1. Vinamarine’s major functions and duties on Maritime safety and security (by the Government’s Decision No. 2818/QD-BGTVT dated 02 October 2017)

To propose Minister of Ministry of Transport for signing maritime legislations related to maritime safety and security;To control over maritime safety, maritime security and maritime

labor activities at port facilities and maritime activities within Vietnam’s territories water;To carry out maritime incident investigations and settle maritime

safety violations regarding shipping activities;To carry out search and rescue operations at sea and prevent

national disasters;

1. Vinamarine’s major functions and duties on Maritime safety and security (by the Government’s Decision No. 2818/QD-BGTVT dated 02 October 2017)

To control over coastal radio station system, aids to navigation, VTS and AIS system and provide maritime safety and security informationTo approve Port facilities security assessment and Port facilities

security plan as well as to issue the Statement of compliance of a Port facilities;To receive and transmit maritime security information;To announce and transmit maritime notice;To carry out maritime labor incident investigations.

2. Local Maritime Administration’s major functions and duties (by the Government’s Circular No. 31/2016/TT-BGTVT dated 31 October 2016)

There are 25 local Maritime Administration all over Vietnam. Their main functions and duties are as follow:To draft out maritime development strategies, sea ports and shipping

development plan as well as to monitor their implementation; To implement maritime legislations in their territorial waters and

conduct propaganda of maritime legislations to related organizations and privates; To cooperate with local authorities in Port facilities security

assessment’s approval and control over its implementation;To approve the maritime safety plan and monitor their

implementation;

2. Local Maritime Administration’s major functions and duties (by the Government’s Circular No. 31/2016/TT-BGTVT dated 31 October 2016)

To manage maritime infrastructure projects in their territorial water;To issue permission to foreign ships to territorial waters of Viet Nam

and ensure the ship’s safety conditions for sailing;To conduct the ship safety inspection and port state control activities;To announce maritime notices and deal with the treatment of

property sunk in territorial waters of Viet Nam as legislated;To conduct search and rescue operations at sea;To inspect and settle violations on maritime activities.To monitor the maritime safety and security and environment

A Vessel Traffic Service Saigon- VungTau (VTS) is operated in Jan 2012. It is governed by Maritime Administration of Ho Chi Minh City. Its system network control vessel in Ho Chi Minh and VungTau (two biggest ports of Vietnam).

A Vessel Traffic Service Hai Phong is operated in September 2015. It is governed by Maritime Administration of Hai Phong.

A Vessel Traffic Service Da Nang is operated in September 2016. It is governed by Maritime Administration of Da Nang.
