholes for sediment of sand, stones, rubbish .... beforepouring into canals.
– Limit leakage of fuels during pumping, sucking process and have collectionsystems. In process of repairing machinery, lubricants must be collected withoutdropping or pour out the area surface.
– Foundation of storage areas are higher than surrounding areas.
– Taking good drainage measures, avoid water stagnant on roads, in the site(due to volume of water arising from the process of excavating road) causingroad surfaces muddy, unsanitary, traffic obstruction and causing environmentalpollution.
– Restore the current status of the environment after completion of excavation,avoid occurrence of eutrophication.
Water for construction workers at the site will be purchased fromhouseholds living near the construction site. If wastewater generated from areaswith high concentrations of workers is not treated, it easily cause environmentalimpacts to the area. Currently, the most effective measure to treat wastewater ofworkers at the site is to invest portable toilets (often used in holidays, fairs andfestivals in the city center as Ho Chi Minh, Hanoi, Da Lat ....). Such portabletoilets are very convenient because the employers do not need to take land areafor building them and can be moved during construction (where constructionshall put the toilets there). Currently, at major construction works, they usuallyapply the model of such potable toilets in their building process. The employersmay contact suppliers of such environmental equipment for uses.

The concentration process of large numbers of workers will generate alarge amount of daily wastes, which will cause long term damages if not treated.Project owners will invest and arrange garbage containers in the region oftemporary houses for workers. The generated amount of wastes will be collecteddaily by the company (frequency of collection is one time per day) by specialvehicles and transported to the regional landfill for treatment. Apply somemeasures to disseminate and educate the community to minimize indiscriminatelittering into canals narrowing the flows, affecting drainage of the canals andcausing difficulties for later operation, maintenance.
(h) Damages to infrastructure during excavation/construction
Earthwork activities for laying sewer system will generate more sewage, sludgethat make road construction in the area deteriorated, affecting the travel of localpeople in the region.
During project construction, heavy trucks transporting raw materials for thework as well as surplus sludge from excavation process in the project area willalso make the road system in the area damaged and rapidly degraded. Besides,its movement also created a large amount of dust dropping that causes reducingbeauty of the surrounding infrastructure. However, because construction periodis relatively short (about 6 months) so this is only a temporary effect and itsimpact severity is not great. To minimize this impact, the company will applythe following measures:
– Repair damaged roads in time to reduce spillage of raw materials, limitingroad dust swept into the air.
– Planning for reasonable infrastructure use in the area, restore the currentstatus of infrastructure after work completion.
– During construction process shall have specific plans and appropriate staffallocation, sequentially, avoid overlapping between the stages of construction.
– Distribution density of the vehicle transporting the materials suitable, avoidtraffic jams for dust pollution for the region.
– Traffic roads in the area shall be watered regularly, the site must be clean,supplies soil and sand must be in order daily.
6.4. Impacts and mitigation measures during operation of the treatmentplant
(a) Risks of water pollution from related sources
Construction of water treatment plant built to take water from Dong Nai River toprovide for urban residents in the My Phuoc urban and industrial park. Theconstruction work is not large scale, mainly for residential area. Each year withstable production, the plant shall take 30.000m3/day but not alter the river flow.

However, in 2013, when the plant is put into stable operation. According towater monitoring program in 2010 of Binh Duong province, water quality ofDong Nai river is relatively stable, good quality water, many water qualitycriteria of Dong Nai river below the permitted limits for sources of class Astandard QCVN 08:2009. The most concern is that there is no discharge sourceand canals discharging at hydrant location. But towards the upstream about200m - 500m, Dong Nai river receives water from the Đen canal, and water from Lo Ren canal which the water quality are not defined, besides Uyen Hungmarket will also impact to the water quality in the future. Also, another concernis the growth of the Nam Tan Uyen Industrial Park that will affect the waterquality of Dong Nai river. And rasing fish by rafts in the river also has a certainimpact to this issue.
However, at present, according to the province's regulations on sourcesdischarging into water environment must meet class A, so issues impacting towater quality from wastewater of Nam Tan Uyen Industrial Park, the canals arenegligible. The policy of the province has also banned fish raising by rafts in theriver so this will be thoroughly solved.
Besides, the Employer will submit Binh Duong Provincial People's Committeeto issue the surface water protection following Decision no. 628/BXD-CSXDissued by the Ministry of Construction and the Vietnam standards TCVN ISO5525 and 33-83: 1995 on the protection of water sources, within the watersource protection area will not have construction works, waste pits, grazing ...
(b) Waste sludge management
Waste sludge generated from the treatment plant
o Solid wastes are lime, alum and sludge sediments:
Lime sediment: 200 kg/day
Lime is to stabilize the pH of water. Dose of lime estimated to put intosource water is 10 mg/l, pure lime needed for a day is 300 kg/day. Used lime istrade lime of 60% pure lime, so the amount of lime to be used is 500 kg/day andthe amount of lime sediment discharged from the mix tank is respectively 200kg/day.
Alum sediment : 487 kg/day
Alum is used to flocculate sediment particles in the water source, formingthe residue cotton that can be deposited. Alum dose required is estimated 900kg/day. Alum purity is 85% when dissolved in water, goods alum required is1059 kg/day, corresponding to 1 gram of alum is 0.46 g residue Al (OH) 3 willbe deposited to the bottom of the tank together with residue in raw water andremoved to sludge drying yard. The amount of alum sediment is 487 kg/day.Alum sediment to be deposited togehter with residue in raw water at the bottomof sediment tank and periodically discharged into the grade II sludgecompressing tank.

240 x 110 x 25 = 660 000 g+ Content of residue after Accelerator as calculated and as well as standarddesign will be about 10 mg/l+ With the capacity 30.000m3/day (24h) the total amount of residue retained inthe VLL
30.000m3/day x 10g/m3 = 300,000 g/day = 300 kg/day
From sludge compressing tank
Sludge compressing tank closely operated in relation to the sediment tank toprotect the sludge circulation in the sedimentation area, at the bottom of residuewater receiver (with 08 sludge discharge hydrants D = 60). Due to takingaccount of the amount of alum remaining in sludge sediment with content ofabout 5-8% of alum amount for daily use. Sludge compressing tank is chosenaccording to the solution of Elutrifient tank with two tier in order to salvagepartly recovery of surplus alum in sludge, and also to increase the activity ofsludge separating water in the sediment tank.
Sludge amount generated from sediment tank :
20 g/m3 x 30.000 m3/day&night = 600.000 g/ day&night = 600 kg/day&night
Total of sludge amount discharged daily:
300 + 600 = 900 kg/day
Sludge treatment of the plant is carried out as follows:

Lime, alum sediment discharged from the lime mixing tank is gathered togetherfor transportation to landfills, together with sludge transportations to drying yardor sell them to areas where demand for alum treatment ponds or cover ground.As calculated above, the amount of lime sediment generated is 200kg/day, theamount of alum sediment generated in Phase 2 is 487 kg/day. Total volume ofsediment generated is 687 kg per day.
Sludge generated from the sediment tank is pumped to the sludge compressingtank. At the sludge compressing tank, alum residual amount remaining in sludgesediment and sludge separating water of the sediment tank is pumped back tothe mixing tank and sludge sediment in the compressing tank is discharged intodrying yard.
Lime, alum and sludge sediments from the compressing tank is transported andtreated in accordance with requirements by the Waste Treatment Enterpriseunder BIWASE. Thus, waste residues and sludge are collected and treatedthoroughly, not discharged directly into rivers or drainage systems, so as not toaffect the surrounding environment.
(c) Dust emissions from uncompleted areas
Inside the treatment plant area, especially in areas where are not covered withconcrete surface or asphalt, dust may be dispersed into the atmosphere duringstrong winds or transportation of chemicals and waste sludge. Therefore,planting trees or other dust mitigation measures such as regular watering onthese surfaces to reduce dust and improve the landscape of the treatment plant.
(d) Chemical safety
The Plant uses Chlorine (Hypochlorite Natri) with the need of 150kg/day (0.005kg/m3 of raw water, clean water). Currently, chlorine is supplied from Bien HoaChemical Factory in standard steel pressure sealing vessels, Chlorine extractedinto water by a device which is completely sealed, so chlorine leakage is verylow. However, the company will have measures to prevent incident of chlorineleakage as follows:
Fully equipped facilities in liquid Chlorine storage as:
- The wind top: to help determine the wind direction when incidents ofchlorine leakage occurred.
- Exhaust fan installed in the position up to 1.5 m above the ground. Becausechlorine is heavier than air, so it will be low and be exhausted, not affect theprocessing operations.
- Emergency eye-washing faucet: water is the best means to treat damagedskin and eyes caused by chlorine.
- Chlorine emergency regimen.

- Treatment regimen when incidents chlorine leakage occurred.
- 5% ammonia Bottle helps to quickly detect where chlorine leakageoccurred.
- Facilities for dealing with chlorine leakage at the body, head, bottle valve.
- Fully equipped labor protection facilities (respirators, goggles, boots ...)
- Implement proper safety techniques in the preservation, storage and useliquid chlorine.
The transportation of chlorine vessels must be carried out by exclusivevehicles.
Always have contingency plans for all types of incidents.
The plant always has training program "transportation - storage and use ofliquid chlorine"
(e) wastewater from treatment plant
Wastewater from treatment station include following types:
Wastewater from backwashing process, washing sedimentation tank andwater from sludge drying bed
o Backwash flow with period 2,2 days having flow Q = 267,6 m3;
o Flow of wastewater from washing sedimentation tank: Q = 44 m3/h ;
o Flow of wastewater from sludge drying bed Q = 3,6 m3/h.
Component of this wastewater mianly contain sediments and residual alum insedimented sludge with content of about 5-8% over used alum amount.
Wastewater generated from this process is circulated to mixing tank for reusetogether with raw water, not letting out the environment.
Wastewater from washing lab tools, measurement equipments to dilutechemicals
Flow of about 500l/day, components of this wastewater does not containhazardous factor and not continuous that it is not remarkable, therefore, waterfrom lab room is led to common collection system with domestic wastewatergoing to local treatment system in Tan Hiep water treatment plant for treating.
Wastewater from staff
Water supply estimated for use is 100 liters/person/day. Thus, domesticwastewater amount is calculated for 10 staffs in treatment station as:
10 person x 100 liters/person/day x 80% = 800 liters/day

This wastewater is locally treated before discharging into the environment.
To control pollution by wastewater from treatment station, the Company applyfollowing methods:
o Wastewater from water treatment process has features as muchsludge, alkali (lime dreg), acid (alum solution)…if directlydischarge in the environment, it will cause pollution. However,when calculating the design, all wastewater of this type will betreated in sludge drying bed. These sediment and dregs will besedimented down to bottom of the bed and then removed todumping place. Clear water on the surface will be circulated forfloculation process. Wastewater from filtration washing,sedimentation washing will go with separated circulation waterline back to floculation process.
o Domestic wastewater will be draftly treated by septic tank, thengoing together with wastewater from washing lab tools inhamonized pond, then to be treated in biofor tank. Wastewater islated disinfected and self absorb. Treatment process is as follows:

In dry season, surface water contain much alum, alluvium that requirepreliminary treatment by filtration membrane before going to pumping station toreduce alum, alluvium, to increase capacity of raw water transmission and watertreatment capacity.
Controlling impacts to Dong Nai river.
Advising Provincial People’s Committee to issue regulation on raw waterprotection in exploitable area, which clearly not allow any construction,agricluture activity, growing fish etc within protected area (500m from upstreamto intake point, 200m from downstream to intake point) to assure quality of riversurface water.
(g) Security for treatment station
To prevent not-functional people going into treatment area, it should build afence and install lighting system and regularly controlled. Moreover, securitystaff should be hired to take care of security for treatment station.
(h) Safety while operating the treatment station
Operation of chemical house, specially if chloride room is not strictly managed,it may cause negative impacts on air environment and health for people in caseof chloride gas leakage. During operation phase, it should strictly obeyregulations and procedures, absolutely ensure working safety. Worker whodirectly work in chloride room must be equipped with special protective clothsand tools as: face mask, glass for eyes, boot, etc. Transporting chloride bottlemust use specilised truck and often check equipments, cointaner and chemicalwarehouse.
When operating water pump and equipments, noise will be given out orvibration which properly cause direct impact on health of workers. Equipmentsto be included in this subproject must be modern and manufactured bydeveloped countries, which do not give out noise, vibration that excess thestandard. However, it should also has measures to minimize negative impacts onworkers’ health, it needs to consider measure to prevent noise, vibration duringdesign phase such as: sound reducer in pumping station, workshop, antivibration method for equipments by designing thick enough frame forequipments, install rubber gasket and anti vibration spring.
To prevent fire and exploison in the plant, it should synchrously apply technicalmethod, orgainzing training, education and legislation. About technical method,beside general methods including:
- Mechanicalise, automatic in dangerous treatment step.
- Ensure equipments, not let oil/lubricant out
- Isolate inflamable phase far from other areas
- Minimize exploisive substances in treatment area

These matters should be carried out in accordance with instruction on firepreventing and fighting issued by Ministry of Police.
Electric equipments should be calculated having suitable electric transmissionline with circuit speed, protective equipment for overload. In high temperaturearea, electric line should be underground or have protection layer.
Equipments and machine used in treatment process of the plant should haveenogh profile documents and technical specification for checking andmonitoring.
Anti lightening system should be installed at highest point over the building
Enhacing good awareness for worker on fire prevention and fighting. Besideassistance from specialised fire fighter, the plant and raw water pumping stationarea should be equipped facilities used for fire fighting to minize damage in caseof accident.
6.5 Impacts and minimise measures for operating transmission anddistribution system(a) Maintenance related issues
When operating water transmission system, some problem may happen such aspipe burst, stuck drainage pipe make water overflow out in the environment andcause flooding. Therefore, to prevent this problem, the subproject set out somemeasures as follows:
– Uasually monitor and ensure good condition for operating the watertransmission system.
– Prepare periodic checking plan for transmission main system.
– Timely and quickly discover and solve damage.
– Carefully prepare and prepare enough for work and equipments to beoperated in peak time in a year.
– Strictly obey principles on working safety and arrange in logical way usualchecking facilities.
– Planning training, improve knowledge for technicans and increase theirresponsibilities for checking, maintaining the system periodically
(b) polluted risk from wastewater collection system
Risk of contaiminating from wastewater collection system may happen ifdistance between drainage sewer and water supply pipe not in compliance withthe standard defined in 20TCN 33-85. Such impacts may take place if whenoperating transmission main for new drainage system built by local people orlocal government, it is near the water supply line. On the other hand, illegalconnection to water supply system also pollute clear water. These impacts canbe minimised if absolutely obey regulation on safe distance as well as usual

maintenance of water system. Moreover, constructing drainage system or othercivil work within area used for water supply network must obtain opproval bylocal authority.
6.6 Urgent measures of the subproject
During operation phase of the treatment station, if we change quality ofwater supplied, it could affect community health. This is because abnomalfactors or sudden change in raw water quaility may happen that in excess oftechnical capacity, or damage in water transmission system causing pollution ortreatment process facing some problems. When there is sudden change inchemical component of water, specially illustrated in parameters that show thepollution or contain disease virus, operator of the treatment station should findout the cause and report the problem to the project employer and Tan uyendistrict people’s committee and other related agencies for sollution.
Mistake from operation phase of treatment station should be found outtimelt and have technical sollution to deal with. This solution should be appliedby the operators of the station. In circumstance it is over the ability andresponsibility of the operators, operating the station should be stopped rightaway for overcoming measure.
To reduce negative impacts by power cut-off, standby generator will beinstalled to provide electric for pumping station and water treatment station.
Using chloride is similar to disinfection component, safety for usingchemical is very essential to health of the operator in station and communityhealth and the environment as a whole. Contacting with strong concerntrationmay poison the burn the skin, eyes, nose and mucous membrance. Chlorine maynot cause serious problem if workers are good trained on using it. Therefore, toprevent, monitor and cope with risk by chemicals, workers must strictly respectsafety instruction of the manufacture or instruction for use and maintenance. Inother side, operators in station should be trained knowledge on safety,technology, health protection, procedures to solve the problem and they areoften checked their knowledge in this field before receiving the task, to assurethat risk from chemicals for them, local community and environment should beeliminated. Following instructions is for safety when contacting with chlorine:
Provide instruction and adequately monitor operators of the treatmentstation;
Provide breathing tool for operators in area using and keeping chlorine;
Keep all breathing tools out off the chlorine area;
Prepare plan to escape the region in case of chlorine leakage. Rememberto move in upstream and wind direction;
Never keep inflammable materials near chlorine bottle;
Never boil the chlorine bottle;

Never try to weild chlorine gas transmission pipe without before cleaningit with air;
Install water jets and eyes wash basin near to equipments contactingchlorine;
If leakage, at least two person work with repair;
Never watering on chlorine bottle that have leakage, this action will makethe situation worse;
When entering working area that contain chlorine, hollow breath until youare sure that there is no chlorine leakage;
Using equipments to make up clhorine to directly put out chlorine gas;and
Tighly kkep chlorine bottle by chain, matress or axis.
Beside, to control and deal with urgent situation, following measures shall beimplemented:
Build and carry out action plan to cope with urgent situation.
Ensure water is always available for use if problem happen;
Not allow worker to smoke in working area
Equipments for fire fighting must be often checked
Periodic check for electric system to prevent fire. The electric systemshould be installed in safe distance and divided in many sections to makegood conditions for periodic check.
Train workers on instruction, safety measure for electric; glooves,protective cloths for electricians,

7. ENVIRONMENT MANAGEMENT PROGRAM
7.1 Environment management program under the project
Environment management program – EMP- is necessary for
environmental limitation management in which some environmental changes
shall be forecasted and some preventing as well as minimizing methods shall be
made to deal with environmental changes. The EMP consists of reducing
program to the environment, program to follow reducing measures to the
environment, report requirements, organization structure to implement the EMP
and plan to urgently deal with some problems may happen. Target of the EMP
under projects is to provide instructions so that each project is assured about
environment with criterion as follows :
To be compliance with the current Vietnamese environment laws.
To organize environmental protection task to ensure in carrying
reducing measures in each stage under the project .
To manage and monitor reducing measures proposed in the EIA
prepared by the contractor .
To provide reservation plan for urgent first aid methods for accidents,
environment problem happening .
To manage environmental protection issues during implementing period of
works items under the project and time after taking the works into use, the investor
shall prepare an environmental management program including the following
content :
1/ Request construction contractor to carry out reducing measures to the
environment, life of people in the project area and workers directly executing,

7.2 Requirement on reporting and monitoring
The environment monitoring program describe monitoring activities toassure negative impacts could be reduced and the environment management planto be implemented. The environment monitoring program includes monitoringparameters chosen to show the level of environment impacts. It also describeshow to do, when and where the monitoring activities are carried out, who will doand who to receive the monitoring report. More important, it also coversproposal to carry out monitoring activities in compliance with the environment.As in Article 14 of Decree 80/2006/NĐ-CP dated August 09th, 2006, BIWASE-the project employer will be responsible for the environment monitoringprogram in line with what have been stated in the approved environmentprotection commitment. In the circular 05/2008/TTBTNMT dated December12th 2008 of MONRE and decision No. 68/2008/QĐ-UBND dated December 12th 2008 of Bin Duong people’s committee, the environment monitoringprogram will include: (I) monitor waste, (ii) monitor the surroundingenvironment and (iii) other monitoring, specifically :
Monitor the waste require to clearly identify volume of waste generated inone day and pollutant in the waste according to the standard and existingregulations of Vietnam, at frequency al least every 3 months
Monitor the surrounding environment requires to monitor pollutedparameters according to the standard and existing regulations of Vietnam, atfrequency al least every 3 months
Other monitoring requires to monitor symptoms as erosion, landslide, withsuitable monitoring frequency to see their change according to time andenvironment. The project’s environment monitoring program is as follows:
7.3 Supervision program
(1) Supervise contractor
PMU will supervise construction work of the contractors, ensuring thatthey carry out the mitigation measures for environment impacts in theenvironment impact assessment report of the project. If any contractor fails tocomply with, he will be reminded and set up minutes, if he violate more thantwo times, his contract will be terminated.
(2) Supervise environment quality
Construction phase
The company shall coordinate with professional organization to periodicallymonitor the environment during construction phase of the project. The companywill report to WB, Tan Uyen people’s committe. Supervision program inconstruction phase as follows:

In the operational phase of the project, the project employer shallcoordinate with professional agency on environmental management to monitorquality of the environment within the project area, provide information for WB,DONRE in Tan Uyen district, Binh Duong province and contribute toenvironment management for the district.

7.4. Organize environment supervision and reporting
7.4.1 Organize environment supervision
To organize environment supervision play big role to reduce negative
impacts. Functions, responsibilities and role of related bodies are presented as
follows:
Project Management Unit (PMU)
PMU is responsible for implementing and supervising the environmentmanagement plan. With assistance from the Independent Supervison Monitor(ISM) and Construction Management Consultant (CMC), PMU will supervisethe contractors in implementing measure to mitigate impacts during constructionphase. PMU will coordinate with local authority to push up the cummunityparticipation in preparation phase, implementing phase and operation phase ofthe project. PMU also take responsibility for reporting the implementation ofenvironment management plan to World Bank and Department of NaturalResources and Environment, based on actual observation on site, conclusion inmeetings and monthly progress report prepared by ISM/CMC.
For environment supervision, task of PMU as follows:
- Ensure that all terms related to Environment Management Plan must be
specified in construction contract;
- Select and coordinate with independent consultant (on environment and
social) to design and implement the environment supervision program;
- Supervise contract implementation of consultants, who are selected based
on the environment supervision matters and mitigate measures stated in
TOR;
- Check mobilization and construction plan proposed by contractor to
discover any potential impacts and suddenly check measures to reduce
impacts of the contractor;
- Ensure that construction supervisor, community consultant who are
selected to assist the environment supervision activities, complete their
responsibilities clearly stated in approved TOR;
- Employ and assist ISM in implementing supervision services to set up and
measure supervision parameters and report requirements of PMU;
Community’s representative
In household connection, community’s representative is encouraged to
participate in the environment supervision program, through those

representatives and under the organization to implement and management of
PMU as well as local administrative offices (ward/commune people’s
committee). Community supervision will directly participate in supervision
before and during construction phase on supervising the implementation of
measures to reduce environmental impacts and public related matters.
Supervison measure basing on the community shall be assisted in professional
by independent management organizaton – IMO. Specific task of community
supervision as follows:
- Join training course to improve environment supervison ability (held by
DONRE or related offices) and will become the trainers in their
community;
- Directly implement environment supervision with specific supervision
methods to be set up in coordination with ISM;
- Collect data on the site to make it the base for measuring impacts/benefits
of the project.
- Prepare periodic supervision report (every week or every month) and
submit the report to PMU and related PC, depending on specific
requirements at specific time.
- Propose admendment to the plan and implementing schedule to reduce the
environment impacts on the local.
- Assist in advertising the project information, capacity building program
and provide feedback to queries to support the measures as neccesary
toward project related environment impacts.
Construction Management Consultant (CMC)
Main task of CMC is to supervise procedures of basic construction,
supervising operation procedures to reduce environment impacts as described in
the Environment Assessment. This task will be clearly defined in TOR for the
CMC and in contract between CMC and PMU. These two documents must be
checked by World Bank before issuing No objection letter”. Under instruction of
the PMU, main task of CMC in reducing impacts and supervising include: (but
not limited) the following issues:
- Assist, coordinate with ISM in designing, collecting and providing
information related to environment norm nessecary for the site and
construction implementing;
- Ensure construction work to comply with the environment management
plan and related norms and standard operation procedures of the contract
documentation on mitigation measures and supervising the environment
impacts;

- Supervise the implementing mitigation measures of the contractor, timely
propose and implement interfere measures to complete the mitigation
measures to meet requirements on safety for environment management;
- Prepare action plan/urgent solution to deal with environment problems,
urgent situation and possible damages ruing construction phase;
- Prepare weekly/monthly/quaterly report as required at specific time;
- Recommend the PMU to stop construction, either a part or a whole of the
construction items if requirements on working safety and environment
sanitation are not met;
- Orgainze meeting between related parties, receive to provide necessary
information about the project, carry out schedule and working plan to
improve community awareness and identify possible problem happened in
the community and to look for solution to solve the problem occured
before construction work;
Independent Safety Monitor (ISM)
The ISM will take care the designing of safety protection supervisionprogram as required by the regulations of WB and Government of Vietnam.After checking and approving activities to carry out the project and ensurepolicy on environment safety to be approved by GOV and WB, which later isapplicable and monitored through the following tasks:
- Ensure the environment managemeny plan to be approved and all
conditions in the loan agreement for the project related to environment
protection to be applied and strictly respected during the project
implementing time;
- Ensure to prepare mitigation measures for environment impacts as
required for all aspects of the project implementing in environment
management system, which includes:
+ Prepare and implement supervision measures and mitigation
measures to reduce environment impacts and responsibilities of
PMU, including cost estimate and personnel planning;
+ Evaluate the effectiveness of the mitigation measures that the
contractor and CMC stated in the mobilization plan to propose and
recommend to PMU improved measures that are essential to
satisfy the safety requirements

+ Cleary report to PMU about situation that may need more studying
and/or comsult the local authority to define potential problems and
mitigation measures for them;
- Set up standard procedures, methodology and form to assist PMU and
CMC to evaluate progress of the contractor in implementing mitigation
measures and reducing environment impacts;
- Assist PMU and supervisor and reduce environment impacts as required
by the PMU to check the detail design and related contents in the
contractual document to ensure the fitness of environment protection
policy and supervision requirements and impact reduction
- Identify and prepare database necessary for the environment management
plan, together with related parties (DONRE), community consultation
specialist and community representative to assist monitoring
implementing index of the project;
- Through instruction by PMU, prepare and maintin coordination with
CMC to ensure related environmental regulations, supervision measures,
and mitigation measures and method to be clearly understood and
included in working plan of the CMC and reporting procedures including
suitable criteria and proposed procedures to stop construction activity
when and where the contractor did not comply the requirements of
environment safety and protection.
- Assist ISM to prepare and apply the urgent action plan, if neccesary for
environment loss or encountered probelem during construction phase;
- With coordination of the PMU and CMC, provide assistance and
neccesary instruction for the contractor to:
+ Mention any problem or query that may meet and relate to
environment impact and provide recommendation and mitigatiom
measures;
+ Gathering neccesary environmental information and evaluate
special and diificult problem properly happen in construction
phase;
+ Provide necessary assistance and support the community
representative in preparing and implementing the environment
management plan;
+ Asist PMU to prepare and maintain management and organization
system, monitoring and reporting together with coordination from
related office and local community

+ Provide assistance and support training course on environment and
building the capacity and coordinate with community consultation
specialist;
+ Assist the PMU to carry out survey on environment and meeting to
coordinate with the local representatives during construction
phase;
+ Provide general instruction on environment required by PMU to
enhance the implementing the project result.
7.4.2. Reporting
Reports of environment supervision program and mitigation measures forenvironment impacts will be prepared by the project employer – BIWASE orenvironment supervison consultant hired by the project employer, at least everythree months, the report should be submitted to WB and Tan Uyen People’sCommittee for approval. Based on the reporting results, WB and tan Uyenpeople’s Committee may require the project employer to more implement theenvironment monitoring plan and comply with mitigation measures forenvironment impacts. If the environment protection measures and mitigationmeasures for environment impacts are not adequate for the actual conditions,replacement measures will be proposed and consulted by the local environmentmanagement office – DONRE in Tan Uyen district and consulted by the public.The below chart show amendment and feedback mechanism.

8. COMMUNITY CONSULTATION
8.1 COMMUNITY CONSULTATION AND PUBLIC INFORMATION
In the process of review of environmental impact, households living around thearea planned for construction of the collection work, treatment plant and pipesystem are consulted about the environmental impact of sub-project. Thepurpose of this consultation is to seek measures to minimize negative impacts onthe environment during construction and operation phase of the project. Themitigation measures have also been mentioned in the EnvironmentalManagement Plan, basic design and bidding document.
People's Committee of Uyen Hung town, the People's Committee of Tan Hiepcommune, People's Committees Khanh Binh commune and People's Committeeof Thoi Hoa commune, Ben Cat district had invitations for communityconsultation to most of households affected and community consultation wereheld in People's Committee of Uyen Hung town, the People's Committee of TanHiep commune, People's Committees Khanh Binh commune and People'sCommittee of Binh Thoi Hoa commune, Ben Cat District on September 16th,2010 and September 17th, 2010 (the minutes of the meetings are shown in theappendix). Participants in the public consultation included:
Leadership of People's Committee of Uyen Hung town, the People'sCommittee of Tan Hiep commune, People's Committees Khanh Binhcommune and People's Committee of Thoi Hoa commune, Ben Cat district

All delegates agree with the presentation of environmental specialists aboutenvironmental impacts, mitigation measures and expect the project is deployedsoon to meet urgent promotion of clean water for local people. The delegatesalso asked the investor to comply with environmental protection measures in the

whole process of the project as presented in the environmental assessment reportprepared by the consultants.
The public consultation meetings were held separately People's Committee ofUyen Hung town, the People's Committee of Tan Hiep commune, People'sCommittees Khanh Binh commune and People's Committee of Binh Thoi Hoacommune, Ben Cat District on September 16th, 2010 and September 17th,2010. Focus the following content:
1. Consensus and support of residents in the local area for sub-projectimplementation. Based on the situation of current water use, people wereaware that the project will have positive effects on health status and theirliving conditions, so they absolutely support sub-project implementation.
2. Other discussion of the people.
Minutes of these meetings are provided in the appendix.
In short, all the delegates support and expect that the project is implemented asschedule to ensure the need of clean water for local people. In the course ofproject implementation, the investor must comply with environmental protectionmeasures as proposed in the environmental assessment report.
