Ref. MoEF File No 8-7/2002-FC Our company, Ambuja Cements Limited, operates two integrated plants viz. Unit-Suli and Unit-Rauri in Himachal Pradesh with combined capacity of 4.44 mtpa. Suli unit is operational since 1993 and Rauri unit since March, 2010. Limestone explored from our nearby captive mines is used as raw material in the plants for cement manufacturing. The clinker produced at these two plants, large quantities are transported to the grinding units at Ropar, Bhatinda, Roorkee, Nalagarh and a little to Dadri for manufacturing cement. The total cement manufacturing of these five grinding units is approximately 7 million tonnes. The investment is Rs.3500 crores or above. We were granted Forest Clearance in 1992, subsequently renewed in 2002 and is due for regular renewal which is being held up for quite some time inspite of our having complied with all the requisite requirements. Phase I of 150 MW and Phase II of 150 MW. The projects are implemented at a total cost of Rs.1523.64 cr. Phase I will achieve COD by 1st October 2014 and Phase II will achieve COD in about 24 months from the date of initial disbursement

Shri Sidhbali Ispat Ltd. an integrated Steel Plant with Captive Power Plant having proposed capacity of 1 Million tone steel (0.3 million tone first phase with 20 MW CPP (12.8 MW CFBC + 7.2 MW WHR) already installed during 2010 and construction of second phase of 0.7 million tone steel and 35 MW Captive Power Plant is on. SLC (Long Term) for linkage approved our case for issuing LOA for 12 MW in its meeting held on 18/01/2007. LOA was issued by WCL and stipulated milestones were achieved within the LOA period. On commissioning of plant (CPP) the capacity was slightly higher, which was accepted by Ministry of Coal in its order dated 5th Aug 2010. Inspite of approval by MOC the officials of WCL was not signing the FSA. The matter was placed in the review committee (SLC-L

The Coal To Liquids Project is being set up by Jindal Synfuels Limited which involves Gasfication of Coal To Raw SynGas, Purifictaion of Raw Syngas, Conversion of Purified Raw Syngas to Synthetic Crude and finally upgrading the synthetic Crude in Refining Units to get Petroleum Products. The Products will be primarily Diesel and Naphtha. The Project will produce 80,000 barrels per day of Liquids Fuels equivalent to 4 MMTPA of Diesel and Naphtha.

Expansion of existing steel capacity at Raigarh, Chhattisgarh by addition of 7 MTPA Integrated Steel plant with 1320 MW CPP.

Jharkhand Integrated Power limited, a Special Purpose Vehicle (SPV) and a wholly owned subsidiary of Reliance Power is implementing 4000 MW Tilaiya Ultra Mega Power Project (TUMPP) based on Super Critical Technology at Tilaiya Village, Hazaribagh District, Jharkhand. Tilaiya UMPP is fourth in the series of nine UMPPs of 4000 MW capacity each at coal mine pit-head and coastal locations across the country. These projects are being developed under the UMPP policy of Govt. of India. The project was awarded through the International Competitive Bidding (ICB) Process based on lowest levelised tariff for 25 Years. The entire Capacity from the Project has been contracted to 18 distribution companies across 10 States for a term of 25 years. Ministry of Coal, Govt of India, has allocated Kerendari BC coal mines for TUMPP. The project is in development phase land and acquisition is in progress.

Integrated Steel plant in Gujarat comprising of Iron &steel mills, associated downstream facilities, including a cold rolling mill, a galvanising facility, an extra-wide plate mill and a pipe mill. Employment – Direct & Indirect – 30,000.

6 Million Tons per annum integrated steel Plant with 1320 MW CPP 1 Million ton per year capacity Bar Mill and 0.6 Million ton per year capacity wire rod mill are already under production.

The Rajasthan project (RJ-ON-90/1 block) is a National Asset. The project is a joint venture between Cairn India and ONGC. The Rajasthan block produces about 175,000 barrels of oil per day, thereby contributing about 23 percent to the domestic crude production. Every year this single asset enables reduction in nations crude oil import bill to the extent of about INR 32,000 crore and contributes about INR 13,000 crore to the government. To date, more than 40 discoveries have been made in the Rajasthan block. This world-class asset has the potential to support 300,000 barrels of production per day, which would comprise nearly 35 per cent of the current domestic crude oil production. Consequently, it will add about INR 30,000 crore to government revenues and reduce our nations oil import bill by about about INR 57,000 crore every year. Over 80 percent of the value generated from the asset accrues to the Government Stakeholders namely, Government of India, Government of Rajasthan and ONGC.

• 3,960 MW Sasan UMPP is the largest integrated power plant with captive coal mines. It is also the country’s first domestic coal based Ultra Mega Power Project (UMPP) and will benefit around 35 crore people in seven states procuring power from the Project. • The project is based on supercritical technology which is more efficient and environment friendly. • The project will supply power at lowest levelized tariff of Rs 1.196/kwh for PPA tenure of 25 years, thereby contributing significantly to economic development in the country • Construction of the project is in very advance stage. Samalkot Power Limited (SPL) is implementing a 2,400 MW, combined cycle gas-based thermal power plant at Industrial Development Area of Peddapuram, Samalkot Mandal, East Godavari District, Andhra Pradesh, India. Reliance Infrastructure is the EPC Contractor for the Project. It has tied up with reputed Original Equipment Manufacturers (“OEM”) such as General Electric, USA (for Gas Turbines, Steam Turbines & Generators), CMI-EPTI, USA (for Heat Recovery Steam Generator), Hamon, Belgium (for Cooling Towers), Hyundai Heavy Industries (for transformers) and Xian Electric (for Gas Insulated Switchyard). The Samalkot Project requires about 9.6 million standard cubic meters per day (mmscmd) of Natural gas. The Project was conceived based on supply of gas from the KGD6 block in Krishna Godavari basin. SPL entered into Bulk Power Transmission Agreement (BPTA) with Power Grid Corporation of India Ltd. (PGCIL). As per the BPTA, the EPC contractor (Reliance Infrastructure) would construct

Essar Power Jharkhand Limited (EPJL) is implementing an 1800 MW coal based power project in Latehar, Jharkhand. Phase I (1200 MW) of the project is expected to be commissioned in 2014-15 based on coal sourced from the Chakla mine whereas Phase II of 600 MW is based on Ashok Karkata coal mine. The company has signed PPAs to the tune of 750 MW net for phase I with BSEB, 12% of power generated under variable cost regulated tariff with Govt of Jharkhand and 240 MW with Noida Power Company Ltd from Phase II. The company is also obligated to supply RoFR power worth 13% of installed capacity from Phase I and II to Govt of Jharkhand under regulated tariff.

2.51 MTPA Steel Plant. The project is now ready to commence production from June 2013. Out of capex debt of Rs.824 crores, Rs.602 crores are sanctioned and remained Rs.222 crores loan application are pending with Union Bank- Rs. 150 crore, LIC - Rs. 50 crores and P&S Bank- Rs.35 crores. Due to delay in tying up the shortfall of Rs.222 crores, sanctioned debt of Rs.602 crores is not being released by the consortium of banks.

Gujarat State Petroleum Corporation Ltd (GSPC) is the operator of the Deendayal Field (Block KG-OSN/2001/03) situated offshore from the Yanam – Kakinada coast of Andhra Pradesh, India. Field Development Plan (FDP) for DD-West (DDW) field in KG-OSN-2001/3 block was approved by the Management Committee in November 2009. Consequently upon approval of the FDP, GSPC as an Operator has started implementation of the DD-West Field Development Plan. The Deendayal Field Development Project is consisting of Well Head Platform (WHP) including drilling of Development Wells, Process cum Living Quarter Platform (PLQP), laying of offshore subsea pipeline from WHP to Land Fall Point (LFP), laying of onshore pipeline from LFP to Onshore Gas Terminal (OGT) and Onshore Gas Terminal.

The total area of SEZ is 18000 ha. out of which at present 6641.2784 ha. area is notified and 1840 ha. area is under notification. Environmental Impact Assessment including Environment Management Plan & Risk Assessment is carried out for total area of 18000 ha. The Multi product SEZ at Mundra comprising of Road Network, Rail Network, IT-Telecommunication network, Electrical Network, Water supply, conservation & drainage Network, River Training, Desalination Plant with proposed intake & outfall locations, Common Effluent Treatment Plant & Sewage Treatment Plant, Natural Gas line network, Social Infrastructure, Existing Airstrip & Waste Management & Disposal site. Jindal Stainless Limited set up a fully integrated stainless steel plant at Jajpur, Odisha & it is the only integrated stainless steel plant in the country. This plant is capable of producing unique and wide range of products both in terms of grades and dimensions. As a part of forward integration, production facilities for 2,50,000 tpa Ferro Alloys, 4,30,000 tpa Coke Oven, 250MW Captive Power Plant , 1mtpa stainless steel Melt Shop, 1.6mtpa Hot Rolling Mill and 0.95 mtpa Cold Rolling Mill have been set-up and are in operation progressively since September 2005. Production of ferro-chrome, ferro-manganese and silico-manganese is carried out in submerged Arc-Furnaces. And Ultra-high powered Electric arc-furnace is used for melting stainless steel. Refining is carried out in Argon-Oxygen De-carburization Converter and slabs are cast in a vertical- bending continuous casting unit.

4x360 MW domestic coal based power plant being established at Chhattisgarh in two phases, Phase 1 of 360 MW and Phase 2 of 3x360 MW. Financial closure of Phase-I was achieved on 24.06.2009 and Phase 2 on 01.09.2010. The scheduled CODs for the project is Jul 2014. The Lead FI is Power Finance Corporation and consortium members are REC, HUDCO, PTC Financial Services, PNB, Bank of Baroda, Indian Bank, Corporation Bank and Vijaya Bank.

Universal Crescent Power Private Limited is setting up a 1980 MW imported coal fired Power Plant named as Sagar Super Thermal Power Plant at Nayachar Island in Purba Medinipur district, West Bengal along with a captive coal Jetty for unloading and transfer of coal to the Power Project site, in accordance with the Agreement signed with Govt. of West Bengal on 3rd November 2011. The Sagar STPP is being developed in two stages with Stage I comprising of two units, each of 660 MW capacities, deploying state of the art supercritical technology with a provision of expansion of 1 x 660 MW units in Stage II. 2x600 MW Singhitarai Thermal Power Project is being developed by Athena Chhattisgarh Power Limited, an SPV formed for developing and implementing a coal based Thermal Power Project in Janjgir-Champa District in the State of Chhattisgarh. Shell through its wholly owned subsidiary Andhra LNG Pvt Ltd is developing an LNG regasification terminal to supply Andhra Pradesh with regasified LNG. About Anrak Aluminiums Alumina Refinery project at APIIC Industrial Park, Makavaripalem Mandal, Visakhapatnam District, Andhra Pradesh 1. As part of rapid industrialization in Andhra Pradesh, the State Government had entered into a Memorandum of Understanding with the Govt of Ras Al Khaimah GoRAK on 14.02.2007 for establishment of Alumina Refinery and Smelter with a feed stock from Jeralla Block of bauxite mines located in Visakhapatnam Dist of Andhra Pradesh. As per the terms of MOU, GORAK along with its associates undertook to incorporate an Indian Registered Limited Company to take forward for the implementation of Alumina Refinery and Smelter project. Penna Cement group along GORAK had a 50-50 joint venture cement manufacturing company in the name of Pioneer Cement Industries LLC from 2004 at UAE. Gupta Energy Pvt is implementing Thermal Power project 660 MW in Two Phases. The First phase 120(2x60)MW is in operation since may 2012. However the coal linkage for Ist phase yet not been allotted even as we had applied in May 2006. Therfore the plant has resorted shut down for want of linkage fuel. The second Pahse 540MW (2x270) is under implementation for which all clearances are obtained however, MoEF has imposed Temporary moratorium in District Chandrapur of Maharashtra State, therefore MoEF has not yet granted Environment Celarance.

THDC. The Project is a run off the river scheme with a gated Diversion Dam of 65 m height, a water conductor system and an underground Power House located 20 km downstream of head works.All clearances are in place, project to be awarded by THDC.

The field development plan entails drilling of around 365 wells by mid-2014 along with the installation of surface facilities (gas handling, water treatment) and associated pipelines to process and transport more than 3 MMSCMD of gas. Over the life of the field, EOL envisages the drilling of 600 – 650 wells to support the plateau production.

Kochi-Kootanad-Bangalore-Mangalore gas pipeline is being implemented to evacuate gas from the Kochi LNG Terminal The pipeline will also connect the southern states of Kerala, Karnataka and Tamilnadu with the national gas grid at Bangalore, thus the three states will have access to the green fuel and will have access to city gas and CNG. The power situation in these states will also improve with the implementation of gas-based power projects. The project is implemented in 2 phases and covers 7 districts each in the state of Kerala and Tamilnadu and 3 districts in Karnataka. The capacity of line is 25 MMSCMD and the operating pressure is 92Kg/cm2 max.

Steel Authority of India Limited (SAIL), a Maharatna company, is currently implementing Modernisation & Expansion plan to enhance its annual Hot Metal production capacity from the present 13.8 Million Tonnes (MT) to 23.46 MT. Accordingly, the annual requirement of iron ore will also increase to about 39 MT from the present level of 24 MT. SAIL at present is operating nine iron ore mines in the State of Jharkhand, Odisha and Chhattisgarh to meet the requirement of iron ore. To meet the increased requirement of iron ore, SAIL is increasing the capacity of existing mines in Jharkhand and Odisha to their full potential. Gua iron ore mine consisting of four leases, namely Duargaiburu, Jhillingburu I, Jhillingburu II and Topailore, located in the State of Jharkhand, is linked to the eastern sector steel plants of SAIL at Burnpur, Rourkela, Bokaro and Durgapur for supply of iron ore. The project involves an investment of approximately Rs 3000 Crore for augmenting the iron ore production capacity of Gua iron ore mine, installation of a beneficiation plant of 12.5 Million Tonnes Per Annum (MTPA) and a Pellet Plant of 4 MTPA. Surana Power Limited, a subsidiary of Surana Industries Limited, is establishing a coal based thermal power plant of 2 x 210 MW Capacity at Raichur, Karnataka. The project is under construction phase and an overall progress of 55% is achieved so far. However, due to certain constraints in fund flow, the project construction activities have been significantly retarded for the past about Nine (9) months. The project is funded by Consortium of Banks led by IDBI Bank Limited with an original capital cost of Rs. 2400 Crores with an original COD of End April 2013. However, on account of unfavorable market conditions, especially in the Power Sector, combined with delay in implementation on account of irregular fund flow, the COD has been extended upto End December 2014/ First Quarter 2015. Due to the extension of COD, the total capital outlay of the project increased to Rs.2900 Crore (Revised project cost as appraised by Institutions recently). The commercial operation date of the project is planned by End December 2014/First Quarter 2015. The suppliers/ contractors and vendors executing the project are of repute and renowned in the country. International Paper, USA a FDI company entered the Indian market by acquiring The Andhra Pradesh Paper Mills Limited, in short APPM, in the year 2011. The acquisition process was done through the due process of obtaining RBI approval being under the Automatic Approval process under the FDI guidelines. APPM is a public listed company. After acquisition, the Board of APPM resolved to change the name of the two units in terms of their geographical locations, which is Andhra Pradesh Paper Mills Limited Rajahmundry and The Andhra Pradesh Paper Mills Kadiyam. Both these Units had a running 5 year Coal Supply Agreement with Mahanadi Coalfields Limited since 2008. As the coal supply agreement was valid till June,2013 and July, 2013 respectively for the two units, an application was made to the Ministry of Coal in May, 2012 to effect those name change. Inability of the Coal Ministry to approve the name change has led to the situation where both the Units may have to be closed down due to non-supplies of coal to its captive power plants. The agreements lapsed already and renewal could not happen as the Ministry of Coal has been unable to issue a letter to Mahanadi Coalfields Limited so far. The Units jointly employs 2500 direct employees and an equal number of indirect labour, all of whom would be rendered jobless. International Paper has further plans to invest US$ 800 Million in greenfield projects which has been put on hold on account of the lack of certainty of government approvals.

Sterlite Industries plans to expand its copper smelting and refining capacity by 4 lakhs tonnes per annum with allied infrastructure. The facility will also have 2.5 lakh tonne per annum of Phosphoric Acid plant. The project will be set up in Tuticorin, Tamil Nadu. Sterlite is currently operating a 400,000 tonnes per annum Copper Smelter at Tuticorin and with this expansion, the total capacity would be 8 lakh tonnes per annum making it one of the largest single location copper smelter in the world. The Heo Hydro Electric Project is a 240 MW ROR Project, and the middle Project of a cascade of 3 HEPs totalling 571 MW developed on the Yarjep River, in the West Siang district of Arunachal Pradesh. The Heo HEP and the two other HEPs (namely Pauk HEP and Tato-1 HEP) are developed as 100% Foreign Direct Investment projects by Velcan Energy Group, a French group listed on Nyse Euronext Paris.

Hindustan Zinc Limited is one of the world’s largest integrated producers of zinc and lead, based in Rajasthan, India. The company has a very strong track record of exploration, growth and sustained performance and is one of the major contributors to the exchequer in terms of royalty and taxes. HZL have plan to set up a DAP fertilizer complex of 0.5 million tons per annum at a capital investment of almost Rs 2,000 Crores. HZL’s captive generation of Sulphuric acid from its smelters is sufficient enough to support the DAP fertilizer complex. HZL also has a small low grade rock phosphate mine with a mining capacity of around two lakh tons per annum. But in order to invest in large DAP fertilizer complex, the company needs to secure sustained supply of better grade rock phosphate. Company has applied for 4 reconnaissance permit in Jaisalmer & Maton to undertake the exploration and mining activity to support this project.

L&T in jv with TIDCO has developed Kattupalli Minor Port near Chennai in Tiruvallur district in Tamil Nadu with an investment of Rs. 2000 Crores. The Port has a Container Terminal of 1.2 million TEU annual capacity which has become operational since Jan 2013. The Port has not been able to attract shipping lines for scheduling vessel calls at Kattupalli Port because of the Customs related issues and the traffic through the port is insignificant. The development of a greenfield container port in Maharashtra. Chaucer Capital from London have been trying to close this project for over 5 years. This project will bring in significant FDI and will be a catalyst for the industrialisation of the region. Chaucer Capital are expecting to create 3,000 jobs during the construction and around 1,000 jobs during the operation phase of the port. Chaucer Capital are requesting the support of the Government of India to have the LOI granted so that the development can proceed.

Bangalore-Satyamangla new line project was sanctioned in 1996-97 but for want of forestry clearance could not take off. Hubli-Ankola new line project connects heartland of Karnataka to Konkan railway on West Coast and provide port connectiviy from Western Ports to mineral rich areas. Secondly are is having very scant rail network density and is required for development of area.

The project envisages debottlenecking of the existing Salaya Mathura Pipeline system, which would eventually lead to capacity enhancement from 21 to 25 MMTPA. This would facilitate meeting the projected enhanced crude oil requirement of Mathura, Panipat and Koyali refineries of IOCL. Project consists of laying of additional 115 kms of 28 inch diameter loop line along Salaya-Viramgam section. Another 606 km loop line of 28 inch diameter is to be laid �along Viramgam-Chaksu section and 46 kms of 24 inch diameter loop line in Chaksu- Mathura Section. Other major facilities include provision of new pumping units at Viramgam, Aburoad and Rajola and appropriate replacement of equipment at other locations. Project completion duration is 30 months after receipt of statutory clearances. (Other clearances received except Forest clearance in Rajasthan and Wildlife clearance in Gujarat). Rail Connectivity - The Port enjoys Road connectivity to NH-17 Mumbai-Goa via five state highways. Dighi Port is not connected by Rail at present and has proposed rail linkage from Indapur Station on Konkan Railways to Dighi Port. Due to recent economic and infrastructure developments in the western part of India, especially Gujarat and Maharashtra, there has been remarkable growth, which has consequently let to an increase in freight traffic and has established the need for additional freight corridors and with the construction of Dighi Port, Maharashtra’s first Greenfield Port, being developed as a multipurpose all-weather port this demand has only further accentuated. Existing lines in the project region include the Roha – Thokar line that falls under Konkan Railways. The project stretch will start from the North Bank of Dighi Port, in Agardanda, and will connect with Konkan railways at Indapur and Mangaon, through a ‘Y-section’. Road Connectivity - Dighi is located in Raigad district in the state of Maharashtra on the west coast of India on Dighi Bay of Raipuri Creek. The creek forms the harbor basin and the port facilities are being developed at Dighi i.e southern bank and Agardanda i.e northan bank. Nearest railway station is Mangaon on Konkan railway line which is around 55 km from the port. A detailed study has been conducted to identify the most appropriate way for development of road connectivity to Northern and Southern Banks of Dighi Port from NH- 17. The analysis of traffic data and forecasting has been done considering port and SEZ / DMIC cluster developments. Viscose Fiber is more absorbent than Cotton. The demand for Viscose is projected at 1 million TPA by 2020, where as production is only 3, 30,000 TPA. Renowned Modi group has signed collaboration, technical, financial and management agreements with Lenzing AG Austria in September 2008. Lenzing is world largest producer of viscose fibers, having plants in Austria, UK,USA, Indonesia and China. The LMI project is on the anvil since 2008. LMI acquired MIDC 90 acres land at Adl. Patalganga, Taluka Panvel, District Raigad, Declared as Industrial and Chemical Zone to manufacture 80,000 TPA viscose fiber plant. Government of Maharashtra has declared the Project as Mega. NEEPCO has taken up this Project to harness the Hydropower potential of the river Dikrong which is a tributary of river Brahmaputra and also utilize the tail race discharge of the Ranganadi H.E. Project stage-I. The project is planed as run of the river scheme. The project envisages construction of a 78m High concrete gravity Dam and 2.81Km long Head Race Tunnel having 7.50m diameter on the right bank of the river Dikrong. The installed capacity of the Project is 110 MW and the catchment area of the Project is 824 Sq. Km with maximum available head will be about 67.36m. CEA has accorded TEC to the project on 24.09.2007, as per which the project will generate annual 506.42 MU of power. The CCEA clearnace of the project was accorded on 4th Dec’2008 at an approved estimated cost of Rs.573.99 crs.IDC and finance Charges of Rs.68.06Crores at June,2007 Price Level.The project is scheduled to be commissioned in 44 months,i.e. by August 2012.

New Green field Oil Terminal is constructed at Ennore which is located on the outskirts of the Chennai City, relocating the existing Chennai terminal. At Ennore Port, jetty for handling liquid cargo and allied pipeline has been developed by Ennore Tank Terminal Pvt Ltd. The project is provided with tankage facility of 1,40,000 KL for storage and dispatch of pertroleum products. The terminal is designed to conform to the safety norms advocated by PESO and OISD. Pipeline and Terminal facilities completed on December 2012. Railway siding facilities completed on March 2013. The Terminal has been commissioned on 20 July 2013.

Deoband Roorkee new line project was sanctioned in 2007-08 on 50 50 cost sharing with govt. of Uttarakhand. Detailed estimate was sanctioned in Nov 2008 at Rs 160 crore. Subsequently, revised estimate costing Rs 336 crore was sanctioned primarily due to abnormal increase in land rates. Land rates have now been again revised and on request of railway to absorb increase in land rates, state govt has requested to cap share of state govt to Rs 160 crore.

The existing 30 inch crude oil pipe line from Chennai Port to Manali Refinery was laid during the inception of Refinery in 1969. Presently the Refinery capacity has been increased from 2.5 to 10.5 MMTPA. The transfer rate of crude oil is limited due to smaller size of pipe line, deteriorating internal surface and restricted operating pressure. This causes prolonged detention of crude tankers leading to high demurrages. Habitations have come nearer to the pipeline over a period of time and hence the pipeline passes through congested and thickly populated areas. Hence a new 42 inch crude oil pipe line is proposed to be laid under the service road of Ennore Manali Road Improvement Project. The replacement of the old pipeline with a new pipeline in a new, less habitated route is not only an operational necessity for CPCL but also has the most important advantage of enhancing the safety of Crude Oil transportation from chennai Port to Manali Refinery.
