The mission In their attempt to unite their efforts and increase the effective-ness of their actions, in February 1997 23 Bulgarian municipali-ties founded a voluntary non-formal association under the nameMunicipal Energy Efficiency Network EcoEnergy. There is no timelimit for the existence of the Network. The Center for EnergyEfficiency EnEffect has been assigned the role of Secretariat ofthe Association. EcoEnergy is operating on the basis ofIntermediate Rules of Procedure, Action Programme (1997-2002)and Plan of Work for the current year, approved by the GeneralAssembly of the Association. The activities of the Network are co-ordinated by a Board of Directors, elected for a one-year term-of-office.

The founding of the Network and its initial steps were supportedby the U.S. Agency for International Development (USAID) in theframework of the project Municipal Energy Efficiency Initiative.Since May 1998 the activities are financed above all by the proj-ect "Energy Efficiency Strategy for Mitigation of GHG Emissions.Energy Efficiency Demonstration Zone in the city of Gabrovo,Republic of Bulgaria", funded by the Global EnvironmentalFacility (GEF) through the United Nations DevelopmentProgramme (UNDP). This project comes to end at the end of April2004.

Bulgarian municipalities spend approximately 4-8% of their annual budgets for fueland energy costs. Compared with the respective expenditure of municipalities in the

developed European states the share of these costs is significantly higher. This is dueto both the unsatisfactory state of repair of the buildings and in-house systems, and

the obsolete and poorly maintained technical facilities and equipment. Municipaldecision-makers are constantly seeking for ways and means to alleviate the burden of

energy costs. Some local authorities impose restrictions on energy consumption byswitching off street lighting or keeping indoor temperatures in buildings below theminimum standards. Others orient themselves towards implementation of isolated

measures or full-scale projects for energy efficiency improvement. These efforts oflocal authorities, however, stumble upon a number of regulatory, financial and

technical barriers, which no municipality may overcome if acting in isolation.

Objectives, tasks and activitiesEcoEnergy has three major objectives:

_____ Establishment of municipal policy for efficient use of energyresources as a major component of the sustainable developmentpolicy;

_____ Diminishing of the burden of fuel and energy costs on munic-ipal budgets;

_____ Diminishing of fuel and energy costs of energy end-users inmunicipalities.

In order to assist municipalities to overcome the barriers to energyefficiency, which ensue mainly from the weakness of the responsibleinstitutions and the shortage of funding, knowledge, skills and infor-mation, EcoEnergy implements the following major tasks:

_____ To render assistance to municipalities to identify the opportu-nities for energy conservation and to formulate municipal energyefficiency projects;

_____ To assist the exchange of experience in the field of efficientenergy management;

_____ To contribute to institutional and human capacity building fordevelopment and management of energy efficiency programmesand projects in Network member-municipalities;

_____ To contribute to the development of proposals for institutionaland legislative measures for energy efficiency improvement in com-pliance with the needs and requirements of municipalities;

_____ To assist unification of the efforts for influencing the state pol-icy related to financing of municipal energy efficiency projects fromspecialized public funds;

_____ To collect and disseminate information about achievements inthe field of energy efficiency and innovative energy conservationtechnologies.

EcoEnergy works for achievement of its objectives by implementingthe following activities:

_____ Exchange of information and experience on the opportunitiesfor more efficient energy use in municipalities;

_____ Expert technical and methodological assistance on initiation,working out, procurement of financing and implementation of ener-gy efficiency projects;

_____ Training and skills upgrading of local management and tech-nical personnel in the field of energy planning and management ;

_____ Implementation of international contacts with municipalitiesand sister-organizations in other countries and with financing institu-tions. The interaction among Network member-municipalities is per-formed with the help of the Secretariat.

Development strategyOne of the strategic objectives of EcoEnergy is to create conditionsfor self-financing of the Association upon completion of the projectcurrently providing funding for its activities. To this end, a BusinessPlan for development of the Network was drafted in 1999. Accordingto this plan, by registration of a non-formal association as a legalentity conditions will be created for:

_____ Self-financing of Network activities based on future-orientedplanning of revenue and costs in compliance with an approveddevelopment strategy;

_____ Acquirement of its own material stock and intellectual proper-ty, necessary for implementation of the major functions of the asso-ciation;

_____ Broader public recognition of the Network in the country andabroad as a potential party under local and international energy effi-ciency programmes and projects.

The Strategy for Development of EcoEnergy till 2010, approved bythe First Annual Conference of the Network, held in December 1998,envisaged giving priority to medium-sized and small municipalitieswhen recruiting new members. This ensues from the fact that largermunicipalities, which usually have also the highest energy costs,possess also the greatest human and technical potential for energyefficiency improvement. Usually, there are technical universities,research and development centers and consultancy companieslocated on their area. Quite frequently there is also a significant con-centration of international programmes and investments there. Forthese reasons, they need to a lesser extent additional methodologi-cal and technical assistance for design and procurement of financ-ing for new demand-side energy efficiency projects. (Fig.1)

In 2003 the number of member-municipalities was 54 and that of theassociated members of the Network 6 or a total of 159 municipalities,accounting for 69% of the population of Bulgaria.

EcoEnergy is established in 1997 at theinitiative of 23 municipalities. In 1998

another 3 municipalities joinåd the net-work. Since 2000 the number of mem-bers is 31. One year later the numberof municipalities became 35 and the

number of associations of municipali-ties - 4. In 2002 the number of mem-

bers is 39 municipalities and 6 munici-pal associations. At present the net-

work includes 54 municipalities and 6associations.

The mission of the Network is to contribute for establishment of efficient energy use as animportant component of the sustainable development policy of municipalities in Bulgaria.

Its activity focuses on municipalities as important political and socio-economic subjects oftransition in Bulgaria.

Network EcoEnergy envisages that is shall provide services on thebasis of a differentiated price list for regular and associated membersand non-member municipalities. The rates will be subject to periodicalupdating in compliance with the changes in the average salary rates inthis country. (Fig.2)

From the forecast estimates, laid down in the Strategy, it is evidentthat with the increase of the number of members the revenue frommembership fee will grow and will reach an amount covering up toone third of the provisional expenditure of the Network, while the rev-enue from international programmes will gradually diminish and theircoverage will drop from 100% of the total volume of expenditure(1998) to 25-30% (2010). It is further estimated that the volume ofrevenue from paid services and achieved savings from implement-ed energy efficiency projects will gradually increase. (Fig.3)

Partners In Bulgaria there is an acute need of the services offered byEcoEnergy. Municipalities are the major customers for these servic-es. On the market for this kind of services there is some competitionmainly with private companies and individual experts, who offer alimited range of technical services. There are opportunities for ben-eficial partnership with governmental institutions, private companiesand NGOs in the provision of services. Because of insufficientunderstanding of the energy efficiency issues and scanty informa-tion, the market for energy efficiency services in municipalities ingeneral is as yet underdeveloped and may be regarded as a poten-tial one. The customers (municipalities) do not have sufficientamounts of free financial and human resources for implementation oflarge-scale initiatives for energy efficiency improvement. There isalso poor awareness of the external (outside the state budget andmunicipal budgets) financial sources for funding energy efficiencyprojects, nor are they adequate to meet the demand.

The main groups of actors on the energy efficiency market, who areof interest to EcoEnergy, are as follows:

a) the major customers for the services offered by the Network

b) competitor organizations with a similar sphere of activity

c) the partners of the Network.

Important conditions for MEEN EcoEnergy to be successful on themarket of services for municipalities are as follows:

a) correct selection of services and activities implemented by theNetwork

b) optimum policy of the Network with respect to the rest of theactors on the market.

In implementation of a decision taken by the Annual Conference ofEcoEnergy of 2003, in October last the non-formal Network was reg-istered as a non-profit association under the name Municipal EnergyEfficiency Network EcoEnergy.

Energy information systemThe availability of reliable information about energy consumption ina given municipality is an indispensable condition for managementof this process and for application of the municipal energy policy.Creation of an information database on energy consumption inEcoEnergy member-municipalities was launched in 1998. Initially, itwas compiled on the basis of quarterly reports about the actual fueland energy consumption by municipal sectors in material expres-sion, which municipalities attach as annexes to their reports onimplementation of municipal budgets. The analyses of the initiallycollected information revealed the shortcomings of the data in termsof reliability for the purposes for which it was collected. The existingdifferences between the supplied and actually consumed quantitiesof fuel and energy, and the consumed and paid up quantities, wererecorded in different ways in the database of the different munici-palities. This has provoked a change in the basic design of the data-base and since 2000 it is based on data about the energy con-sumption by individual municipal sites.

Presently, the information system gradually aggregates the informa-tion at the following levels: sites, target groups, sectors and munici-palities. Basic information, comprising their general physical andfunctional characteristics, is collected as a single act at the begin-ning. Data about the type, quantity and costs of the energy carriersare collected on a periodical basis - by quarters or annually.Although much more effort is needed for collection and processing

The activities for attainment of the fist major objective of EcoEnergy are an importantprerequisite for the implementation of the rest of its tasks. They are the closest relatedto the major mission of the association and the national policy for sustainable devel-opment and thus form the backbone of the overall work of the Network during the initial six years of its existence. Some of the most important outputs of these activitiesare the energy information system, the worked out model of municipal energy programme, the number of trained municipal experts, the pilot energy programs fortwo municipalities (Gabrovo and Stara Zagora) and the worked out municipal energyefficiency programmes in another 35 municipalities of the Network. These results created prerequisites for overcoming of some significant barriers to energy efficiencyin municipalities.

of this information, it is more reliable and represents a sound basisfor management of energy consumption. The work on data collec-tion, entry and processing is performed by the municipalities. Theaggregation and analysis of the data about the entire network is per-formed by the EcoEnergy Secretariat. The aggregations and com-parisons are communicated to the municipalities and posted in theNetwork's website. By the end of 2003 the database contained infor-mation about more than 2200 municipal sites in 39 municipalitiesand about their energy consumption since 1998 to date. The analy-sis of the information gives an opportunity to identify the energy con-servation potential and to determine correctly the priority sites andactions to be taken by the respective municipality. The data is usedin the design of municipal energy programmes and concrete ener-gy efficiency projects, as well as for survey and management ofenergy consumption in municipalities.

The EcoEnergy information system is unique in terms of contents. Itis the first one of this kind in the country and the only one in Europecollecting and summarizing information for more than one munici-pality, thus providing an opportunity for comparison of energy con-sumption among municipalities by municipal sectors, by targetgroups or by individual sites of similar characteristics. The informa-tion system software is the subject of permanent development andenrichment through adding of new types of input reports and newopportunities for analysis of the information on energy consumptionat the levels single site, target group, municipal sector and munici-pality.

In addition to the database on energy consumption, a database iskept also on completed or ongoing energy efficiency projects inNetwork member-municipalities, which currently comprises data formore than 50 projects. The passports of municipalities and associa-tions of municipalities are also permanently updated. They containinformation about the geographic location and natural resources ofthe municipalities, their climatic characteristics and the state of the

environment, about the building stock, the characteristics of thelocal economy, about the strategic programmes, energy supply andenergy consumption, and about the local energy efficiency pro-grammes and projects. The passports are published in theEcoEnergy website, A reference system about information sourceson energy efficiency is also maintained. It offers and opportunity forthematic retrieval of information. By the end of 2003 the referencesystem comprised more than 4,600 entries of information docu-ments, available at the library of EnEffect, the Network's Secretariat.The Secretariat of EcoEnergy stores also topical data about energyefficient products and materials, as well as companies supplyingsuch products or services in the field of energy efficiency.

The energy information system about EcoEnergy member-municipalities fills up a significant gap in the information back-up of municipalactivities. Thanks to the available information it is possible to identify priority projects and activities on the basis of the real energy efficiencypotential and the opportunities for its realization. The information system on energy consumption is a reliable basis for implementation ofintegrated planning of energy resources in EcoEnergy member-municipalities. The increase of the quantity of information in the database,its regular updating on the part of the municipal energy efficiency officers and the identification of the most correct form of aggregation andanalysis will offer ever better possibilities for monitoring and management of energy consumption.

The other specialized databases facilitate the exchange of useful experience and information among the municipalities of the Network, aswell as their business contacts with specialized subcontractors and suppliers.

Energy Efficiency Programme of Gabrovo Municipality

The Municipal Energy Efficiency Programme of Gabrovo Municipality proclaims the following major objectives: (a)improvement of the efficiency of use of energy resources with a view to guaranteeing conservation of energy resourcesand diminishing of budgetary costs; (b) reduction of energy consumption; (c) reduction of harmful impacts on the envi-ronment; (d) ensuring of a healthy environment through improvement of the micro-climate; (e) creation of prerequisitesfor financing of energy efficiency measures; and (f) promoting energy efficiency to one of the priorities of municipalactivities.

The information base of the Programme is ensured through permanent monitoring and recording of the actual energycosts by types of energy sources in material and monetary expression for every site of the respective target groups.The information for each site is aggregated and stored in the information system for monitoring of energy consumptionof municipal sites.

The target group approach to municipal energy planning has been selected with due account of the local circumstanceswith respect to the structure (independent structural units), organization of accounting of budgetary expenditure, organ-ization of the investment activity, human resources and other factors. Under this approach, the process of working outof the Programme initially extended over all sectors and activities on the area of the municipality and gradually, afterauditing and analysis of the available information, several priority target groups were selected.

The following system of indicators, to be used for assessment of the demand-side energy efficiency, has been defined:energy consumption, opportunity for the municipality to influence energy consumption by target groups, and prepared-ness and willingness of the representatives of the different target groups to participate in the energy conservationprocess.

On the basis of the summary reports and the results from the performed assessment by target groups the following pri-

Model of municipal energy programmeIn 1999 EnEffect developed the first model of a municipal energyefficiency programme. Numerous publications and methodologicalguides were studied for that purpose and the expertise of foreignand local consultants was used as well. The model uses a system-atic methodological approach by target groups, which determinesthe priorities on the basis of a study of the energy conservationpotential by end-user groups having a comparative model of energy

consumption. The model is applied in co-ordination with the use oftechnical, organizational, behavioral and regulatory measures forenergy efficiency improvement. Using this model, in the period1999-2000 EnEffect and specialists from Gabrovo and Stara Zagoradesigned pilot energy programmes for these two municipalities. Themodel and the pilot draft programmes were subjected to a profounddiscussion with the participation of the municipalities from theNetwork.

For attainment of the Programme objectives the following priority activities were proposed: (a) with respect to streetlighting: implementation of a demonstration project for energy efficiency reconstruction of the street lighting system; (b)with respect to the administrative building of the municipality: reconstruction of the in-house space heating system; (c)in school buildings: weather-stripping of the joinery, replacement of broken or missing glazing, replacement of the lumi-naries by new, energy efficient ones, introduction of automatic control in the DH substations; (d) in kindergartens:replacement of the water heating boilers by individual electric boilers.

The sources of funding for implementation of the Municipal Energy Efficiency Programme were the municipal budget,bank loans, international programmes and donations. Organization of the activities for implementation of the Programmewas set in place and comprises as follows: collection of information about energy consumption by individual sites withinthe target groups; analysis of the collected information; identification of the sites; energy audit of the sites; identificationof the energy conservation measures; working out of a plan of action, design and co-ordination of the project; conduct-ing of a tender and selection of contractor; project implementation and investor's control on the implementation process;acceptance of the finished work and commissioning of the site; reporting of the achieved results.

The Energy Efficiency Programme builds on the priorities for improvement of the energy efficiency on the area of themunicipality, declared by the municipal leadership. Transformation of Stara Zagora Municipality into a modern ener-gy municipality, complying with the new challenges of our times, can be achieved through realization of the follow-ing general objectives: (a) optimization of energy consumption; (b) reduction of harmful emissions through the useof energy carriers whose generation, transportation and end-use leads to diminishing of the concentration of pollu-tants in the atmosphere, the soil and waters; and (c) introduction of innovative systems and technologies for energygeneration.

Realization of these objectives will bring about increased comfort of habitation and improved conditions of work. Thepriorities set in the Energy Efficiency Programme are as follows: (a) improvement of the energy behaviour of municipalsites and optimization of their energy consumption through the application of energy efficiency measures; (b) procure-ment of alternative energy sources for use by the inhabitants of Stara Zagora Municipality; and (c) reduction of harm-ful emissions.

The target groups covered by the Programme are schools and kindergartens, creches, and street lighting. Schools havebeen identified to be the sites with the greatest energy consumption. The main reason for this is the large number ofoccupants - about 700 on the average. Completion of the construction of gas supply connections to all the sites andtheir equipment with new combustion systems and boilers is viewed as the first step towards improvement of the ener-gy efficiency performance of school buildings. Upgrading of street lighting through replacement of the currently existinglighting fixtures by energy efficient ones will result in optimization of the energy consumption in this target group.

Specialized training on energy planningA training program on municipal energy planning has been workedout and broadly used for conducting of training courses for localexperts. The training is conducted by EnEffect and by mid-2003 atotal of 101 representatives from 39 Network member-municipalitieshave participated. Every municipality has proposed for participationteams of three specialists, usually composed of the municipal ener-gy efficiency officer, who is typically an employee from the technicaldepartments of the local administration, and two others, most fre-quently representatives of the top management and financialdepartments.

An ever-growing number of Bulgarian municipalities declare theirinterest in the training activity. In response to specific requests, spe-cialized seminars for municipal decisions makers have been con-ducted additionally in certain municipalities, while in others short-term training on specific themes has been organized. Seminars onmunicipal energy planning and management have been conductedalso for representatives of municipalities from the regional associa-tions of municipalities, which are associated members of the

Network, in compliance with the approved programmes for jointactions between EcoEnergy and these associations.

The success of the human capacity building for Bulgarian munici-palities triggered the initiation of training of specialists from othercountries of Southeast Europe. Simultaneously with the training onenergy planning, courses on project design and business planningwere conducted in Serbia and Moldova. Eleven real projects weredeveloped alone in Serbia, some of which are already being imple-mented with credits lent by local banks. Interest in such courses hasbeen expressed by other countries of the region as well.

Another way for influencing energy consumption in the municipal sector is to install solar collectors for domestic hotwater production at some municipal sites, where domestic hot water is used the-year-round.

A system for control on consumption reading will be established.This system will provide a realistic idea about the ener-gy consumption by the sites. The application of the Energy Efficiency Programme is expected to produce 10% sus-tainable reduction of the energy costs of the municipality by the end of the period. The second estimated effect fromthe application of the energy efficiency strategy is reduction of harmful emissions. The shift to natural gas will lead toreduction of harmful emissions by about 50%. Improvement of the environmental situation is an estimated effect fromthe introduction of broader use of RES.

The economic effect, envisaged in the strategy, is the result of reduction of energy consumption. The achieved savingswill give the municipality an opportunity to realize further measures for energy efficiency improvement as well as tocover other imminent costs. The payback on investments should not exceed five years.

By ensuring cost savings thanks to the energy savings, the municipality will be able to raise the level of municipal serv-ices. Making available energy from alternative energy sources (natural gas, cheap heat from co-generation facilities,energy from renewable energy sources, etc.) it will improve the living standard of the population.

The model for design of municipal energy efficiency programmes reflects the current needs of municipalities to reduce their budgetaryexpenditures by offering a method for screening of the available capacities and selection of the most cost-effective priorities. Together withthe pilot programmes and the Guide on Energy Planning the model is serving as a methodological basis for the training on municipal energy planning and management and for the design of energy efficiency programmes in the municipalities of the Network. The model ofmunicipal energy programme is a dynamic one and is subject to permanent updating and upgrading.

As a result of the training on energy planning and management, units of specialists, which not only lobby in favor of energy efficiency, butalso really contribute to the establishment of a municipal policy for efficient use of resources, have been set up at the municipal administrations. The training courses promoted the development of contacts among the representatives of municipalities from the Network,which contributed to its establishment as a real tool for active exchange of experience and ideas.

Municipal energy efficiency programmesThe model of municipal energy efficiency programme was fundamen-tal for the conducted training on municipal energy planning and man-agement. A total of thirty seven municipalities have worked out draft

municipal energy efficiency programmes in the course of the five train-ing courses conducted so far. The concrete work with the municipali-ties was a good basis for upgrading of the model and its better adap-tation to the actual needs of the municipalities under the specificmacro-economic conditions. The Municipal Councils of seven munici-palities (Gorna Oryahovitsa, Vidin, city of Dobrich, Levski, Omurtag,Sliven and Haskovo) have approved the worked out programmes. Inanother eighteen municipalities the municipal programmes are imple-mented with success, although not formally approved by the MunicipalCouncils.

At the Fourth Annual Conference of EcoEnergy, held in April 2002 inGabrovo, a separate session was devoted to the municipal energyefficiency programs. The session dealt with the methodology, expe-rience and results from the municipal energy planning. Five munici-palities presented their municipal energy efficiency programmesand the intermediate results of their implementation.

Most frequently, the energy efficiency programmes in EcoEnergymember-municipalities contain the following major objectives:

_____ Reduction of the quantity of consumed energy and the relatedenergy costs;

_____ Improvement of the quality of energy services;

_____ Reduction of harmful emissions in the atmosphere.

For realization of these objectives the programmes envisage theimplementation of different tasks, the most frequently encounteredones among them being as follows:

_____ Strengthening of the role of the municipality as a regulator ofand investor in energy efficiency activities;

_____ Strengthening of the role of the municipality as motivator andof its impact on municipal and other energy consumers on the areaof the municipality.

Most frequently, the energy efficiency programmes are orientedtowards the following target groups: schools, kindergartens, streetlighting systems, administrative buildings, buildings of social caredepartments. On the basis of analysis of the data for energy con-sumption in the database, several sites, possessing the highestenergy efficiency potential, are selected for immediate action.

The tools of impact, which are proposed for application in the prior-ity sites, are technical and organizational measures, which usuallycomprise the following:

_____ Energy audits and expert assessments of buildings;

_____ Repair and weather-stripping of doors and windows;

_____ Thermal insulation of roof and floor slabs;

_____ Pipeline insulation;

_____ Installation of devices for control and regulation of spaceheating;

_____ Replacement of space heating boilers;

_____ Optimization of combustion processes;

_____ Improvement of indoor lighting;

_____ Replacement of the existing non-efficient luminaries by ener-gy saving ones;

_____ Upgrading and automation of the systems for control of streetlighting;

_____ Installation of two-tariff electric meters and dials for readingnight-tariff electricity consumption;

_____ Working out of guidelines for operation and maintenance ofspace heating systems and ensuring their application;

_____ Introduction of energy accounting in the individual municipalsites.

The estimated effects after implementation of the programme areenergy savings in material and monetary expression, environmentaleffects and additional benefits.

Energy Efficiency Programme of Vidin Municipality

The Programme of Vidin Municipality, which was worked out in the course of the fourth training course in the periodMarch-July 2002 and was approved by the Municipal Council by virtue of Decision No. 214 and Protocol No.13 of 28November 2002, envisages the following savings, investments and payback periods:

The implementation of the energy conservation measures in the selected sites from the target groups will producesignificant environmental effect. Expressed in aggregate emissions of GHGs in CO2equivalent, the reduction willamount to 1 182 t/year. The general payback of investments (3.6 years) defines the Programme as cost-effective.The Programme will be financed with equity funds of the municipality, loan money and contributions from othersources.

The additional effects in the individual target groups are as follows:

(a) The implementation of the Programme in the child care and educational establishments will improve the comfortof habitation, diminish the sickness rate, increase the technical skills of the operating personnel and improve the oper-ating conditions in the sites.

(b) The implementation of the Programme in target group "Street lighting" will lead to higher traffic safety for pedes-trians and vehicles, reduction of the rate of criminal assaults and improvement of the comfort of living in VidinMunicipality.

The municipal energy efficiency programmes designed in the course of training find real application in the practice and corroborate the efficiency of the worked out model. The implementation of the programmes leads to concrete and measurable results in terms of manage-ment of energy consumption in municipalities and to actual improvement of energy efficiency. The thus started process of application of atargeted municipal energy efficiency policy enhances public interest and raises the awareness of new municipalities to the benefits of energy planning.

Demonstration projects in municipal sitesThe Energy Efficiency Demonstration Zone in Gabrovo made avail-able a platform for implementation of energy efficiency projects in allmajor types of municipal sites - buildings, street lighting systemsand district heating. The results from these projects are disseminat-ed among and used by the rest of the Network member-municipali-ties. The demonstration project in the Gabrovo hospital was followedby similar projects in Stara Zagora, Varna and Gorna Oryahovitsa.The street lighting project was replicated in Stara Zagora, Rousse,

Sliven. Pazardjik, Pernik, Blagoevgrad, Varna, Svishtov, Yambol.Bourgas, Kardjali, Gorna Oryahovitsa, Veliko Tirnovo, Vidin, Dobrichand other municipalities. The demonstration projects are quoted aspractical examples in the course of training of municipal experts.

As a result of the activities for realization of this objective ofEcoEnergy, municipalities gain directeconomic benefits. The main effortsare oriented towards implementationof concrete projects for improvementof the energy efficiency of municipalsites. This is the shortest road todiminishing of budgetary expenditurefor energy. Since municipalitiesencounter numerous barriers of regulatory, technical, organizationaland other nature in the process ofpreparation and implementation ofprojects, the activity of the Network isfocused on actions through whichconditions are created for their lastingor permanent overcoming. The mainresults in the realization of this objective of the Network are manifested in the developed and fullyof partially implemented energy efficiency projects and the trainingand technical assistance rendered tomunicipalities.

Projects in EcoEnergy member-municipalitiesProjects in municipal sites have been initiated in the rest of theEcoEnergy member-municipalities. Some of these projects havealready been implemented and others are still underway. Theyhave helped achieve real energy and costs savings. One of theimportant sources of projects is the training on business plan-ning, in the course of which concrete projects for municipalsites proposed by the course participants are designed. In thisway a total of 38 projects have been worked out by 38 munici-palities.

Outside the training format, municipalities initiate other projects aswell, some of which are funded through international programs.Many of these projects get technical assistance by the Network

Secretariat for their formulation and development. Particularly stimu-lating are the ever more frequent cases of projects developed andfinanced by the municipalities themselves.

The demonstration projects in Gabrovo confirmed the availability of considerable opportunities for improvement of the energy efficiencyin municipal sites and the favorable technical and economic indicators of the majority of the projects. They contributed for enhancement of public awareness about the benefits from improved energy efficiency and encouraged many municipalities to developtheir own projects.

Competitions among Network member-municipalitiesThe objective of the organized competitions among municipalitiesis, on one hand, to stimulate initiation of municipal energy efficiencyprojects, and on the other hand to popularize the achievements inthe field of energy efficiency and to disseminate information aboutgood practices in municipalities. Two competitions, related to theimplementation of energy efficiency projects, were conducted in theperiod 2002-2003.

The first competition was launched in the beginning of 2002. Thesubject was a conceptual idea for an energy efficiency project. Thethree best proposals obtained free technical assistance for feasibil-ity study and elaboration of a business plan, as well as support forthe presentation of the projects to Bulgarian and foreign financinginstitutions. The winners were Haskovo Municipality (EnergyEfficiency in Three Schools), Gotse Delchev Municipality(Reconstruction of Ivan Skenderov Multi-profile Hospital for ActiveTreatment) and Simitly Municipality (System for Combined Heat andPower Generation for a Complex of Municipal Buildings).

Packages of energy conservation measures were defined and busi-ness plans were worked out on the basis of the results from the ener-gy audits of the sites. Investor from The Netherlands was attractedfor the project in Gotse Delchev. The Haskovo project was proposedas a pilot project for Joint Implementation with an investor fromJapan. All the three projects studied the opportunities for the use ofRES: biomass (Gotse Delchev and Haskovo), geothermal energy(Simitly) and solar energy (Simitly). The project in Simitly was workedout in two versions - a conventional one and one with the use of RES(geothermal energy). These projects were presented at the FifthAnnual Conference of EcoEnergy in April 2003.

At the beginning of 2003 the Secretariat of EcoEnergy launched anew competition on the theme Good Practices for Energy EfficiencyImprovement. The subject of the competition was the best complet-ed project or project in the process of implementation with interme-diate results achieved in the period 2000 - 2002. The candidatescompeted in two thematic groups - "Energy Efficiency in StreetLighting Systems" and "Energy Efficiency in Buildings". A total of 17projects from 14 municipalities were submitted.

The achieved real energy and costs savings through successfully implemented projects have encouraged decision-makers in municipalitiesto seek for opportunities to launch new projects, in which local authorities ever more willingly invest equity funds. The interest in demonstrations is already conceding to interest in energy efficiency investments.

There is also a growing awareness of the additional benefits from the energy efficiency projects. Reduction of GHG emissions, improvement of the operating conditions in municipal sites, attainment of the enforced standards for space heating and indoor lighting inbuildings and public lighting are already laid down among the priority objectives of municipal energy programmes.

Oryahovitsa, Kazanlik, and two projects each from Lovech,Pazardjik, Pernik, Svishtov and Trojan participated under the the-matic group "Energy Efficiency in Street Lighting Systems". In thecompetition under thematic group "Energy Efficiency in Buildings"participated projects from Belogradchik, Gabrovo, Lovech,Sevlievo, Silistra and Targovishte.

An expert commission ranked the presented projects according to aset of indicators. On the basis of the evaluations in the two thematicgroups the following winners were nominated:

In thematic group "Energy Efficiency in Street Lighting Systems": (1)Street lighting in Gabrovo; (2) Street lighting in the Mayoralties ofPernik Municipality; (3) Street lighting in Pazardjik.

In thematic group "Energy Efficiency in Buildings": (1) Improvementof the efficiency of space heating in the Retirement Home for OldPeople in the city of Silistra; (2) Energy efficiency project inTargovishte Municipality; and (3) Energy efficiency project for theadministrative building of Gabrovo Municipality.

At the end of 2003 a new competition was launched withinEcoEnergy - for the best municipal energy efficiency programme.

Training and technical assistance

The specialized training program for municipal experts offers anintroduction to the process of identification, development and imple-mentation of investment projects for energy efficiency improvement.It comprises review of the principles of energy auditing of the ener-gy end-use sites and of development of business plans for projectfunding. The same as the training on energy planning, this trainingmodality is based on interactive methodology, therefore real projectsare drafted in the course of the training process. Course participantsare being trained how to perform the specific tasks facing municipaladministrations.

Thanks to additional financing from the UN Economic Commissionfor Europe (UNECE) and the US Agency for InternationalDevelopment (USAID) specialized training on PerformanceContracting was conducted for the municipalities of Blagoevgrad,Bourgas and Pernik, which have been declared energy efficiencydemonstration zones. Representatives from other municipalities fromthe Network also took part in this training.

Parallel with the training of local specialists, the Network offersthrough EnEffect also consultancy and technical assistance on proj-ect identification and development. Such assistance has been pro-vided to the municipalities of Pernik, Pazardjik, Gorna Oryahovitsa,Rousse, Varna, Stamboliyski, Bourgas, Haskovo, Gotse Delchev,Veliko Tirnovo, Plovdiv, etc.The activity in this direction is expanding.

In the city of Dobrich, at the initiative of and with the financial sup-port from the municipal leadership training was provided for thetechnical personnel on how to conduct energy assessment andenergy audits in municipal sites, in which, besides municipal offi-cials, took part also headmasters of schools and kindergartens. Theidea of the municipal leadership was to set up several teams oftrained specialists, who would perform walk-through audits of amaximum number of municipal sites to collect the necessary inputinformation for performing energy assessments and formulation ofenergy conservation measures.

A specialized software of the Norwegian company ENSIInternational was used in the training on energy auditing and busi-ness planning for experts from the Network member-municipalities.The company has provided also technical assistance through lec-turers on this subject. As a result of the collaboration established inthe course of the project, EnEffect took part in the development ofan updated Bulgarian version of the software. In a joint effort with theUniversity on Architecture, Civil Engineering and Geodesy and withfunding provided by Norway, a training course on the application ofthis software was conducted for municipal energy efficiency officersand specialists from the municipalities. The graduates were award-ed official certificates issued jointly by the University on Architecture,Civil Engineering and Geodesy, ENSI and EnEffect.

The training on how to develop projects and business plans helped fill in a significant gap in the capacity level of technical specialists inmunicipalities. Teams of well-trained specialists, who are able to identify new projects and to manage the process of their development andimplementation, were created in the Network member-municipalities. A principally new attitude towards the projects and the modalities oftheir financing was created, adequate to the market conditions and the increasing competition with respect to attraction of investments inmunicipalities.

The competitions have established themselves as an effective tool for popularization of the lessons learned from the projects implementedin the municipalities and for initiation of new energy efficiency projects.

The Network Secretariat - EnEffect - has begun to get established as a consultancy and information centre, which renders reliable information andtechnical assistance to the member-municipalities on a permanent basis. This assistance is particularly indispensable under the conditions of theemerging, however still chaotic market for services, products and materials for energy efficiency improvement.

PublicationsDissemination of practical information about achievement in the fieldof energy efficiency in Bulgaria and abroad was the first steptowards formation of a positive attitude to saving of resources inNetwork member-municipalities. To this end a specialized quarterlymagazine is published and a website of the Network is maintainedin Internet. EnEffect collects and disseminates information about theenergy efficiency projects initiated and implemented in the munici-palities from the Network. The results from the Gabrovo projects arepublished in a separate series, which is disseminated amongBulgarian municipalities, state institutions and public organizationsin the country. Translated in English, this series will be made avail-able to municipalities and organizations from Southeast Europe,which participate in the Regional Network for Efficient Use of Energyand Water Resources (RENEUER), as well as to financial and donorinstitutions.

A library of specialized Bulgarian and foreign publications and acomputerized reference system about its contents are maintained.The Network's publications are broadly accessible to all those inter-ested. The activities of EcoEnergy aimed at diminishing of the energy costs of energyend-users are in their initial phase as yet.Municipal leaderships are fully aware thatthe political importance of this objectivedoes not concede in terms of significanceto the direct economic benefits of themunicipality from the projects in municipalsites. For this reason local authorities areever more frequently orienting themselvesto projects and activities aimed to assist thepopulation and local businesses to saveenergy. The main results in this direction arepopularized through the publications andother means of dissemination of informationon the issues of energy efficiency, theexperimental application of incentives forimproved energy efficiency and the implemented concrete projects in energyend-user sites.

The dissemination of information has contributed to gaining broad public support for the activities of municipalities in favour of energy efficiency improvement. Energy end-users have been encouraged to undertake such actions by themselves.

Dissemination of adequately designed information among school pupils and children (projects for schools and kindergartens) has proven tobe particularly useful. It helps shape a new attitude of the young generation towards the issues of environmental protection and rational useof resources. In this way the effects from the activity gain a long-tern and multi-facet nature.

Information campaignsThe events organized by representatives of the Network member-municipalities are an effective tool for dissemination of informationand exchange of knowledge and experience in the field of efficientenergy use. The annual conferences of EcoEnergy are widely openfor participation of stakeholder institutions, municipalities (includ-ing non-member municipalities), NGOs, companies and individu-als. Thematic seminars and information campaigns related to spe-cific projects are yet other forms of contacts with energy end-users. Examples of success in this respect are the campaigns,seminars and meetings with residents and pupils, implemented inthe framework of the demonstration projects in the school buildingand the apartment block in the city of Gabrovo and the project forpartial reconstruction of the district heating system in the city ofPleven.

In Gabrovo, the campaign focused on two sites - the residentialbuilding and the school. In the residential building the focus was onthe benefits from introduction of thermostatic valves at end-users. Inthe school the emphasis was laid on the benefit from the applicationof energy efficiency measures and on the change of pupils' attitudetowards energy and energy-related issues. The benefits from effi-cient energy use were presented in a simple and understandablelanguage and appropriate format. Meetings of experts from EnEffectand the Gabrovo Technical University with pupils and teaching staffwere held. Folders, describing the measures to be implemented inthe two buildings and the benefits from them were disseminatedamong the pupils and the occupants of the apartment block. Thecelebrations on the occasion of the 20th Anniversary of the school inGabrovo were accompanied by an exhibition demonstrating the

results from the implementation of the demonstration projects in thecity. In the course of the campaign in the city of Pleven informationwas disseminated about the opportunities for energy conservationand the financial benefits from it. Folders with practical advice andadvertisement posters were printed, demonstration stalls were setup, a special telephone post for customer information was opened,press-conferences were held, etc. An information centre for naturalgas end-users was set up in the framework of the demonstrationproject in the city of Botevgrad.

The Horizont Program of the Bulgarian National BroadcastingCompany emitted in May and June 2003 six emissions, presentingthe Municipal Energy Efficiency Network and its objectives andtasks and the achieved results for the period since its founding in1997 to date. Comments were made on the projects implemented inEcoEnergy member-municipalities and the modalities and sourcesof financing of energy efficiency projects. Production of a video-filmabout the project and EcoEnergy is currently in process. Its firstnight will take place during the Annual Conference of the Network,scheduled for April 2004.

Incentives for energy savingProjects, which introduce incentives for energy conservation, arewelcome with great interest. For instance, a program for motivationof subscribers to the local district heating company to purchase andinstall thermostatic valves (TRVs) on the radiators in their flats wasimplemented in Gabrovo. Every household, which had purchased aTRV for its own account, obtained a second one for free. Further 204TRVs were distributed for free among low-income customers.Danfoss, the supplier of the TRVs, provided a User Guide for all sub-scribers, who had obtained TRVs free of charge. Thanks to this ini-tiative, Gabrovo became the first municipality in Bulgaria in whichheat accounting was introduced for all subscribers of the districtheating system. The campaign was broadly reflected in the localpress and on the local broadcasting stations and enjoyed wide pop-ularity among the local inhabitants.

The targeted information campaigns among selected groups of the broad public are an effective tool for raising public awareness andknowledge and for gradual modeling of energy end-users' behaviour. When well prepared and correctly focused, these campaigns mayachieve significant results despite the limitations imposed by the shortage of funding.

The experimental application of incentives for energy conservation in residential and public buildings in the municipality demonstrated that itis one of the most effective tools for change of public attitude with respect to energy consumption. The incentives are welcome with greatinterest by energy end-users and have a real impact on their behaviour.

Projects at end-user sitesParallel with the projects for reduction of energy consumption atmunicipal sites, municipalities orient themselves ever more oftentowards implementation of projects of this kind in other end-usersites on their area. Most often these are residential buildings,industrial buildings and district heating systems. Such projectshave been implemented in several municipalities of the Network.The most typical among them are the projects in Gabrovo, Plevenand Botevgrad. The demonstration project in Gabrovo compriseda large panel apartment block, an industrial building and all DHsubstations in the city. In Pleven the project comprised five typicallarge panel residential buildings, a combined child care establish-ment, a viticulture vocational high school and a hostel to it, and anart gallery. The project in Botevgrad focused on introduction of gassupply for the residential sector. It comprised construction of a gasdistribution network, founding of a gas distribution company, andconnection of natural gas subscribers from the business and resi-

dential sectors. The project in Pleven was implemented in theframework of The Netherlands Program for Co-operation with thecountries of Central and Eastern Europe (PSO) and was funded bythe Dutch Ministry of Economic Affairs through the state agencySENTER (SENTER Internationaal), while that in Botevgrad wasfinanced by The Netherlands Government also through the SEN-TER Stage Agency.

The energy efficiency projects in residential buildings and in the district heating systems demonstrate that they can bring about dual benefits. They offer direct economic benefits for energy end-users and stimulating environmental benefits for municipalities. These projectsmay be implemented as component parts of targeted social assistance programs for low-income strata of the population.

The projects in the residential sector feature broad public significance and impact. They affect very wide circles of the population and contribute to a high extent for the shaping of new public attitudes and behaviour

Joint actions with the authorities and partnersThe initiatives implemented by the Network in a joint action with theauthorities and with its partners are an important direction ofEcoEnergy's activity. Most often they are directed towards overcom-ing of the existing barriers to energy efficiency projects in munici-palities, ensuing from the currently enforced laws, norm require-ments and regulations. A typical example in this respect is the workof a joint Working Group on the problems of street lighting systems.It has formulated the major problems of ownership rights on and themaintenance and development of street lighting systems and hascome forward with proposals for concrete actions to overcome theexisting disparities and hindrances.

Further examples in this respect are the working group on overcom-ing of certain barriers to financing of energy efficiency projects andthe working group on investigation of the conditions and opportuni-ties for and barriers to improvement of energy efficiency of schoolbuildings. The latter made an analysis and came forward with pro-posals for amendment of the regulatory framework about the com-fort of habitation in school buildings and worked out an efficient sys-tem for energy management of the buildings. It made also propos-als for active search of funding after having studied the opportuni-ties provided by the enforced regulation and the barriers to packag-

The Municipal Energy Efficiency Network EcoEnergy is a tool for public contacts withand impact on the central and local authorities in this field of activity. Therefore,

collaboration of the Network with local authorities and the Government is its perma-nent strategic task. In order to be able to realize its mission EcoEnergy co-operates

with a wide range of partners. These comprise, among others, private companies,NGOs and individuals. In this respect, interaction with the National Association ofMunicipalities in the Republic of Bulgaria is a matter of particular importance. The

most significant result of the collaboration of the Network with the authorities and withits partners so far is the launching of joint initiatives with governmental bodies, NGOsand other organizations for upgrading of the regulatory framework concerning energy

efficiency. In order to be able to achieve these results EcoEnergy is constantly developing and strengthening its internal organizational structure.

ing of projects and has worked out a system for dissemination ofsuccessful practices.

At the request of several municipalities the Secretariat has con-tributed to the working out of proposals for resolution of the problemwith the quality of the electricity supplied to municipalities throughupgrading of the contracts between the municipalities and the elec-tricity distribution companies. The proposal was sent out to allmunicipalities and was incorporated in the position paper ofEcoEnergy on the draft of the Energy Efficiency Act.

The investment climate in Bulgarian municipalities is the subject ofperiodical analysis and evaluation. Both the enforced regulatoryframework and the current practice of financing of energy efficiencyprojects are the subject of permanent survey and study. Thisinvolves investigation of the regulatory restrictions and proposals fortheir dismantling. As a consequence, "Proposals for Improvement ofthe Regulatory Framework for Financing Energy Efficiency Projectsin Municipalities" and a "Guide to Sources of Financing in Bulgaria"have been elaborated. The latter is subject to periodical updating. Aspecialized website is maintained (Win-Win Business), aimed tofacilitate the communication between municipalities and their poten-tial business partners. At specially organized seminars representa-tives of leading Bulgarian banks are introduced to the peculiaritiesof and benefits from energy efficiency projects. These are forumspromoting the active exchange of ideas and proposals between thecredit institutions and the potential borrowers.

An example of the collaboration of the Network with the authoritiesin the field of upgrading of the regulatory framework on energy effi-ciency is the detailed position paper on the draft of the new EnergyEfficiency Act. It was worked out by the EcoEnergy Board of

Directors and the Secretariat and submitted to the Energy EfficiencyAgency with the Ministry of Energy and Energy Resources and wascirculated among the Network member-municipalities.Underway is the development of an Information Clearinghouse forestablishment of partnerships and relationships between member-municipalities, financing institutions and companies active in thefield of energy efficiency.

Organizational strengthening of the Network

For the purposes of efficient interaction with the authorities and itspartners EcoEnergy is permanently consolidating and developingits internal structure. With the latest amendments in the IntermediateRules of Procedure of the Network almost all the regional associa-tions of municipalities in Bulgaria have been able to joint it. In thisway it covered more than one half of the population of the countryand the interest in membership in it continues to grow.

In order to popularize its activities among an ever-growing numberof municipalities and to attract them to the idea of implementation ofa local-level municipal energy policy, since January 2003EcoEnergy participates with an expose in the annual conferences ofthe National Association of Municipalities in the Republic ofBulgaria. This presentation has led to the acceptance of 15 munici-palities as new members of the Network. After the Fifth AnnualConference, held in April 2003, the membership of EcoEnergy com-prises 54 member-municipalities and 6 regional associations ofmunicipalities as associated members, or a total of 159 municipali-ties, accounting for 69% of the total population of this country.

Specialized energy efficiency offices have been set up in 39 munic-ipalities and energy efficiency officers have been nominated in allmember-municipalities and regional associations of municipalities.The municipal energy efficiency offices have been equipped withcomputers, printers, modems and specialized software. A comput-erized network has been installed among EcoEnergy member-municipalities. It facilitates the rapid exchange of operative informa-tion and the updating of the data on energy consumption in munici-pal sites.

The joint actions of EcoEnergy with the central and local authorities and the interaction with the partners are the most effective tool for iden-tification and overcoming of the existing barriers to energy efficiency in municipalities and for setting in place of regulatory, organizationaland financial prerequisites for implementation of real projects.

The interaction with a broad range of partners contributes to building confidence among them. This is of particular importance for the rela-tionships between municipalities and the banks, as well as between municipalities and the private sector. Prerequisites are created for pro-motion of public-private partnership for implementation of projects of high public significance.

International co-operationThanks to the results of its activity EcoEnergy has gained interna-tional respect and recognition. A Regional Network for Efficient Useof Energy and Water Resources (RENEUER) was built in the coun-tries of Southeast Europe on the basis of its experience and with itsactive involvement. This Network functions under the auspices ofUNECE and obtains financial support under different internationalprograms.

EcoEnergy works in close cooperation with the virtual MunicipalNetwork for Central and Eastern Europe and the former Soviet Union(MUNEE), created with financial support from the US Agency forInternational Development. The experience in the development andapplication of the Energy Information System was demonstrated atan international seminar, organized by MUNEE in Poland, and high-ly appreciated by the participants. The Energy Information System isbeing used as a model for development of analogous systems inAlbania, Ukraine and other countries.

Since 2003 EcoEnergy is member of the European energy networkEnergie-Cites. This membership provides an opportunity forBulgarian municipalities to broaden their contacts with municipali-ties in the EU member-states, to learn from their experience and to

participate in new and challenging international energy efficiencyprojects. The Bulgarian party was assigned the preparation of themain report for the Annual Conference of the European Network,held in Krakow in 2003. Representatives of five Bulgarian municipal-ities took part in this Conference. At the proposal of the Chairman ofEcoEnergy the theme "Public-private Partnership in Implementationof Energy Efficiency Projects" was approved as the leading themefor the Annual Conference of Energie Cites in 2004.

Municipal energy efficiency officers get established at a growingpace as the leading experts on the energy information system andthe initiation and development of energy efficiency projects. Theyparticipate in the formulation of important management decisions.The experience and the model of the energy efficiency offices ofEcoEnergy were replicated in the creation of the municipal energyagencies in the cities of Stara Zagora and Rousse.

With the structures set up in municipalities and associations of municipalities EcoEnergy laid the beginning of the institutionalization ofenergy efficiency activities in Bulgarian municipalities. The established organizational structure, the technical equipment of the offices andthe specific training of the municipal specialists in them are prerequisites for active exchange of information in the framework of theNetwork. With its overall territorial structure EcoEnergy becomes ever stronger established as a reliable partner of the state, the localauthorities and the private sector.

The broadened international contacts and enhanced authority of EcoEnergy provide opportunities for locating new partners and initiation ofnew activities and projects for improvement of energy efficiency in Bulgarian municipalities. EcoEnergy is a preferred partner to organiza-tions from abroad in the implementation of international projects. The organizational structure and activity of the Bulgarian network are usedby other countries as a source of valuable information and experience.

EcoEnergy's membership in the European network Energie cites provides an opportunity for Bulgarian municipalities to broaden their con-tacts with municipalities from the European Union, to learn from their experience and to take part in new and challenging international ener-gy efficiency projects.

Tasks ensuing from the national energy policyEnergy efficiency as a component part of sustainable develop-ment

It is necessary to continue to apply a targeted municipal policy forenergy efficiency improvement as an important factor for ensuringsustainable development of the respective areas and society. Tothis end, it will be necessary to identify adequate modalities foruse of the analyzed information, stored in the information systemon energy consumption, by the decision-making bodies in munic-ipalities and the state. The already established good interactionbetween the municipal energy efficiency officers and the NetworkSecretariat with respect to collection and exchange of informationshould be preserved and supported in the future as well. Themodel of a municipal energy efficiency programme should bedeveloped and enriched further, including in terms of expansionof its scope following the advance in the development of localauthorities' powers to influence local energy generation. Theeffected start.with respect to approval and implementation of themunicipal energy efficiency programmes is a success. It is nec-essary to collaborate with the newly elected municipal authoritiesafter the local elections held in the fall of 2003, in order to ensuresuccession and provide for successful fulfillment of the pro-grammes. It is further necessary to activate the attention of munic-ipal leaderships to the work done so far and the achieved results

from the implementation of the municipal energy efficiency pro-grammes. The specialized training of local specialists and energyefficiency structures in municipalities should get established as apermanent process. In order to consolidate the positive resultsfrom the capacity building activities it is necessary to work for fur-ther development and upgrading of both the training programme

The results from the Network activities so far corroborate the correctness of the initial selection of itsmajor priorities. The new five-year strategy, approvedby the Fourth Annual Conference of EcoEnergy, held inApril 2002, re-affirmed this selection for the period2002-2007 as well. Although the Network's prioritiesremain unchanged, the activity of EcoEnergy will bepermanently aligned to the dynamic needs of municipalities. The Network's activity during this periodwill be oriented towards implementation of tasks in thefollowing four directions.

and the training materials. In order to provide opportunities for allmunicipalities from the Network to acquire the necessary knowl-edge, skills and assistance in the field of municipal energy plan-ning and management it is necessary to look for innovative train-ing methods and tools, such as "Distance Learning" and Internet-based "Advanced Learning".

Diminishing of the burden of fuel and energy costs on municipalbudgets

More active participation is necessary on the part of municipalitiesin the selection and processing of data about potential sites, aswell as in the development of bankable projects, for the purposesof working out of project proposals for application for funding.Municipalities should make a more active use of the results fromthe conducted competitions and the obtained technical assistancefor performing of energy audits and development of businessplans. Training on business planning and provision of technicalassistance should become one of the priority activities of the net-work in the future. A strategic task, on which EcoEnergy shouldcontinue to work jointly with other associations of municipalities, isthe investment independence of Bulgarian municipalities.

Diminishing of fuel and energy costs of energy end-users in municipalities

Another priority task of the Network should be broadening anddeepening of the work with energy end-users through more activeinformation campaigns. It is necessary to put a greater emphasison the educational impact of these campaigns by addressingthem to the young generations. The publications and the informa-tion campaigns should lay a greater focus on the social, psycho-logical and political benefits from the implementation of a target-ed energy efficiency policy. It is necessary to seek also for othermethods for providing incentives aimed at promotion of energyconservation in residential and public buildings. This would havea significant social, educational and political impact. Since theprojects in the residential sector have a strong social significanceand contribute to shaping of a new public attitudes and behav-iour, they should occupy a priority place in the future activities ofEcoEnergy.

Tasks ensuing from the national environmentalprotection strategy

Ever greater attention should be paid to the opportunities for pre-vention of the negative consequences of climate change throughenergy efficiency projects. This is, on one hand, an approach bring-ing double benefits - improvement of energy efficiency and environ-mental benefits - and on the other hand, an approach creating newopportunities for financing. In this connection it is envisaged to ori-ent the activities of EcoEnergy towards the following:

_____ Support for municipalities to participate with efficiency proj-ects and programmes for energy efficiency improvement and theuse of RES, based on the opportunities provided by the flexiblemechanisms under the Kyoto Protocol;

_____ Creation of prerequisites for the use of RES by municipalitiesand other energy end-users on their area;

_____ Creation of prerequisites for more active involvement of munic-ipalities in the development of the market of low-pressure naturalgas supply.

change issues as well. In this connection EcoEnergy is envisaged tocontinue to work for:

_____ Broadening of the opportunities for municipalities to applymodern financing mechanisms for energy efficiency improvementand the use of RES;

_____ Provision of opportunities for municipalities to retain the sav-ings made through implementation of energy efficiency projects andprograms and to use them for payoff of investments;

_____ Broadening of the opportunities of municipalities to influenceenergy consumption by businesses and private end-users and tocollaborate with them for energy efficiency improvement based ondifferent forms of partnership.

Tasks ensuring the organizational strengthening ofthe Network and conditions for its sustainabledevelopmentThe process of development and establishment of the institution-al structure of EcoEnergy should continue as a basis for institu-tionalization of the energy efficiency activities in municipalities. Itis necessary to promote and consolidate the energy efficiencyoffices in municipalities as driving motors of the municipal policyfor efficient use of energy and water resources and as active par-ticipants in municipal planning for sustainable development ofmunicipalities. To this end, the management of the Network, incooperation with municipal leaderships, should support munici-pal energy efficiency officers and the municipal energy efficien-cy offices, promote their authority and ensure publicity of theresults from their activities. In this way prerequisites will be cre-ated for improvement of the interaction among municipalities andfor influencing the national energy policy under conditions of de-monopolization and privatization. In order to consolidate the posi-tion and the role of the municipal energy efficiency officers it isnecessary to alleviate them from some of the numerous otherresponsibilities as municipal officers and to enable them to con-centrate better on the performing of the assignments related tothe energy efficiency issues. In the larger municipalities it isnecessary to increase the number of employees in the energyefficiency offices.

The information system on energy efficiency in municipalitiesshould ever stronger get established and upgraded as a tool formanagement of energy consumption and a basis for implemen-tation of targeted energy efficiency policies. The Secretariat ofthe Network, EnEffect, should establish itself as an informationcentre on energy efficiency for the needs of the member-munici-palities.

The international contacts of EcoEnergy, which will promote it as areliable partner for joint participation in international and bilateralenergy efficiency programs and projects, should be ever furtherbroadened and enriched. It should be a permanent task ofEcoEnergy to strengthen the contacts and joint work with theEuropean network "Energie cites".

EcoEnergy should continue to work for broadening of the range ofpartners and to create prerequisites for establishment of effectivepublic-private partnerships for implementation of packages of ener-gy efficiency projects.

Article One: Name and Status of the Municipal Network

A non-formal non-profit voluntary association of municipalitiesunder the name "Municipal Energy Efficiency Network EcoEnergy"(MEEN EcoEnergy).

Article Two: Strategic Objectives of the Municipal Network

(1) To unite the efforts of member municipalities for improvementof energy efficiency as a means of addressing important nationalissues of the energy and environmental policy.

(2) To reduce municipal budget expenditures for energy costs sothat the money saved can be used for other priority activities onthe area of the municipalities.

(3) To reduce the energy costs incurred by individual end-usersin municipalities (business entities and households) and to createa favorable climate for broad public support for the municipal ener-gy conservation policy.

Article Three: Tasks of the Municipal Network

(1) To provide support to member municipalities in their efforts tosave energy and to develop municipal policies that will increasethe efficiency of energy use at a local level.

(2) To establish and develop co-operation among municipalitiesfor exchange of experience and sharing of know-how in the fieldof efficient energy use.

(3) To create an institutional framework and local human capacityin municipalities for development and management of energy effi-ciency programs and projects.

(4) To promote interaction and mutual support for overcomingbarriers to efficient energy use.

(5) To jointly develop proposals for institutional and legislativemeasures aimed at promotion of energy efficiency improvementwith due account of the needs and interests of municipalities.

(6) To unite the efforts for influencing the national energy policyon issues related to energy prices and tariffs.

(7) To unite the efforts for impact on the national policy with aview to creating real opportunities for funding municipal energyconservation projects.

(5) Contacts with municipalities and associations of municipali-ties in other countries, with international financial institutions andforeign companies.

(6) Joint studies, programs, and projects in the field of efficientenergy use.

Article Five: Representative Body, Planning and Coordination ofNetwork Activities

(1) The Network is represented by a Board of Directors, composed ofrepresentatives from member-municipalities.

(2) The Board of Directors consists of Chairman, Vice-Chairman andmembers. The Chairman, Vice-Chairman, and the members are electedon the principle of rotation for a one-year term-of-office by the plenary ofrepresentatives of the member municipalities. Elected to the Board ofDirectors are municipalities, not individuals.The municipalities are repre-sented at the Board of Directors by their Mayors.

(3) The annual Plan of Work of the Network is approved by the gener-al assembly of representatives of the MEEN EcoEnergy member-munici-palities.

(4) Decisions for amendments to the Statute of MEEN EcoEnergy areapproved by the general assembly of representatives of the member-municipalities.

(5) Decisions about membership of MEEN EcoEnergy in national orinternational associations of municipalities are taken by the Board ofDirectors.

(6) The activity of the Network is coordinated by the Center for EnergyEfficiency EnEffect, legal address 1164 Sofia, 1, Hristo Smirnenski Blvd.,3rd Floor, which performs the function of Secretariat.The ExecutiveDirector of EnEffect is ex-officio member of the Board of Directors.

Article Six: Participation in Network Activities

(1) Eligible to participate in the Municipal Energy EfficiencyNetwork either as members or as associate members are allBulgarian municipalities upon submition to the Network Secretariatof a specific application to that effect, signed by the Mayor of therespective municipality.

(2) Members of the Network may be Bulgarian municipalities thatagree to work actively for:

(a) Implementation of the Action Plan of MEEN EcoEnergy andnominate a municipal energy efficiency officer in the structure ofthe municipal administration, who will be responsible for the liaisonwith the Secretariat of the Network;

(b) Dissemination of information, obtained through the Network,among the broadest possible circle of institutions, businesses andnon-profit entities, experts and individuals on the area of therespective municipality.

(c) Participation in the training programs, conducted in theframework of MEEN EcoEnergy.

(d) Assistance for the Secretariat of the Network in implementa-tion of its functions.

(3) Associate members of the Network may be Bulgarian munici-palities that agree to:

(a) Appoint a municipal energy efficiency officer, who will act asliaison with the Secretariat of the Network;

(b) Disseminate information , obtained through MEEN EcoEnergy,among the broadest possible circle of institutions, businesses andnon-profit entities, experts and individuals on the area of therespective municipality;

(c) Participate in training programs, conducted in the frameworkof MEEN EcoEnergy

(d) Assist the Secretariat of the Network in implementation of itsfunctions.

(4) Associations of municipalities may participate in the Networkas associated members provided they agree to:

(a) Nominate an energy efficiency officer within the structure of theassociation, who will be responsible for liaison with the Secretariatof the Network;

(b) Disseminate the information, obtained through the Network,among the municipalities members of the association, which arenot individual members of MEEN EcoEnergy;

(c) Contribute to the organization of the training programs andother events implemented by MEEN EcoEnergy;

(d) Contribute to the collection of information about energy con-sumption in the municipalities, which are not individual members ofMEEN EcoEnergy;

(5) Municipal energy agencies and regional energy centers mayparticipate in the work of the Network as members, provided theyagree to:

(a) assist the energy efficiency offices in the implementation ofthe energy policy at the local level;

(b) Contribute to the collection of information on energy con-sumption in municipalities.

Article Seven: Discontinuation of Membership

(1) Every member or associate member may, at its discretion, dis-continue its participation in Network activities by submitting a writ-ten notice of such discontinuation to the Board of Directors, via theSecretariat.

(2) Any member or associate member of the Network shall auto-matically loose its membership rights provided it has not participat-ed in any Network activities for a period of more than six months.

(3) A member or associate member of the Network, that has lost itsmembership rights, may regain them under the general applicationprocedure.

Article Eight: Discontinuation of Network Activities

Discontinuation of Network activities may be decided by a generalassembly of representatives of the Network member-municipalities.

Article Nine: Term of Validity of the Intermediate Rules of Procedure

These rules of procedure are valid for an unlimited period of time.

MissionThe mission of EcoEnergy is to contribute for establishment ofenergy efficiency as an important component of the s u s t a i n ab l e d e v e l o p m e n t policy in Bulgarian municipalities andregions.

Major objectives The major objectives of EcoEnergy are as follows:A. To unite the efforts of municipalities to improve energy efficien-cy as a means to resolve important national tasks of the energy andenvironmental policy and for achievement of sustainable develop-ment.B. To create conditions for diminishing of energy costs paid frommunicipal budgets and for use of the money saved for funding of otherpriority activities of public benefit on their area.C. To contribute for diminishing of the energy costs of end-users -households, local enterprises, etc.

Major directions of activityDuring the period 2002-2007 the activity of EcoEnergy will be directedtowards implementation of tasks in the following four directions:

I. Tasks, ensuing from the national energy policy.

II. Tasks, ensuing from the national strategy for protection of the envi-ronment.

III. Tasks, ensuing from the national policy on local self-government.

Tasks, ensuing from the national energy policyThe latest amendments to the Energy and Energy Efficiency Act and theconcept paper on the Strategy for Development of the Bulgarian EnergySector predetermine the following tasks of the Network in terms of render-ing support and assistance to municipalities:

1. Conducting of a targeted municipal policy for energy efficiencyimprovement as an important factor for ensuring sustainable develop-ment through:

_____ Development of municipal programs for energy efficiencyimprovement and the use of RES at energy supply and end-use, relatedto the functions of municipalities and the capacities of local budgets;

_____ Methodological and technical assistance for maintaining anddevelopment of the energy databases in Network member-municipali-ties;

_____ Working out of methodological guidelines, manuals and guides fordevelopment of municipal programs for energy efficiency improvementand the use of RES;

_____ Assistance to Network member-municipalities in connection withthe development of municipal programs for energy efficiency improve-ment and the use of RES;

_____ Specialized training on municipal energy planning and manage-ment for decision-makers in municipalities.

2. Strengthening of the interaction among municipalities for broadening ofthe abilities of local authorities to influence the national energy policy under theconditions of de-monopolization and privatization through:

_____ Formulation of joint positions on the Network on major issues relat-ed to the restructuring of the energy sector, which affect municipalities,and lobbing in defense of their interests (jointly with the NationalAssociation of Municipalities in the Republic of Bulgaria and otherorganizations);

_____ Elaboration of consolidated positions and proposals by theNetwork for development of the regulatory framework related to the ener-gy sector and energy efficiency at the national and local level;

_____ Participation in the development of regulatory acts related to restructur-ing and privatization of the local district heating companies;

_____ Active participation in the regional strategic energy planning at thenational and the local level;

_____ Training and methodological assistance to Network member-municipalities with respect to implementation of their major functions inthe energy field;

_____ Assistance for early and active involvement of municipalities in theimplementation of the national plan for accelerated development of RESand creation of prerequisites for their active use by municipalities andother end-users;

_____ Ensuring access of municipalities to the incentives for promotionof energy efficiency investments envisaged in the National EnergyStrategy. Assistance to municipalities to apply for funding under the EUpre-accession programs.

3. Establishment of institutional framework for energy efficiency inmunicipalities through:

_____ Setting up and strengthening of specialized energy efficiencystructures (offices) with municipal administrations and the centers ofassociations of municipalities-members of MEEN EcoEnergy;

_____ Setting up and strengthening of the energy efficiency centers andmunicipal and district energy agencies in MEEN EcoEnergy member-municipalities with the status of non-profit NGOs;

_____ Nomination of officials to be responsible for energy efficiency atend-user sites in Network member-municipalities and rendering of tech-nical and advisory assistance with respect to the legislative regulationand implementation of their activity;

_____ Establishment of active interaction and collaboration of theNetwork with the municipal and district energy efficiency centers andagencies.

4. Specialized training on energy efficiency of experts and special-ized structures in municipalities through:

_____ Continuation and further development of the training program forexperts from EcoEnergy member-municipalities on how to develop ener-gy efficiency programs and projects;

_____ Training of managers and energy experts from energy end-usesites - hospitals, schools, sports centers etc. in EcoEnergy member-municipalities;

_____ Training on specific themes related to energy efficiency and theuse of renewable energy sources;

Tasks ensuing from the National EnvironmentalProtection StrategyThe National Environmental Protection Strategy predetermines the follow-ing tasks of municipalities in the field of energy efficiency:

1.1. Support for municipalities to participate with projects and pro-grams for energy efficiency improvement and promotion of the use of RESunder the flexible mechanisms of the Kyoto Protocol through:

_____ Assistance to EcoEnergy member-municipalities for development ofprojects for efficient use of energy and water;

_____ Specialized training of municipal decision-makers and experts onparticipation of municipalities in the development and implementation ofthe national climate change policy and the Kyoto mechanisms;

_____ Methodological assistance to municipalities and end-users for devel-opment of projects under the Joint Implementation or Emissions Tradingmechanisms;

1.2. Creation of prerequisites for the use of RES in municipalities andother end-users on their area through:

_____ Assistance for priority development of projects for the use of RES andabove all biomass, solar and geothermal energy;

_____ Assistance for investigation of the opportunities for construction ofmini hydro-power plants;

_____ Specialized training of municipal decision-makers and experts on theuse of RES.

1.3. Creation of prerequisites for more active participation of munici-palities in the development of the market for low-pressure natural gas:

_____ Support for the development and implementation of projects forbroader use of natural gas as a relatively clean energy source;

_____ Assistance to municipalities for establishment of public-private part-nerships for implementation of large-scale initiatives in the field of local-level gas supply networks.

Tasks ensuing from the national policy on localself-governmentThe national policy on local self-government and the European trends inthis fiels predetermined the following tasks of the Network:

1. To expand the opportunities for municipalities to apply modernfinancial mechanisms for energy efficiency improvement and the use ofRES through:

_____ Training and methodological assistance for introduction of modernmechanisms for financing of projects for improvement of the efficiencyof energy and water use;

_____ Assistance for the development and implementation of pilot invest-ment projects for application of innovative mechanisms for financing andanalysis and dissemination of the results from them;

_____ Assistance for the establishment of contacts with donors andfinancing institutions;

_____ Assistance for joint development of proposals for amendment ofregulatory acts or elaboration of new ones aimed at overcoming of thebarriers to the use of efficient financial mechanisms;

2. To ensure the opportunities for municipalities to keep the savingsachieved from the implementation of energy efficiency projects and pro-grams and to use them for repayment of the investments made through:

_____ Joint development of proposals for amendment of the regulatoryframework and legislation on the budget in order to promote the imple-mentation of energy efficiency projects and to ensure retention of thesavings achieved from projects implemented by the municipalities;

_____ Preparation and implementation of pilot projects for testing offinancing schemes, under which the savings achieved fromenergy/water efficiency projects are retained by the implementingmunicipality and may be used for payoff of the investments made (forinstance, in the event of third party financing);

_____ Legislative provisions ensuring financial guarantees on the liabili-ties of municipalities under ESCo contracts.

3. To broaden the opportunities of municipalities to influence ener-gy consumption by business entities and private end-users and to inter-act with them for the purposes of energy efficiency improvement on thebasis of different modalities of partnerships, through:

_____ Training and methodological assistance to EcoEnergy member-municipalities in the event of establishment of public-private partnershipfor implementation of significant energy efficiency projects;

_____ Assistance to municipalities for development and introduction ofmunicipal programs for promotion of efficient use of energy and water.

Tasks ensuring organizational strengthening of theNetwork and conditions for its sustainable development In order to realize its functions and implement its tasks EcoEnergyshould finalize its constitution and get stabilized as a voluntary associa-tion of Bulgarian municipalities. This requirement is related to the imple-mentation of the following tasks:

1. Establishment of the information system on energy efficiency inmunicipalities as a tool for management of energy consumption and abasis for conducting of an energy efficiency policy through:

_____ Keeping and development of the information database on energyefficiency in EcoEnergy member-municipalities;

_____ Analysis of the trends in energy consumption in EcoEnergy mem-ber-municipalities and formulation of recommendations to the local andcentral authorities.

_____ Development of the EcoEnergy information system into nationalinformation system on energy efficiency.

2. Establishment of the energy efficiency offices in municipalitiesinto driving motors of municipal policies for efficient use of energy andwater resources and active participants in municipal planning for sus-tainable development of municipalities through:

_____ Further strengthening and development of the municipal energyefficiency offices in EcoEnergy member-municipalities;

_____ Training and skills upgrading for experts from municipal and dis-trict energy efficiency offices, centers and agencies in EcoEnergy mem-ber-municipalities.

3. Establishment of the role and influence of EcoEnergy andbroadening of its opportunities for for impact and attainment of its strate-gic objectives through:

_____ Attraction of new members of the Network, especially among thelarge municipalities and district centers;

_____ Attraction of the associations of municipalities, which are not yetmembers of the Network, and broadening of the modalities of collabo-ration with them;

_____ Broadening of the modalities of interaction among the municipali-ties and associations participating in the Network.

4. Broadening and enrichment of the international contacts of theNetwork and its establishment as a reliable partner for joint participationin international and bilateral energy efficiency programs and projectsthrough:

_____ Strengthening and expansion of the partnership of EcoEnergy withthe European network Energie Cites;

_____ Establishment of new partnerships with networks and organiza-tions from Europe and the USA;

_____ Further consolidation of the collaboration with the MunicipalEnergy Efficiency Network for Central and Eastern Europe and the for-mer Soviet Union (MUNEE);

_____ Expansion of the collaboration with the Regional Network forEfficient Use of Energy and Water Resources in Southeast Europe(RENEUER);

_____ Target-oriented collection of information about partners, programsand funds and its it dissemination to the municipalities of the Network;

_____ Identification of appropriate modalities for presentation ofEcoEnergy as a reliable partners to organizations abroad.

5. Setting up of an energy efficiency information center at EnEffectfor the needs of EcoEnergy member-municipalities through:

_____ Keeping, development and enrichment of the EcoEnergy website;

_____ Creation of information reference databases on: energy efficiencyproducts and services; energy efficiency projects implemented inmunicipalities; current prices of energy efficiency materials, productsand technologies;

_____ Introduction of modern forms for information exchange amongEcoEnergy member-municipalities with the use of innovative informationtechnologies.

EcoEnergy is a voluntary non-formal network of Bulgarian municipalities willing to improve the efficiency of fuel and energy end-use on their area. Founded in 1997 in Gabrovo,by 2004 the Network had a membership of 54 municipalities and 6 regional associations of municipalities or a total of 159 municipalities as regular and associated members

To contribute to promotion of energy efficiency as an integral part of theoverall policy for sustainable development of each municipality

To contribute to reduction of municipal budget energy costs and cre-ation of conditions for utilization of the money saved for other priorityactivities in municipalities

To encourage energy end-users in municipalities (households and busi-ness entities) to diminish their energy costs

PRIORITIES

EnEffect is acting as Secretariat of the Regional Network for Efficient Useof Energy and Water Resources in Southeast Europe (RENEUER).Members of RENEUER are municipalities, NGOs and companies fromAlbania, Bosnia and Herzegovina, Bulgaria, Macedonia, Moldova,Romania, Chroatia and Serbia and Montenegro.

EnEffect is acting as Secretariat of the Municipal Energy EfficiencyNetwork EcoEnergy, whose membership by 2003 comprises 159 munici-palities as member minicipalities or associated members.

EnEffect is part of a network of similar energy efficiency centers in Poland(FEWE), the Czech Republic (SEVEn), Russia (CENEf), China (BECon)and Ukraine (ArenaECO).

NATIONAL AND INTERNATIONAL NETWORKS

EcoEnergy maintains an information database on energy sources andenergy consumption in Network member-municipalities. The informationis used in the process of development of municipal energy efficiencystrategies and programmes and for identification, design and implemen-tation of specific investment projects. The members of the Network setup specialized Municipal Energy Efficiency offices, which are the firststeps towards the development of a modern institutional base of rationaluse of resources in Bulgarian municipalities

The Global Environment Facility (GEF) is a financingmechanism. It is structured as a thrust fund, operat-ing in collaboration and partnership with its threeexecutive agencies - the United NationsDevelopment Programme (UNDP), the UnitedNations Environmental Programme (UNEP) and theWorld Bank, with the aim to achieve global environ-mental benefits.

The United Nations Development Programme(UNDP) is the UN global network for introducingchange and facilitating the exchange of knowledge,experiences and resources among the states withthe aim to help people build a better life. UNDP ispresent in 166 states and works jointly with them forresolution of global issues and the national problemsthey stumble upon. Until they deve-lop their ownlocal capacity they may draw on the experience ofUNDP and its numerous partners.

UNDP/GEF support environmental projects in thefield of biodiversity, climate change, internationalwaters, depletion of the ozone layer in the atmos-phere, durable organic polluters and soil erosion.

The project is financed by the GlobalEnvironment Facility through the UNDP. It

aims at dissemination among Bulgarianmunicipalities of policies and practices that

can assist them to overcome successfullythe barriers to energy efficiency

improvement and reduction of GHGemissions and other environmental

polluters.

The project comprises two major components:

Local capacity building in Bulgarianmunicipalities in the field of energy

efficiency;

Supporting demonstration projectsin typical energy end-user municipal sites.

The activities incorporated in the first projectcomponent are its core. They comprise

introduction of energy efficiencymanagement in municipalities, training of

local decision-makers and experts andintroduction of financial tools and

mechanisms for implementation of energyefficiency projects.

The demonstrations under the secondproject component aim at supporting the

development of local institutional and humancapacity and consolidating its importance for

and impact on the municipal policy. Theycomprise representative projects in the field

of street lighting, district heating andbuildings. The demonstration projects

illustrate how the local institutions and thenewly acquired knowledge and skills might

be applied under real conditions.

The activities under the two projectcomponents are concentrated in Gabrovo.

This municipality acts as a specificlaboratory in which different management

and technical approaches and solutions areelaborated and tested. In fact, the impact of

the project is spread among all themunicipalities-members of the Municipal

Energy Efficiency Network EcoEnergy andin a number of cases even beyond its

boundaries. The number of municipalitiesinfluenced by the experience of the Energy

Efficiency Demonstration Zone in the city ofGabrovo provides grounds to consider that

the reforms in the field of sustainablemanagement of natural resources are

welcome throughout the country.
