CPR 1 Introduction

The Camborne, Pool & Redruth Community Network Area covers the parishes of Camborne,Carharrack, Carn Brea, Gwennap, Illogan, Lanner, Portreath, Redruth, St Day and Stithians.

Camborne and St Day were important medieval pilgrimage centres but the Camborne / Pool/ Redruth area achieved international prominence with the growth of tin and copper miningin the 18th and 19th centuries. The boom in copper was particularly significant as it is a keyingredient of brass which was in great demand to serve the industrial revolution.

The area became a centre of innovation and skill with the establishment of the renownedCamborne School of Mines (now based at the Tremough campus near Penryn) whilst innovatorssuch as Richard Trevithick – pioneer of the high pressure steam engine and the world’s firststeam powered road locomotive – and William Murdoch with the first coal gas lit house inRedruth put the area firmly on the map.

Today the urban area of Camborne, Pool and Redruth is a focus for regeneration, with Pool,with its significant quantity of underused or derelict brownfield land, providing some of thearea’s greatest regeneration opportunities, including the Heartlands project, which will helpto act as a catalyst for attracting new investment into the area.

The total population for the community network area is 59,400 with 45,200 in the main urbanarea. The number of dwellings in the community network area has grown by approximately18% in the period 1991-2010 to around 26,700.

Camborne, Pool, Illogan and Redruth are the subject of a draft Town Framework Plan whichis set out at Section CPR6.

Research and consultation have identified the following objectives for the area:

Objective 1 – Employment

Enable higher quality employment opportunities by sustaining and enhancing the area'srole as one of Cornwall’s primary employment hubs.

Objective 2 – Housing

Deliver housing growth that will help facilitate the area’s economic aspirations, whilst alsodelivering much needed affordable housing for local residents.

Objective 3 – Retail

Enhance the community network area’s retail offer, providing different but complementaryroles for Camborne, Pool and Redruth, strengthening comparison shopping in particular.

Objective 4 - Education

Consolidate and enhance the community network area’s education opportunities, includingCornwall College.

Objective 5 – Regeneration

Reduce deprivation and support regeneration and growth through allocation of land forservices, provision of infrastructure (including open space and enhanced sports and leisurefacilities) and through high quality design.

Objective 6 – Transport Infrastructure

Deliver the highway and sustainable transport infrastructure needed to support the deliveryof the area's regeneration – including the east-west link road and improved access intoRedruth town centre.

Objective 7 – Contaminated Land

Continue remediation of the area’s contaminated land, in doing so regenerating underusedor derelict sites for housing, leisure and employment uses.

CPR 5 Levels of Proposed Growth

In determining the growth and distribution targets for this community network area we havetaken into account feedback received during the Options consultation (which took place duringFebruary – April 2011); as well as the conclusions from the supporting evidence basedocuments, such as the Community Network Area Growth Profiles. Full details for all of thesedocuments can be found at www.cornwall.gov.uk/corestrategy.

Feedback from the public exhibition held in Pool on 29th March show that 62% opted for lowgrowth across Cornwall (38,000 new homes) whilst 27% chose medium growth (48,000 newhomes) and 11% chose high growth (57,000 new homes).

The results regarding the approach to distribution showed that 50% preferred the dispersedapproach to distribution (growth split between main towns and villages), whilst 31% chosethe economy-led approach (development in key towns to aid regeneration in those areas).

Redruth Town Council opted for medium growth with an economy-led distribution patternwhilst Camborne Town Council expressed a preference for low growth with disperseddistribution. In addition, the Parish Councils in the network area, who expressed a view,mainly opted for low growth with a dispersed distribution pattern.

Based on a Cornwall-wide growth target of 48,000 new homes, we have identified that theCamborne, Pool & Redruth Community Network Area should anticipate a growth target of7,000 new homes over the period 2010-2030 (equating to about 350 new homes per year)(2).

Past proposals for growth within the Camborne-Pool-Illogan-Redruth (CPIR) area were for upto 11,100 dwellings. The Council were never in favour of such a high level of growth for thisarea, which was backed up by previous community consultation. As a result, it is now proposedthat the level of housing growth is reduced to 6,500 dwellings within theCamborne-Pool-Illogan-Redruth area; with an additional 500 dwellings within the remainderof the community network area; providing an overall community network area target of 7,000dwellings over the 20 year plan period.

The 6,500 dwelling target for the Camborne-Pool-Illogan-Redruth urban area has beeninfluenced by:

The significant need for affordable housing. There are currently approximately 1,200families seeking an affordable dwelling who have a local connection with the CPIR area.Furthermore, it is estimated that there will be 60-70 additional families that will be seekingan affordable dwelling each year in this area.Past completion rates show that approx 260-300 dwellings per year have been constructedin the CPIR area; which shows we are already achieving 75%-85% of the proposed target.The proposed housing growth will support the area’s aspiration for economic growth, byhelping to provide the necessary supply of labourEvidence produced by Cornwall Council identifies a range of sites that could accommodatein excess of this target; with two-thirds placed within the existing urban area, i.e. notrequiring greenfield land. (See Section CPR6 for further details.)

Outside of the CPIR urban area there are a further 13 villages/settlements within thecommunity network area. However, only seven of these villages are felt to provide the servicesand facilities that you would want residents to have easy access to (i.e. Carharrack, FourLanes, Lanner, Portreath, St Day, Stithians and Troon). If these villages were to only growby 10% over the next 20 years this would achieve the proposed growth target of 500 dwellings.Furthermore it is felt that this growth will help in the delivery of the community network area’s

affordable housing needs; and help to sustain the villages’ services and facilities. The levelof growth is on average less than the level of growth that these villages have witnessed inrecent years.

Many of these new homes already have planning permission as can be seen by the tablebelow:

Potential new Eco-Community Sites

To properly explore all the options for future development in Cornwall, Cornwall Councilengaged consultants in 2011 to undertake a ‘Call for Sites’ for potential new eco-communitieswithin Cornwall which meet the level of standards set out in Planning Policy Statement 1:Supplement on eco-towns(3). More information on this is also provided on our website(4).

Eco-communities should aim to:(5)

• achieve sustainability standards significantly above equivalent levels of developmentin existing towns and cities;

• reduce the carbon footprint of development to a low level and achieve a more sustainableway of living;

• be resilient to, and appropriate for, climate change; with both mitigation and adaptationin mind;

• provide increased commitment and infrastructure for sustainable energy;

• provide access to one employment opportunity per new dwelling that is easily reachedby walking, cycling and/or public transport;

• provide for at least 30 per cent affordable housing.

As a result of this work 11 sites across Cornwall have been identified as meeting the relevantcriteria.

Within the Camborne, Pool & Redruth Community Network Area two sites have been identified.These are at Treswithian, Tregenna Lane & Cogegoes Farm, and Land at Killivose, Cambornewhich are shown as Sites RTP4 and RTP16 on the map below.

A more detailed exploration would need to be undertaken before any sites are progressed,and normal planning application procedures would still apply. The site areas identified weresubmitted by a third party and are not necessarily supported by Cornwall Council. However,the Council is keen to understand whether there would be local support, in principle, to developthese sites as new eco-communities.

Retail and Camborne & Redruth Town Centres(6)

The following maps of Camborne and Redruth show the extent of the primary shopping areasand primary retail frontages as set out in the Retail Study(7) and the town centre boundariesas set out in the Camborne, Pool, Illogan and Redruth Town Framework Plan (see sectionCPR6).

PPS6: Planning for Town Centres (2005)(8) and the draft National Planning Policy Framework(NPPF, 2011)(9) define primary shopping areas as where retail development is concentrated.According to PPS6 and the draft NPPF the extent of primary retail frontages are likely toinclude a high proportion of retail uses. Under the PPS6 and draft NPPF definition town centresinclude the primary shopping area and areas of predominantly leisure, business and othermain town centre uses that are within or adjacent to the primary shopping area.

CPR 6 Camborne, Pool, Illogan and Redruth Framework

6.1 Background

The Camborne, Pool, Illogan & Redruth Framework is a document that is being prepared byCornwall Council to help inform and guide future development over the next 20 years (i.e.2010 to 2030). The document will:

set out the vision and aspirations for the area;develop a spatial strategy that highlights appropriate locations and scale of development;andset out the infrastructure that will need to be delivered to ensure it meets the needs ofthe existing and future population.

The ‘Framework’ and the Core Strategy are being progressed in tandem and the evidencegenerated through the ‘Framework’ will help to inform the future strategic policies of the CoreStrategy and other Council documents. This section summarises the work undertaken to dateand sets out the options that the Council believe could accommodate the housing andcommercial growth that is being proposed.

There are various other documents and masterplans that have already been produced withinthis area which have been adopted by Cornwall Council, such as the Redruth Action Plan(10),Dudnance Lane Framework and the Tuckingmill Framework(11). As a result, the proposalswithin this document reflect these adopted plans and frameworks.

6.2 Issues to Address

Camborne, Pool, Illogan & Redruth are collectively recognised as a key regeneration area, asa result of low wage levels; high instances of poor health; a relatively low skills base, etc. Inaddition, the area currently has approximately 1,100 people seeking employment, which hasdoubled since 2008. There are in excess of 1,200 families within the Camborne Pool IlloganRedruth (CPIR) area in housing need (i.e. seeking an affordable dwelling) and this is anticipatedto rise by approximately 60-70 families each year. Furthermore, various elements of thearea’s infrastructure need to be improved, this is discussed later in this section. Finally, issuesof air quality are prevalent in certain locations, particularly along the A3047.

6.3 Local Priorities

One of the key aims of the Framework is to maintain and, where possible, enhance theindividual identities of the communities that are within the Camborne-Pool-Illogan-RedruthFramework area; but in doing so ensuring each community’s role(s) are complementary toone another. It is also recognised that the collective power of Camborne, Pool, Illogan &Redruth (i.e. the largest urban area within Cornwall) can also be used as an asset, whichneeds to be exploited where possible.

The primary driver for any growth within this area surrounds its economic regeneration andit will seek to develop/maintain Camborne-Pool-Illogan-Redruth as one of Cornwall’s primaryeconomic hubs. Furthermore, it is recognised that the delivery of services, facilities andinfrastructure expected of the combined population of Camborne-Pool-Illogan-Redruth needsto be prioritised.

The more detailed priorities and aspirations for the area, are set out in the Future HousingGrowth and Future Economic Growth sections.

6.4 Future Economic Growth

In seeking to enhance CPIR’s role as one of Cornwall’s main employment centres; the aim isto maintain and strengthen the existing sectors present (e.g. manufacturing, retail etc); whilstdiversifying into other sectors. Some aspirations in relation to this are as follows:

Industry / Manufacturing – CPIR already has a relatively significant presence in Cornwallwithin these sectors, particularly in Redruth and Pool, with Cardrew, Barncoose and TreleighIndustrial Estates. The intention would be to continue to attract businesses within thesesectors, through the provision of good quality, serviced sites. In doing this there is also anaspiration to attract businesses that offer higher skilled manufacturing jobs, to raise the area’saverage wage.

Office – Historically CPIR has not been a location for developers to bring forward officeaccommodation, with locations such as Truro, Plymouth, Exeter etc being preferred. However,there is an aspiration to stimulate more office related job opportunities within CPIR. This hasstarted with the development of the Pool Innovation Centre, which is now occupied byapproximately 40 companies, employing 150 people. The intention is to continue to stimulategrowth in this sector, with various office developments proposed.

Tourism – CPIR has relatively few jobs directly linked to the tourism sector, partly as a resultof it inland location. However, there is an aspiration to take greater advantage of Cornwall’stourism sector. Whilst it can not complete with locations such as Newquay and St Ives inrelation to its beach related tourism, opportunities could be developed in relation to a wetweather destination, plus seeking to attract tourists not interested in beach holidays. Thereis an aspiration to create a tourism offer surrounding the area’s mining heritage, in doing soacting as a gateway for Cornwall’s mining World Heritage Status (with Heartlands acting asthe gateway attraction).

Creative Industries – Redruth has an aspiration to generate a niche within the creativeindustries sector and ‘Krowji’(12) can act as the catalyst.

Retail – The retail sector can offer significant employment opportunities to the area and thereis an aspiration to improve the retail offer in Camborne, Pool and Redruth; in doing so,recapturing an element of the retail spending lost to places such as Truro and Hayle.

In line with the local aspirations for Camborne, Pool, Illogan & Redruth’s growth to beeconomically driven, the Cornwall Employment Land Review (ELR)(13) suggests that this area,together with Truro, has the opportunity to deliver the greatest increase in jobs of anycommunity within Cornwall. The ELR estimates that over a 20 year period economic growthcould stimulate the generation of up to 2100 office based jobs; 700 industrial based jobs;together with in the region of 4-5,000 jobs connected to industries such as retail, leisure,education, healthcare, financial services etc.

In addition, the Cornwall Retail Study 2010(14) indicates that the Camborne - Pool - Illogan- Redruth area could accommodate, over the 20 year plan period, up to 2-3,000sqm ofconvenience retail floorspace (e.g. food stores); together with up to 19-20,000sqm ofcomparison retail floorspace. Studies have shown that there is not the space within the towncentres to deliver all of the proposed retail growth; as a result an area in Pool (H2/H3 on themap later in this section) has been highlighted as the most appropriate area to accommodatethis additional growth. However, development in this area should be constrained to particularsize of units, as discussed below.

In addition, the regeneration of Camborne and Redruth town centres will also remain a keypriority, with the aim of improving their vitality by providing a high quality retail offer for itslocal population; in doing so focusing on quality independent stores and smaller multiples(i.e. national / regional retailers that would need under 1,000sqm of space); plus exploringways to provide a retail / leisure offer which could help to bring more people into the towncentres on a regular basis.

The sites that could deliver the future economic growth of Camborne, Pool, Illogan & Redruthare discussed below, whilst the map later in this section sets out their locations.

R1: Camborne Town Centre – No restrictions on appropriate retail uses, which help toprovide a high quality, balanced retail offer. In addition, no restriction on the quantity ofappropriate office development within the secondary retail area or for office developmentswithin upper storeys of the retail core area

H2: Dolcoath – Provision of 7,000sqm of office and light industrial space, as part of a widerhousing development (planning permission granted & construction started on the residentialelement).

H3: Tuckingmill – Delivery of approx. 1,000sqm of office and/or light industrial space; indoing so restoring the currently derelict ‘North Lights Building’, which is situated on East Hill.

UE1: Treswithian – To deliver in the region of 4-5,000sqm of office space and 1-2,000sqmof light industrial space; which should be delivered as part of a wider residential development.

UE2: Killivose – To deliver office and light industrial uses, which could collectively amountto approx. 2000sqm, which should be delivered as part of a wider residential development.

M1:Dudnance Lane – A masterplan has been developed that will enable the amalgamationof mining facilities which will allow for the reopening of South Crofty Mine (planning permissiongranted); plus it will free up approximately 8ha of land for additional commercial development.Plus approx. 5000sqm of office space is proposed on the north-eastern edge of the site (nextto East Hill junction).

M2: Trevenson Road – To deliver approx. 25,000sqm of office space, as part of a widermixed use scheme (Planning permissions granted for most of site, including the Pool InnovationCentre which has already been constructed).

R2/R3: Pool Retail Area – Proposed for large footprint comparison (A1) retail uses (retailunits of over 1,000sqm which cannot be located within the town centres). The total retaildevelopment should not exceed approximately 10-11,000sqm net additional floorspace. Itwould be expected that any new development creates a step change in quality, moving awayfrom the disparate set of retail units currently within the site, to providing a comprehensive,cohesive, high quality development that fits well within its setting and creates good links tosurrounding sites and communities. (Development of ‘R3’ (see map) can only be broughtforward if Carn Brea Leisure Centre and the running track are relocated to appropriatealternative sites within the CPIR area).

E2: Barncoose Industrial Estate – Retained for appropriate employment uses; primarilyindustrial space (B1c, B2, B8).

E1: Tolvaddon Energy Park – Extension to existing employment area, which will deliver9,400sqm of office space & 14,000sqm of industrial space (outline planning permissiongranted).

M3: Brewery Quarter – To deliver a mix of employment opportunities, in line with theRedruth Action Plan, in doing so regenerating the now redundant Redruth Brewery site. Thedevelopment could include retail, leisure, and office uses, which could collectively amount toapprox. 7,000sqm of floorspace.

E3: Wheal Harmony – To deliver appropriate employment space; primarily industrial (B1c,B2, B8).

E4: Treleigh Industrial Estate – To deliver employment space, primarily industrial (B1c,B2, B8).

E6: Cardrew Industrial Estate – To deliver employment space, primarily industrial (B1c,B2, B8).

UE5: Tolgus – To deliver approx. 1-2,000sqm of office space and approx. 1-2,000sqm oflight industrial space, which should be delivered as part of a wider residential development.

There is also an aspiration to make greater use of the heritage assets within the area and touse these assets, together with the mining world heritage status, to stimulate growth in thearea’s tourism industry. The aspiration is to create a network of attractions, with Heartlandsat the core that acts as the gateway attraction. It is felt that collectively this could create anattraction that could create a tourism offer which has a significant tourism pull, which in turnhelps to create further employment opportunities.

6.5 Future Housing Growth

During the 20 year period that the Framework is planning for, it is anticipated that Camborne,Pool, Illogan & Redruth will need to provide up to 6,500 new dwellings(with a further 500new dwellings in the remainder of the community network area). This new target reflects theconsiderable concern that was raised from the February 2009 consultation on the Area ActionPlan, at which between 9,400 and 11,100 dwellings were being proposed for the area; plusthe new target reflects the reduction in estimated population grow from the time of thatconsultation. However, the target will also still go some way to delivering the affordablehousing needs of the area, as well as dealing with the other pressures that stimulate demandfor housing; such as reducing household size, people living longer, etc. In addition, this willsupport the delivery of the economic growth that is aspired to.

6.6 Delivery of Housing in the Existing Urban Area

An assessment of sites within the existing urban area has been undertaken to determine theirappropriateness for delivering housing. This assessment (based upon the Strategic HousingLand Availability Assessment(15) indicates that the existing urban area of Camborne, Pool,Illogan & Redruth could accommodate approximately 4,500 new dwellings. This is made upof many sites, the majority of which are small scale (e.g. could accommodate 15-20 homesor less). Some of the larger sites, which can be viewed on the map later in this section include:

H1: Boilerworks Road– 575 dwellings (planning permissions granted);H2: Dolcoath– 390 dwellings (planning permission granted & construction started);H3: Tuckingmill– 390 dwellings;M1: Dudnance Lane (northern section) – 150 dwellings;

M2: Trevenson Road– 490 dwellings, as part of a mixed use scheme (permissiongranted);R1 & R4: Camborne & Redruth Town Centres– Support would be given to theconversion or reuse of upper storeys within the town centre for residential use;R3: It would be anticipated that part of the site (probably on the eastern side) couldcome forward for residential development.

6.7 Delivery of Housing Outside of the Existing Urban Area

Whilst seeking to prioritise the delivery of housing within the urban area, it is recognised thatapproximately 2,000 dwellings will need to be provided outside of the existing urban area,to meet the required housing target (i.e. 6,500 overall target minus 4,500 capacity of urbanarea).

After an extensive search of all land surrounding the Camborne, Pool, Illogan & Redruth area(which is documented and available on the website - www.cornwall.gov.uk/corestrategy), aseries of urban extension options are proposed. In addition, consultation was undertaken inFebruary 2009 on urban extension options and the feedback from this has been used to helpinform this revised plan.

UE1: Treswithian – The site could deliver up to 980 homes (at 35-40 dwellings per hectare),which would be split between two areas (highlighted on the plan as UE1a and UE1b). The siteshould also provide a range of office and light industrial space, which could be in the regionof 6-8000sqm in total. It would be expected that the two areas (UE1a and UE1b) would bemasterplanned together, with the land between the two sites acting as open space.

As a result of past consultation feedback the proposed urban extension has been reduced insize (a reduction of 13ha), plus the density of housing has been reduced; resulting in thissite going from 1,870 dwellings down to 980 dwellings. In addition, the majority of thereduction in site area is in the vicinity of Penponds to provide greater distinction between theurban extension and the village. Furthermore, the quantity of employment space has risenfrom previous plans, as a result of requests to see more employment space within theCamborne area.

Any development of the site should provide at least 4.3 ha of new multifunctional public openspace to cater for the expanded population; plus at least one new community hall. In addition,a road north-south through the site should also be delivered to offer an alternative route formotorists seeking to get on to the A30, which will help to reduce congestion and air qualityissues within the town centre.(16)

UE2: Killivose – This site could deliver up to 380 dwellings (at 35-40 dwellings per hectare).In addition, the site could provide a small amount of office and/or light industrial space (inthe region of 1,000sqm in each instance).

The site would need to deliver at least 1.5 hectares of new multifunctional public open space;as well as provide some small scale local facilities, such as a community hall and smallconvenience store. Good cycle and pedestrian links back into the town centre would also needto be created.

UE3: Tolvaddon – This site could deliver up to 370 dwellings (at 35-40 dwellings per hectare).The site would need to deliver at least 1.6 hectares of new multifunctional public open space;as well as provide community facilities that should be set within a new neighbourhood ‘hub‘,which should act as a focal point for both the new development and existing community of

Tolvaddon. The existing community of Tolvaddon is promoting sustainable technologies throughits ‘Green Ripple’ project; as a result we would promote the new development to also adhereto these principles – helping to make Tolvaddon an exemplar for sustainable developmentwithin the CPIR area.

UE4: Park Bottom – This site could deliver up to 300 dwellings (at 35-40 dwellings perhectare). Previous consultations raised considerable concerns regarding development of urbanextensions within the Illogan Parish; particular concerns included the scale of development;use of good quality agriculture land; drainage capacity; plus the loss of identity, partly as aresult of a perception of the merging of Tolvaddon and Park Bottom. As a result of the feedback,the size of the proposed urban extension has been scaled back significantly, reducing theproposed number of dwellings that would be located adjacent to Park Bottom from up to1,900 to the 300 now proposed. This will considerably increase the land retained for agriculturaluse; plus the separate identities of Tolvaddon and Park Bottom will be retained. The sitewould need to deliver at least 1.3 ha of new multifunctional public open space on site (includingallotments), as well as provide new community facilities .

UE5: Tolgus – This site could deliver up to 650 dwellings (at approx. 35-40 dwellings perhectare). In addition, the site should provide some small scale office and industrial space(which could be in the region of 1-2,000sqm in each instance).

Concern was raised from the previous consultation regarding the lack of connectivity backinto the town centre, as a result of the ‘Redruth bypass’. Feasibility studies have since shownthat the road could be downgraded, in part, to single carriageway, without having an adverseimpact on the road network; plus this scheme could help deliver an improved highway linkfrom the A30 into the town centre. As a result, this would provide better connectivity betweenthe site and the town centre.

The site would need to deliver at least 2.7 ha of new multifunctional public open space onsite; together with the highway improvements highlighted above. The site would also needto deliver good pedestrian and cycle links back into the town centre; plus deliver the othercommunity facilities expected from a high quality neighbourhood.

In conclusion, when reviewing the capacity for housing within the urban area, together withall of the urban extension options, they would collectively deliver in excess of the 6,500 target.This means it provides a degree of flexibility to the Framework and as a result it means thatif some of the urban sites and/or one of the urban extensions could not be developed it willstill enable the overall target to be achieved.

6.8 Infrastructure

Fundamental to the future regeneration/growth of the Camborne-Pool-Illogan-Redruth areawill be its supporting infrastructure. Work is on-going to understand the impact of the proposedgrowth and what mitigation will be required.

Transportation: Assessments have been undertaken to understand the impact thatdevelopment would have on the highway network, as well as test proposals to resolve issuesthat would arise. As a result, there are a number of planned improvements, which included:increasing the capacity of the three A30 junctions; plus development of an east-west linkroad which would run from the ‘Tesco roundabout’ in Camborne through to the edge of Redruth(Barncoose Hospital). In addition, a number of measures are proposed to promote sustainabletransport, such as an improved cycle/pedestrian network and improvements to the bus andrail services/facilities. Plus there are aspirations to make better use of taxis and other formsof community transport.

Primary Education: The eleven primary schools have the capacity for 3580 pupils andcollectively they will have approx. 300 spare places by 2014. It is estimated that the proposeddevelopment will raise the number of primary school age pupils by approx. 320. Whilst thiswould initially suggest little need for additional facilities, because more growth is concentratedwithin Camborne, it is estimated that a new school and/or extensions to the existing schoolswould still be required. (A site in Tuckingmill (part of H3) has already been reserved for aschool, if required).

Secondary Education: The three secondary schools have the capacity to accommodate 3890pupils and collectively they are expected to have approx. 660 spare places by 2014, althoughalmost all of the spare places will be in Redruth. It is anticipated that the proposed housingdevelopment within the community network area will raise the number of secondary schoolage children by approx. 210. Due to the proposed locations of housing development, anincrease in capacity for Camborne School might still be required.

Higher Education: Cornwall College represents a key resource for residents seeking to access16+ education opportunities. Cornwall College has developed a masterplan which sets out itsaspirations to improve the facilities they have on offer to support the current and futurepopulation.

Utilities

Water: South West Water confirmed that there were no strategic issues with regard tosupplying the proposed growth, although localised reinforcement work might be required,which would be payable by the developer.

Gas: Studies have shown that no additional strategic infrastructure would be required as aresult of the proposed growth, although localised reinforcement may be required.

Drainage: The Council has produced a Surface Water Management Plan which developerswill have to adhere to; this plan will help alleviate some of the existing drainage issues, aswell as free up capacity within the combined sewers. The Council is continuing to work withSouth West Water to further assess what further foul drainage and treatment infrastructurewould be required.

Electricity: four electricity sub-stations are currently located within Camborne, Pool, Illogan& Redruth, but studies have shown that further capacity would be required to accommodatethe additional demand generated from the economic and housing growth. The Council isworking with Western Power Distribution to determine the timing and locations for furtherinfrastructure. The Council is also working on opportunities to deliver decentralised renewable

or low carbon energy sources to both existing and proposed developments. The first of which,the Pool Energy Centre, is being taken forward and is proposed to be located within theDudnance Lane site (M1).

Green Space: Studies have shown that the quality of publicly accessible green space inCamborne, Pool, Illogan & Redruth is generally low and there are deficiencies in the amountof sports pitches and play space. As a result, the quality of the existing facilities needs to beimproved whilst providing additional space to cater for the growth in population – which couldbe in excess of 20 ha of new space. Furthermore, in association with the sustainable transportproposals, there is an aspiration to improve the accessibility to the new and improved openspace.

Healthcare: It is estimated that up to five additional GPs might be required to cater for thegrowth in population. It is estimated that some GP surgeries have the physical capacity toprovide additional services, but a further surgery will also be required. Work is also on-goingto understand the additional dental services that would be required.
