ASCE – American Society of Civil Engineers (Fellow) PROFESSIONAL SUMMARY Mr. Hoque has more than 40 years of experience as a geotechnical, solid waste, hydraulic, and structural engineer in Asia, North Africa, and the United States. Mr. Hoque is an ASCE Fellow and the Founder and President of HA. He is a highly qualified, experienced, and respected geotechnical engineer with a strong scope of work, budget development, and cost control skills. Mr. Hoque has completed more than 1,000 geotechnical investigation projects involving field exploration, field and laboratory testing, analysis, engineering design, and construction quality assurance (CQA) and construction quality control (CQC) as well as several large embankment dam and slope stabilization projects and numerous environmental assessments. Sky Harbor Airport New Air Traffic Control Tower (Design Build) – HA performed the Geotechnical Exploration and QC Testing and Inspection services for the Federal Aviation Administration’s four story base building and 321 foot tall air traffic control tower. Geotechnical services included subsurface exploration with 12 30-50 foot deep soil borings and engineering analysis including foundation analysis for gravity. The design-build project includes design and construction of a Federal Aviation Administration (FAA) facility at Sky Harbor International Airport. HA’s role comprised the geotechnical exploration and engineering report to be used in design. SHIA Automated People Mover – Project Principal/Project Engineer for the proposed underground tunneling project. The project included: drilling of seven soil borings to depths ranging from 50 feet to 100 feet below surface grade, installation of two groundwater monitoring wells, sample collection, laboratory testing, environmental analytical testing, and preparation of a detailed geotechnical exploration report for tunnel engineering and ancillary features. Rio Salado Phoenix Reach Environmental Restoration Project – Consulting engineering and geotechnical exploration and laboratory testing services in support of the Rio Salado Environmental Restoration Project for the US Army Corps of Engineers (Contract No. DACA09). Services already provided by HA consist of a file search for landfills located adjacent to and/or within the Rio Salado Project, preparation of drawings, and identification of potential constraints to the design and/or construction of structures and ancillary features related to landfills. United States Penitentiary and Federal Prison Camp, Quality Control Administration and Testing – QC administrative support and quality control testing and observation services for the 300 million dollar design build project. This required coordination of technicians outside of the project city, making scheduling and manpower allocations of upmost importance. Airport projects are particularly difficult due to the coordination between the construction activities and how they interact with ongoing airport activities. This project was of supreme importance in allowing the airport to continue offering safe operational services. PROFESSIONAL SUMMARY Dwayne Culpepper has worked in the engineering and construction industry for a quarter of a century. His experience spans multiple states as an Engineering Technician. His experience includes construction materials testing and management, which is his current focus. He has worked on various types of projects including roadways, landfills, bridges, and both commercial and residential developments. Prior to joining HA, Mr. Culpepper was an Engineering Specialist IV and the Environmental Coordinator (1997-2005) at the Wellington Area Office and Childress District Office for the Texas Department of Transportation. In his capacity as Environmental Coordinator Mr. Culpepper completed all reports for NEPA and field verified most of the reporting segment of the environmental oversight process. Mr. Culpepper also inspected material batch plants, onsite and permanent laboratories and ensured that all quality control testing was completed in compliance. In order to best fulfill his duties at the Texas Department of Transportation, Mr. Culpepper had to master the performance of field testing on soils, concrete, asphalts, steel and metal structures and inspections for concrete, soil, specialized materials and implement SWPP plans. After joining Hoque & Associates Mr. Culpepper began working almost exclusively on City of Phoenix projects beginning in early 2012. City of Phoenix (AV10000001) PSHIA - PHX SKY TRAIN Phase 1A Phoenix, Arizona – Mr. Culpepper provided construction material testing and inspection services during construction of key features for the Phoenix Sky Train, the linking component for Light Rail and Phoenix Sky Harbor International Airport. Mr. Culpepper also provided foundation inspections and acted in support of City of Phoenix Inspectors. City of Phoenix 19th Avenue NW Light Rail Extension Phoenix, Arizona – The work completed included testing soils, concrete, and asphalt, and inspection of steel structures, drainage structures, and below ground utilities. Mr. Culpepper also provided inspection services during test runs, including inspections of electrical systems and associated features at Light Rail Stations. In addition, he also coordinated all testing work with other laboratories and city inspectors, as well as reviewed and verified field reports of other personnel to ensure compliance with city requirements. City of Phoenix Sky Harbor International Airport Sign Structure in Phoenix, Arizona – Mr. Culpepper was an inspector for all new sign structures as well as those that were upgraded. The work includes inspection of drilled shafts, footings, reinforcements and inspection for concrete. He also collected concrete samples for testing slump, temperature and compressive strength, as well as documenting the details of the concrete mix design, batch plant and placement method. City of Phoenix SR 85 Landfill Storm Drain Addition in Buckeye, Arizona – Mr. Culpepper worked in conjunction with other HA staff performing full time testing for soil compaction and suitability as well as testing for concrete. Mr. Culpepper was on hand for inspections during placement and construction of the large gabion structures that were central to this project.
