ENTSO-E update
Convener of ENTSO-E PT CGM WP2
CIM User Group meeting
2 June 2016, Amsterdam
Outline CIM for Network Model exchange
CIM for Market
IEC 61850 – interoperability efforts
CIM for Network Model exchange
CGMES v2.4 is in implementation since 2013
CGMES conformity assessment framework is in operation
ENTSO-E exchanges (long term and operational planning)
require high level of interoperability among tools
CIM for Network Model exchange Long term planning
• All TSOs got equipped with tools to deal with CGMES exchanges
• Still not all vendors performed tests defined in the conformity
assessment processes
• Tests with real data are being performed
• A workshop to assess interoperability and CGMES implementation
was organized on 3-4 March 2016
• 6 regional workshops (2-3 days each) are being organized in May-June
2016
=> Very intensive implementation is ongoing
CIM for Network Model exchange
Operational planning
• The implementation was launched in 2014
• The agreed deadline for implementation of CGMES for operation
planning is end of 2016
• All TSOs have plan how to meet the deadline
• Intensive tests are ongoing including test of merging process
• Frequent knowledge sharing sessions organized and various
trainings are planned
• Exchanges will start in 2017 to meet the deadlines defined in the
EU regulations

Conformity assessment
• Almost all vendors applied. The registry is available here:
https://www.entsoe.eu/major-projects/common-information-
model-cim/cim-for-grid-models-exchange/conformity-
registry/Pages/default.aspx
• IMPORTANT: CGMES conformity is an assessment of tools against
CGMES and not against business processes
• ENTSO-E maintains the test configurations used for the conformity
assessment
• New conformity assessment schema is about to be released. It will
include necessary elements form the business processes.
Quality means fitness for use Joseph Moses Juran, evangelist for quality (1904 – 2008)

Step1 - Can the individual instance files be used by tools?
1. Is the file name correct?
2. Is the XML-envelope well-formed?
3. Is it proper CGMES (correct headers and correct classes and
attributes)?
4. Are all mandatory attributes available?
Step 2 - Can the data be assembled to IGMs?
5. Are the IGMs complete (i.e. can all references be found) and are the
IGMs consistent (across profiles)?
6. Are the IGMs robust enough to be solved by a power flow tool?
Step 3 – Are the model assumptions fit for the business process?
7. Provide two neighbouring IGMs consistent information?
8. Are the calculation results plausible for the CGM?

Preparing for the future
• ENTSO-E is preparing for the next version of the CGMES
• Interoperability test will be conducted from 11 July to 15 July 2016
in Brussels
• 19 vendors registered; more than 50 attendees
• Next steps
– ENTSO-E approves CGMES 2.5
– IEC standardization process will be launched
– Implementation to be planned
CIM for Market
ENTSO-E continues to cooperate closely with the IEC TC57 WG16 on
Deregulated energy market communications.
ENTSO-E supports the continued development of IEC CIM 62325 series
for European style market.
2015 - CIM User Guide published by ENTSO-E. This document
describes the way to develop UML (Unified Modelling Language)
models based on IEC 62325-450 methodology in the context of the
European style market profile.

Observations:
• Multi-vendor systems very scarce 10 years after 1st standard publication
• Implementation complexity
Recommendations:
• Improve interoperability, over life cycle of the systems of Assets
• Mask complexity by ergonomic tools
Stakeholders:
• standardization bodies : IEC, … ; Suppliers ; Conformance testing
companies: UCA Iug, … ; Users (associations): ENTSO-E, …
