DRAGON DAY IN CARDIFF BAY

Cardiff Who said what ..... Jean Urquhart MSP Highlands and Islands (SNP): ' I absolutely support the people in Wales and those Assembly Members who took the time to declare their opposition to Trident, opposition to having it in Wales, but most importantly, universal opposition to Trident and other nuclear weapons. The potential spend of billions of pounds by the Westminster Government will frustrate the Nations of the United Kingdom even further; in these austere times it further highlights the madness of first strike nuclear policy. More and more are saying not only NO to Trident, but no to NATO as an organisation prepared to use it.'

Christine Chapman AM (Labour): ' I am overwhelmed by the breadth of support represented here and am delighted to be able to join with colleagues from across the Welsh political spectrum in making crystal clear this consensus. The deployment of nuclear weapons in Wales is not a party political issue - rather, this is a moral one as there is no valid justification for the deployment of weapons whose sole purpose is the slaughter of millions of people. This is also an economic issue -when the public services that every Welsh citizen relies on are facing unthinkable pressures because of funding cuts, it is surely ludicrous to waste billions on replacing an out-dated deterrent that has no place in the modern world.

I am glad that the First Minister stated in the Senedd in July that there have been no discussions, and indeed, there are no intentions, to bring Trident to Wales. Today lets us make these points. It also lets us send a strong message to the UK Government, which we will continue to echo for as long as is necessary - Wales is opposed to nuclear weapons.'

Simon Thomas AM (Plaid Cymru): ' ... the real argument that the Welsh Government should be advocating on Trident is not a naked pitch, post Scottish independence, for Trident to come to Wales but a sophisticated policy-based pitch for the jobs that we could create in Wales if Trident were cancelled and if we abandoned our delusions of grandeur as the United Kingdom, got rid of nuclear weapons and concentrated on using that money to have a proper defence policy and a policy of job creation in Wales.'

Pippa Bartolotti (Green Party): 'Weapons of mass destruction do not belong in the peaceful country of Wales. The First Minister has undermined confidence in the existing industries in Milford Haven at a time when we need them most. The Cold War is over.'

Paul Flynn MP: 'No Trident supporter can suggest any situation in which the UK would use nuclear

HEDDWCH 58 -iii- WINTER 2012-13

weapons independently. To some it's a comfort blanket: to others a viril ity symbol.'

Robin Gwyndaf Vice President of the Fellowship of Reconciliation: 'Trident; all nuclear arms; all the drones at Aberporth - birds of death; all bombs; all guns -are symbols of war and violence, pain and suffering. They are symbols of barbarity and man's cruelty; a black spot on the development of the human race. The Welsh Government says: 'We have nothing to do with this; defence is a matter for the British Government.' But we are here today to say to each member of the Assembly: 'Yes, yes, yes, you do have a responsibility.' We are here today to say that each one of us have our part to play to ensure that Wales will take a lead in Europe and the world in waving the banner of justice and peace.'

Archbishop of Wales Barry Morgan: 'In our name and without much consultation the Government has decided to renew a weapons system that is morally reprehensible. What any right thinking person wants, is a just and peaceful world and, in the building of such a world, Britain

could and should play a leading role, drawing upon moral, Christian and other faith beliefs to advocate an end to the possession of, as well as the threatened use of, nuclear weapons.'

Dafydd lwan: 'We have an opportunity in Wales to show the world that we do not, under any circumstances want to be part of the arms race, or play any part in the business of building more weapons of mass destruction. In explicitly stating that there is no welcome to nuclear weapons on Welsh soil, we call on all countries of the world , and on the London Government, to end this madness at once.'

Bruce Kent: 'The people of Wales are just as intelligent and moral as the people of Scotland. A massive majority in both countries say an absolute 'No 'to Trident and all nuclear weapons. Nuclear weapons are immoral, expensive, always dangerous and ensure insecurity not security. A joint NO from Wales and Scotland will mean the end of half a century of dangerous British lunacy and a safer world. Its time to get rid of them all; everywhere.'

DRAGON DAY IN CARDIFF BAY

Nuclear Weapons -Not a Party Political Issue 'Nuclear Free Wales' needs to be re-stated by our National Assembly. John Cox urges you to talk to your Assembly Members about it.

Whilst the Conservative wing of the British expressing a view on a great many nongovernment at Westminster is insistent on devolved issues. A more real and important plans to replace Trident with a £100 billion obstacle is that nuclear weapons have upgrade ('to do what' hasn't been decided), become something of a political football. opposition is growing in both Scotland and Wales.

In Scotland, all parties backing a 'Yes' vote for Independence agree that nuclear weapons should not be stationed on Scottish soil or territorial waters. So do most of those intending to vote 'No' in their referendum. In this situation, it is quite possible that the British Government, already under pressure to scrap Trident because of its cost, could decide that the political price of Trident is too high and scrap Trident to 'save the Union'. We live in interesting times.

For us in Wales, some imprudent remarks about the possible relocation of Trident have re-energised our opposition to nuclear weapons. The breadth of the support for our demonstration outside the Senedd on October 16'h showed that this opposition to Trident includes members of all our political parties, religious and community organisations and Trades Unions. How can we build on this?

From conversations I had before, during and since the demonstration it is clear that a majority of Assembly Members are personally opposed to having any nuclear weapons hardware based in Wales. Our task is to persuade the AMs to' go public' about views they already hold. Our challenge is to frame non-partisan wording for an 'Expression of Opinion' by the National Assembly that enables members of all political parties to become sponsors.

This should not be an impossible task. Long-time campaigners will recall that in 1982 all the Welsh local authorities agreed non:nuclear resolutions and (this being the nearest we then had to all-Wales expression of opinion), the Nuclear-Free Wales declaration was made on that z3n1 February. Now we have the National Assembly of Wales, it is appropriate for our elected representative there agree an updated allWales declaration. There is a partly spurious argument that, defence is not a devolved matter' to be overcome- but this has not prevented the National Assembly

This is where personal contact with your Assembly Member comes in. As I mentioned earlier, person-to-person conversations lead me to believe that most AMs would support a new nuclear-free Wales declaration if they were sure that the (anti-nuclear) Assembly Members would not seek to score political brownie points if (say) the leadership of their political parties remained pro-llident. The priority of everyone should be to assist those trying to persuade their parties to oppose Trident -not to revel in the difficulties they may face.

There is a time and place for party politics and there are many issues that should be disputed for democracy to work. But nuclear weapons are different. The consequences of a nuclear war transcend political disputes. In CND Cymru we should be ready and anxious to speak with any and all human beings about these issues - as all of us, whatever our politics, would die in a nuclear war.

Many, perhaps most, AMs have entrenched positions on nuclear weapons and Trident and some may not change their minds. But don't be so sure. I spoke last week with an AM who still believes that a nuclear 'deterrent' was needed in the past against Russia -but is opposed to nuclear weapons coming to Wales.

So do speak to your AM about a new Nuclear-Free Wales declaration.

HEDDWCH*ACTION Assembly Members (AMs) are elected to represent the people of Wales at regional and national levels. Each person is represented by 5 AMs, one AM for their constituency (the local area in which they live), and another 4 AMs covering their region. To contact any or all of them write to: Your AM, The National Assembly for Wales, Cardiff Bay, Cardiff, CF991NA e: http://tinyurl.com/bs2t3v5 (to find their email address on line). Preventing Trident"' Replacement -What you can do! HEDDWCH*ACT I0N we have just 3 precious years for all f us to stop Trident replacement:

0

* Add your voice and focus attention on those who will make the decision * The scandal and obscenity of Trident and its replacement should be an issue talked about at every opportunity. * Whenever a cut is announced; every tirne a hospital, library, day centre or other public service threatened - remind everyone that the government is spending over £ 1 billion a year on Trident and planning to spend £100billion on new nuclear weapons. * Visit and/or write to your MP and AMs. (If you can, send copies of any replies to CND Cymru). * Write to local and national papers. * Contact CND Cymru for leaflets, stickers and more information. We can provide speakers for groups and meetings across Wales. *Watch this space! Keep informed!

A hand with the arguments: * Nuclear weapons are immoral. * Nuclear weapons are environmentally damaging and are responsible for illness and genetic mutations at all stages of their manufacture, deployment and use. * The cost of building and maintaining such a system. Resources are desperately needed for maintaining and developing public services. * At the 2000 Non-Proliferation Treaty (NPT) Review Conference, Britain and four other nuclear weapons states committed themselves to accomplish the total elimination of their nuclear arsenals leading to nuclear disarmament, under Article VI of the NPT. Replacing the Trident Missile system contravenes this commitment. * Replacement of Trident would signal to the non-nuclear weapons states that the commitments of the nuclear weapons states to the Non-Proliferation Treaty are a political subterfuge. * Arguments for the possession of nuclear weapons could apply to any state and lead logically to the conclusion that if they are such a good idea, then every state should have them - a conclusion that many states are now drawing.

DRAGON DAY IN CARDIFF BAY

Scrapping Trident and its Replacement: Background Briefing Trident currently consists of four Vanguard-class submarines armed with ballistic missiles able to deliver multiple thermonuclear warheads. It costs the taxpayer over £1 billion every year - and rising.

Nuclear Submarines Based at Faslane Naval Base in Scotland, the 4 Vanguard submarines were built to last 25 years.

Nuclear Missiles At least one submarine armed with a maximum of 8 nuclear missiles and 40 warheads, is on patrol 24 hours a day, 7 days a week.

Nuclear Warheads Assembled and maintained at Atomic Weapons Establishments (AWE) Aldermaston and Burghfield, transported by road and stored at Coulport in Scotland, the warhead stockpile is being reduced from 225 to 160, and the operational warhead stockpile from 180 to 120. Each warhead has the explosive power of up to 100 kilotons of conventional high explosive; 8 times the power of the 1945 US atomic bomb that killed over 150,000 people in Hiroshima.

Main Gate Decision Proposals to replace the Trident system were passed in the House of Commons by a majority of 248 in 2007. The final or 'Main Gate' decision on whether to proceed with the replacement is due to be taken in 2016.

Replacement Plans Plans for a new submarine-based nuclear weapons system have begun. The Vanguard submarines are to be replaced when they are 30 years old .

Trident replacement possibilities being considered include: 3 or 4 new Trident replacement submarines, modifying Astute Class submarines to carry nuclear-armed cruise missiles, ending continuous patrols or extending the life of the current fleet.

Cost 2006 official 'replacement' estimate: £25billion. (House of Commons Defence Committee) 2009 Greenpeace estimate for 30 year lifetime costs: around £ 100 billion

(including associated costs apart from the Atomic Weapons Establishment) £900m: already spent between 2007 and 2011 on the 'concept' phase. £3bn: been allocated for the 'assessment' phase, 2011- 2016. Most of this is for the design of Trident replacement submarines. In May 2012 the Government announced that £350m of this was being spent. This was followed by a further £350m in October 2012.

Additional costs £1 bn: being spent at AWE Aldermaston each year for the next 5 years. £1.1 bn: on building a new facility for submarine reactor cores at Rolls Royce Derby and the manufacturing of two fuel cores.

Take Action at AWE Aldermaston In 2016 the government will finalise the decision to build a new nuclear weapons system to replace Trident.

Together we can stop them. Between now and the next election (probably 2015) we are mobilising a mass public campaign of action against replacing Trident and we want YOU to get involved. Replacing Trident is completely unnecessary, expensive, will dangerously undermine our security and violates international law. We have just three years to stop Trident being replaced.

Nuclear weapons are linked to every major economic, health, environmental, humanitarian, moral and political issue facing us today, including climate change, militarism, poverty and insecurity. The global movement for a treaty to ban nuclear weapons is gathering pace. Now is the time for all of us to get involved and take AWEsome action against replacing Britain's nuclear weapons. The demonstration outside the Senedd on 16th October showed the determination of many Welsh people to refuse to allow Trident in Wales or anywhere else. Welsh

Independent? Several key Trident warhead components are produced in the USA. Targeting data and fire control are supervised by Nuclear Operations and Control Centre in London which relies on US computer software. The British stockpile of several tonnes of weapons-grade plutonium was produced at British nuclear reprocessing reactors such as Sellafield in Cumbria. Highly Enriched Uranium is supplied on an ongoing basis by the United States. The Trident missiles are leased from the USA.

Legality In 1996 the International Court of Justice handed down an advisory opinion that the threat or use of

nuclear weapons would in most cases violate various articles of international law, including Geneva Conventions, Hague Conventions, the UN Charter, and

the Universal Declaration of Human Rights. In 2005 Rabinder Singh QC and Professor Christine Chinkin, handed down a legal

opinion which argued that: 'The use of the Trident system would breach customary international law, in particular because it would infringe the principle that a distinction must be drawn between combatants and non-combatants.' And that 'The replacement of Trident is likely to constitute a breach of Article VI of the Nuclear Non Proliferation Treaty'.

Scotland In the event of a successful 2014 vote for Scottish independence, the SNP has agreed that a future Scottish Government would no longer host Trident.

There is nowhere else in Britain for Trident to go.

groups are now invited to choose a date next year to join Action AWE. Let us choose a time now and start planning what our events might be. The model submarine and red dragons are waiting for another outing!!

Peace Days in Wrexham have steadily ~ow~, from occasional peace group picnics mto bigger, more collaborative efforts in recent years, organised on a shoestring by a loose, non-hierarchical network using gift economy principles. Anyone can do it! We hope to be back for more next year and we would encourage others to organise similar events and definitely to involve schools.

World Peace Day in Wrexham With reservations about being associated with Peace One Day (sponsored by CocaCola) and the International Day of Peace established by the United Nations (responsible for genocidal sanctions in Iraq amongst other atrocities), we billed our events this year as non-affiliated 'World Peace Days' . Every school in Wrexham was invited to the schools day and we shared information about the other days as widely as our energy and resources would allow. Our Peace Days were open to all and completely free of charge, from the Give and Take stall to the music, activities, food, bike-powered fruit smoothies, information leaflets, holistic therapies, workshops and everything else. Entry to evening gigs was also free.

Peace at school The schools day was held at St. Christopher's, an exceptional community school, beginning with an assembly led by the school chaplain followed by small group sessions, with workshop leaders coming from as far afield as the south of England and Scotland. Sessions included learning about Sikh seva in a cookery session; poetry; conflict resolution; children in Palestine and Iraq; how an SAS soldier became a Veteran for Peace; the militarisation of boys; working for nuclear disarmament at _Faslane Peace Camp. NEWS ROUND UP - WALES Drones On October 9'h, Cymdeithas y Cymod presented a petition signed by over 1,500 people calling for an end to the testing of drones at Aberporth. Those present carried the names and ages of children killed by drone strikes. Assembly Members Simon Thomas and Bill Powell received the petition. Testing of drones at ParcAberporth and over 500 square miles of Wales continues. More information in a bilingual briefing 'Drones over Aberporth' is available, contact CND Cymru for more details.

Hiroshima Day Hiroshima Day was marked in Haverfordwest by Pembrokeshire Peace Group with a stall, banners and exhibition. That evening, candle lit paper boats were floated on the A fon Cleddau. Pembrokeshire Peace Group: [email protected] t : 01834 845868 Llandrindod CND once again planted a tree in the town as they have done every year since the early 1980s.

Remembrance and Peace in Conwy Conwy County Peace Group (Grwp Heddwch Sir Conwy) has recently reaffiliated to CND Cymru. This small but active group meets on the first Tuesday of the month at St John's Methodist Church Hall in Mostyn Street, Llandudno and stages two or three public events a year. An Exhibition is planned for next Spring around a Drones and/or the Arms Trade theme. In the past year the group has organised public meetings, including 'The Wales Drones Threat' addressed by British CND Chair, Dave Webb and by Tara Smith from Bangor University, who spoke about the international legal implications of Drone Use in Armed Conflict. On Remembrance weekend this year CND Cymru Chair Stephen Thomas addressed a public meeting including invited CND members, on the theme 'Remembrance and Peace'. He split his talk into three main

topics: Remembrance Day: the origins of the red and white poppies and the increasing association of the red poppy with the ' inevitability' of war; Trident Replacement ; a Peace Academy for Wales. Stephen's talk was well received and sparked off a lively discussion and debate. The next meeting is on December 4th at 7 .30 at the above venue. All are welcome. For further details please e-mail conwypeace@gmail .com

The White Book in Bridgend In November, Bridgend Quakers hosted a special peace event at their meeting house in Park St. Speakers included BCBC Mayor, Cllr. Marlene Thomas, Dr Mererid Hopwood, poet and chair of the Carmarthen group of the Fellowship of Reconciliation and Jill Evans MEP. The focus of the event was the signing of the White Book of Carmarthen by those present. This beautiful hand-crafted book modelled on the 750 year old Black Book of Carmarthen has blank pages which will, over time, fill with signatures of people from all walks of life who commit themselves to working for peace in the world. Mererid Hopwood introduced the White Book and outlined its aims and significance. Cllr. Marlene Thomas spoke of Peace and Equality in Bridgend, while Jill Evans described peacebuilding efforts within the European Parliament. In conjunction with the White Book event, Bridgend CND was able to display the CND Cymru exhibition about Bridgend Bunker Campaign which took place 30 years ago. Steve Samuel, who was chair of Mid Glamorgan CND at the time and had concrete poured over him as he took part in the direct action to stop the nuclear bunker being built, was present.

HEDDWCH*ACTION It is hoped to display the exhibition at a central venue in Bridgend at a later date, if you know of a venue that would host it, please get in touch. Bridgend CND contact Pete Thompson t: t: 01656 648 8 17 e: petethommo@gn .apc.org

Nuclear Free Occupation At this year's National Eisteddfod in Bro Morgannwg, Hiroshima Day events were addressed by Guto ap Gwynfor and others. The wonderful Cor Cochion sang, as a walk to an Assembly Government dome spontaneously transformed into a non-violent 'occupation'. The joint CND Cymru, Cymdeithas y Cymod, Cymdeithas yr laith and PAWB messages· called for a Nuclear Free Wales, No to Wylfa Nuclear Power Station and, 'Nuclear Weapons - Not in Wales, Not Anywhere'. Other events took place throughout the week and the ' 1982 Bridgend Bunker Campaign' exhibition was on display .

White Poppies across Wales White Poppy Remembrance events were held across Wales in November. In Narberth, Pembrokeshire Peace Group organised a wreath laying at the beautiful slate Landsker Cross. Welsh language poet, conscientious objector and pacifist Waldo Williams' poem 'The Peacemakers' concerning his parents was read in Welsh and in English. In Newport, Gwent in an effort to focus on the prevention of war and conflict, a white poppy wreath was laid at the Cenotaph as part of the official remembrance ceremony. Aberystwyth Town Council laid a white poppy wreath at the war memorial by the castle. The ceremony was facilitated by Rhydian Griffiths and Cor Gobaith sang. There was a call on those present and beyond to focus on the conflict resolution, dialogue and pursuit of peaceful means as symbolised by the White Peace Poppy . Cor Gobaith also laid a white poppy wreath following the British Legion ceremony. For more information about the Peace Poppy: www.ppu.org.uk

'Glad Tidings of Trouble and Strife' At Newport (Gwent) Art Gallery until January 12'h is an exhibition of Christmas cards carrying messages of protest and aspirations for a better world.

They represent a collection made by former Labour MP and CND Cymru Vice Chair Liew Smith and his late wife Pam.

From the mid 19'' century to the present day, people and groups have expressed their hopes for the future through the medium of the Christmas card. Liew Smith's exhibition 'Glad Tidings of Trouble and Strife' represents a record of those cards produced in support of political and social movements, from women's suffrage and early trade unionism, through campaigns such as anti-apartheid, miners• support, anti-poll tax, and of course the peace movement.

Liew has also compiled a book also called "Glad Tidings of Trouble and Strite· ( £14.99) from this collection of cards, and has commissioned a set of radical Christmas card designs to complement the exhibition on

current political issues. A visit

NUCLEAR POWER - WYLFA

Nuclear winter would it be the Russians, would it be the Chinese? On 3Qth October, after many delays, the buyer for the troubled Horizon nuclear company was finally announced - a consortium led by the Japanese firm GE Hitachi and taking in engineering interests such as Canadian SNC-Lavalin, Babcock International and Rolls-Royce (hitherto nuclear submarine specialists rather than civil nuclear). The Horizon sale went through at the end of November 2012.

You may remember that i~ was GE a_nd Now bizarrely, Hitachi paid twice the going Design Assessment before it can be Hitachi who were respo~ible for building rate for Horizon, which surely no company approved for Britain. electricity bills to go through the roof. Even more radioactive The proposed reactors for Wylfa B and Oldbury are ABWRs (Advanced Boiling Water Reactors), larger than the second generation reactors and requiring more sophisticated containment. The waste will be far more radioactive than the current legacy. It will have to be stored on site at Wylfa for the foreseeable future. Disastrous plans for a national underground repository are getting now here, yet as ever the government and the nuclear industry push forward recklessly.

Uncritical press As ever, the Hitachi deal was welcomed by an uncritical press and a BBC keen to parrot the PR companies' handouts. In the last week the number of new jobs on offer has risen, it would seem, by 1,000 every day! The good people of Anglesey are weeping with joy and dancing in the streets when they hear the good news. The deal is done! Except it isn't. The ABWR has been such a rank outsider that it still needs to go through up to 4 or 5 years of Generic

Cracked PR glaze Indeed, the PR glaze was soon cracked by other reality checks. Wylfa /\ s last working reactor was yet again shut down, apparently due to a refuelling problem. The Sellafield waste storage fiasco soon came in to the news again as well. And then there was the small question of Hurricane Sandy sweeping across the eastern coast of the USA, where 26 nuclear reactors were potentially affected. Two were shut down and the oldest, Oyster Creek, was put on alert. Stormy weather!

NEWS ROUND UP - BRITAIN Faslane In October, in a display of nuclear competence and readiness to Iran and Argentina (according to the Daily Mail), the Royal Navy launched an unarmed Trident II nuclear missile in the Atlantic just off the coast of Florida. It was the first time that the Navy had test-fired a nuclear missile since 2009. As news of the launch broke, Defence Secretary Philip Hammond announced an additional £350million worth of funding for the next stage of design work for a possible future generation of British nuclear-armed submarines yet no decision about replacing Trident as it comes to the end of its life, has been made. If Scotland votes for independence in 2014, there may be no nuclear naval base available for Trident or any replacement.

HEDDWCH*ACT ION Keep writing to your MP, Defence Secretary Philip Hammond and to the newspapers - make sure that your views are heard. See p. 12 for addresses.

Lift the Veil End the secrecy surrounding the use of British drones. It cannot be appropriate or legitimate to refuse to disclose any and all information about the circumstances of the use of RAF Reaper drones over the past four years. As the use of armed drones is set to increase, there is a need for a serious, public, and fully informed debate on all these issues and honest answers to a growing number of questions are needed: * Does the geographic and psychological distance between

Hinkley Point The proposed new nuclear reactors at Hinkley Point have the potential, were there an accident on the scale of Fukushima, to threaten the whole of South Wales.

For this reason, Paul Relph from Cwmbran and I joined others from Wales on a protest weekend in Somerset in October. Actions included a march and rally, a mass trespass on the Hinkley C building site, 'reclamation' of common land and planting of wild flowers.

Work started at 4am, uncovering ancient footpaths closed by the Council at the behest of the developers. We then blockaded the road, scaled the fence, trespassed and occupied the proposed site in defiance of security guards and police.

I tied a photograph of my family on the fence: it was for Wendy, Tad and Carwyn, their and the futures for all children that I was there. I proudly displayed

Finally we gathered in a huge circle and linked arms in the middle of the proposed nuclear reactor site singing first 'We Shall Overcome' in English, for those from Somerset, Scotland, Cornwall, from all over Britain, and for those from Austria and France.

For the people of Wales, we sang 'Mae Gen i Freuddwyd': 'I have a dream that one day Wales and the world can live in peace and harmony'.

There had been 6 arrests. It was wet and cold - but we returned to Wales knowing that we were right and had succeeded in making our voice heard. It was another step towards stopping the madness of further nuclear development. The campaign goes on.

Sellafield-no control It's official: an 'intolerable risk' is being posed by hazardous waste stored in run-down buildings at Sellafield nuclear plant. This autumn's National Audit Office (NAO) report on cost overruns of Nuclear Decommissioning Authority (NOA) operations at Sellafield has been a salutary lesson of the issues around the cost of nuclear power - whether civil or military. Amongst many failings, the report outlined that: * Over 5 decades, Sellafield owners have failed to plan how to dispose of radioactive waste. Some older facilities have 'deteriorated so much that their contents pose significant risks to people and the environment' . * NOA progress in 12 major building and equipment projects which are 'critical' for reducing risk, and cost the taxpayer between £21m to £1.3bn, have failed to achieve their aim, adding £0.9 billion to the taxpayer. * At current calculations it will cost £67 .5 billion (around half "'

An evaporator designed to reduce volumes of high level liquid radioactive wastes will now cost £643 million. The original estimate in 2006 was £90 million. Yet the Westminster Government is happy to give the go-ahead for the creation of large amounts of 'high burn-up' radioactive waste as it promotes the construction of 10 new nuclear reactors in England and Wales. The Westminster Government calls their plan, part of a 'sustainable energy future'. Sellafield has the highest concentration of radioactive material anywhere on the planet. This high level waste will remain radioactive for over 100,000 years. As Wind scale, the site produced plutonium for the British nuclear weapons programme, later becoming a commercial operation with reprocessing facilities, fuel fabrication and other installations. Sellafield daily discharges over 8 million litres of radioactive waste into the sea. The Irish Sea is the most radioactively contaminated sea in the world . Compared to the British average, there has been a tenfold increase of childhood leukaemia around Sellafield and plutonium dust has been found in the houses of residents living along the Irish Sea coast. Linda Rogers of PAWB commented: 'We have been assured by government, when they are trying to sell us the idea of new nuclear power stations, that they are satisfied that there will be an answer to the problem of what to do in the long term with the waste. Now we find out that successive governments have allowed the situation with intermediate waste disposal to become, in the words of the National Audit Report on Sellafield, an 'intolerable risk '. The owners of the station do not know how long it will take to build storage and treatment centres for the highly dangerous materials or how much the final bill for decommissioning will be. '

In 2011 the nine nuclear- Protests armed nations spent over opposing $102 billion maintaining and the building modernising their nuclear of a naval weapons. This increase from $91 billion in 2010 casts serious doubt on the sincerity of leaders' pledges to work for a world free from nuclear arms, instead suggesting a commitment to retain such weapons indefinitely. The newly elected US President Barack Obama, who won the 2009 Nobel Peace Prize for his 'nuclear-free vision', supports a boost in US nuclear weapons spending and the construction of three new nuclear bomb factories over the next decade. The expected total cost is $ 21 3 billion, on top of the annual US nuclear weapons budget in excess of $60 billion. The British Government is even now spending £millions in anticipation of 'upgrading' and replacing the Trident nuclear weapons system expected to cost at least £1 OOmillion if 'agreed' in 2016. With cuts in funding to education, health, and other social services, any nuclear weapons, spending must be challenged. Wasting valuable resources in weapons of terror and mass destruction is an outrage in the best of economic times and all· the more ridiculous and shameful given the world's current financial woes.

HEDDWCH•ACTION All protests against 'cuts' can be linked to nuclear weapons spending. CND Cymru has bilingual stickers, placards and leaflets highlighting the obscenity of nuclear weapons spending, available for use at 'anti-cuts' demonstrations across Wales and beyond. The activists sang and decorated the uranium storage site with blood, roses, banners and paint. A two week shut down of the plant followed their action. On arrest they stated that they 'rejected the designs of nuclearism, empire and war' and called for an economic structure not based of warmaking and empire building and for the US Government to be indicted for its nuclear weapons modernisation program. Germany gives way The coalition government in Germany called for the withdrawal of US nuclear weapons from Germany since 2009. They have now given way to pressure from NATO, allowing the weapons to stay for at least 1 2 years and to be upgraded. The US is planning to spend around $4 billion on modernisation of German-based weapons. Germany is planning to spend around E250 million upgrading its Tornado fighter jets - which could be used to deliver the US nuclear bombs. http://t inyurl.com/b9dlwvo

Crispin Aubrey Many of us in Wales were saddened to hear of the untimely death of Crispin Aubrey in September. A lovely human being and a great campaigner against nuclear power, we had worked with him as a trustworthy and precious brother across the Channel in Somerset since the 1980s. Meeting together in Cardiff only a couple of years ago he told me that he had hoped he would never see this day when we would be campaigning once again to stop new reactors being built at Hinkley • and if we win this one • as we did in 1990, that we must be eternally vigilant. The news of Crispin's death came just a week before the recent blockade and occupation at Hinkley. That weekend was dedicated to Crispin • his wonderful work and passion will continue. Jill Gough
