Monfox TL1 Library Allows for an external program to provision circuits by issuing TL1

Performance For repeated circuit setup and release,
average circuit setup time is 159ms. However, the first circuit setup is usually
around 270ms. The extra time is suspected to be consumed by
ARP and probably routing table lookup
