This letter with attachments serves as the first progress report prepared by GZA Geoenvironmental Inc (GZA) associated with activities completed to date on the Central Landfill Operable Unit 2 Remedial InvestigationFeasibility Study (RIFS) This progress report has been prepared in accordance with the requirements of Section 37 of the Administrative Order by ConsentUS EPA Docket No 1-87-1016 We prepared this letter on behalf of the RISWMC in accordance with the terms and conditions of our July 9 1992 Environmental Engineering Consulting Services Contract

On January 17 1995 the April 1987 Administrative Order by Consent was amended to include a schedule of activities for the Operable Unit 2 Remedial Investigation (RI) and Feasibility Studies (FS) The schedule provides a time frame for RI activities through preparation of a Technical Memorandum documenting the results of the nine identified OU2Phase I tasks and preparation of a Phase II Work Plan for any additional studies necessary to complete the OU2 Final RI Report The schedule includes FS tasks through preparation of a Work Plan
Operable Unit 2Task 4 Well Installations
Drilling of the six shallow bedrock boreholes as described in the September 30 1994 Field Sampling Plan for OU2Task 4 commenced on January 19 and was completed on February 2 1995 Drilling activities were hampered by very wet weather which made access to some drilling locations difficult Due to these access problems some borehole locations were selectively offset by as much as 40 feet (MW95-51) In our opinion because of the size of the site and the directions in which wells were moved the offsets will have no effect on the useability of the data generated for the boreholes and wells
Packer permeability testing and discrete zone groundwater sampling commenced on February 1 1995 at location MW95-49 We anticipate that testing of the shallow boreholes will be completed on February 10 1995 This program was also impacted by the recent cold weather which caused some equipment to freeze Space heaters are now being used to warm all water bearing equipment associated with the testing Tests which were potentially affected by frozen flow meters or lines were redone after warming the equipment
GZA received the results of the laboratory gas chromatograph screening of volatile organics form boreholes MW95-47 and -48 on February 7 1995 These results were evaluated in conjunction with the drilling logs permeability data and field specific conductance screening results Based on the information reviewed GZA submitted our recommendation for the placement of the deep bedrock borehole (MW95-ML9) in close proximity to MW95-47 as opposed to MW95-48 The recommendation was made in a memorandum dated February 8 1995 attached After review Jim Brown of the EPA provided verbal agreement with the recommended location also on February 8 1995

Drilling of Well MW95-ML9 commenced on February 10 1995 Note that the draft VOC screening results of MW95-47 Zone 1 (44 to 53) indicated the presence of toluene and chlorobenzene at concentrations of 67 and 64 parts per billion respectively After final review the toluene results were found to be none detected (ND) The February 8 1995 memorandum has been edited to reflect this change and is attached
Boreholes MW95-47 and MW95-48 encountered 31 feet and 34 feet of overburden respectively The observed overburden thickness is approximately double what was anticipated Initial indications are that some of these soils are relatively high oz transmissivity glacial outwash deposits To further evaluate the aquifer properties and groundwater quality within this area RISWMC installed three overburden wells Drilling of these overburden wells commenced on February 7 and was completed on February 9 1995 Two wells were located in close proximity to boreholes MW95-47 and -48 and were designated MW95-47S and -48S The third overburden well designated MW95-53 is located approximately equidistant from MW95-47 and -48 and about 100 feet to the southwest toward Pond No 2

bull A schedule for submittal and implementation of Sampling and AnalysisField Sampling Plans for Tasks 3 4 5 7 and 9 in accordance with the amended schedule will be provided to EPA by RISWMC the week of February 27 1995
bull In accordance with the amended project schedule RISWMC will be submitting a Feasibility Study Work Plan with schedule the week of February 27 1995

SUBJECT Deep Bedrock Borehole MW95-ML9 at Central Landfill
The purpose of this memorandum is to provide GZAs recommendations for the location of the proposed 300 foot deep bedrock well (MW95-ML9) at the Central Landfill Superfund site Based on the available information we recommend placing the deep bedrock borehole beside borehole MW95-47 and not MW95-48 This recommendation is based upon the highly weathered and fractured nature of the bedrock observed at this location elevated ground water specific conductance relative to background and MW95-48 elevated groundwater VOC concentrations relative to MW95-48 and greatly elevated bedrock hydraulic conductivities relative to MW95-48 For your review we have attached 1) draft boring logs of the two shallow boreholes on which our recommendation is based 2) a table summarizing field screening laboratory screening and hydraulic conductivity testing results 3) laboratory gas chromatograph summary sheets and 4) a plan showing our approximate recommended location
We estimate that the drilling contractor will be available to begin drilling the deep borehole by Friday February 10 1995 and anticipate that drilling will take three to four days RISWMC will incur a demobilization charge if we are not in a position to begin drilling on this date Therefore your prompt attention to this matter would be greatly appreciated Please call me at (401) 421-4140 ext 320 with any questions or comments

On January 17 1995 the April 1987 Administrative Order by Consent was amended to include a schedule of activities for the Operable Unit 2 Remedial Investigation (RI) and Feasibility Studies (FS) The schedule provides a time frame for RI activities through preparation of a Technical Memorandum documenting the results of the nine identified OU2Phase I tasks and preparation of a Phase II Work Plan for any additional studies necessary to complete the OU2 Final RI Report The schedule includes FS tasks through preparation of a Work Plan
Operable Unit 2Task 4 Well Installations
Drilling of the six shallow bedrock boreholes as described in the September 30 1994 Field Sampling Plan for OU2Task 4 commenced on January 19 and was completed on February 2 1995 Drilling activities were hampered by very wet weather which made access to some drilling locations difficult Due to these access problems some borehole locations were selectively offset by as much as 40 feet (MW95-51) In our opinion because of the size of the site and the directions in which wells were moved the offsets will have no effect on the useability of the data generated for the boreholes and wells
Packer permeability testing and discrete zone groundwater sampling commenced on February 1 1995 at location MW95-49 We anticipate that testing of the shallow boreholes will be completed on February 10 1995 This program was also impacted by the recent cold weather which caused some equipment to freeze Space heaters are now being used to warm all water bearing equipment associated with the testing Tests which were potentially affected by frozen flow meters or lines were redone after warming the equipment
GZA received the results of the laboratory gas chromatograph screening of volatile organics form boreholes MW95-47 and -48 on February 7 1995 These results were evaluated in conjunction with the drilling logs permeability data and field specific conductance screening results Based on the information reviewed GZA submitted our recommendation for the placement of the deep bedrock borehole (MW95-ML9) in close proximity to MW95-47 as opposed to MW95-48 The recommendation was made in a memorandum dated February 8 1995 attached After review Jim Brown of the EPA provided verbal agreement with the recommended location also on February 8 1995

Drilling of Well MW95-ML9 commenced on February 10 1995 Note that the draft VOC screening results of MW95-47 Zone 1 (44 to 53) indicated the presence of toluene and chlorobenzene at concentrations of 67 and 64 parts per billion respectively After final review the toluene results were found to be none detected (ND) The February 8 1995 memorandum has been edited to reflect this change and is attached
Boreholes MW95-47 and MW95-48 encountered 31 feet and 34 feet of overburden respectively The observed overburden thickness is approximately double what was anticipated Initial indications are that some of these soils are relatively high oz transmissivity glacial outwash deposits To further evaluate the aquifer properties and groundwater quality within this area RISWMC installed three overburden wells Drilling of these overburden wells commenced on February 7 and was completed on February 9 1995 Two wells were located in close proximity to boreholes MW95-47 and -48 and were designated MW95-47S and -48S The third overburden well designated MW95-53 is located approximately equidistant from MW95-47 and -48 and about 100 feet to the southwest toward Pond No 2

SUBJECT Deep Bedrock Borehole MW95-ML9 at Central Landfill
The purpose of this memorandum is to provide GZAs recommendations for the location of the proposed 300 foot deep bedrock well (MW95-ML9) at the Central Landfill Superfund site Based on the available information we recommend placing the deep bedrock borehole beside borehole MW95-47 and not MW95-48 This recommendation is based upon the highly weathered and fractured nature of the bedrock observed at this location elevated ground water specific conductance relative to background and MW95-48 elevated groundwater VOC concentrations relative to MW95-48 and greatly elevated bedrock hydraulic conductivities relative to MW95-48 For your review we have attached 1) draft boring logs of the two shallow boreholes on which our recommendation is based 2) a table summarizing field screening laboratory screening and hydraulic conductivity testing results 3) laboratory gas chromatograph summary sheets and 4) a plan showing our approximate recommended location
We estimate that the drilling contractor will be available to begin drilling the deep borehole by Friday February 10 1995 and anticipate that drilling will take three to four days RISWMC will incur a demobilization charge if we are not in a position to begin drilling on this date Therefore your prompt attention to this matter would be greatly appreciated Please call me at (401) 421-4140 ext 320 with any questions or comments

Drilling of Well MW95-ML9 commenced on February 10 1995 Note that the draft VOC screening results of MW95-47 Zone 1 (44 to 53) indicated the presence of toluene and chlorobenzene at concentrations of 67 and 64 parts per billion respectively After final review the toluene results were found to be none detected (ND) The February 8 1995 memorandum has been edited to reflect this change and is attached
Boreholes MW95-47 and MW95-48 encountered 31 feet and 34 feet of overburden respectively The observed overburden thickness is approximately double what was anticipated Initial indications are that some of these soils are relatively high oz transmissivity glacial outwash deposits To further evaluate the aquifer properties and groundwater quality within this area RISWMC installed three overburden wells Drilling of these overburden wells commenced on February 7 and was completed on February 9 1995 Two wells were located in close proximity to boreholes MW95-47 and -48 and were designated MW95-47S and -48S The third overburden well designated MW95-53 is located approximately equidistant from MW95-47 and -48 and about 100 feet to the southwest toward Pond No 2

SUBJECT Deep Bedrock Borehole MW95-ML9 at Central Landfill
The purpose of this memorandum is to provide GZAs recommendations for the location of the proposed 300 foot deep bedrock well (MW95-ML9) at the Central Landfill Superfund site Based on the available information we recommend placing the deep bedrock borehole beside borehole MW95-47 and not MW95-48 This recommendation is based upon the highly weathered and fractured nature of the bedrock observed at this location elevated ground water specific conductance relative to background and MW95-48 elevated groundwater VOC concentrations relative to MW95-48 and greatly elevated bedrock hydraulic conductivities relative to MW95-48 For your review we have attached 1) draft boring logs of the two shallow boreholes on which our recommendation is based 2) a table summarizing field screening laboratory screening and hydraulic conductivity testing results 3) laboratory gas chromatograph summary sheets and 4) a plan showing our approximate recommended location
We estimate that the drilling contractor will be available to begin drilling the deep borehole by Friday February 10 1995 and anticipate that drilling will take three to four days RISWMC will incur a demobilization charge if we are not in a position to begin drilling on this date Therefore your prompt attention to this matter would be greatly appreciated Please call me at (401) 421-4140 ext 320 with any questions or comments

SUBJECT Deep Bedrock Borehole MW95-ML9 at Central Landfill
The purpose of this memorandum is to provide GZAs recommendations for the location of the proposed 300 foot deep bedrock well (MW95-ML9) at the Central Landfill Superfund site Based on the available information we recommend placing the deep bedrock borehole beside borehole MW95-47 and not MW95-48 This recommendation is based upon the highly weathered and fractured nature of the bedrock observed at this location elevated ground water specific conductance relative to background and MW95-48 elevated groundwater VOC concentrations relative to MW95-48 and greatly elevated bedrock hydraulic conductivities relative to MW95-48 For your review we have attached 1) draft boring logs of the two shallow boreholes on which our recommendation is based 2) a table summarizing field screening laboratory screening and hydraulic conductivity testing results 3) laboratory gas chromatograph summary sheets and 4) a plan showing our approximate recommended location
We estimate that the drilling contractor will be available to begin drilling the deep borehole by Friday February 10 1995 and anticipate that drilling will take three to four days RISWMC will incur a demobilization charge if we are not in a position to begin drilling on this date Therefore your prompt attention to this matter would be greatly appreciated Please call me at (401) 421-4140 ext 320 with any questions or comments

SUBJECT Deep Bedrock Borehole MW95-ML9 at Central Landfill
The purpose of this memorandum is to provide GZAs recommendations for the location of the proposed 300 foot deep bedrock well (MW95-ML9) at the Central Landfill Superfund site Based on the available information we recommend placing the deep bedrock borehole beside borehole MW95-47 and not MW95-48 This recommendation is based upon the highly weathered and fractured nature of the bedrock observed at this location elevated ground water specific conductance relative to background and MW95-48 elevated groundwater VOC concentrations relative to MW95-48 and greatly elevated bedrock hydraulic conductivities relative to MW95-48 For your review we have attached 1) draft boring logs of the two shallow boreholes on which our recommendation is based 2) a table summarizing field screening laboratory screening and hydraulic conductivity testing results 3) laboratory gas chromatograph summary sheets and 4) a plan showing our approximate recommended location
We estimate that the drilling contractor will be available to begin drilling the deep borehole by Friday February 10 1995 and anticipate that drilling will take three to four days RISWMC will incur a demobilization charge if we are not in a position to begin drilling on this date Therefore your prompt attention to this matter would be greatly appreciated Please call me at (401) 421-4140 ext 320 with any questions or comments
