** Formal ‘Control Programmes’ were not issued this season for Broom and Gorse while an upgrade to the administration system was being carried out. However, a letter was sent to all appropriate sites (within the Upper Awatere and Upper Wairau zones) highlighting this and the fact the obligation to carry out control remains as per Strategy Rules.
Wilding Conifers (Pinus contorta) - Wye Reserve Containment Area (E315-004-010) (Report prepared by Rob Simons)
Aerial surveillance of the Wye reserve boundary and adjacent areas were undertaken on 13 April 2015 to plan for this year’s aerial control work to manage Pinus contorta outside the boundary of the reserve. Areas identified as suitable for aerial control by hand held wand are within the operational blocks Mosses and McArthur on the Bounds, the southern end of Wye Hills and The Haycocks.
The amount of seed ‘spill-over’ from the containment area into large areas of the McArthur, Moses, Lower Mosses, Breezer and Boundary Creek blocks has led to high recruitment of young Pinus contorta in those areas. The density of young Pinus contorta in these areas makes them unsuitable for aerial control by hand held wand, and also unsuitable for aerial boom applications. This invariably leaves no other option but on-ground control, making an already challenging issue even more so.

Surveillance Pests
Tall Wheat Grass (Thynopyrum ponticum) (E315-005-012-01) (Report prepared by Rob Simons)
Biosecurity Staff have been carrying out surveillance, herbicide trials and other investigative work, to learn more about a newly naturalised species of grass found at Dillons Point Road.
Tall Wheat Grass (Thinopyrum ponticum) was brought to the attention of Council’s Biosecurity Section on 9 January 2013. The current known distribution of the plant is limited to the Dillons Point Road area and Riverlands. Other areas have been searched but nothing was found. An Envirolink small advice grant has been approved to carry out an impact assessment of Tall Wheat Grass to help in any future management decisions.

Wairau Aquifer – Wairau River Interaction Project Update (E345-007-001) (Report prepared by Peter Davidson)
The initial computer modelling has been completed in Germany. The purpose of this steady state model was to establish the water balance. The next step involves the development of a transient model to accommodate time varying observations of Wairau River flow, spring flow and well level.
The most critical information to be incorporated in the transient model because they have not been available until recently are real time, daily measurements of Wairau River channel losses which represent recharge to the Wairau Aquifer. Apparently this information is novel worldwide for a braided river losing fresh water sideways to an alluvial aquifer at a daily time scale.
Wairau River flow at the three new sites at Rock Ferry, State Highway 6 and Wratts Road are being analysed by Council staff to derive the effective aquifer recharge. This involves firstly rating the flow information then making corrections for north or south bank sources or sinks.
Automatically logged ground water temperature measurements at 14 wells along the riparian margin will be downloaded by Council in August 2015. This will provide a year of observations. These measurements will be modelled by GNS Science/ESR to identify differences in gravel permeability. Essentially the larger the variation in temperature the greater the hydraulic connection between the Wairau River and Wairau Aquifer. Council has carried out some initial analysis based on information downloaded in December 2014 and this approach is showing promise.
Drilling of the Pauls Road test well has been delayed due to the temporary unavailability of the driller, but is expected to be completed before the end of the drier conditions. The sediments and relative differences in water levels at different depths during the drilling process will be logged to see if the Wairau River is perched above ground water in this reach also. The well will enable Council to measure the hydraulic properties of the sediments in the riparian margin between the Wairau River and Wairau Aquifer, which is the engine room of the recharge mechanism.
A so-called “Citizens Science Group” is proposed to provide regular updates on research progress or developments to interested members of the Marlborough public. There is a lot of public interest in this topic from places like Renwick, and the updates will be akin to the “Aquifer Newsletters” that were distributed about a decade ago to brief water users on aquifer status, prior to the advent of web graphs.

Autumn Aquifer Status (E345-007-001) (Report prepared by Peter Davidson)
Despite lower rates of ground water abstraction as irrigated crops are harvested and lower potential evapotranspiration rates, Wairau Aquifer well levels continue to decline. This is consistent with naturally low rates of recharge being the dominant influence on well levels, especially for aquifer areas or wells close to the Wairau River.
Low storage systems such as the Riverland Aquifer have shown short term recovery due to rain offsetting demand or river floods squeezing the aquifer for short periods. Well levels are expected to remain at below average pressures until mid-2015 when abstraction for wine and meat processing concludes.
The levels of some Southern Valleys Aquifer systems fell late in summer when irrigators used their wells for irrigation supply instead of Southern Valleys Irrigation Scheme (SVIS) water, which was intermittently unavailable. Generally speaking these aquifers contain relatively good volumes of ground water storage compared to their state a decade ago and this augurs well for their conjunctive use alongside the SVIS.
Rarangi Shallow Aquifer levels have reached their minima for the 2014/15 summer and have started climbing. It appears that this is in part a function of the damming effect of high sea levels as inland wells are less affected.
It is unlikely that there has been any effective rainfall or land surface recharge since July 2014. This explains the high water use but it also means nutrients will be accumulating in the soil. These nutrients will be mobilised and leached downwards to the ground water table when there is sufficient rainfall in winter or spring 2015 and will show up in Council state of the environment surveys.
Update on the Cawthron Marlborough Environment Awards (E340-008-004-05) (Report prepared by Nicky Eade)
The Cawthron Marlborough Environment Awards are now partly through the final field day stage, with the final field days to be held on 12 May (Supreme and Business Innovation Awards winner the New Zealand Dryland Forests Initiative) and 13 May (Wine Industry Innovation Awards winner Pernod Ricard Winemakers).
The presentation dinner was held at the Marlborough Convention Centre on Friday 13 March. About 200 guests were treated to an entertaining evening, including an eloquent opening by Raymond Smith from Ngati Kuia, audio visual profiles of all 25 entrants, the presentations of seven awards and a thought provoking after dinner speech from Dame Anne Salmond. The winners were:
• Marlborough Farmers Market, winner of the ASB Community Innovation Award - promoting fresh local produce and crop diversity.
• Manuka Island Forest, winner of the Marlborough Forest industry Association Forestry Award - production pine forestry balanced with biodiversity and landscape.
• Kaipupu Point Mainland Island Society, winner of the Morgans Road Nursery Habitat Enhancement Award - Predator-free wildlife sanctuary with a strong educational emphasis.
• Mike and Kristen Gerard, winners of the Federated Farmers Farming Award - sheep and beef farm, commercial forestry and native bush protection.
• Pernod Ricard Winemakers and Heritage Centre, winners of the Wine Marlborough Wine Industry Innovation Award - integrated environmental management in vineyard, winery and visitor centre.
• New Zealand Dryland Forests Initiative, winner of the Cuddons Business Innovation Award and the Marlborough Research Centre/Plant and Food Research Supreme Award - a research and development project focused on naturally durable eucalypt species suited to New Zealand’s dryland regions.

Water Resource Update and Summary – January 2015 (E320-001) (Report prepared by Val Wadsworth)
This report is prepared using data from Council’s Environmental monitoring network, as well as sites operated by NIWA and the Marlborough Research Centre.
Executive summary As at the start of April, following nine consecutive months of below average rainfall in eastern areas, the district was very dry. Since the beginning of April frequent, although generally small rain events, have improved river flows, and soil moisture to a lesser degree. Apart from a few small areas, there are no restrictions on most irrigation supplies. Although the “drought” is not totally over, the situation has improved. However rainfall is still needed by pastoral farmers in the next few weeks to help autumn growth and ensure sufficient feed reserves for winter.
Rainfall March rainfall was below average in coastal areas, but near, or above average inland. Rainfall since the beginning of April has improved soil moisture levels slightly, but most are still quite low.
The following graphs show the monthly rainfall totals for 2014/15 at four representative sites, compared to the long term monthly averages for those sites. The Blenheim graph also shows the actual monthly evapo transpiration (ET). The difference between monthly rain and ET indicates the likely soil moisture gain or loss.

The Harbour Maritime Safety Management System defines Performance Monitoring and Reporting requirements.
A summary of activities undertaken by the Harbour Master Group meets these reporting requirements and provides assurance to the Council, as Harbour Authority, that the MSMS is operative and effective.
Monthly Harbours Incident Summary The Committee will be aware that staff deal with a variety of incidents that occur within the Sounds on a regular basis. Some of the incidents are reported in the media due to their nature, but the majority are reports received by the Harbour Master’s office.
With the introduction of the Port and Harbour Safety Code and the requirement to undertake a risk assessment, staff have reviewed the Harbours Incident database and revised it to the extent that retrieval and manipulation of statistical information is simplified and that standard reporting on a month-by-month basis is made easier. Current cumulative incident totals are as from the start of the current calendar year.
Attached to this item is the summary of the incident reports that have occurred since the Committee’s last regular meeting. It should be noted that incidents are generally up to the day prior to the agenda closure.
Staff will be on hand to outline and explain the data, however, information as it is set out will generally form the basis of the report.
A variety of incidents occur and these are recorded with a view of keeping the Committee informed, identifying potential trends as well as using the data to plan educational initiatives.

The Harbour Master will review/investigate all navigational incidents reported. As incidents occur, they will be listed on this document. Each incident remains ‘live’ until such time as the investigation/review is complete and the file on that particular incident is closed. Some incidents will be investigated/reviewed by the Harbours staff, some jointly with Maritime New Zealand whilst others will be dealt with by the Authority alone.

Online Building Consents
• As of the 1 April the system is now up and running to all Council’s customers. The Council website takes customers to a quick log in page and once logged on the applicant can submit a consent application at any time. The system allows the customer to park the application until they have the entire documentation ready to submit without having to restart the process. Feedback has been positive.

• This year the Building Control Compliance Officer has started the required on site audits for building warrant of fitness and compliance schedule items. 18 site audits have been completed to date with no real issues found.

Summary of assessment of compliance with consents for the New Zealand King Salmon (NZKS) farms for 2014.
Background NZKS is the principal finfish farming company in the Marlborough Sounds and currently has consent to operate finfish farms at 11 sites in the region (Figure 1). Five of these sites were active in 2014. The remaining sites either lie fallow, or are newly consented sites yet to be developed.
Each of these finfish farms requires a coastal permit to occupy and operate in public space.
Many of the NZKS consents require annual environmental monitoring as a condition of consent. NZKS undertake voluntary annual environmental monitoring of the other site. Sampling by the Cawthron Institute occurred in November 2014 and Council received the reports on 3 March 2015.
Each farm has a report on the biochemical and biological state of the seabed, and the nutrient status of the water column. Copper and zinc levels in the seabed sediments are also measured.
The state of the seabed was assigned an enrichment score by Cawthron. Most consents have a maximum permitted level of enrichment. Enrichment is caused by fish waste falling on the seabed.
Enrichment causes changes in the types and number of organisms which inhabit the sediments. Excessive levels can harm seabed life as oxygen is depleted and anaerobic processes take over.
Comments Monitoring results showed that farms are in overall compliance with the environmental quality standards within individual consents, where such standards exist.
For the second successive year, there was a technical non-compliance at Clay Point. This is an exceedance of the permitted enrichment levels at the seabed sampling station approximately 90 metres from the salmon pens. This is not considered biologically significant. However, NZKS have volunteered to implement the recently completed best practice guidelines (‘guidelines’) at this site.
The guidelines were developed by a joint working group, which included representatives from NZKS, Council, the Cawthron Institute, National Institute of Water & Atmospheric Research, the Ministry for Primary Industries and the Sounds Advisory Group. The Board of NZKS and Council both endorsed the guidelines in November 2014. Implementation of the guidelines is voluntary.
A Council working group with New Zealand King Salmon are in discussion on the implementation of the best practice guidelines.
Reef monitoring Consent conditions for Clay Point and Te Pangu require the monitoring of nearby reefs. Permanent photo-points were established at two reefs in the early 2000s. These were re-measured by Cawthron in November 2014. The final report has yet to be received. Preliminary results indicate that there have been no significant changes in biological communities attributable to the farms
Summary Annual monitoring reports for all existing salmon farms have been received by Council. Council’s assessment has been peer-reviewed by an international expert familiar with NZKS farms. All farms appear compliant with consent conditions with the exception of a minor non-compliance has been determined at the

• Over the first three months (13 weeks) of 2015 Council has received 299 applications for resource consent. Of that total, 282 were new applications for resource consent. Council also received 16 applications under section 127 (variations to resource consent conditions) and one section 125 (extension to lapse date). Over the same period in 2013 and 2014 Council received 228 and 266 applications respectively. This represents a 31% increase in resource consent applications received over the same period in 2013 and a 12.4% increase over 2014. To date the average number of applications received weekly was 23. Last year the average was 17.

• Over the first three months (13 weeks) of 2015 Council issued 273 applications. Of that total, 254 were applications for resource consent. Council also issued 19 section 127 decisions (variations to resource consent conditions). This represents a 7.5% increase in resource consent applications issued over the same period in 2014 and a 26.4% increase over 2013.

• Since the final part of the Resource Management Amendment Act 2013 came into effect on 3 March 2015 Council has rejected 31 applications for resource consent for incompleteness. In previous years Council has rejected less than 1% of all applications received. Since the more stringent informational requirements have been in effect Council has rejected 34.4% of all applications received.
• There are currently four hearings scheduled over the next month. There are two land use applications and two coastal applications being heard, with all four being heard by the Hearings Committee.
• Duty planner enquiries are continuing at a high volume. The number of enquires reflect the increased number of applications received and the changes in legislation.
