Direction No. 9 of 2003

DIRECTON PRESCIRIBING ACADEMIC CALENDER OF THE UNIVERSITY IN TERMS

OF THE GUIDELINES OF THE UNIVERSITY GRANTS COMMISSION, NEW DELHI

DULHI DULY NOTIFIED BY THE GOVERNMENT OF MAHARASHTRA

(Issued under section 14(8) of the M.U. Act 1994)

1. This Direction may be called as the ―Direction prescribing Academic Calrnder

in terms of the guidelines of university Grants Commission, New Delhi duly

notifies by the Government of Maharashtra‖.

2. This Direction shall be come into force from the date of its issuance.

3. The Academic Calendar shall be notified by the Registrar of the university at

least 30 days before the commencement of the academic year for the

information of all concerned.

4. The Academic Calendar shall specifically include:

i) Date of commencement of the academic year.

ii) Last date for admission to various courses in the university and

affiliated colleges.

iii) Last dated of enrolment of students admitted to various courses in the

university and affiliated colleges.

iv) Terms of vacation

v) Schedule of examination for winter examination and summer

examination in terms of :

a) Commencement of the examination.

b) Last day for receipt of examination forms for old external students,

external student of immediately previous examinations.

vi) Probable date of declaration of results.

vii) Date of end of the Academic year.

5. The particulars governing the aforesaid events shall be incorporated

separately for ―Annual Pattern‖ and for that of ―Semester Pattern‖ separately.

6. The said Notification shall include the specific instructions to the effect that:

a) All the Principals/Heads of the institutions should communicate the

list of students admitted in their colleges/institutions to the university

within 15 days from the last date of admission as notified by the

academic calendar.

b) Students admitted after the last date as specified above shall not be

considered for the enrolment in the university and therefore, shall not

be permitted to appear at the university examinations.

7. In terms of the computation of the events quoted herein above the number of

working days, number of actual days of instructions, Holidays other than

Sundays and the extent that the number of actual teaching days cumulatively

in the two academic terms in the concerned academic year in any case shall

not be less than 180.

8. In order to formulate actual details in terms of the events included herein

above constituting the ‗Academic Calendar‘, the Academic Council Shall

constitute a Committee of a least three members from amongst themselves

with one of them as Chairman to formulate the same, in such reasonable

themselves with one of them the same upon appropriate authorization to that

effect is notified at least 30 days before the commencement of the concerned

academic year through appropriate concerned in a proforma appended as

Appendix-A.

9. This Direction shall be in vogue till such time the relevant Statute is

promulgated.

Annexure-II

Board of University Teaching and Research

36A

1. There shall be a Board of university Teaching and Research for each

university;

2. The Board of University Teaching and Research for Faculty shall consist of

the following members:-

i) Vice-Chancellor Chairman

ii) The Pro-Vice-Chancellor, if any Member

iii) The Dean of the University Member

iv) The Heads of the University

Departments in the Faculty Member

v) The Chairman of the Board of

Studies in the Faculty Member

vi) The Director, Board of College Member

and University Department Secretary

3. The Board shall,-

i) Control, regulate and co-ordinate research activities to maintain

standards of teaching and research in the University Departments,

Post- Graduate Departments in colleges and recognized institutions;

ii) Make recommendations to the Academic Council regarding the conduct

of post-Graduate courses in university Departments, Post-Graduate

Departments in colleges and recognized institutions;

iii) Make recommendations to the Academic Council regarding the norms

of recognition of post-gradate teachers and research guides in pos-

Graduates Departments in colleges and recognized institutions;

iv) Grant recognition to the post—graduate teachers and research guides

ad recommended by the Research and Recognition Committee in

accordance with the norms prescribed by the Academic Council;

v) Approve the course structure for Ph.D., Pre-Ph. D. and M. Phil

Courses.

4. The Board shall be responsible for post-graduate teaching and research in

various faculties and subjects and shall ensure standards of research. It shall

deal; with the work of granting recognition to teachers in affiliated colleges

and recognized institutions for post-graduate teaching and guiding research.

5. There shall be a Research and Recognition Committee for each Board of

Studies. The Committee shall consist of-

i) The Pro-Vice-Chancellor Chairman

ii) The Dean of the Faculty Member

iii) The Chairman of the Board of Studies Member

iv) The Head of the University Department if any Member

v) Tow expirers in the subject, not below the rank Member

of Readers. Who have successfully guided at least

five Ph.D students and have published research

work in recognized or reputed national or

international journals, anthologies, etc., one of them

being from outside the university, to be nominated

by the Vice-Chancellor.

vi) An expert in the area of specialization Member

Nominated by the Vice-Chancellor, where a

referee is to be appointed for evaluation of

highly specialized topic or subject.

The nominated members shall attend the meeting only for the particular item.

Provided that, if there is no Pro-Vice-Chancellor, the Dean shall officiate as

the Chairman of the Committee.

6. The Research and Recognition Committee for a Board of Studies shall;

i) Approve the topic of thesis or dissertation in the subject,

ii) Recommend pane of referees for thesis or dissertation to the Board,

iii) Recommend names of post-graduate teachers and research guides to

the Board,

iv) Advise the Board of Studies or the Faculty, on measures to improve

courses of studies at the post-graduate level,

v) Recommend to the Board, the course-structure for Ph.D., pre-Ph. D.

and M. Phil Course for approval.

Annexure-III

(Under section 75 (1)of the M.U. Act, 1994). Library Committee

75 (1) Library Committee,- (a) There shall be a library committee, for administering,

organizing and maintaining the libraries and library services of the university. It

shall consist of the following members, namely:-

i) The Vice-Chancellor Chairman;

ii) Three Deans of Faculties, Nominated by the Vice-Chancellor

iii) Three Heads of university, institutions, or departments, nominated by

the Vice-Chancellor

iv) Two teachers, nominated by the Academic Council, from amongst its

members;

v) The Registrar;

vi) The Librarian-Secretary

(b) All members of the library committee, other than the ex-officio members,

shall hold office for a period of five years and shall not be eligible 1[for a second

consecutive term];

(c) The duties of the committee shall be as follows:-

(i) To provide for proper organization and functioning of the library,

documentation services and updating the stock of books;

(ii) To provide for modernization and improvement of library and documentation

services;

(iii) To recommend to the management Council fees and charges for the user of

library service by students and others;

(iv) To prepare the annual budget and proposals for development of the library for

approval of the Management Council;

(v) To submit the annual report on the functioning of the library.

F O R E W O R D

I am pleased to present this Perspective Plan of our University which is aimed

at fulfilling aspirations of the youth taking education in the University. In

the context of global economy and knowledge driven development it is time to

harness opportunities in the border-less globe. For this, knowledge and

competitive skills are the key factors which educational programmes should

create among the students.

With the help of ICT and open access learning resources, the educational

patterns are experiencing paradigm shifts from the traditional courses. The

corporate sectors are looking at employable and ready to deploy competent

manpower from the higher education system to get the edge in the

competitive world. The University has focused on these issues and creating

human resources in proportion to the requirement, avoiding possible

unemployment and prepared the Plan which consists of flexibility to start

programmes which are not in existence but are innovative in nature. The

Plan has also given importance to the factors related to geographical, socio-

economic, industrial, etc. to utilize the resources optimally for maximum

output in learning process and research activity. The all-round development

of students with innovation and creativity centre is included in the Plan.

Taking the legacy of nine decades, the university is poised to create its global

position with the help of thoughtfully created visionary Perspective Plan,

prepared from the contribution of all the concerned and authorities.

I hope that the Perspective Plan will help in achieving dreams of the youth.

INTRODUCTIION

India is a land of rich cultural heritage and tradition. In its golden age,

it was a leading civilization of the world, excelling in all the facets of human

life- social, cultural, political, economic, educational, etc. It is the first duty of

a nation and its citizens to develop its culture and to preserve it, foster it, and

modify it according to the needs and necessities of the modern age. This

cannot be achieved until quality education, with a well-defined plan is

disseminated to every corner of the country.

Education is an important and effective means of human development.

It is by education alone that the subjects of a nation can become fit members

of a regularly organized society. Higher education is much more important

for the development of society in general and an individual in particular.

Prof. A. Gnyanam, the then Chairman, National Assessment and

Accreditation Council (NAAC), Bangalore, in his address to the 87th

convocation of Nagpur University has rightly pointed out that ‗Education and

particularly higher education, is an instrument of individual, societal and

economic transformation‘. This is well recognized now, more than ever.

Higher education develops the attitude amongst the students to view the

happenings logically and scientifically, the feeling of social responsibility, the

vision essential for perseverance of cultural and moral values, environment,

social justice, equality and raises their confidence. Higher Education also

plays a pivotal role in the perseverance of democratic values, advancement of

justice, equality, liberty and fraternity amongst the society in general and the

students in particular. It derives its importance from the necessity of all

round development and welfare of society by a sustainable utilization of

natural and human resources available in the nation.

Perspective of Higher Education :

Right from pre-independence period number of commissions,

appointed by the Government of India to formulate a plan for deliverance of

best kind of education in India, have put the emphasis on all round

development of the individual and the society according to the modern

developments in the world. The commissions set after independence,

especially Dr. Radhakrishnan Commission, Kothari Commission and

NCERT‘s national educational policy are the significant stages in

determination of objectives and spread of higher education.

The first commission after independence was appointed in 1948, under

the Chairmanship of Dr. S. Radhakrishnan. This commission honored the

Nagpur University by its visit to the university on 8th January 1949. The

Commission observed that ‗Democracy depends for its very life on a higher

standard of general, vocational and professional education‘. Dissemination of

learning, incessant search for new knowledge, unceasing efforts to

understand and plumb the meaning of life, provision for professional

education to satisfy the occupational needs of our society etc. are the vital

tasks of higher education.

The Kothari Commission in its report of 1964 dealt with the subject

very comprehensively and discerned two fundamental objectives of

universities:

i) To deepen man‘s understanding of the universe and himself; in

mind, body and spirit.

ii) To disseminate this understanding throughout society and to

apply it in the service of mankind.

It has further commented that ‗The destiny of India is now being

shaped in class-rooms’. The commission had also put forward a ‗five point

programme‘ to make education a powerful instrument of social, economic

and cultural transformation, necessary for the realization of following

national goals:

a) Education and productivity

b) Social and national integration.

c) Education and consolidation of democracy.

d) Education and modernization.

e) Development of social, moral and spiritual values.

In 1986 the then Prime Minister of India, Shri Rajiv Gandhi while

declaring the National Educational Policy at Shanti-Niketan stated that

‗Though India has developed much in Science and Technology after

independence, still it has not developed human resources‘. He further

lamented ‗The world is progressing fast but India is lagging because of its

educational system‘, and subsequently was concerned as to whether India is

capable to face the challenges of modern technology in 21st century.

NCERT‘s National Education Policy of 1986 has recommended the

following action plan in 1992:

i) Development of autonomous colleges

ii) Development of curriculum.

iii) Training for teachers.

iv) Boost to research.

v) Computerization.

Even a cursory glance over the penetrating objectives of higher

education reveals that the modernization of education in every respect and its

dissemination in every corner of the country should be the prime objective of

higher education.

The concept of ―cost based education‖ in the realistic context of poor

affordability of the targeted group causes definite ―prejudice‖ to the desired

augmentation of the ―percentile of the cost‖ to the higher education.

Avenues of higher education having been liberated from the monopolization

of ―cast‖ are now shackled by the ―cost‖. This has marginalized the thrust of

―equity‖ and ―access‖ both in Higher Education.

History of Rashtrasant Tukadoji Maharaj Nagpur University

In the context of Perspective of Higher Education, it is worthwhile to

note that the Rashtrasant Tukadoji Maharaj Nagpur University, established

in 1923, has made all-round development in 90 years‘ of existence. Along

with the quantitative development of colleges and students, it has developed

itself in quality also. The University which started with only four faculties, six

affiliated colleges and 917 students, now has 09 faculties, 700 colleges, about

3.5 lacs students and about 275 different courses/subjects, and conducts

approximately 750 examinations every year.

In accordance with time, the university has started new courses like

Sericulture, Computer Science, Information Technology and Biotechnology,

Molecular Biology and Genetic Engineering and Forensic Sciences. The

university has strove to make available skilled and technical manpower to

different fields of society in its 90 years of service, by introducing non-

conventional subjects along with the conventional ones. As mentioned

earlier, Rashtrasant Tukadoji Maharaj Nagpur University was established on

August 4, 1923 with only six colleges from Jabalpur, Nagpur and Amravati.

Thereafter, it began to swell, but Jabalpur which was a constituent part of its

jurisdiction, was later included in Madhya Pradesh.

The jurisdiction of Rashtrasant Tukadoji Maharaj Nagpur University

was then restricted to eight districts of Vidarbha. Subsequently, Punjabrao

Krishi Vidyapeeth (An Agricultural University) was established in 1972 and 3

Agricultural colleges under jurisdiction of the university were affiliated to it.

In 1982-83 a separate university for West Vidarbha was established at

Amravati and thereafter in 2011 Gondawana University was carved out of

this university and now the jurisdiction of Rashtrasant Tukadoji Maharaj

Nagpur University is spread over the 4 districts of East Vidarbha viz.

Wardha, Nagpur, Bhandara and Gondia. Meanwhile, Maharashtra University

of Health Sciences was established at Nashik, and 12 colleges of health

sciences from Rashtrasant Tukadoji Maharaj Nagpur University were

affiliated to it. In spite of fragmentation in the past, Rashtrasant Tukadoji

Maharaj Nagpur University has kept momentum in academic development.

Developmental Perspective

Considering the objectives of higher education and societal relevance of

the university, it is necessary to make available the facilities of higher

education to all sections of society such as poor, backward, women, etc., and

parts of society as rural, tribal and remote regions. This is specifically

intended in Maharashtra Universities Act of 1994, under section 82 (1) that -

‗the university shall prepare a perspective plan and get the same approved by

the state council for higher education for educational development for the

locations of colleges and institutions of higher learning, in a manner ensuring

the equitable distribution of facilities of Higher Education having due regard,

in particular, to the needs of un-served and underdeveloped areas within the

jurisdiction of the university.‘

The objectives of the university as defined in section 4 of Maharashtra

Universities Act of 1994, includes dissemination, creation and preservation of

knowledge and understanding by teaching, research, extension and service

and by effective demonstration and influence of its corporate life on society in

general. To promote access and equitable distribution of facilities of higher

education is also one of the important objectives. It is further stated in

Section 5 (53) of the Act that ‗To make special provision for higher education

in rural and tribal areas is the duty of the University.‘ Thus, it is necessary

that the facilities of education should not get centralized, and should be

available in all parts of the state including rural, tribal, and remote regions.

As education is an excellent and influential means of human

development, a careful management of higher education is necessary in this

changing scenario and fast moving age.

In the last nine decades, the university has scaled a number of

summits of quality and everyone is proud of the up-to-date development of

the university. It has flung open the doors of wisdom not only for the

students of Vidarbha but also for the students of every corner of the country

and abroad.

This university has a glorious history with a brilliant tradition. It has

produced Vice-President of India, Prime Minister, Chief Ministers, Judges of

Supreme Court and high courts, eminent teachers, engineers, doctors,

lawyers, scientists, educationists, industrialists and social reformers.

The first Perspective Plan of the University was prepared in the year

2003-04 for the next five years and then in the year 2008-09 for further five

years. In these two plans the emphasis was given on access to higher

education by establishing new institutions and increasing the intake capacity

of the existing institutions. In these two plan periods, there was exponential

growth in the number of institutions and number of students in the higher

education. However, in the changing perspectives of need and demand of the

trained and skilled human resources in the globalised era, has necessitated

the inculcation of competitiveness at all levels. This can be achieved only by

bringing quality of highest standards to every sphere of work. Therefore in

this Perspective Plan the emphasis is given on imparting quality education in

the existing institutions by making available and promoting innovative job

oriented courses at UG and PG level.

It is, therefore, essential that the facilities of higher education are made

available in accordance with necessities and that too with equipoise and

principle of equal justice. Apart from being confident to lead in different

fields of society, the students of Rashtrasant Tukadoji Maharaj Nagpur

University should be committed to morals, values and wisdom. The

perspective plan of higher education, therefore, needs to be revised by taking

into consideration the following broad based parameters:

i) Increase in population

ii) Rapid growth of industries in future

iii) Advent of new technologies

iv) Policy of globalization

v) Advent of foreign and private universities

vi) Present attitude towards rural and tribal population.

vii) Cost based education

viii) Computation of educational backlog

ix) Quality assurance

x) Access

xi) Equity, and

xii) Impetus to weaker section including women

xiii) Employability and Entrepreneurship

Further, Information Technology is developing fast these days and has

its influence on every walk of human life. The invention, creation and

discovery of knowledge, its exchange, information broadcasting, the process

of teaching, its utility and management, etc. are rapidly changing due to new

emerging technologies. It is clearly discernable that the society in 21st

century will interact in its daily business through the medium of Internet.

Persons, Institutions and Groups or Organizations will be identified as web

sites. Not only economic but number of other interactions will also take

place through the networks created by new technologies viz. e-business, e-

marketing, e-finance, e-agriculture, e-governance etc.

With advancement of knowledge divisional, regional, and national

boundaries are breaking down. In this age, erasing the geographical

distances, when the process of globalization has become fast by joining the

persons and institutions of the world the possibility of connecting students to

students and teachers to students of the world can not be denied. According

to the newly rising network society, the advent of network education is sure.

In these situations it is necessary to connect one college to another, all

such colleges to university and university to other

universities. The Perspective Plan in all its manifestations, therefore, needs

to be formulated diligently in terms of the prescribed procedure.

Coverage:

The coverage of the Perspective Plan is as per Section 82(1) of the M.U.

Act, 1994. Accordingly, the plan covers ―colleges‖ as defined under Section

2(10) of the Act meaning thereby the ―affiliated colleges‖ and ―conducted

colleges‖ of the university as well. ―Recognized institutions‖ as defined in

Section 2 (17) of the Act as Academic institution of higher learning not being

a college associated with and admitted to the privileges of the university

would also be covered under present plan.

Duration:

Taking clue from the ―Developmental Unit‖ in terms of time frame as 5

years for various apical plans including the Five Year Plan formulated by the

Planning Commission of India, the duration of the present plan is also for five

years commencing from the Academic session 2014-2015. However, as per

the provisions of the Act such plan can be updated every year, if necessary.

Scope:

The scope of the plan primarily is commensurate with the listed

coverage as reflected in the mandate of Section 82 of the Act. However, it is

being made explicitly clear that the opening of new colleges has not been

proposed under the plan because of adequate number of colleges in the

jurisdiction of the University. However, this issue may be revisited after two

years. It is pertinent to mention here that update of the existing colleges in

terms of increase in the annual admitting capacity for the existing courses

and also providing for new courses, as may be felt necessary, will be done

periodically.

Targets:

In order to fulfill the objectives as identified in terms of governing

provisions of the Act read with the mandate under Article 371 (2) of the

Constitution of India the targets that have been set mainly are as under.

1) To ensure equitable distribution of avenues of higher education through starting of new

courses including faculties, subjects and mitigation of the backlog, if any, with due

emphasis on socio-economic backwardness, women and tribal population in the area

under geographical jurisdiction of the university.

2) ‗Taluka‘ to be construed as a unit of development for location of avenues of

higher education pertaining to the conventional faculties.

Time Frame and Methodology:

The time frame that has been set for the fulfillment of targets and

objectives is five years from the academic session 2014-2015. In terms of the

two chosen parameters of the study namely viz. (1) avenues of higher

education as against target population, and (2) due emphasis on rural,

women, tribal population, the statistical data was procured primarily from

the available records of the university and also from the Maharashtra State

Board of Secondary Education, Nagpur Division.

(1) The unit of development is construed as – ‗Taluka‘ for the purpose of

conventional faculties and post graduate courses.

(2) The data so procured is Taluka-wise and District-wise in terms of sub

criteria namely.

a) Taluka-wise population (2011 census report)

b) Projected industrialization.

c) District-wise, Taluka-wise and Faculty-wise number of existing

colleges. Colleges affiliated to Rashtrasant Tukadoji Maharaj

Nagpur University and functioning in the session 2012-13 i.e. prior

to formulation of Perspective Plan are included in the Perspective

Plan.

d) Faculty-wise number of students admitted to the first year of degree

course during the session 2012-2013.

e) Number of students passing the 12th standard (H.S.S.C)

examination.

f) Geographical distance between different colleges, particularly tribal

and remote areas.

g) Necessity of courses for developing, underdeveloped and unserved

regions with emphasis on socio-economical backwardness.

h) Available courses and necessity of new courses in tribal, backward

and rural areas.

i) Minimum and maximum number of students required to make it

viable and manageable.

j) District wise professional and post graduate courses available.

(3) Due care is taken to avoid ‗Geo Concentration‘ of the avenues of higher

education.

(4) The avenues of higher education and the geographical proximity

thereof with the target group is taken as a core consideration for

computation of the geographical location of the avenues of higher

education taking note of the fact that the same is attainable by

augmentation of the intake capacity of the existing colleges and

addition of new courses of study, subjects and faculties.

(5) Interpolation of the data and its analysis in terms of the identified

objectives and the analysis thereof, geographical location of avenues of

higher education within the geographical jurisdiction of the university

are identified.

UNDER GRADUATE AND POST GRADUATE. COURSES, SUBJECTS AND

A) Faculty;

If in the existing Arts, Social Science, Commerce, Science and Home

Science colleges a particular faculty is not available then in that

Taluka that particular faculty can be granted.

B) Courses;

a) The existing college can start any innovative, skill oriented and need

based UG and PG courses/subjects.

b)The existing college has to fulfill the following conditions for starting Post

Graduate Courses -

1. In the existing college that faculty under which the course to be

started should have five years standing.

2. For starting the P.G. Course, The existing college must have that

course or subject at UG level for last 5 years and two batches of

students of that particular course/subject should have been passed

out .

3. The Colleges which have applied for P.G. course should have full

time regular Principal and should have recognized or eligible to be

recognized or approved as PG teaching faculty for that particular

course.

4. The Academic Council will determine the minimum students‘

strength for new innovative and skill oriented courses.

C) If the course does not exist in the Rashtrasant Tukadoji Maharaj Nagpur

University but exist elsewhere in India, college should submit the syllabus

and ordinance of the University certified by Registrar of respective

university alongwith the fee structure where such course exist. College

should also identify the teachers of allied subjects who can teach the

subject during the transition period.

D) If the course does not exist in any Indian University, the draft syllabus

prepared and certified by the experts be submitted along with application.

Teachers be also identified to teach such course. If the course is being

conducted in any university abroad, the syllabus along with scheme of

examination and other relevant details authenticated by respective

university be submitted with application.

E) Subject;

At the UG level, existing college can start the optional subject/paper

F) Additional Intake;

The existing college can apply for additional intake in a particular

course provided that in that course college should produce the copy

of the enrolment document of admitted students, duly certified by

the Examination Section of the University indicating that the

existing intake was full during last three years.

1) The applications for new colleges will only be considered if those are

proposed for the courses which are not existing in the RTM Nagpur

University and the proposal is accompanied with the draft syllabus for

the course/s applied for.

2) All colleges are located at the district head quarter only. 3) No new colleges in Education be granted in the Maharashtra State from

the year 2007-2008 to 2016-17 as per Letter No. B.Ed. 2010(123/10)

4) However, Central/State Government may establish Government Colleges

as per the policies framed by the Central/State Government.

UNDER GRADUATE AND POST GRADUATE COURSES IN

PROFESSIONAL COLLEGES

A) Courses;

a) The existing college can start any innovative and need based UG and

PG courses.

b)The existing college has to fulfill the following conditions for starting Post

Graduate Courses -

1. In the existing college that faculty under which the course to be

started should have five years standing.

2. For starting the P.G. Course, The existing college must have that

course at UG level for last 5 years and two batches of students

of that particular course should have been passed out.

3. The Colleges which have applied for P.G. course should have full

time regular Principal and should have regular recognized or

eligible to be recognized or approved as PG teaching faculty for

that particular course.

4. The Academic Council will determine the minimum students‘

strength for new innovative and skill oriented courses.

B) If the course does not exist in the Rashtrasant Tukadoji Maharaj Nagpur

University but exist elsewhere in India, college should submit the syllabus

and ordinance of the University certified by Registrar of respective university

alongwith the fee structure where such course exist. College should also

identify the teachers of allied subjects who can teach the subject during the

transition period.

C) If the course does not exist in any Indian University, the draft syllabus

prepared and certified by the experts be submitted along with application.

Teachers be also identified to teach such course. If the course is being

conducted in any university abroad, the syllabus along with scheme of

examination and other relevant details authenticated by respective

university be submitted with application.

D) Additional Intake;

The existing college can apply for additional intake in a particular

course provided that in that course, college should produce the copy

of the enrolment document of admitted students, duly certified by

the Examination Section of the University indicating that the

existing intake was full during last three years.

P A R T– IV

PERSPECTIVE PLAN FOR HIGHER LEARNING, RESEARCH AND EXTENSION

Part–IV

Perspective Plan for Higher Learning, Research and Extension

It is specifically intended in Maharashtra Universities Act of 1994

under Section 93 that - ―All post-graduate instruction, teaching, training and

research shall normally be conducted within the university area by the

university, affiliated colleges and the recognized institutions and in the

manner prescribed‖.

The importance of quality education in higher learning is necessary to

monitor teaching, training and research not only in the post graduate

departments and recognized institutions but also in affiliated colleges. This

can be achieved by proposing the followings:

1) Centre for M. Phil Courses: These courses are proposed in all

subjects in each district provided post graduate courses are available

in the college for the same subject. This will provide the atmosphere

for introducing the idea of research through which advancement in

every subject is introduced to students.

2) Centre for Higher Learning and Research: Recognized colleges/

institutions for Centre of Higher Learning and Research are proposed

in each district as per governing norms of the university. Also as per

the requirements of the statutory bodies like NBA, NAAC the generation

of research and consultancy in all the institutions of India is expected

for encouraging teachers and students for higher learning. It

automatically brings the concept of quality education.

3) New courses framed by University and other Statutory Apical

Bodies: All those new courses/subjects designed by the

University/Apical Bodies from time to time shall deemed to be included

in the present perspective plan, subject to governing norms of the

university.

4) Other courses in conventional and Professional faculties: New

courses/subjects suggested by the Managements/Experts in the

concerned field shall be considered by the University and if accepted,

they shall be deemed to have been included in the Perspective Plan,

provided the syllabus, scheme of examinations and necessary

ordinance is framed by appropriate authority(s) of the university for

such courses.

5) Institutes/Colleges of advanced studies exclusively for Post-graduate

Studies and Research can be started provided these institutes fulfill the

norms, to be prepared by BCUD.

6) The Research Innovation Hub, Industry-institutional Interaction Cell

and Entrepreneurship Development Cell in the University.

7) One Sub Centre for Gondia and Bhandara Districts.

Parameters of the Perspective Plan

Although, the plan has been formulated so as to make it timely,

relevant and also to withstand futuristic requirements, yet all the parameters

which should have been dealt within necessary details for drawing the

inferences could not be considered presently. However, the parameters

chosen for this Plan include.

1) Increasing population

2) Tremendous growth of industries

3) New technologies

4) Policy of globalization & environment protection

5) Advent of foreign and private universities.

6) Special consideration towards rural and tribal population.

7) Cost based education

8) Computation of educational backlog

9) Quality assurance

The computation of the educational backlog, if done, in accordance with

Article 371(2) of the Constitution of India, based on which the Regional Statutory

Development Boards came into being in the state of Maharashtra, in which

population of the region is taken as a key parameter for developmental acquisitions,

would mean that Rashtrasant Tukadoji Maharaj Nagpur University jurisdiction

which is catering to nearly 13% population of the State of Maharashtra is

legitimately entitled for commensurate developmental assets in the domain of higher

education as well. In view of this fact, the population and the avenues of higher

education available in the different geographical locations become of paramount

importance in formulating the development plan and hence, only two parameters

have been primarily considered.

Suggested Line to tide over limitations

Taking into consideration the limitations that have been identified, it is

imperative that the future line of study on this very count needs to be

undertaken in a mode and manner whereby the document is not only

updated in terms of its ability to fulfill the objectives, but also to make it

more meaningful and relevant. To augment the limitation of cost based

education, this plan suggests the e-networking of all colleges with university

and subsequently virtual class room could be established. Similarly the Plan

also envisages the Public Private Partnership to establish new departments,

research centers and academic chairs in the university and improve the

quality of education.

Conclusion

1) In view of the time frame of the Perspective Plan being of five years it is

necessary that the courses/faculties/subjects are initiated

commensurate with the planned unit of development i.e., a ‗Taluka‘ for

Conventional faculties and ‗District‘ for the professional faculties.

2) The state Government is required to establish one government college in

each district for catering the need of under privileged and economically

weaker section of the Society with emphasis on colleges of conventional

faculties in the jurisdiction of the Rashtrasant Tukadoji Maharaj

Nagpur University.

Critical Appraisal

The Perspective Plan formulated herein above has been critically

appraised on the following counts namely,

1. Adherence to the stipulated procedure in terms of the governing

provisions of the M.U. Act 1994.

2. Openness

3. Transparency

4. Commensuration with the ‗Objectives‘, both ‗Short term and Long

term‘ .

5. Visionary nature

On all the aforesaid counts it stands true and credible in terms of its critical

evaluation.
